The FCC does not require every antenna structure to be registered... Additionally, many carriers have sold their tower assets to third party companies, and leasing agreements are unknown.

The Middle Class Relief and Job Creation Act now requires (with some wiggle room) communities to allow collocation of wireless telecommunications facilities on existing structures. Tower Law Update
