Publicspacedesignintheperspectiveofhistoricculturallandscape,“Panmen-ShantangStreetintheGrandCanalNationalCulturePark”

inco-productionwiththeJiangsuInstituteofUrbanPlanningandDesign(JUP)andtheUrbanPlanningSocietyofChina(UPSC)

BackgroundinformationonGrandCanalNationalCultureParkTheGrandCanalofChinaisamarvellousengineeringsystemthathasbeenplanned,constructedandmanagedforover2000years,startingfromthe5thcenturyBC.TheGrandCanalstretchesovereasternChinamainlandformorethen1500km,linkingBeijinginthenorthwiththecoastalcityofHangzhouintheSouth.Itisinter-connectedwithChina’sgreatwest-to-eastriversystems,suchasHanandYangtzerivers.TheCanalisnolongernavigablebetweenBeijingandthecityofJining(inShandongprovince)buttheremainingsouthernsectionstoHangzhouarestillinuse.Theyplayanimportantroleintoday’sgoodstransportation,andincreasingly,inlargerwaterandenvironmentalconservancyeffortsinthoseregions.TheCanalboostedtheprosperityofSuzhou,YangzhouandHangzhou,citiesindirectconnectionwiththeCanal.ManyhistoricneighbourhoodsofthesecitiesborderingtheCanalreflectthehistoricalandsymbioticrelationshipbetweenthiswaterwayandthecity,creatingthespecific“CanalCulture”.Inordertobettermanifesttheeconomic,social,culturalandhistoricalvaluesoftheGrandCanalculturalmonumentsandneighbourhoods,theChineseGovernmenthasdecidedtoappointtheCanalastatusoftheNationalCulturePark.Withthispolicyframework,theGovernmentaimstostimulateandsupportstrategicproposalsleadingtothepreservationofthebuiltandun-built(landscape)heritageandtobetterutilizetheavailableculturalresources.>>SuzhouontheGrandCanal


AboutthecityofSuzhouLocatedintheeasterncoastalarea,Suzhouhasthereputationofinternationallyfamedtouristdestination,withitssceniclandscapesandit’sclassicalChinesegardens.LikeothercitiesinChina,Suzhouhasexperiencedrapidurbanizationandindustrializationinthepast30years,andhasbecomeoneoftheimportantindustrialcitiesinthecentralareasintheYangtzeRiverDeltaregion.Atpresent,Suzhouhasapopulationofabout10million,andstrivingmanufacturingandservicesindustry.AboutPanmenStreetandShantangStreetAreaPanmenandShantangStreetsaretwoimportantnodesalongtheGrandCanal,aswellastwosignificanthistoricareasofSuzhou.Panmen-ShantangStreetareaislocatedinthewestofSuzhouAncientCity.Itwasimportantmilitarysiteaswellastradingport.Today,Panmen-ShantangStreetareastillhasmanyhistoricalfeatureswithquiteuniformarchitecturalstyles.ItgraduallybecametheshowcaseoftheoldWucultureandanimportanttouristdestinationwithintheSuzhouAncientCity.TheoveralllayoutandarchitecturalstructureofPanmenStreetdatefromLateYuanandEarlyMingDynasty.ThenotablePanmen“Land-and-WaterGate”istheonlycompletelypreservedgateofthatkindinSuzhou.ShantangStreetwasbuiltinthemid-TangDynasty(618-907A.D.)astheresultofdiggingoutandconstructingtheriverdams.InMingandQingDynastytradeandculturewereverywelldevelopedinShantangStreet,duetoitsdistinguishedgeographiclocationandconvenientwaterandlandtransportation.>>PanmenStreetandShantangStreetArea


AboutthehostorganizationtheJiangsuInstituteofUrbanPlanningandDesign(JUP)JiangsuInstituteofUrbanPlanningandDesign(JUP),foundedin1978,isoneofChina’sfirstestablishedprovincialplanninginstitutes.JUPispartoftheDepartmentofHousingandUrbanandRuralDevelopmentofJiangsuProvince.Itisaleadingplanningandresearchinstitutewithover500staffmembersthatcombinesscientificinnovationandplanningpractice.WorkshopgoalsanddeliverablesTheUPATworkshopwillfocusonbringingoutthespatial/landscapeplanningandpolicyrecommendationsaswellasontheconceptualdesignofselectednodes/streetsforthePanmenandShantangStreetarea,astretchofabout3.1kmalongthecanal.TheworkshopaimstobringthediscussionontherevivaloftheGrandCanalfurther,andstressontheimportanceoftheintegral,strategicapproachtotheCanal’swaterfrontheritage,it’sconservation,butalsoit’srenewalandadaptation.Theworkshopconcentratesontwomajorspatiallevels:strategicplanningandstrategicdesign.StrategicPlanningTheUPATteamwillconductashortresearch-by-designanalysisabouttherelationbetweenSuzhouAncientCityandtheGrandCanal.Thisanalysisshouldresultin:• Abriefassessmentofthekeyvaluesoflinearhistoricandculturallandscapes,important

forthevisibilityandlongevityofthespiritofChineseculture;• Guidelineshowtoexploreandactivatenewfunctionstopromotetherevivalofthearea

adjacenttotheGrandCanalandtheimprovementofthecityvitality.Re-examinethecloserelationshipbetweentheGrandCanalandthecityfromahistoricalperspectiveandprovidetheNationalCultureParkwithadiverse,activeculturalfunctions;

• Aconciseproposalofstrategicspatialplanningpolicies,focussingontheroleofgovernanceintheconstructionofNationalCulturePark,exploremeansofculturalresourceprotection,andsuggestnewideasandpracticemethodsforconvertingthehistoricandculturallandscapeintoNationalCulturePark.

StrategicDesignTheSuzhouGrandCanalNationalCultureParkUPATWorkshopwillpresenttwoconceptualstrategicdesignschemesthatillustratethecombinationofhistoricandculturallandscapesandnodesalongtheGrandCanal.Theconceptualstrategicdesignoftwoareasof20hectareseachshouldvisuallyaddress:• WhataretheculturalvaluesanduniquespatialstructuresandqualitiesoftheGrand

CanalNationalCulturePark;• Howtoaddcontemporarylandmarkssuitabletothehistoricandculturallandscape

GrandCanalNationalCulturePark;


• Howtooptimizeurbanfabricandtrafficorganizationsuitableforgood,liveableneighbourhoods;

• Organizeandoptimizestreetsandwaterfrontlandscapestocreatecharmingurbanlandscapes.

>>PanmenStreetandShantangStreetAreaCollaborationwithlocalexpertsandwithintheteamTheUPATteamwillworkcloselyandcollectivelywithJUPascolleaguesforoneweektodeliverrecommendations,guidanceandinsightsforthespatialprinciplesandstrategyfortheSuzhouGrandCanalNationalCulturePark,usingPanmen-ShantangStreetsasexamples.TheUPATTeammembersworkingjointlywithJUPwill:• PrepareandpresentinitialfindingsandrecommendationsoftheUPATTeamtothe

provincialofficialsandrepresentativesonthelastdayoftheworkshop;• WriteandpublishadedicatedissueoftheISOCARPPLANMagazine(number9,60

pages)withthefindingsobservations,opinionsandrecommendationsoftheUPATTeam.

ISOCARPwillorganizeapresentationofthisworkshop’sresultsattheUPSCCongressinHangzhouendofNovember2018andat55thUPATSeminaratthe2019ISOCARPCongress.TeamMembersProfilesTheUPATTeamwillcompriseofmaximumtotalofsixtoeightISOCARPmembers:theVicePresidentUPATsandtheISOCARPUPATCoordinator,theTeamLead,theUPATRapporteur,twointernationalplanningexperts,andtwoyoungplanningprofessionalsfromtheISOCARPnetwork.Candidateswiththefollowingbackgrounds,expertiseandskillswillbeencouragedtoapply:• Research,visioning,andplanningofhistoricalpreservation;


• Planningandstrategiesofurbanregeneration;• Sustainableurbandesign,landscapeandarchitecture;• WorkexperienceinChinaandAsiaisrecommended,butnotrequired.ParticipationintheUrbanPlanningAdvisoryTeamisopentofullISOCARPMembersonly.ExpensescoverageTheSuzhouGrandCanalNationalCultureParkUPATworkshopwillbeoperatedandmanaged(planning,budget,expenses,logistics)byJUPandtheISOCARPInstitute,CenterofUrbanExcellence.JUPandISOCARPwillprovideallowanceforinternationaltravelexpenses(cf.actualcostsupportedbyticketsandboardingpasses)basedonatraveldistancepolicy.JUPwillalsoprovideinvitationlettersforobtainingChinesevisa.JUPandISOCARPwillprovideaccommodation,mealsandlocaltransportationduringtheUPATWorkshop.JUPwillalsoprovidetheworkingandmeetingfacilities,accesstotheInternet,localinformation,mapsandallnecessarysuppliesrequiredfortheUPATWorkshops.UPATTeamMemberswillreceiveamaximumtravelallowanceforinternationalflightsofupto€1.000iftheirtriporiginatesinAsiaandupto€1.500iftheirtriporiginatesfromoutsideAsia.Ineithercase,applicantswillreceivewhicheveristhelowerofthetwofigures–actualexpenseandthemaximumlimit.Travelexpenseswillbereimbursedagainstsubmittedoriginalreceipts,tickets,boardingpasses,etc.Selectedapplicantswillbestronglyadvisedtomaketheirtravelarrangementsandtoapplyforavisaassoonaspossibleandtotakeadvantageofthebestavailableairfares.TheSuzhouGrandCanalNationalCultureParkUPATwillbecarriedoutundertheresponsibilityofJUPandISOCARP.Inprinciple,theUPATteammemberswilltravelandstayinChinaattheirownrisk.JUPandISOCARPwilldotheirverybesttosafeguardthesafety,integrityandwellbeingoftheUPATteammembers.ForthisUPATworkshopISOCARPhasnegotiatedasmallfeefortheUPATTeammemberswhoactivelyparticipateintheUPATworkshopinSuzhouandtheproductionofthePLANMagazine.Calendar• Deadline-ReceptionofApplications 08Oct.2018• SelectionandAnnouncementofResults 10Oct.2018• StartVisaApplicationProcessselectedteammembers 16Oct.2018• IntroductorySkypeCall:e-meetoftheteammembers 10/11Nov.2018• ArrivalofUPATTeaminSuzhoufortheUPATWorkshop 15Nov.2018
