1 GENERAL REQUIREMENTS
1.1 INTRODUCTION
1.1.1 Objectives of Specifications
The Tenderer must note that in this Specifications for General Requirements, Clause nos. 1.1
to 1.11 are generic to all of the Works (i.e. Building Works / Roads and Infrastructure Works)
under this contract.
Clause no. 1.12 is pertaining to the additional requirements specific to Building Works, while
Clause no. 1.13 is pertaining to the additional requirements specific to Roads and Infrastructure
Works
This Specifications set out the functional, quality and performance requirements for the Works
associated with the “Construction of Roads, Infrastructure and Buildings at the
Commercial Pre-Gate, Gates and Inspection Zone, Port of Duqm”. The detailed scope of
works is included in Clause 1.2 of this Specifications for General Requirements and is shown on
the Drawings.
1.1.2 Contractor’s Responsibility The Contractor shall construct, test, commission, rectify defects in, and complete all facilities
and systems of the kinds required to provide for the provision of the Works.
The Contractor shall be fully responsible for providing such materials; workmanship and
whatever else may be necessary or desirable to meet the Specifications.
Any approval, consent or acceptance by the Engineer of any proposal or submission by the
Contractor in respect of any obligations or requirements imposed by these Specifications shall
not relieve the Contractor of any of his duties or responsibilities under the Contract.
Before commencing any works the Contractor shall make himself acquainted with the existing
conditions. The Contractor shall obey all restrictions and safety rules as imposed by the
authorities concerned.
The Contractor shall be deemed to have satisfied himself as to local conditions, the ongoing
Contract(s) at site, the nature and degree of accessibility of his equipment and machines, the
nature and extent of the operation, the conditions affecting labour and the general
execution of the work. No claim will be accepted in respect of any of these matters, either due to
lack of knowledge or ignorance of conditions except those that could not have been reasonably
foreseen.
The Contractor’s choice of equipment and construction methodology shall minimise danger to
the environment. The Contractor as appropriate shall give prior notice to the relevant local
authorities in Oman.
The Contractor shall be responsible for obtaining all necessary permissions from the relevant

authorities.
The Contractor shall furnish and maintain temporary hoists, chutes, cranes, ladders, ramps,
runways, derricks, stairs, railing and similar items as may be necessary for carrying out the
work.
The Contractor shall furnish, erect and maintain temporary staging, scaffolding, rigging, etc, as
may be necessary for carrying out the work. All such items shall be of safe construction,
adequate for the intended purpose and shall not constitute hazard to persons or property.
All items of the Works shall be protected against possible damage and shall be provided as
necessary with temporary coverings or with other suitable means which will afford adequate
protection. The Contractor shall carefully protect his own finished work the work of sub-
contractors, or the work of other Authority’s workmen, and he shall be liable for the
reinstatement of any work as a result of damage caused by any reason whatsoever.
The Contractor shall protect and support all existing facilities (if any) which are exposed, or in
any way affected, by excavation, or other operations or Site activities. Adequate precautions
shall be taken at all times to ensure that existing facilities are not adversely affected or in any
way damaged or endangered.
1.1.3 Site Administration The Contractor shall set up an administration system for all Permanent and Temporary Works.
The Contractor shall determine a unique reference coding system and shall, properly referenced
with codes, provide an original and copies as per the Contract, of all Contractor’s Documents,
Correspondence, Notices, Financial Statements and any other documents with Legal, Financial
or Technical bearing, including but not limited to quality assurance documents, certificates and
warranties.
All details of the above system shall be subject to approval of the Employer and
Engineer within 28 days after Contract Award.
1.1.4 Units, Levels and Datums SI units (all levels and coordinate values to be in meters) shall be used throughout. All drawings
shall be in English language.
The necessary correlation between project elevation datum used in the infrastructure design of
Commercial Berth and NSA-SEZAD datum shall be made.
The shop drawings as well as the “As built drawings” shall be prepared in accordance with the
National Survey Authority’s (NSA- UTM 40 North WGS 1984) coordinate system; same has
been used in the current design of Commercial Berth. However, the elevations shall be related
to NSA–SEZAD datum.

immediately after this page.

1.2 SCOPE OF WORKS
The Scope Works to be executed under this Contract shall include, but not be limited to, the
construction, installation, testing, commissioning and remedying of defects of the following:
� Road and Paving Works � Infrastructure Works � Building Works
All as shown on drawings, specified and as directed by the Engineer.
1.2.1 DESCRIPTION OF WORKS
The above mentioned Works are described as follows.
1.2.1.1 ROAD AND PAVING WORKS
Road and Paving Works are summarized as follows:
• Construction of 8.00 Km roads with varied cross sections including the junctions on these roads. The roads are ROAD 02-2, ROAD 02-3, ROAD 02-4, ROAD 02-5, ROAD 02-6, ROAD 02-7, ROAD 02-8, ROAD 02-9, ROAD 02-11.
• Construction of all internal roads as access to buildings and Parking areas.
• Construction of Parking areas to serve all activities.
• Design, Supply and Installation of Traffic Signals. The Contractor shall carry-out the design, supply, installation and commissioning of Traffic Signals, complete, including all signal heads, loop detectors, ducting/cabling, controllers and power supply. Traffic Signal design shall be as per site requirements.
• Construction of 2 Nos. of Helipad with an approximate area of 2,200 m2 in Zone 2 – Inspection Zone.
The scope of works for roads and paving will include all earthworks (cut/fill, including
import/disposal as necessary), fill embankment slope protection, trimming and preparation of
surfaces, ground improvement (including the provision of geotextile membranes), laying of the
pavement structure for both flexible (Asphalt) and rigid (Concrete and concrete heavy duty)
pavement, road furniture, traffic control (markings and signs) and traffic signals, all in
accordance with Omani and International standards.
1.2.1.2 INFRASTRUCTURE WORKS
Infrastructure Works is comprised of the following:
• Potable Water Network
• Fire Fighting Network
• Storm Water Drainage

1.2.1.2.1 Potable Water
Potable water network is constructed to provide adequate water demand and pressure to every
building and application in the Commercial Berth Zones (Pre-gate, Gates and Inspection Zone).
The demand is based on the ultimate population rated in the Commercial Berth. The water
network consists of the following:
• Necessary installation of Pressure distribution, house connections and future pipes (HDPE SDR 11) with required welding, connections and joints with different fittings, pipe materials and sizes as shown on drawings and specifications.
• HDPE sleeve Duct (HDPE SDR 17) with required spacers to protect the distribution lines running under traffic ways and concrete grout.
• Protection slabs where needed and specified on drawings/specifications.
• All Valves: Gate valve, washout, Non Return Valve, Air Release valve and chambers.
• Flow Meters and Flow control valves.
• Tie in connections with the main water distribution lines.
• All excavation and backfilling as necessary.
• All necessary civil and structural works for valve chambers, thrust blocks and items in relation.
• All necessary testing, commissioning and leakage inspection for pipes, valves and network items.
1.2.1.2.2 Fire Fighting Network
The scope of work related to the fire fighting network requires the construction of the following
key elements:
• Pressurized pipelines (HDPE SDR 11), which run parallel to the paved carriageway in a planned fire fighting corridors as included in the drawings.
• HDPE Sleeve Duct SDR 17.
• All Valves (air release valve, washout, fire hydrant above and underground, gate, and butterfly valve type) and chambers.
• All excavation and backfilling as necessary. 1.2.1.2.3 Storm Water Drainage
The scope of work includes the construction of surface drainage networks for the pre-gate area,
gates area and inspection zone to collect the surface runoff generated during rainfall events and
discharge it to the storm drainage channels through different outfalls to ensure continuous
activities and reduce delays resulting from water ponding. It includes also the construction of a
permanent pumping facility on the downstream side of the collection chamber that receives the
discharge of the drainage ditches of the dry dock parking and entrance area.

The construction of the drainage system under the scope of work will include the following key
elements
• Excavation for pipe trenches to allow construction of the gravity pipes and the rising mains.
• Supply and installation of top entry gullies with heavy duty frames and covers
• Supply and installation of concrete rectangular ditches with heavy duty grating where needed.
• Supply, transport, storage and installation of gravity and pressure pipelines, manholes, access chambers, interceptors, pump station, manifold chambers.
• Construction of 4 drainage channels (CH05-A, CH05-A-1, CH05-A-2, and CH05-A-2-1).
• Construction of RC Structures connecting the channels and consisting of upstream and downstream RC wing walls and RC floors.
• Construction of outfall pipes for networks discharge into the drainage channels.
• Construction of a pumping station, valve chambers and discharge chambers.
• Construction of Rising main with pipes, ducts, valves, excavation, bedding, backfilling, thrust blocks as specified.
1.2.1.2.4 Sewerage Network
The sewage collection system for the project has been designed to handle the flow generated
within the project area for the complete design life. The system will collect sewage generated
within individual plots, and convey the wastewater by gravity or pumping to the allocated
Sewage Treatment Plant (STP). The areas that are served include pre-gate area, inspection
zones and gates area.
The construction of the sewage collection system will include the following key elements
• Earthworks related to the sewage collection system, such as excavation
• of trenches.
• Supply, transport and installation of gravity sewers and rising mains.
• Supply, transport and installation of manholes and house connection chambers.
• Construction of pumping stations, valve chambers and discharge chambers.
• Construction of Sewage Treatment Plant. (The Contractor shall carry-out the Design and Construction of the STP in accordance with the Performance specifications provided by the Engineer).
1.2.1.2.5 Pump Stations
Several configurations of pumping stations serving all the wet utilities of drainage discharge,
sewer lifting, fire fighting and potable water. The scope of work will include civil, electrical,
mechanical, structural and architectural. The types are distributed as follows:
• Drainage pumping station to lift storm water from low level to discharge chamber via rising main. The pumping station equipped with submersible pumps, valves fittings, gates, controls and relevant civil, structure, electrical , mechanical and architecture works.

• Sewer pumping stations equipped with submersible pumps, fittings, valves, gates, controls and relevant civil, structure, electrical, mechanical and architecture works. The pumps will lift the sewer from the gravity network to the Sewage Treatment Plant discharge chambers.
• All necessary excavation, civil, installation, testing and commissioning works are included.
1.2.1.2.6 Electrical Works
Electrical Work (11KV)
Supply, installation, testing and commissioning of 11/0.415KV substations including weather
proof enclosure, 11/0.415KV transformers, 11KV ring main unit, and LV panel complete with
necessary cabling, foundation, sleeves etc.
Supply, installation, testing and commissioning of 11KV network including 11KV cables, cable
tiles, cable markers, HDPE duct crossing, cable joints, terminations, manholes etc.
In addition to the above the following works are also included:
• High Mast lighting
• LV network
• 11KV S/S
• 11KV Networking
• Ducts (11KV, SL, LV, Telecom.)
• Reefer Gantry (Provisional): at Zone 2 – 2 locations having 12 nos. each. The Tenderer must also note on the following scope of works for external electrical cables:
a) For Infrastructure Works:

1.2.1.2.8 Street Lighting
Supply, installation, testing and commissioning of:
• 5m, 18m and 16m high lighting poles with 250 watt, 400 watt and 100 watt luminaries running parallel to the paved carriageway in a planned Street Lighting right of way,
• underground cabling,
• Street lighting feeder pillars including photocells, meters and 24hr timers, contactors.
• Control Cabinets
• 150mm HDPE Duct road crossings; and
• All excavation and backfilling as necessary. 1.2.1.2.9 Yard Lighting
Supply, installation, testing and commissioning of:
• Yard Lighting, Lighting masts and columns complete with operating mechanisms, brackets, luminaires, control gear, wifi, earthing, lightning, foundation, telecom, ducting, and cabling.
1.2.1.2.10 Spare Ducts
The scope of works relating to spare ducts is limited to the provision of road crossing ducts,
including protection as necessary, to facilitate the future development of miscellaneous
networks within the Port. The scope of work includes all excavation and backfilling as
necessary.
1.2.1.2.11 Fencing and Gate works
Supply and installation of 2-Types of highly secured Fencing as follows:
• Type-1, ISPS Fence (Anti Intruder Fence), the requirement of fencing for this type should complying with ISPS codes (International Ship and Port Security), the fixing of this type will be limited to separate the 2 - Zones, from Zone 1 – Commercial Quay Gate and Pre-Gate Area to Zone 2 – Inspection Zone. A Total length of approximately 8.4 Km will be along the boundary of the Commercial Berth and will be surrounding the 2 - Zones, at a height of 3.0 m.
• Type-2, Demarcation Fence, the requirement of fencing Type-2 will be limited as a boundary line for the Temporary Hazardous Storage Area, Building of MoH, Commercial/Emergency Helipad Plot, MAF Zone (Reefer Gantries zone) and the Building situated in Zone 2. A Total length of approximately 2.6 Km will be fixed at height of 2.20 m.
• Along the fence will be a number of gates, Entry gate and Exit gate with a sliding Door Gate of 20 m wide.
• The installation shall be in accordance with the specification and International Ship and Port Security code (ISPS code).

1.2.2 Site Investigation Information
Available site investigation information in the vicinity of the works is included in Volume 5 – Soil
Investigation Report, of the Tender Documents. The Soil Investigation report is provided in the
Tender Documents for the purpose of the Bidder’s information only.
1.2.3 Temporary Works
The Temporary Works shall constitute any works required to successfully complete the
Permanent Works but not form part of the Permanent Works under the Contract Completion
Definitions. Temporary Works may be required to gain Site access, moor floating equipment or
secure the project Site. All Temporary Works are deemed to have been included in the
Contract Price.
The Contractor shall design, construct, remove or demolish all Temporary Works in accordance
with best general practice and shall, during their lifetime, be of adequate quality to be fit for
purpose and meet health and safety standards as prescribed under this specification.

1.2.4 Construction Drawings For Construction Drawings, refer to the following:

1.2.5 Specifications In the event of an internal conflict within the Tender documents, including but not limited to the
Specifications, the Bill of Quantities and the Tender drawings, the most stringent stipulation
shall govern and the same shall be referred to the Engineer and/or Employer, whose
interpretation and/or determination shall be final and binding.
The Specifications (Volume 2 – Parts II to III) has been drawn up to cover supply of all materials
and the execution of all works necessary to complete the Scope of Works. In case there are any
details of construction or materials which have not been referred to in this Specification,
Drawings or Bill of Quantities, the necessity for which may reasonably be implied or inferred
from the Specification or Drawings or which are usual or essential to the completion of all works
in all trades, the same shall be deemed to be included in the Contract Price named by the
Contractor and shall be performed according to best general practice. All interpretation of the
Specification will be made by the Engineer on this basis.
1.3 THE CONTRACTOR 1.3.1 General Requirements The Contractor’s responsibility shall be to execute the whole of the Works to comply as a
minimum with the requirements of these Specifications each and every relevant Governmental,
statutory, regulatory and utilities authority. The Contractor shall liaise with relevant Authorities
in obtaining the necessary approvals and licenses. The obligations of the Contractor to comply with all permits, licenses and consents for
implementing part of the Works are set out in Clause 26 of the Conditions of Contract.
The Contractor shall not commence demolition, dredging, reclamation, piling, filling or any other
Works until he has obtained written approval from relevant Governmental, statutory, regulatory
and utility authorities, and a copy of that approval has been submitted to the Engineer.
The Contractor’s general obligations shall include, without limitation:
� obtaining the necessary approvals, permits, consents, etc for
winning of offsite materials, including payment of any royalties, and material transport to site whether by land or sea;
� obtaining the necessary approvals, permits, consents, etc for
any offsite locations used for pre-casting wall blocks, coastal protection units, etc, including payment of any royalties, and transport to site whether by land or sea;

� obtaining the necessary approvals, permits, consents, etc for the disposal of unsuitable materials.
� payment of any fees;
� the submission of the Contractor's temporary designs/drawings
to the relevant authorities and obtaining their approval;
� complying with the relevant requirements for, and obtaining approvals from the Royal Oman Police (coastguard) and on any matter as is required by their regulations;
� complying with the relevant requirements of the Employer’s
Environmental commitments with respect to the construction of the works;
� establishment of measures to avoid and control pollution and
clean up contamination and spillages; 1.3.2 Site Team 1.3.2.1 Organisation Chart At the Kick-off Meeting referred to in sub-clause 1.3.5.1, and as and when directed, the
Contractor shall submit for the Engineer's approval an organisation chart showing the proposed
organisation to be committed by the Contractor to the performance of the Works including:
� Lines of authority, responsibility and communication; � Division of responsibilities between the Contractor's on and off-
site organisation; � Names, titles and functions of all supervisory and other key
personnel.
1.3.2.2 Contractor’s Key Personnel The Contractor shall submit within two (2) weeks from the receipt of Award of Contract a
detailed resume (and originals or copies of supporting documents which may be subsequently
required) of the professional qualifications of each person deemed as Key Personnel by the
Engineer to be significant within the organisational structure of the Contractor. Upon the
approval of such organisation chart and proposed personnel by the Employer, no changes shall
be made without the Engineer's prior written approval and until a satisfactory replacement has
been approved. The Contractor shall also submit and maintain a holiday schedule for this Site
staff for the approval of the Employer.
The following designations in the Contractor’s Organization Chart are considered as Key
Personnel. These Key Personnel shall be fluent in English language.
1. Project Manager (Contractor’s Agent or Representative under Clause 15 of Conditions of Contract) - minimum of 20 years experience, with 10 years in the field of engineering construction in a senior managerial position. Previous assignment as PM of a large civil

engineering project and also experience of Buildings construction. Graduate from an accredited institution specializing in a relevant field of study.
2. Construction Manager - minimum of 20 years experience, with 10
years in the construction of civil engineering projects in a senior managerial position. Previous assignment as CM of a large civil engineering project. Appropriate experience in Buildings construction. Graduate from an accredited institution specializing in a relevant field of study.
3. Project Engineer (s) - minimum of 15 years experience in the relevant
field with a minimum of three major projects of similar nature and position executed in the Middle East if not, then overseas.
4. Quantity Surveyor (s) - minimum of 15 years experience in the
relevant field with a minimum of one major project executed in the Middle East if not, then overseas.
5. Site Superintendent (s) - minimum of 15 years experience in the
relevant field with a minimum of three major project executed in the Middle East.
6. Environment, Health & Safety Manager - minimum of 10 years
experience, with 8 years experience as a professional EHS Manager. Previous assignment as EHS Manager of a large civil engineering or Buildings project. Graduate from an accredited institution specializing in a relevant field of study.
7. Quality Assurance Officer/Quality Control (QA/QC) Manager –
See also Conditions of Contract. Must be suitably qualified with a minimum of 10 years experience in the role of Quality Assurance/Quality Control Management for large civil engineering and Building construction projects. Must be experienced in the development and implementation of project specific Quality Programmes, through all project construction phases (procurement, construction and commissioning), which align with ISO 9001:2008 requirements. Will monitor and report on the implementation of the Quality Programme through surveillance and formal audit activities.
8. Programme Manager – A minimum of 10 years experience in
programme management in construction contracts and proficient in Primavera to undertake the programming tasks as described under sub-clause 1.3.5.2.
1.3.3 Nominated Sub-Contractors 1.3.3.1 General
Nominated Sub-Contractors are defined in Clause 59 of the Conditions of Contract and included
within the Provisional Sums.

The Contractor shall price for management, attendance, payment and supervision of these
nominated sub-contracts, including overall responsibility for Health, safety and Environmental
issues, and any other general Site responsibilities.
Adequate space shall be provided at the Contractor’s site compound for accommodating the
temporary site cabins provided by the nominated sub-contractors, and shall include the
provision of services and sanitary facilities. Space shall also be provided for storage of materials
and plant.
1.3.4 Working with Other Contractors The Employer reserves the right to award other contracts in connection with the same project.
The Contractor shall make himself aware of the existence of other contractors or utility
organisations engaged by the Employer, or others, who may be undertaking works and
maintenance within or adjacent to the Site Area and Other Areas. The Contractor shall give
protection to PDC and ODC for their operations which shall not be disrupted and shall make due
allowance for such, including but not limited to:
• Installation of power supplies and telecommunications into the site; • Installation of water treatment and sewage treatment facilities at the
site; • Remedial works by the other contractor.
The Contractor shall provide other contractors reasonable opportunity for the introduction
and storage of their materials and the execution of their works, and shall properly co-ordinate
his work with theirs as specified herein and as may be required, at no additional cost to the
Employer.
The Contractor shall continually co-operate and co-ordinate his activities with those of other
contractors in order that he does not impede the activities and progress of other contractors. He
shall also accommodate the activities and progress of other contractors in his programme and
continually update this in order that he finishes the Contract within the time for completion. No
claims for additional payment or for extensions of time of the Contract will be considered or
granted because of delays caused complying with this requirement. If any part of the Contractor's work depends on the execution of work by any other contractor,
the Contractor shall inspect and promptly report to the Engineer any defects in such work which
in his view is unsuitable. His failure to report such defects shall constitute acceptance of the
other contractor's work.
To ensure the proper execution of his subsequent work, the Contractor shall measure work
already in place and shall at once report to the Engineer any discrepancy between the work
executed and the drawings. The Contractor shall liaise and co-operate with any other
contractors so that their work shall proceed contemporaneously and without delay to the
Contract.

1.3.4.1 Coordination
The Contractor shall coordinate his works with the other Contractor(s) in case he:
• has to undertake works on the site of the other Contractor(s)
• has to use a part of the site of the other Contractor(s)
• is sharing site access to work areas for Contractor(s)
• is sharing the same area and/or facilities;
• is sharing the use and maintenance of temporary access roads;
• any other disruption to the other Contractor(s) not mentioned above.
The Contractor must note that the main access road (Road 02) passing through IP3 Work area
shall be kept clear and accessible at all times to have uninterrupted access to Early operations
area.
In case any other Contractor has to stop his work and/or has a delay, the Contractor shall do all
that is reasonable and fair to come to a solution, in such a way that any Claim will be avoided. In
case the Contractors involved cannot come to any solution they shall inform the Engineer,
before they start the works on the other site.
The Engineer shall have the deciding vote at no cost to the Employer.
1.3.5 Requirements for Construction Management 1.3.5.1 Site Meetings Notwithstanding the following summary of meetings to be held at Site, the Contractor shall
attend all meetings where he is requested to do so. In addition, the Contractor shall call any
meeting it deems necessary to meet its obligations under the Contract.
Kick-off Meeting Not later than 14 days from Contract Award, the Engineer shall call a meeting with the
Contractor to discuss the scheduling of design submissions, pre-cast concrete manufacture and
installation, construction and other matters which may be pertinent to the completion of the
Works. The Contractor shall arrange for his Project Manager to attend such meeting.
The Contractor shall attend co-ordination meetings, arranged by the Engineer, during the
course of manufacture, construction/setting up and testing of Works so as to ensure good
communication with the Engineer and to prevent delays in the Works. The Contractor's Project
Manager shall be present at these meetings together with any other person who in the opinion
of the Engineer may be required. The Engineer may opt to attend these meetings.
Management Meetings The Contractor’s Project Manager (Nominated Representative) and appropriate Site
management staff such as Environmental Protection Officer, Quality Assurance Officer, Site
Safety Manager, Nominated Sub-Contractor’s Representative or anyone else as requested in
advance by the Engineer shall attend a monthly management meeting with Engineer and

Employer.
The Management meeting shall be called within 7 days after the Monthly Progress Reporting.
All issues regarding the Construction Contract and the Progress Report and any additional
issues, to be advised by the Engineer via circulating the Agenda, shall be subject of discussion.
Weekly Meetings Separate weekly meetings shall be held to discuss the following issues, at all times the
Engineer may request the Project Manager or his Deputy to attend. In addition the Contractor
shall ensure appropriate personnel to be available as listed below:
� Progress Meeting, to be attended by the Project Manager and
the Engineer; � Quality Assurance Meeting, to be attended by the Project
Manager, Quality Assurance Officer and the Engineer. � Health and Safety / Environment Meeting, to be attended by the
Health and Safety Officer and Environmental Protection Officer and the Engineer;
� Specific Technical Meetings as the necessity dictates, for example on concreting or piling;
� Liaison Meetings with the Employer representatives regarding site activities which may affect their operations at site.
Other Meetings Other meetings to be determined by the Employer or Engineer which may require attendance of
the Contractor’s Staff may include:
� Daily briefing meetings when the necessity arises; Occasional meetings and Site visits with the Employer and his Management Representatives;
� Occasional meetings and Site visits with any visitors including, but not limited to, governmental bodies or students;
� Occasional meetings with environmental parties, health and safety inspectors, and local fishermen.
1.3.5.2 Work Programme and Progress Control
The Contractor shall submit for the Engineer's approval within 14 days from acceptance of his
Tender a Programme (also referred herein as "the CPM Programme") showing the order and
method in which he proposes to carry out the Works (refer to Clause 14 of the Conditions of
Contract).
The Programme shall show but not be limited to:
� Procurement activities related to materials and sub-contractors; � Off-site precasting activities and delivery to site; � Works by Nominated Sub-Contractors; � Mobilisation dates of plant and equipment;
Completion of the whole of the Works within the time stated in the Appendix to Tender.

The Programme shall clearly identify and account for all time requirements for (re)submission
of documents, review, approval, under the Contract into account.
Programming software shall be Primavera and submissions shall be in digital and hardcopy
formats.
Critical Path Method The CPM Programme shall be in the form of a Network Analysis System, commonly referred to
as "CPM" or "Critical Path Method"," designed to indicate the rate of progress of the Works and
the necessary dates of all significant events, including interfaces with other contractors, to
ensure substantial completion of the Works within the time allowed and the inter-relationship of
the major elements of erection/construction, purchasing, subcontracting and commissioning.
Electronic data processing equipment shall be used as required.
The network analysis shall be presented in a form prescribed in the following paragraphs
of this Clause and shall be subject to the approval of the Engineer. All work in establishing and
maintaining the CPM Programme shall be paid for by the Contractor with a progress report
advising the Engineer of necessary actions for procurement of plant, labour and material.
Copies of the initial CPM Programme and of all subsequent updates, changes, amendments
and variations thereto shall be furnished by the Contractor to both the Employer and the
Engineer.
The Contractor shall be solely responsible for all scheduling to be done for the Works and for
meeting the completion requirements of the Contract.
The CPM Programme shall be prepared in network form to show the earliest and latest start and
finish times and the float associated with each activity.
The network analysis system shall consist of logic diagrams and supporting computer analysis
and schedules. The activities shall include all works to be performed by the Contractor, all sub-
contractors and the Employer and shall have the following minimum data for each activity:
� Activity number;
Description of work (including work by other contractors where such work affects the Contractor’s Programme or vice versa);
� Area of work to be performed; � Duration (workdays); � Code number referring to applicable specification section; � Early start date (calendar); � Late start date (calendar); � Early finish date (calendar); � Late finish date (calendar); � Total float (workdays); � Estimate crew size.
Logic diagrams shall be based on precedence of work item logic and shall show activities
and milestones. Each activity shall display the activity number, description duration in work and
total float. Blank spaces shall be provided for recording of actual start and finish dates. The

critical path shall be clearly marked. Sheet size for the diagrams shall be approximately 1m x
2m.
Material procurement items and sequences shall not be displayed on the logic diagrams. Once
the initial CPM Programme has been approved, it shall not be changed, amended or varied
without the approval of the Engineer. The Contractor shall record the actual starts and finishes
and remaining durations and, using this data, shall update the computer analysis.
The updated mathematical analysis shall be accompanied by a narrative report and shall be
used by the Engineer as a basis for evaluating any request by the Contractor to change, amend
or vary the CPM Programme.
Revisions to the schedule logic shall be provided by the Contractor on the occurrence of any of
the following events:
� A change in work sequence instituted by the Contractor; � The initial CPM Programme has been delayed by more than
thirty (30) calendar days; � An instruction is given by the Engineer which will significantly
affect the progress of the Works; � As necessary in order to accommodate the Work carried out by
other contractors.
The Programme shall include a detailed three month look-ahead period.
An updated Programme shall be provided on a weekly basis for discussion at the weekly
progress meeting. At that meeting the Contractor shall inform on the daily activities planned for
that week.
The Contractor shall perform the Work in accordance with the approved Programme. If any
Work is found not to be on schedule during any regular review of the Works the Contractor shall
immediately advise the Engineer in writing of action proposed to bring the Works up to schedule
and shall submit a revised Programme indicating such action, together with a typed list of such
revisions. Correction and updating of the Programme will be done as often as necessary until
the Works are on schedule. The Contractor shall on a monthly basis submit to the Employer an
accordingly revised cash flow forecast.
Float shall be utilised so as to complete the Works on time. Any existing float shall be used to
the maximum extent possible to offset unexpected delays to the Works.
In the event of the Contractor failing to submit a CPM Programme or submitting a CPM
Programme which is not in compliance with the requirements of this Clause the
Engineer shall be entitled to employ and pay other persons to carry out the same. All expenses
consequent thereon or incidental thereto shall be recoverable from the Contractor by the
Employer, or may be deducted by the Employer from any monies due or which may become
due to the Contractor.
The preparation and maintenance of such a programme by the Employer shall not relieve the
Contractor of his duties and responsibilities under the Contract.

1.3.5.3 Adherence to Programme Following the approval of each of the documents described in sub-clause 1.3.5.2 the Contractor
shall adhere to the sequences, procedures, methods and other terms thereof unless and until
he obtains, in writing, an approved variation thereto. No omission from any such document or
any approval thereof by the Engineer shall relieve the Contractor from any of his duties or
obligations under the Contract.
1.3.5.4 Statement of Labour, Plant and Work Progress A return of all construction plant on Site shall be submitted to the Engineer each month and this
shall also give full details of individual items of plant including dates of arrival on, and removal
from the Site during the period subsequent to the previous return.
The Contractor shall supply to the Engineer every week a return of the men employed the
previous week, and of the work on which they were engaged specifying also the number
employed in each trade and the number of Omani Citizens.
A weekly report of the work carried out on and off Site shall be submitted to the Engineer. It
shall describe the operations undertaken together with survey plans and all other relevant
information as requested from time to time by the Engineer.
Daily operation reports shall be submitted to the Engineer. Each report shall give a summary of
the work carried out on that day and shall be submitted to the Engineer on the following day.
The format of the daily reports shall be agreed.
1.3.5.5 Instruction of Employer’s Staff and Nominees Prior to the issue of the Certificate of Completion, and until the end of the Contract Period, the
Contractor shall provide the services of competent engineers, who shall instruct such of the
Employer’s staff, or other as the Employer may nominate, in the operation, servicing and
maintenance of the Plant and equipment, including items supplied by Subcontractors. The
Contractor shall submit for approval his proposed durations of training for each element of the
Works. The Contractor shall provide staff training manuals and videos as appropriate.
1.3.5.6 Site Progress Records The Contractor shall maintain at site a permanent written record of progress of the works in the
form of a permanently bound log book with sequentially numbered pages. The record shall
consist of Progress Report write-up, Programme of Works and Construction Photographs. The
record shall be available at all times with copies provided when requested by the Engineer.
The Contractor shall include a record each day of:
� Weather conditions with maximum and minimum temperatures,
and relative humidity; � Conditions encountered during excavation; � Commencement and completion dates of the work of each trade; � Erection and removal dates of formwork after placing of concrete

in each area of the works; � Dates, quantities, and particulars of each concrete pour; � Dates, quantities, and particulars of waterproofing installation; � Attendance of Contractor’s and Sub-contractor’s work forces at
the works and a record of the work they perform; � Visits to site by Employer, Engineer, Jurisdictional Authorities,
Contractor, Sub- contractors, and Suppliers.
1.3.5.7 Progress Photographs The Contractor shall arrange to have monthly record photographs of the Works taken. These
photographs shall cover such extent of the Works as the Engineer shall direct. The days upon
which the photographs are taken shall be as decided by the Engineer. Photographs shall be
taken using Electronic Digital Camera and submitted in both Hard and Soft copy forms.
The Contractor shall provide the Engineer with two sets of the monthly progress photographs
with dates imprinted on them.
Each set shall comprise the following:
� One Electronic copy on (CD) includes all photographs; � Seven colour prints (294 x 210 mm) of each of a maximum of
twenty of the frames as selected by the Engineer. The prints are to be printed by an approved professional laboratory and shall be in colour on
heavy weight paper with matt finish. A label giving a brief description shall be affixed in the
bottom right-hand corner of each photograph. Each photograph shall be provided in an
approved clear plastic cover for binding.
The copyright of all photographs shall be vested in the Employer and the CD and prints shall be
delivered to the Engineer within 4 days of developing. The photographs shall not be used for
any other purpose whatsoever without the Employer's approval in writing.
1.3.5.8 Other Progress Monitoring Requirements Webcam facility for full-time monitoring of construction activities, including recording equipment
for the complete construction phase and website hosting.
Aerial Photos (to be taken on a 6-monthly basis starting before construction activities
commence (minimum of 12 photos each visit). Any permissions to be obtained by the
Contractor.
1.3.5.9 Weekly Reports This shall include highlights of the week’s activities; the actual progress versus planned
progress in quantitative terms; Work availability and planned Work for following week and major
areas of concern along with proposed corrective actions; Manpower and Construction
Equipment loading chart showing actual versus planned numbers and a Three Week Look-
Ahead Schedule. The Contractor shall submit a summarised weekly report for the total Project
in a format approved by the Engineer. The report shall be submitted on the first working day of
each week.

1.3.5.10 Monthly Progress Report This report shall be submitted to the engineer by the 5th day of each month.
The exact format for the report will be mutually agreed between the Engineer and the
Contractor. As a minimum, it shall include the following:
� Executive summary narrative highlighting major Home Office (if
applicable), Local Office and Construction Worksite activities accomplished during the month;
� Status of Works, overall and a comparison between planned and actual;
� Areas of concern; � Proposed remedial actions recommended to correct stated
situations and avoid potential problems; � Effectiveness of remedial actions taken previously; � Narrative and summary of Drawings/documents progress -
Actual versus Planned; � Narratives and summary of subcontract award progress - Actual
versus Planned; � Narrative and summary of procurement progress - Actual versus
planned; � Construction progress - Activities performed and progress
achieved. Actual versus � Planned by subcontracts and overall Construction; � Plans and Schedules including important activities in the
immediate future, up-dates and forecasts; � Site Materials delivery details and forecasts including specific
information on late � Materials deliveries likely to affect progress; � Progress, productivity and man-hour data to include planned,
actual and forecast progress together with trend identification and analysis, by each subcontract;
� Project Schedule status, highlighting the status of critical activities along with schedule trend analysis indicating the actions proposed to be taken to ensure timely
� completion of the Project; � Project milestone status; � Drawings and Materials hold-up analysis and report; � Productivity analysis for each Sub-Contractor; � Project Trends Summary.
1.4 CONTRACTOR’S SUBMISSIONS The Contractor’s submissions shall comprise all documents as specified in the Conditions
of Contract and elsewhere in the Specifications, including but not limited to the following:
a) Method Statements as specified in the section on Quality Assurance
including risk assessments;
b) Temporary Works designs and drawings;
c) Permanent works drawings, including, but not limited to, precast coastal

protection units, detailed mechanical and electrical works;
d) All reporting with regards to Health and Safety, Quality Assurance and Environment including risk assessments; e) Any drawings submitted by the Contractor or his designer and sub- contractors shall include, without limitation:
� General arrangement and layout drawings � Detail drawings � Survey drawings and charts � Single line flow diagrams of all existing services � Erection drawings.
f) Working drawings shall follow recognised international standard for draughting in respect of drawing size, scale, format etc and shall be in the English language. The standard shall be proposed by the Contractor; g) The preparation of record and as built drawings shall also follow the recognised international standard for draughting, and shall proceed during the construction/installation of the Works:
� To ensure that this requirement is met, the Engineer shall be allowed to inspect the drawings on request. Drawings shall be produced using as a minimum AutoCAD 2007, or the latest version.
� Record and as built drawings shall be in English � In addition to the above general requirements, as built drawings
shall indicate deviations from original designs.
h) The operation and maintenance manuals shall be prepared, for all Works, in the English language, as soon as consent has been given by the Engineer to the relevant Contractor’s Documents. The manuals shall include a description of the layout and function of the system, schedules of components comprising every item of equipment including manufacturer’s name and contact details, reference and serial number, and detailed operating and maintenance instructions;
i) Legible reduced scale copies (A3 size) of the record and as built drawings are to be inserted in the manuals. This may require oversize printing and wide spacing of pipe runs etc on the drawing to allow for reduction in size. Such adjustments shall be in accordance with recognised standards; j) The drawings prepared by the Contractor, and any Subcontractors/suppliers, shall be forwarded to the Engineer on digital media with register, and with three ‘hard copy’ sets of the drawings. Drawings supplied on digital media shall be in AutoCAD .dwg and .dwf format and Adobe Acrobat .pdf format; k) Record and as built drawings bound into manuals shall be arranged to

fold out from their position and be entirely visible when any part of the manual is being read; l) The manuals shall be encased in loose-leaf ring binders covered in a plastic material with title and description. The format of the manuals shall be agreed with the Engineer. The manuals shall lie flat when open. Three copies of approved operating and maintenance manuals shall be submitted; m) Maintenance manuals and details of all materials used shall be prepared for all Works included in the Works.
Included with the manuals shall be lists of spare parts for each item, a list of long lead-in items,
and a list of local agents able to supply the parts, giving full contact details.
1.4.1 Contractor’s Review and Approval
Review each submittal and check for compliance with the Contract Documents. Note
corrections and field dimensions. Mark with approval stamp before submitting to the Engineer.
Approval Stamp: Stamp each submittal with a uniform, approval stamp. Include Contract name
and location, submittal number, Specification Section title and number, name of reviewer, date
of the Contractor’s approval, and statement certifying that submittal has been reviewed,
checked, coordinated and approved for compliance with the Contract Documents.
1.4.2 Engineer’s Action
General: The Engineer will not review submittals that do not bear the Contractor’s approval
stamp and will return them without action.
Engineer’s Action: The Engineer’s review is limited only to checking conformance with
information given and the design concept expressed in the Contract Documents. It is not
conducted for the purpose of determining the accuracy and completeness of details, dimensions
or quantities, nor substantiating integrity or compatibility, or confirming instructions for
installation or performance. The Engineer’s approval does not in any way relieve the Contractor
of responsibility for compliance with specified provisions and the Contract Documents
requirements.
Action Submittals: The Engineer will review each submittal, make marks to indicate corrections
or modifications required, and return it to the Contractor. The Engineer will stamp each submittal
with an action stamp and will mark stamp appropriately to indicate action taken, as follows:
i. Final Unrestricted Release: Where the submittal is marked “APPROVED”, the work
covered by the submittal may proceed provided it complies with the Contract
Documents. Final acceptance of the work will depend on that compliance.
ii. Final But Restricted Release: Where the submittal is marked “APPROVED AS
NOTED”, the work covered by the submittal may proceed provided it complies with
both the Engineer’s notations and corrections on the final submittal and the Contract

Documents. Final acceptance of the work will depend on that compliance.
iii. Returned for Re-submittal: Where the submittal is marked “NOT APPROVED,
REVISE AND RESUBMIT”, do not proceed with the work covered by the submittal,
including purchase, fabrication, delivery, or other activity for the product submitted.
Revise or prepare a new submittal according to the Engineer’s notations and
corrections.
iv. Rejected: Where the submittal is marked “NOT APPRVED, RESUBMIT” or
“REJECTED”, do not proceed with the work covered by the submittal. Prepare a new
submittal for a product that complies with the Contract Documents.
Submittals not required by the Contract Documents will not be reviewed and may be discarded.
1.5 SITE, WORKS AND PROGRAMME CONSTRAINTS 1.5.1 The Site 1.5.1.1 Site Area The Project Site area is shown on Drawings.
The Contractor shall note that no utility services including but not limited to power, water supply,
sewerage and telecommunications are available at the Site or will be made available to him by
the Employer. The Contractor shall be responsible for providing for or arranging all utilities
required for his works and payment of any charges in association with these utilities.
The Contractor’s obligations under the Contract for each part of the Site shall remain in place for
the whole time the Contractor is in possession of that part of the Site.
The Contractor shall be responsible for clearing the site and make back site to its original
condition after the completion of Contract.
1.5.1.2 Site Use and Protection The Contractor shall make arrangements for his own Site establishment including parking,
storage, workshop, offices, accommodation, temporary jetties, and all other temporary facilities
for the duration of the Contract. The Contractor shall submit detailed drawings showing the
proposed layout of his facilities for his Site establishment for the approval of the Engineer at
least 14 days in advance of their commencement. The Contractor will be responsible for
keeping all his personnel within the area of the Works and shall prevent trespassing to adjoining
facilities.
The Contractor shall confine his apparatus, the storage of materials and operations of his
workmen to limits indicated by Law, ordinance, permits or directions of the Engineer.
The Contractor shall obtain from the Engineer prior approval to the location, type, size and
drainage arrangements of any temporary building he may propose to erect. Areas surrounding
latrines shall be deodorised.

The Contractor shall be responsible for the security of the Site including his own sub-
contractor’s Work, plant, materials, etc, and the safety of public and adjoining property, and
shall be liable for any claims arising for any loss or damage suffered.
The Contractor shall protect the Site during the course of the Works as directed by and to the
entire satisfaction of the Engineer. The Contractor shall erect suitable temporary fences as
required by the Engineer.
The Contractor shall ensure at all times that the Site and the Site approaches are not obstructed
or made congested and that no nuisance is created due to the Construction of the Works which
might affect the Site or its environment.
The Contractor shall conduct the work on the Site in a manner which does not cause an
inconvenience to the operations of other contractors or other Authorities.
The Contractor shall construct all fences, barricades, and protective facilities required for
protection of the public in accordance with applicable regulations and shall furnish and install
signs, lights, reflectors, warnings and all such protection facilities as may be appropriate or
required. The Contractor shall keep all access roads, public streets, sidewalks clear of his
debris, materials, constructional plant and equipment and shall repair and make good any
damage to streets, roads, curbs, sidewalks, fences, poles, utilities, services and the like where
caused by his operations. The Contractor shall protect persons and property on the Site from
injury by water, wind, fire, accident or other cause, and any interference. The Contractor shall
provide ways and means to control the flow of water from every source which may cause
inconvenience or damage during all stages of the Works.
1.5.1.3 Climatic Conditions The Contractor shall study and assess the prevailing climatological conditions together with the
effects and consequences imposed by such conditions on the work carried out under the
Contract. The Contractor shall obtain for himself all information available on climatological
conditions in Duqm Port region and shall make his own assessment thereof.
1.5.1.4 Condition Survey The Contractor shall expose where necessary and carry out a visual and photographic condition
survey of all elements of the existing services, facilities and adjacent areas not being
demolished (including internal and external dilapidation surveys to establish existing conditions,
e.g. cracks, etc), or as otherwise required by the Employer, within two weeks of
Commencement Date and prior to the commencement of any demolition or construction work.
The Contractor shall also establish the levels (x, y and z coordinates) of these areas. The
survey shall be undertaken in conjunction with the Employer. The originals of the survey report
and the photographs, digital media files and/or negatives shall be handed over to the Engineer
within two weeks of the completion of the survey, one copy retained by the Contractor, and one
copy handed over to the Employer at the same time.
The Contractor shall bear the responsibility for any conditions not notified to the
employer as stated in the survey report, but which could reasonably have been expected
to have been discovered by a competently executed inspection.

1.5.1.5 Existing Services The Contractor shall obtain the most recent records from all Utility providers before starting any
Site Works.
Where Works are to be undertaken in areas containing existing services, the Contractor shall
establish their location by hand-digging trenches or by other suitable means such as electronic
scanning before proceeding with construction or laying any adjacent new services. The
Contractor shall provide such information regarding existing services to the Engineer, and shall
include such details on his record and as-built drawings.
1.5.1.6 Interface with Existing Services and Facilities At the interface between the Works and the existing facilities, the Contractor shall ensure that all
drainage and services roadways, surfacing, fencing and the like, constructed under this
Contract, are terminated or joined in a neat fashion, and tie in with existing services and
facilities in such a way that ensures the integrity and functionality of the new and existing works
and systems, and ensures that existing services and facilities and operations are not adversely
affected.
Where the Contractor is required to interface with existing electrical supplies he shall ensure
that work is carried out in a safe manner and that electrical supplies are maintained to the
unaffected services and facilities of the continuously operating terminal. A minimum of 7
days notice shall be given to the Engineer before undertaking any interruption to normal
supplies. Any disruption to power supplies shall be programmed and carried out in accordance
with the procedures and requirements of the electricity supply authority.
Any intrusions into existing operational cabling under this Contract shall be made good by re-
terminating or jointing in a safe and secure fashion and in such a way that ensures the integrity
and functionality of the existing supplies.
The Contractor shall ensure that existing services within the Site area which are the property of
service providers or others are adequately protected or relocated. In the event of damage to
such service it shall be repaired, replaced or relocated at the Contractor’s cost.
1.5.1.7 Safety of Adjacent Structures, Services and Works
The Contractor shall provide and erect such supports as may be required to protect efficiently,
to the satisfaction of the responsible authority, all existing elements, structures, services or
facilities which may be endangered by the execution of the Works, and he shall remove such
supports on completion of the Works or otherwise take such permanent measures as may be
required to protect the structures or works.
Failure to observe the above requirements will result in cessation of the Works until appropriate
measures are installed.
1.5.1.8 Damage to Existing Facilities/Areas etc The Contractor shall be responsible for the financial consequences and the repair or

reinstatement of any of the existing facilities, services, drainage and adjacent areas damaged
as a result of his activities, to the satisfaction of the Engineer and relevant third parties.
1.5.1.9 Site Cleanliness The Site shall be kept safe, secure, and clean and tidy at all times. The activities on the Site
shall not be permitted to create excessive noise, dust, water pollution, etc, in accordance with
other clauses.
On completion, all temporary fences and structures shall be removed and the Site area cleaned,
tidied up and left to the satisfaction of the Engineer.
Failure to comply with the above requirements will result in the Engineer taking whatever action
is deemed necessary to ensure compliance, which shall include back-charging costs to the
Contractor.
1.5.1.10 Disposal of Unsuitable Materials All materials arising from site which are surplus to or unsuitable for use in the Works shall
become the property of the Contractor and shall be disposed of by him either off the Site to an
approved area/site of the Employer or if directed or otherwise agreed by the Employer/Engineer
on the Site in an approved manner.
Following consultation with SEZAD, the Contractor shall propose two areas/sites for disposal of
unsuitable or surplus material, one of which shall be specified as having priority and which must
be filled before the second is used, together with a separate location where hard debris, such as
concrete, building rubble, kerbing, road pavement, etc. shall be disposed of.
Different materials shall be segragated at different areas/sites identified by the Employer.
The Contractor shall seek approval for all the proposed areas/sites from the SEZAD before work
commences and disposal at such areas/sites shall be at no extra cost to the Employer.
The Contractor must note that the construction waste dumpsite is in SEZAD area but outside
Port boundary and unsuitable excavated material dumpsite(s) will be inside Port boundary. A
detailed location will be instructed by the Employer.
1.5.2 Third Party Approvals and Coordination with Stakeholders 1.5.2.1 Laws, Rules and Regulations The Contractor shall be responsible for the compliance of his staff with all ROP Coastguard
Operational Regulations, Laws, Ministerial Decisions, Regulations, Royal decrees and
Municipality by-laws from time to time in force. The Employer shall bear no responsibility for
any failure on the part of the Contractor to enforce such rules or regulations.
1.5.2.2 Municipality Approval The Contractor shall obtain approvals and permits from the relevant municipalities for all his

Works.
The Contractor is required to keep the local municipalities informed on a regular basis of the
progress of the Works.
1.5.2.3 Environmental Permits The Employer has obtained the Environmental Permit from the Ministry of Environmental
& Climate Affairs (MECA) for the project. The Contractor shall bear all responsibility for
compliance with the conditions in respect of construction activities set out in the permit or
elsewhere in the Specifications.
1.5.2.4 Communication with Relevant Authorities The Contractor shall provide to the Engineer copies of all correspondence between the
Contractor and local authorities, utility companies, environmental groups or other organisations
and the Employer.
1.5.2.5 Abatement of Pollution and Nuisance The Contractor shall take precautions to control nuisance and pollution arising from noise,
vibration, light, silt from dredging, disposal and reclamation activities, dust (including that from
cement and fly-ash), grit and the like.
Diesel and petrol engines shall be fitted with efficient silencers which are not necessarily those
supplied by the plant manufacturers, and, if required, plant shall be screened with acoustic
materials. Compressed air operated road breakers; tools, ventilation equipment, piling
equipment and the like shall be effectively muffled, or shall be of a design that will comply with
noise limitations as per the Environmental Permit and the applicable laws referred to therein.
The Contractor shall be responsible for ensuring that noise and light levels remain within agreed
limits at all times, which must take account of noise and light levels generated by existing port
operations and new operations after taking over various Sections of the Works.
In the event that the aggregate of noise and light levels generated by the Contractor’s
construction and the Employer’s operations exceed any limits agreed with the relevant Authority
the Contractor shall be required to reduce his levels arising from his construction to remain
within agreed limits. Under no circumstances whatsoever will the Employer be required to
reduce noise and light levels generated from his operations (existing and new).
The Contractor shall establish procedures for the containment and cleanup of spillage or
contamination arising from his Works and shall provide, operate and maintain all necessary
equipment in a state of readiness.
1.5.3 Site Access 1.5.3.1 General The Contractor is advised to visit the Site and shall satisfy himself prior to submitting his Tender

as to the existing features and conditions for providing access to the Site and shall allow in his
Tender price for any additional works, improvements, extensions or maintenance and repair
works which he may require to enable him to perform his obligations under the Contract.
The Contractor shall be responsible for making all necessary arrangements for access to the
Site by his own and his sub-contractors’ lorries and other plant. This shall include the obtaining
of Rights of Way, the construction and maintenance of temporary roads, the strengthening of
existing roads and bridges, water transportation etc. The Contractor shall form all temporary
roads, crossovers, footpaths, tracks, and hardstandings within the Site, as required for his
working methods. All temporary access routes shall be agreed in advance with the Employer
and Engineer, and the Contractor shall obtain all required permits and permissions.
The Contractor, unless otherwise agreed by the Engineer, shall securely fence the construction
area and areas occupied by temporary facilities such as storage areas and offices. The fenced
areas shall be accessed through lockable gates and the Contractor shall maintain manned
security at all points of access and around the perimeter to prevent unauthorised access to the
Site.
The Contractor shall take necessary precautions to keep all public or private roads clear of any
spillage of materials from his traffic to the satisfaction of the Engineer. All such spillage which
occurs shall be cleared without delay.
1.5.3.1.2 Possession of the Site The Contractor shall take into account that during the Contract Period:
• there might be several number of Contractors working within the boundaries of the Site
for the different packages;
• a part of the Port will already be in operation;
The Contractor shall make allowance for this and shall ensure no disruption to operations of
PDC or ODC.
The Contractor has to take into account that there is no possibility to connect to electricity and
water mains. The Employer will not provide any materials, permits, water, electricity, etc. nor
assist with their procurement nor any other procurement. The Contractor shall be fully self
sufficient.
1.5.3.2 Maintenance and Repairs to Access Roads The Contractor shall carry out the necessary maintenance required on the access road to
continue safe access to the Site by any vehicle including fire tenders. The Contractor shall
carry out regular spraying of all temporary access roads to avoid airborne dust.
The Contractor shall ensure that damage or contamination to any public or private roads,
footpaths and tracks used by any vehicles or plant proceeding to or from the Site, shall be kept
to a minimum. The Contractor shall be responsible for the cost of all repairs necessary to
restore such roads, tracks or footpaths, including clearing debris, to the satisfaction of the

Engineer and relevant local authorities.
1.5.3.3 Contractor’s Equipment At least seven (7) Days prior to the date that the first piece of equipment is due to arrive on Site,
the Contractor shall submit to the Engineer a comprehensive Contractor’s Equipment schedule
which shall include the proposed dates of arrival on Site of all such equipment. The Contractor
shall also submit with the list of the equipment, the relevant insurance coverage, permits and
approvals for the usage of this equipment.
The Contractor shall at all times and at his own expense comply with the requirements of the
relevant authorities.
1.5.3.4 Access to the Contractor’s Camp Part of the Contractor’s access into the Camp consists of a common corridor to be used by
other traffic.
The Contractor shall provide a permanently manned guardhouse and barrier to secure the
entrance of the Site.
The Contractor will develop and implement a security system including access passes. The
Contractor shall ensure that all visitors have a valid reason to visit the Site and identified
themselves to the satisfaction of the Security Officer.
1.5.3.5 Programme and Access Constraints The following programme and access constraints shall be observed by the Contractor at his
own cost and risk:
O The Contractor shall note that certain areas of the Site, at the start of the Contract Period consist of areas of open water and land, which are in use by others. The Contractor shall note that the Contractor’s right of access to such areas will not be exclusive and that such use by others may continue. The Contractor shall be responsible for making all reasonable allowances to accommodate such users within the Site boundary, to such extent that they do not interfere with the construction of the Works, until such time as progress of the Works make this impractical. Such accommodation of others shall not relieve the Contractor of any of his obligations for the care of the Works and security of the Site under the Contract. The Contractor shall be responsible for ensuring that the operations of others do not interfere with the progress of the Works and shall co-operate fully, as necessary. O Access to the Site shall be granted to the Contractor by the Employer for the duration of the Contract. The Contractor should note, however, that the right of access will not be exclusive. The Contractor shall be responsible for coordinating activities with the Employer and other relevant parties regarding access within this area;

O Access to any facility owned, operated or maintained by the Employer, or other utility operator or concessionaire, and which lies within the Site area, shall be maintained at all times.
1.6 SITE ESTABLISHMENT AND EQUIPMENT 1.6.1 Contractor’s Camp(s) (Camp area/location to be provided by the Employer) 1.6.1.1 General Requirements The Contractor’s Camp(s) working area will be made available free of charge to the Contractor
by the Employer, solely for use in the execution of the Works.
The Contractor shall submit a plan for his proposed Site office layout, Establishment, Material
Storage, Plant and Workshops for approval by the Employer/Engineer within 30 days of the
Commencement Date. The plan shall include areas designated for disposal of hazardous and
non-hazardous solid and liquid waste and unsuitable materials by means of skips, drums and
refuse bins.
The Contractor shall make his own arrangements for the accommodation of his staff and labour,
such accommodation shall be contained within the Contractor’s camp location allocated by the
Employer, as set-out in Appendix B of this Specifications. The Contractor shall be responsible
for obtaining all approvals, providing all labour accommodation and messing facilities, utilities
and services. The Contractor shall be fully responsible for all transportation of personnel from
the labour accommodation to the Site and vice versa.
Contractor’s offices shall be situated inside the Port boundary, while all Contractor’s
accommodation are outside Port boundary to the locations allocated by the Employer.
1.6.1.1.1 Offices and Facilities for the Contractor
The Contractor shall make provision for installation, maintenance and removal at
the completion of the works, of his offices, sheds, and shelters. He shall provide and
maintain at his own cost sanitary and drainage facilities on site, first aid and fire fighting
equipment, drinking water facilities, electricity and telephone for the duration of the Contract.
The Contractor shall be responsible for the security of the site and the safety of
public and adjoining property and shall be liable for any claims arising from loss or damage
suffered. He shall employ watchmen for this purpose.
All temporary accommodation shall be maintained in an efficient condition during
the period of the Contract and shall be available for inspection by the Engineer and the
Health Engineering Department. The Contractor must comply
immediately with any instruction given by the Medical Officer for cleaning, disinfestation and
maintenance of any building to a hygienic and sanitary condition.
The Contractor shall confine his apparatus, the storage of materials and the
operations of his workmen to the limits indicated by law, ordinances, permits or direction of the

Engineer. The Contractor shall erect temporary fences as required by the Engineer. The site
boundary lines shall be to the approval of the Engineer.
The Contractor shall provide and maintain water, electricity and power required for
the works including that required by his sub-Contractors. The Contractor shall pay all
charges and bear all costs for the necessary temporary installation including pipework, pumps,
water tankers, storage tanks, generating equipment, etc. and remove on completion and make
good all work disturbed.
The Contractor’s camp(s) shall be established in the location provided in Appendix B of this
Specifications and as approved by the Employer/Engineer.
1.6.1.1.2 Construction Plant & Workshop for the Contractor
The Contractor shall make provision for the installation, maintenance up to the
completion of the works and removal of fully equipped workshops and stores. The
Contractor shall also provide all necessary construction plant, equipment and tools
necessary for the proper execution of the works. Plant shall include, but not be limited to,
concrete and asphalt manufacturing plant, mobile plant and sundry equipment required for any
particular trade necessary for the execution and completion of the works. All plant and
equipment required for the Contract is subject to the approval of the Engineer.
1.6.1.1.3 Contractor's Site Organisation
The Contractor shall perform the setting out of the works as described in the Drawings and
Specification.
The Contractor shall provide the Engineer with all necessary assistance in
checking the setting out of the works and interpreting any information used by the
Contractor for this purpose.
The Contractor shall also provide the Engineer with similar assistance in carrying out additional
surveying works should these be found necessary for the proper execution of the works.
The Contractor shall also provide all assistance as required by the Engineer for the
measurement of the works for monthly valuation and for the final payment certificate and also
for recording the progress of the works.
The Contractor shall be responsible for all follow up and co-ordination with all service authorities
(Electricity, Water, Drainage, Street Lighting, Telephone, Horticulture, etc.).
The Contractor shall provide subject to the approval of the Engineer, qualified and sufficient
number of the Engineers, Quantity Surveyors, Supervisors, Employees and skilled and non-
skilled workmen for his supervision of the works and site administration.
The Contractor shall provide all unskilled labour and all necessary tools as directed by the
Engineer.
If at any time before the commencement or during the progress of the work, the Engineer

decides that for the proper execution of a specified part of the works, shop drawings are
necessary, these drawings shall be prepared by the Contractor and submitted to the Engineer
for approval. Such drawings must be provided at least 14 days prior to the commencement of
the relevant work on site.
The Contractor shall not proceed with the above-mentioned work until the Engineer approves
these shop drawings. The Contractor shall not be entitled to any extra payment or extension of
time for the preparation of the shop drawings.
The Contractor's proposed access routes to and within the site shall be provided and
maintained as agreed with the Engineer. The Engineer may at any time withdraw his approval
for the use of any route and may order such widening, strengthening or repair work, as he
considers necessary.
1.6.1.2 Spare Parts and Special Tools The Contractor shall supply spare parts sufficient for two years’ continuous operation as
recommended by the manufacturer for each item of plant and equipment. Such supply shall
include lists of part numbers and unit prices.
The Contractor shall supply, in approved steel boxes complete with keys, all special tools
required for making adjustments or dismantling/replacement of equipment during normal
operation or maintenance periods. All tools shall be of high quality alloy steel, stamped with an
approved identification. Prior to ordering or supplying such tools, and within 90 days of
Commencement, the Contractor shall provide a proposed list of tools for approval of the
Engineer.
1.6.1.3 Materials Testing Laboratory The Contractor shall carry out all testing required under the Contract, and shall report test
results within 48 hours of the results become available.
Notwithstanding tests specified under the relevant codes and standards and in these
Specifications, the Contractor shall carry out any further tests required by the Engineer under
the provisions of Clause 36 of the Conditions of Contract, at his own cost.
The Contractor shall use an independent and accredited testing company suitably equipped for
ongoing testing in association with the construction of all elements of the Works. The contractor
shall submit the name and details of the testing company for approval.
The Contractor must provide three technically compliant proposals from laboratories registered
with the Directorate General of Specification and Measurement at the Ministry of Industry and
Commerce. The Engineer/Employer shall select the testing laboratory.
The Contractor shall provide the necessary samples and carry out all the tests in an approved
laboratory and shall provide details of testing apparatus, technicians, helpers and all other
facilities at the Lab.

The Contractor must provide conveyance for the transport of test samples and the Engineer's
staff. No consignment of a material shall be used unless the tests required by the Engineer are
carried out and the test reports are analysed by him and the material is cleared by him for
inclusion in the works.
The Contractor must schedule ordering and receipt of consignments with due regard to the time
required for sampling, testing and analysis of test reports.
1.6.1.4 Weather Station The Contractor shall provide, set up and maintain for the full period of the Works a full weather
station to contain a rain gauge, maximum-minimum thermometer and anemometer of approved
types for daily reading. The equipment is to be properly housed in a fenced enclosure at a
Site to be approved by the Engineer and the records submitted to the Engineer weekly.
1.6.1.5 Sheds The Contractor shall erect and maintain ample temporary and watertight sheds for proper
storage and protection of his own and sub-contractors’ materials. Sheds for cement and other
perishable material shall have floors raised 150mm off the ground. The Contractor shall clear
away on completion and make good all work disturbed.
1.6.1.6 Signboards Primary signboards in Arabic and English languages giving the names of the Employer, Project,
Engineer and Main Contractor, shall be provided. The signboards shall be adequately
illuminated.
The signboard shall consist of a supporting structure securely anchored to the ground and with
sign plates fitted on it. All working details including sitting and positioning shall be submitted by
the Contractor for approval by the Engineer and shall be approved before fabrication or erection
commences.
Secondary signboards shall be provided where necessary to cater for specialist consultants and
Contractors. These shall be of a standard and type of construction equal to the primary
signboards and shall be approved before fabrication or erection commences in the same way as
primary signboards. Each sign plate shall be the same size as those used for Consultant and
Contractor on the primary signboards.
The Contractor shall keep clean and maintain the signboards and remove them and make good
all works disturbed upon completion of the contract. The Contractor shall provide space for
signboards and pay all costs, in connection with them including any "Municipality fees".
Signboard specifications shall be in accordance with the local authority requirements.
1.6.1.7 Advertising The Contractor shall not affix or place any placards or advertisements of any description or
permit the same to be affixed or placed in or upon any hoardings, gantry, building or structure

other than the signboards referred to in this Specification.
1.6.2 Facilities for the Employer and the Engineer (subject to Employer’s instruction and approval) 1.6.2.1 Assistance for the Engineer The Contractor shall also provide project secretary, chainmen, boatmen, drivers, surveyors and
office attendants to assist the Engineer as and when required. Payment shall be as set out in
the Bill of Quantities.
The Contractor shall provide a project secretary fluent in English and Arabic available to assist
the Engineer and one receptionist both on a full time basis.
1.6.2.2 Living Accommodation The Contractor shall provide and maintain for use by the Engineer's staff at site, during the
duration of this contract, or as otherwise agreed with the Engineer, furnished living
accommodation which will include separate living and sleeping areas with a door separating
them, toilet area with as a minimum, shower, wash hand basin with mirror and shelf above, hot
and cold water, toilet (all to western standards), and personal storage for personal belongings.
The temporary accommodation shall be from a recognised manufacturer/supplier and its design
shall be approved by the Employer/Engineer. The location and vicinity are subject to
Employer/Engineer’s approval.
The Contractor shall submit necessary drawings and structural calculation, if any, to the
Engineer for approval prior to construction of all staff accommodation.
Housing shall be available from Commencement Date, and if not, the Contractor shall arrange
at his own expenses suitable hotel or hotel apartments up to the date the accommodation will
be available.
All the above housing shall be fully equipped, including facilities like sanitary fittings (toilet,
basins, bath and shower) and kitchen equipment like cooking facilities, fridge, freezer and
clothes washing facilities. All housing shall be fully furnished and have air-conditioning,
television and satellite receivers.
Each living and sleeping area shall have ample space for sleeping, working, relaxing, and
storage of personnel belongings. Adjoining the sleeping area shall be an amenity room
providing hot water shower, mains toilet, wash hand basin with hot and cold mains water.
Housing shall be free of odour and pests and be situated in a well-kept, clean and safe living
environment.
The accommodation shall include access to Leisure Facilities.
Housing shall include payment costs for connection and use of utility services including water,
electricity, telephone & internet, cleaning (at least once per week), laundry, ironing and
maintenance.

The requirements of this clause shall all be agreed with the Employer/Engineer prior to any work
on the engineering staff accommodation commencing. 1.6.2.2.1 Special Requirements for the Employer / Engineer’s Offices & Accommodation
The accommodation to be provided shall be similar or with a minimum requirement as follows;
and subject to Engineer/Employer approval. a) Employer/Client’s living accommodation with 4 nos. VIP suites (for VIP visitors) with
TV sets, split AC, fridge, sofa set, toilet with shower and bedroom; b) Masjid; c) Clinic; d) Shaded car parks for Employer / Engineer’s; e) Separated messing for senior and junior staff; f) Living accommodation with various grades to RE, ARE, visiting consultant staff,
engineers, and inspectors/ surveyors; g) Senior staff club & recreation building with entertainment facilities, gym, ping pong
facility, billiard facility, large screen, refreshment, etc… h) ROP civil defense regulation on fire; i) Security fence and gates for office and accommodation areas with necessary
watchmen; j) Temporary STP; k) Maintenance for access roads; and l) Stores, workshops, generator sets, etc.
The Contractor should allow for supply, install and maintenance of the following during the
contract period till the end of this period, the setup will be transferred to SEZAD and no
demobilization is required. The Contractor’s rate should include for running costs of set up and
charges of utilities: a) site air conditioned / furnished offices and accommodations for supervision staff +
SEZAD Representatives + EDU b) car parks and access roads including maintenance of such roads c) secured fence and gate around consultant staff including security d) kitchen, dining hall, messing, clinic, recreation center, payer hall, environmental unit
offices and accommodation, transportation vehicles e) septic tanks including bowsering facility, domestic water tank including filling, power
including maintenance of generator, telecom including charges f) cars as per detailed description for supervision staff + EDU + SEZAD including
maintenance
The Contractor will not demobilize the above and his expenses for supply and installation
should be different from running cost which will stop by the contract end.
The Engineer’s living accommodation shall be divided into 3 categories, Senior, Staff and Junior
accommodation.
a) Senior staff accommodation shall be air conditioned / furnished with bed room + living
area + bathroom separate for each staff as follows: � 1 Coordinator + 1 Construction Manager + 3 Sr. RE + 2 visiting staff for EDU + 2
staff for EDU + 3 visiting staff / client = 12 allow 15

Based on the above, the living accomodation will be 15 separate rooms for Senior staff, +25
separate rooms for Staff, + 13 shared rooms of (2 staff each) for Junior staff.
The Mess Hall should be divided into 2 categories, (12 senior+30 staff +5 visitors = 50 capacity
mess for Senior staff) & (32 junior staff+15 visitors = approx. 50 capacity mess for Junior staff) The Masjid hall should be enough to accommodate 30 staff at a time.
The Site office building should include meeting rooms, toilets, corridors, etc. For further details on the layout of the above mentioned accommodation/office requirements, refer to Appendix B of this Specifications. 1.6.2.3 Telecommunications Only local telephone facilities and international Fax line facilities to be installed. One
international telephone facility shall be provided for Resident Engineer’s use.
1. Four external telephone lines, including telephone sets in all room, (rooms 1 to 11; see Table 1.1 of Appendix A of this specifications). 2. A high speed internet link for all rooms, (rooms 1 to 11; see Table 1.1 of Appendix A). 3. A PABX with suitable capacity to provide extensions for a minimum of 15 site staff; 4. Internal extension telephone lines linking the Contractor’s offices with the Engineer’s office; 5. Six mobile telephones (latest Nokia model) with full package and Bluetooth headphone or equivalent; 6. The Contractor shall also supply 4 No. hand held two-way radio sets and a small table top base radio station.
The Contractor shall pay for all charges in relation to the installation of the Engineer's
telephone/fax facilities and for any fixed fees such as line rental, call charges etc.
This temporary telephone installation shall be maintained until such time as the offices of the
Engineer are no longer required and shall then revert to the Contractor.

1.6.2.4 Employer’s and Engineer’s Offices Not later than 4 weeks after the Commencement Date, the Contractor shall provide, erect and
maintain at an approved location by the Employer, on the Site shown on the drawings, the
Employer/Engineer’s offices according to specifications in Appendix A, and to the final approval
of the Employer/Engineer.
No Contractor’s plant or workshops will be permitted within this compound. It is the Contractor’s
responsibility to obtain all necessary “No Objection Certificates” for the occupation of the sites.
Facilities, furniture and equipment for the exclusive use of the Engineer and his assistants as
detailed below:
Details of the office facilities and the specification of building and equipment to be provided
under the Contract are included in Appendix A of this specifications.
Outside the offices a hose pipe connection and hosepipe shall be provided for car washing etc,
with appropriate site drainage. Two shaded parking areas for car washing shall also be provided
adjacent to the office entrances.
The Site shall be fenced and have a gated entrance.
Specifications of all furniture, cabinets, kitchen equipment and reception counter are included in
Appendix A. The offices are to have suitable mortice locks with keys available to the
Employer and Engineer and his staff only.
The Contractor shall provide details of his proposals for the office for the Engineer's approval
and shall commence the erection of these offices as soon as authority is given to proceed with
the Contract.
Specifications of all facilities, office equipment, etc. as listed above shall be of the latest
standard and shall be approved by the Engineer prior to purchase or installation on Site.
Separate items shall be included in the Bill of Quantities to cover for the supply,
erection, furnishing, maintenance and cleaning of the offices to the satisfaction of the Engineer
for the construction period, together with all rates, charges and costs incurred in lighting and
other power supplies, all telecommunications, heating and air conditioning, provision of
water supply (including drinking water), regular cleaning on a daily basis, and supply of towels,
tissue paper, toilet consumables and day to day pantry items(tea, coffee, soft drinks etc.).
Telecom connections to the Employer’s Offices shall be separate from the telecom provisions
for the Engineer.
The Contractor shall employ watchmen for security of the site establishment. The Contractor
shall take all measures, including security and lighting at night, to prevent unauthorized entry
into the site offices.
These offices are to be retained and maintained for a period of up to 1 month after the
completion of the whole of the works.

Computer hardware shall be provided with and fully configured for use with all software
applications, including all cabling for printers, modem, scanner & network etc.
Computers shall be networked to provide sharing of facilities i.e. file and printer sharing which is
to be integrated with the network equipment already existing. A network hub is to be provided
suitable for the connection of up to 32 separate devices.
The Contractor shall provide broadband internet access (of the highest possible category
possible) and e-mail facilities separated from the contractors own network space.
The Contractor shall deal promptly with any defects on request by the Engineer within 24 hours
of such a request and shall maintain all the equipment in good order.
Printer Consumables and storage media shall be provided on request i.e. Ink cartridges, toner,
paper etc.
Training is to be provided to familiarise Engineer’s and Employer’s staff with the operation of the
computer network and installed software, in particular Primavera programming software.
The equipment shall be handed over in good working order to the Employer on completion of
the Works and shall become the property of the Employer.
The Contractor shall also supply, as required by the Engineer, office stationery and supplies
including replacement print cartridges for photocopier etc. and all other consumable items.

1.6.2.6 Vehicles for the Engineer (subject to Employer’s instruction and approval)
The Contractor shall supply, maintain and repair for the exclusive use of the Engineer and his
site supervision team (for on and off-project use), a total of 10 (ten) new motor vehicles for the
full duration of the contract. 4 (four) of these 10 (ten) vehicles shall be of type A and 6 (six) of
type B, all as per the following schedule:
Vehicle Type A – A vehicle of minimum engine capacity of 3.4 litre V6 vehicle having 4 wheel drive, as approved by the Employer/Engineer.
Vehicle Type B – A twin-cabin pickup vehicle of minimum engine capacity of 2.5 litres V6,
having 4 wheel drive as approved by the Employer/Engineer
In addition, 1 (one) type A vehicle will be provided for the exclusive use of the Employer.
The Contractor shall provide all fuel, oil and necessary consumables and shall keep each
vehicle insured under a fully comprehensive policy (which shall include for driving by the
Engineer's Site staff and for passengers). The Contractor shall submit both the policies and the
name of the insurance company for approval by the Engineer.
Each vehicle shall be provided with a tool set and shall be serviced and maintained regularly by
the Contractor. Vehicles shall be light in colour both internally and externally, fitted with air
conditioning, and removable rubber mats throughout including the storage area. The Contractor
shall ensure that spare parts are readily available for all vehicles. The Contractor shall provide
all necessary fuel, lubricants, spare parts and repairs as requested by the Engineer/ found to be
required during the course of the Works. The Contractor shall provide suitably competent drivers to attend the vehicles at all times as
required by the Engineer. Drivers shall have mobile phones provided by the contractor to allow
call out by the Engineers.
The Contractor shall provide all permits, licenses, etc. as necessary to operate all these
vehicles. In the event of any break-down or inability to operate for whatever reason, the
Contractor shall upon request by the Engineer provide equivalent transportation and pay for all
costs in relation to such provision.
Each vehicle is to have fully comprehensive Insurance. Copies of these insurances are to be
provided before acceptance of the vehicles by the Engineers Representative. One week before
expiry of the insurance, a renewal notice is to be provided.
1.6.2.7 Protective Clothing and Medical Facilities The Contractor shall provide for the Engineer and his authorised staff (minimum 25 Nos) a
supply of protective clothing to be used upon the Site, including hard hats (white with webbing
suspension and integral sweat band and detachable ear defenders), leather sturdy safety
boots, rubber boots, socks, high visibility jackets, gloves, goggles, inflatable lifejackets etc. The
Contractor shall also make available an additional 20 No. hard hats, rubber boots and high
visibility vests for visitors to the Site.

The above protective clothing shall be replaced by the Contractor at his expense if its condition
is becomes unacceptable, and as instructed by the Engineer.
The Contractor shall make available to the Engineer and his authorised staff full use of first aid
equipment and any other medical facilities provided on Site for use by the Contractor’s own
senior Site staff.
1.6.2.8 Survey and Associated Equipment. The Contractor shall provide for the use of the Engineer and his staff the following survey and
associated equipment:
• Wild or similar one second total station instrument with 3 No prism targets and
tripods and 1 No. pole mounted prism target. – (3 nos.) • Wild or similar approved automatic level with light collapsible tripod. – (3 nos.) • 5 metre clearly marked aluminium levelling staff with levelling bubble. – (2 nos.) • Ranging rods & 3 legged adjustable ranging rod supports as necessary; • 30m tapes, 5 No 10m tapes and 20 No 5 m tapes. – (3 nos.) • 1 metre builder’s spirit levels. – (3 nos.) • max/min thermometer. – (1 no.) • auto-recording rain gauge. – (1 no.) • auto-recording wind speed and direction gauge. – (1 no.) • weatherproof, rubber-cased torches and batteries. – (4 nos.) • Real-Time-Kinematic GPS system. – (1 no.)
On completion of the contract, all the survey equipment will revert to the Contractor.
1.7 HEALTH AND SAFETY 1.7.1 Introduction The contractor shall ensure that the project can be built, operated and maintained safely and
with the minimum risk to health to the extent that is required in accordance with, and in full
compliance with legislation.
The Design and Construction of Works shall have incorporated all safety measures as resulting
from the Health and Safety Risk Assessment, subject to approval of the Engineer. The
Contractor cannot, in any case, claim for any variation to costs or programme under the
Contract resulting from safety measures as taken by the Contractor or ordered by the Engineer
to be taken by the Contractor.
If appropriate safety measures are not in place and the Engineer, in line with the Conditions of
Contract orders certain construction activities to be suspended, the Contractor shall immediately
stop these and shall not be entitled to any compensation or variation under the contract.
1.7.2 Management Responsibility Prior to the start of construction, the Contractor shall appoint a Health and Safety Manager, with
qualifications as specified in the Specifications, for the duration of the Works. The Contractor
shall prepare a health and safety plan covering all aspects of the Works, including underwater

working. This plan shall be submitted to the Engineer for his consent within two weeks of the
receipt of the Award of Contract, and shall include coordinated emergency evacuation
procedures for both land and marine based activity. It shall be coordinated with other
contractors and operators working on Site or on adjacent sites, and the Employer. The
Contractor shall identify, as part of the plan, all potential risks and hazards, and his proposed
procedure for dealing with them should they arise during construction.
The plan shall be updated as necessary during the construction phase.
The Health and Safety Manager shall have the responsibility, including but not limited to, the
following:
� Develop the Health and Safety plans based on the Health and Safety Risk
� Assessments to be carried out; � Prepare weekly summaries on Safety Statistics. Attend weekly
safety meeting and in addition attend meetings when called by the Engineer;
� Report to the Engineer or Authorities and remain on call to answer all queries relating to Health and Safety matters;
� Conduct Site inspections and conduct routine and non-routine audits to monitor compliance;
� Provide training, guidance and support to all Staff and anyone else that will enter the Site on the Health and Safety regulations applicable on Site;
� Whenever a risk is identified which has not been accounted for in the Health and Safety Plans or which is not mitigated accordingly, he shall take remedial action to reduce hazards, if necessary by stopping the works, and identify adequate measures to reduce impact of the hazard;
� Keep up to date procedures, maintain protective equipment and perform any additional activities required to comply with the Contract.
The Contractor shall have a Health and Safety Management System in place which shall be up
to the standards of OHSAS 18001:2007 and demonstrates compliance with the specified
Contract requirements.
1.7.3 Site Safety The Contractor and Subcontractors shall attend monthly Site Safety Meetings. The Engineer or
his nominated representative shall attend these meetings which shall be chaired by the
Contractor or his designated representative. The Contractor and all Subcontractors shall be
represented at senior management level together with their nominated Site Safety Officers. In
addition the Health and Safety Manager or, if not available, the nominated Site Safety Officer
shall attend weekly safety meetings to discuss all matters regarding Health and Safety.
1.7.4 Training The Contractor shall ensure that employees and visitors are aware of these procedures and
display, in prominent positions, posters stating these procedures with emergency telephone

contacts. No unaccompanied allowance to the Site shall be permitted unless the person has
been provided a full Site safety induction course.
The Contractor shall ensure that all personnel employed on or about the Works receive
appropriate training and the like, such that they understand the risks involved in the Works
being undertaken, the safe use of tools and equipment, and the importance of personal
protective equipment (PPE).
The Contractor shall ensure that toolbox talks are carried out prior to the
commencement of any construction activity. The toolbox talk shall be conducted by a qualified
member of the Contractor’s supervision staff and should highlight identifiable risk and hazard
associated with the work activities to be carried out on a daily basis. Whenever possible,
toolbox talks shall be conducted in languages familiar to the majority of the workforce
employed by the Contractor.
The Contractor shall record the attendance and topic of discussion for each toolbox talk
conducted and shall produce the records whenever requested by the Engineer.
The Contractor shall encourage staff to point out any risks on Site in order to take the necessary
actions to mitigate these risks.
1.7.5 Inspection and Corrective Action The Employer shall be entitled to audit the compliance by the Contractor with the safety and
health plan and/or the safety management plan at such times and as often as it may reasonably
decide. The Contractor shall provide all the necessary support and assistance, at its own cost,
to allow the Employer to carry out such audits.
� The Contractor shall immediately notify the Employer if any accident occurs whether on or off Site in connection with the Services which results in any injury to any person whether directly concerned with the Site or a third party. Such notification may initially be verbal and shall be followed by a written report within 24 hours of the accident.
� Where any incident, near miss or unacceptable hazard has been reported or identified by the Engineer or Employer, the Health and Safety Manager shall report immediately to the Engineer. Both Engineer and Contractor shall determine the corrective action to be undertaken and the timeframe for incorporation.
� Dependent on the incident the Engineer shall have the authority to temporarily suspend parts of the Works.
� A second inspection shall be undertaken, allowing for a reasonable time period after the first inspection, in which the locations of all the previous incidents shall be re- visited.
� The Engineer shall then confirm whether the remedial action from previous report has been undertaken. If it has not been undertaken or if it has been deemed to be inadequate, the Contractor shall be given a verbal warning and allowed time, to be determined by the Engineer, to undertake the necessary action.
� A third inspection shall be conducted to determine if all the

remedial actions have been undertaken and all outstanding non-conformances have been closed out. If not, a written warning shall be issued to the Contractor and the date by which the Contractor must undertake adequate corrective action at a date specified by the Engineer.
� If the remedial action has still not been undertaken by the required action date, then the Employer can start legal procedures against the Contractor on the grounds of breach of contract.
Reasonable time periods shall be determined by the Engineer and shall be dependent on the
nature of the incident. 1.7.6 Medical Facilities The Contractor shall provide on the Site adequate first aid equipment and facilities and ensure
that qualified first aid personnel are in attendance at all times when operations are taking place
on Site.
The Contractor shall provide, medical facilities that shall comply (as a minimum) with
Article 33 of Oman Labour Law.
The Contractor shall make arrangements with hospitals in the vicinity of the Works and inform
them of the nature of the Works and the number of staff employed.
1.7.7 Precautions against Fire The Contractor shall take all reasonable precautions to prevent outbreaks of fire on the Works,
Temporary Works, and in all offices, stores and other places and things connected
therewith or premises adjacent thereto and especially with respect to the safe and secure
storage of petroleum products, paints, explosives and all other dangerous or hazardous goods.
This shall include the preparation of a fire hazard risk assessment.
The Contractor shall provide and maintain in good order and hold available at all times and in all
places connected with the Works a sufficiency of appropriate efficient fire fighting equipment
together with personnel trained in its use.
The Contractor shall give all authorized Fire Officers or equivalent personnel all necessary
facilities to inspect the fire prevention arrangements on the Site and shall at his own cost
remove all surplus materials and equipment and take such steps as the Employer may require
to reduce the risk of fire.
1.7.8 Personal Protective Equipment The Contractor shall comply with SIPC requirements and the following standard requirements
for the wearing of PPE, from which there shall be no exclusions:
� Hard hat, reflective vest (except when operating rotating tools),
safety boots/shoes. � The Employer will request different colours for hard hats and

reflective vests; � Life jackets when working over or near water; � Protective goggles; � Hearing Protection.
The Contractor may be required to remove from Site any of his personnel who
repeatedly ignore these requirements. 1.8 QUALITY ASSURANCE 1.8.1 Introduction The Works (including any investigations, design, construction, provision, erection, setting
to work, testing, monitoring and maintenance) shall be executed under the control of a
quality assurance system which satisfies the requirements of ISO 9001:2008 and ISO
14001:2004 (or equivalent) and the particular requirements of this document.
The Contractor shall prepare a Quality Assurance Plan which shall be submitted to the Engineer
for approval. No work shall commence on Site in the absence of such approval, unless
otherwise approved by the Engineer.
The Quality Assurance Plan shall describe the quality system to be implemented for the
Contract. The Contractor’s Quality Assurance Plan shall be able to demonstrate in detail that all
the requirements of the Contract and all relevant codes, standards and regulations are being
met. The Contractor’s Quality Assurance Plan shall be prepared and submitted to the Engineer
for approval within four weeks of the Commencement Date.
The Contractor’s designer shall also operate a quality system, and that system shall comply with
ISO 9001:2008 (or equivalent).
The following sections describe the additional or specific quality assurance requirements in
relation to this project. Due reference should be made to the requirements for the quality
documentation in respect to the need to define particular arrangements.
1.8.2 References ISO 9001:2008 and ISO 14001:2004 - Quality Systems (or acceptable equivalent – wherever
reference to ISO follows herein this may be taken to mean the relevant clause of an acceptable
alternative to ISO).
1.8.3 Definitions Unless otherwise defined, for the purposes of this Contract the definitions given in ISO 8402
and definitions in Clause 1 of the Conditions of Contract shall apply.
1.8.4 Quality System Requirements 1.8.4.1 Management Responsibility Within 2 weeks of the receipt of Award of Contract the Contractor shall submit for approval his

nomination for the Quality Assurance/Quality Control (QA/QC) Manager for this Contract. The
QA/QC Manager shall be identified as one of the Key Personnel of the Contractor’s
management team as provided for in sub-clause 1.3.2.2 (Contractor’s Key Personnel).
He shall be provided with adequate resources and shall be delegated the necessary authority to
enable the quality of work on the Contract to be managed effectively and in accordance with
ISO 9001:2008 and ISO 14001:2004.
1.8.4.2 Quality Management System The Contractor shall have a Quality Management System in place which shall be up to the
standards of ISO 9001:2008 and ISO 14001:2004 and demonstrates compliance with the
specified Contract requirements.
Third party certification of assessed capability (i.e. approval to ISO 9001/14001) is not
considered to be a demonstration that the specified Quality Management System (QMS)
requirements of the Contract have been met, although they will be deemed a significant
contributing factor.
All on-site and off-site materials testing shall be carried out by laboratories accredited by an
acceptable recognised International body or by persons accredited to a similar standard. The
quality system shall provide procedures for witnessing the manufacturing, construction,
installation, testing and commissioning of the Contract works.
The Contractor shall be responsible for taking the necessary samples for testing and for
ensuring the tests are carried out at approved laboratories and at the appropriate time(s) and for
witnessing the tests to enable these to be certified. The Contractor shall be responsible for
maintaining a schedule of required testing.
Specialist consultants, suppliers and subcontractors for the Contract shall be subject to review
and acceptance by the Engineer.
1.8.4.3 Quality Assurance Plan (QAP) Within thirty days from Award of Contract the Contractor shall prepare and submit, a contract-
specific Quality Assurance Plan which is the means by which the Contractor assures itself that
its design, supply, manufacturing, construction, installation, commissioning and testing complies
with the requirements of the Contract Documents and addresses all activities relevant to the
Work and shall demonstrate how all Works performed by the Contractor will conform to the
contract specified requirements. The Contractor’s QAP shall be adequate to cover all
construction operations, including both on-site and off-site fabrication and installation works, and
shall include the controls to be implemented by subcontractors, suppliers and sub-tiers thereof,
both directly and by identifying the Quality System documentation that subcontractors, suppliers
and sub- tiers thereof are required to produce to meet the Contract requirements.
The plan shall define the documented quality system to be implemented by the Contractor
throughout the Works, in accordance with the requirements of IS0 9001:2008 and IS0
14001:2004 and make reference to all of the Contractor's relevant procedures and manuals.

The Contractor shall implement a Quality System and Health, Safety, Security & Environment
(HSSE) Plan that demonstrates to SEZAD that they are capable of meeting the specified
requirements of the project.
The Plan shall address the interfaces between the Employer, the Engineer and the Contractor
and other relevant organizational entities. The Plan shall include an organization chart showing
the Contractor's corporate and project organization responsible for managing, performing and
verifying the Works. The organization chart shall be supported with a reporting and functional
description of Contractor's project organization and identification of the quality related
responsibilities of key positions.
The plan shall be updated as necessary throughout the contract, to reflect any changes to the
Contractor's documented quality system. The Contract QAP shall, as a minimum:
� cover the relevant phases of The Contract (e.g. as applicable,
design, procurement, fabrication, construction, installation, testing and commissioning);
� identify the hierarchy of the Quality Assurance Programme documentation;
� describe the relationships and activities of the Contractor and any subcontractors, suppliers and consultants including provision of organization charts;
� include an Activity, Responsibility and Procedure Matrix; � conform to the requirements set out in IS0 10005:1995 and as
appropriate cover the relevant phases of the Project; � comply with IS0 9001:2008; � comply with IS0 14001:2004; � list procedures for activities, including quality control,
relevant to the Contract, including those planned but not written;
� specify the requirements of the quality systems to be operated by the Contractor's consultants, subcontractors and suppliers;
� allow for external second and third party audits to be carried out as required by the Engineer and others;
� identify comprehensive quality system audit procedures including the preparation of audit reports;
� include Internal and External audit plan schedules; � specify procedures to rectify non-conformances raised. This
includes specific and systems non-conformances raised as a result of both internal and external audits;
� provide for regular management reviews of the Contract Quality Assurance Programme;
� identify Contract completion procedures which shall provide for review and verification of records by the Contractor's QA/QC Manager;
� identify quality related Key Performance Indicators (KPl's); � identify those subcontractor and supplier documents that are to
be submitted for review and acceptance to the Engineer include Contractor's, consultant's and sub- contractors' design control systems/procedures;
� a list of procedures and method statements which will be followed to ensure the effective management of the activities

covered by his Quality System, including design control; � details of the person with defined authority for establishing,
maintaining and reporting on his Quality Management System; � details of the on-site quality management staff and
responsibilities. � Provide details of how sub-contractors’ Quality Systems are
assessed and performance is monitored during the execution. 1.8.4.4 Processes/Procedures Supporting the Quality Assurance Programme shall be Quality Processes/Procedures (QPs) for
the works. The responsibility for review and approval of QPs is with the Contractor. The
Contractor shall agree with the Engineer which QPs require the Engineer's acceptance.
The primary activities addressed by QPs and to be implemented by the Contractor are to
include:
� preparation of QPs for design (including temporary
works), procurement, manufacture, along with all quality control processes;
� QPs for special processes, e.g. Welding, NDE and Post Weld Heat Treatment, shall be developed in accordance with the relevant codes and standards. All operators involved in the application of special processes shall be qualified in accordance with the relevant code or standard. These requirements apply to Temporary Works as well as Permanent Works;
� document control including preparation, checking, approval, updating, receipt and control of incoming documents, distribution, storage and maintenance of records;
� design control including verification, approval and acceptance by others;
� preparation of material requisitions and approval of purchase orders in accordance with accepted specifications;
� performance of quality verification reviews; � control and calibration of measuring and test equipment; � monitoring the activities of any consultants, subcontractors,
suppliers and sub-tiers thereof, to ensure their compliance with the Contract;
� review of material suppliers and subcontractors quality verification documentation administration of design, procurement and non-conformances and reporting of them to the Engineer;
� production of weekly reports of quality issues including non-conformity records and KPls as deemed appropriate by the Engineer.
The Contractor and its consultants, subcontractors and suppliers, engaged in designing and
supplying or performing any other services connected with the Works shall develop and
maintain procedures for carrying out checks, reviews and verification activities appropriate for
the services they provide. These procedures shall be subject to the review and acceptance by
the Engineer.
All applicable Quality System documentation (except quality records) supporting activities in
the Contractor's Works shall be reviewed and accepted by the Contractor and then issued to the

Engineer for review and acceptance before work starts on the activities. Where these
documents together adequately address on going and imminent Contract works but not the
entire scope of the Contract works, the Engineer may give limited acceptance to the
Contractor's submission.
The Contract QAP shall include or reference the controls to be applied by
subcontractors, suppliers and sub-tiers thereof, both directly and by identifying the Quality
System documentation that subcontractors, suppliers and sub-tiers thereof are required to
produce. The Contractor shall ensure that its subcontractors, suppliers and sub-tiers thereof
agree to and implement the applicable controls specified in the Contract QAP and the
identified Quality System documentation.
1.8.4.5 Audits The Contractor shall submit with its QAP a schedule of its internal and external consultant,
subcontractor and supplier audits that are to be conducted by its personnel. The schedule,
scope and method of the audits shall be such as to enable the Contractor to verify that all
aspects of the Works are being conducted in accordance with the contract requirements.
The Contractor shall allow the Engineer and authorized third parties to observe/participate in
these audits and to conduct additional independent audits, as they consider appropriate to
provide assurance that the Works are being conducted in accordance with the contract
requirements. The Contractor shall invite the Engineer to attend their Quality audits as an
observer and provide minimum 7 days prior notification. The Contractor shall provide the
facilities and access necessary for these audits to be carried out effectively. The Contractor
shall place similar requirements on its consultants, subcontractors, and suppliers.
All project related audits performed by the Contractor shall be copied to the Engineer within
seven calendar days after completion of the audit.
The Employer, Engineer, Statutory Authorities and any Employer-authorized third parties
shall have the right to conduct audits and inspections of all Works that are being executed by
the Contractor, its consultants, subcontractors and suppliers.
The Contractor, its consultants, subcontractors, suppliers and sub-tiers thereof shall make
available for audit all records necessary to demonstrate that the Works have been executed in
accordance with the Contract. They shall also provide the Engineer with documents that
demonstrate that the Works are progressing in accordance with specified requirements.
These are to be provided to Engineer as the work progresses on an agreed schedule.
1.8.4.6 Organization and Resources The Contractor and its subcontractors, consultants and suppliers shall develop their own
organization charts. The charts shall show the reporting structure of the key personnel on the
Project. The charts shall identify all personnel responsible for key QA activities.
The Contractor shall demonstrate that adequate resources are provided to fulfil the
requirements for quality and environmental management, inspection & testing and certification
as detailed in the Contract. This shall include demonstrating that personnel possess the

necessary qualifications and competencies required to carry out specific tasks. Contractor
personnel performing key inspection activities shall be independent of production.
The Contractor's QA/QC Manager shall report directly to the Project Manager. The
credentials of the QA/QC Managers, their key subordinates and subcontractors, consultants
and suppliers personnel engaged in related functions shall be submitted to the Engineer's for
review and acceptance. Nominated personnel must be able to demonstrate they are competent
and capable of performing their tasks.
The Contractor shall provide regular and appropriate training to all personnel in the operation of
the Quality Management System and as necessary to ensure their competence to do their work
and shall maintain records of all such training.
1.8.4.7 Inspection and Testing a) Quality Control (QC) and Inspection Program
The Contractor shall prepare and submit to Engineer prior to the start of QC and inspection
activities, a QC and Inspection Program giving details of the Contractor’s programme for field
QC and inspection and test activities.This written plan shall cover in detail the following topics:
� Contractor’s organization for field inspection and tests and its
relationship to the Contractor's overall organization; � The duties of each person assigned to the Contractor's
organization for field inspections and test; � Subcontractor’s organizations for field inspections and tests
and their relations to each other and to the Contractor; � The Contractor’s procedures and controls for conducting
required field inspections and tests. b) Testing at Independent Laboratories
Any testing which is required under the contract shall be carried out at the Contractor's expense
at an approved Independent Oman based Laboratory, provided this laboratory meets the
following requirements:
� Independent laboratories that operate in Oman shall meet all the
requirements of Oman Municipality and SEZAD Tender Committee rules and regulations and shall be registered with the Directorate General of Specification and Measurement at the Ministry of Industry and Commerce.
� Independent laboratories that operate outside Oman shall be accredited to one of the International Accreditation Systems for laboratories such as NAMAS, NATA, etc. The Contractor shall forward a copy of the accreditation certificate to the Engineer for approval prior to approaching such laboratories for testing services.
All sampling for such tests shall be carried out by the Consultant's Representative
and labelled as per relevant standard sampling requirements and submitted by the Engineer

to the independent laboratory along with sampling reports.
Representatives of the Engineer and the Contractor shall be permitted to witness the
testing carried out by the independent laboratory. The testing of the works by the independent
laboratory shall in no way absolve the Contractor from his responsibilities to carry out his own
job control testing of the quality of his work and the materials used according to the contract
specifications.
The independent laboratory shall give original copies of the sampling and testing reports to the
Engineer and a copy to the Contractor.
The independent laboratory shall divide non-destructive samples into three representative
sub-samples:
Part "A" : to be tested by the independent laboratory; Part "B" : for Engineer Recheck; Part "C" : for independent laboratory internal quality control;
Part "B" shall be kept for at least one (1) month from the date of issuance of the reports.
The Contractor shall enter into an agreement with the independent laboratory. This agreement
shall include all conditions as detailed in this clause.
c) Inspection and Test Plan
The Contractor and its consultants, subcontractors and suppliers engaged in design, supplying,
manufacturing, construction, installation, commissioning and testing or any other service
connected with the Contract works, shall maintain Inspection and Test Plans (ITPs) appropriate
for the services they provide, in a form acceptable to the Engineer. These accepted
ITPs shall stipulate the necessary level and frequency of tests and inspections for each aspect
of the Works by all parties and also stipulate:
� item(s) being inspected and tested; � the inspection and test activity; � acceptance criteria; � involvement of various parties including hold and witness points; � controlling specifications; � certification/documentation/records required.
The Contractor shall determine the details to be stipulated in the ITPs including acceptance
criteria. As a minimum the acceptance criteria shall comply with the requirements specified in
the Contract. Where not specified, the Contractor shall propose acceptance criteria for the
Engineer's review and acceptance, including the method and frequency of inspection and
testing. There shall be a number of ITP's covering every discipline and type of work. The
Contractor shall submit a list of ITP's it intends to develop for the Engineer's review and
acceptance. The Contractor shall ensure that the ITP's are prepared and submitted to the
Engineer at least 30 days before any construction activity covered by the ITP commences.
ITP's shall be presented in a format approved by the Engineer.
The Engineer may perform following types of inspections:

Witness Point (W)
A work operation that is watched, observed, or visually examined by the Engineer. The Contractor and the Engineer must agree to witness points prior to the start of the work. The Contractor shall advise the Engineer a reasonable time in advance of the operation to ensure the Engineer can attend the required witness point. In case of a conflict in the scheduling of Witness Points the Engineer shall have the power to delay Witness Points such that all can be attended.
Hold Point (H) A critical operation in which, by prior agreement, the Contractor shall advise the Engineer a reasonable time in advance of the operation so that the item may be visually examined, tested, or measured by the Engineer to verify conformance with the contract requirements. The Contractor may not proceed with work beyond such hold points except by written agreement from the Engineer.
Surveillance (S)
In process monitoring of Contractor's activities to the degree necessary for confidence that the work process/method is in compliance with the established criteria.
Review (R)
Review of the Contractor's inspection and testing records by the Engineer for correctness and completeness. The Contractor shall notify the Engineer through Notification for Inspection (NFI) for W and H point inspections at least 24 hours (or one working day) in advance. For off-site inspections the Contractor shall provide minimum notice of 15 calendar days. Any Works carried out by the Contractor without submission of NFI and approval of Engineer shall be considered as defective work and Contractor shall raise a Non-Conformance Report and propose the remedial action.
d) Inspection and Test Status, Results and Tracking
Inspection and Test status will be indicated by physical means on the work, wherever possible.
Additionally inspection and test results and status will be maintained on a computerized tracking
system, which will be readily available for review and audit by the Engineer.
Inspection and test results will be presented typed on individual report formats that will be
subject to Engineer for agreement. These forms shall be included in the QC and Inspection
program document
e) Quality Control Procedures
The Contractor shall implement quality control procedures to verify conformance with the

Contract specifications. Verification is accomplished by examinations, tests, measurement and
inspection and by verifying records including those of its consultants, subcontractors and
suppliers. Verification procedures (QPs) shall be developed using applicable testing and
inspection methods along with acceptance criteria stated in or derived from the contract
documents.
f) Control of Non-Conformance
Where a Non-conformance in a Contract work item is noted that cannot be put back in
compliance within 24 hours, the Contractor shall raise a Non- Conformance Report (NCR).
Where a specified Contract work activity has not been carried out in accordance with the agreed
procedural requirements, an NCR shall also be raised.
Agreed remedial action shall be instituted prior to the initiation of any further activities that may
render a non-conforming item inaccessible or difficult to repair. The Contractor shall provide
sufficient evidence, including photographic, of repair work carried out to enable the Engineer to
review the closing of NCR's.
The time within which non-conformances are to be recorded and reported is to be agreed with
the Engineer.
The Contractor shall not deviate from any specification, code, drawing or contract
requirement without the agreement of the Engineer. g) Corrective Action Requests
Corrective Action Requests (CAR) will be raised by the Contractor during audits where
deviations from specified requirements are identified.
h) Punch Lists
The Contractor shall raise punch lists at appropriate inspection and acceptance stages (namely
initial, In-process and follow up) to record work that has not been completed correctly or is
outstanding. Defects/items identified during the inspection and listed on the Punch List will
also require NCRs to be raised, other than for minor defects/items. Additionally defects on open
NCRs applicable to the Contract Works being inspected must be recorded on the Punch List.
The Contractor shall control the punch list and status of defects, the Engineer may at any time
add pending Items/Defects/Non-conformances to the Punch List.
i) Requests for Information (RFI)
Requests for Information (RFIs) shall be used by the Contractor to formally request information
and clarification from the Engineer.
j) Field Changes
� Field changes shall be requested when technical agreement to a
proposed action, that conflicts with 'Approved for Construction' status design documentation is required;

� NCR's requiring design changes shall be referred to the Engineer by the Contractor for appropriate resolution as Field Change Requests (FCRs).
k) Method Statements
Method Statement shall be submitted to the Engineer for approval for all Temporary and
Permanent Works. The Method Statement shall include as a minimum:
� General description of the project; � Mobilisation � The proposed location of the specific Works to be carried out; � Plant and equipment to be used to carry out the Works; � Organization, supervision and responsibility of the personnel and
workforce to carry out the Works; � Site planning and preparation; � Detail work methodology with illustrations to demonstrate how
Works to be carried out; � Design calculations, where applicable; � Risk assessment and hazard identification; � Environment, Safety and Health requirements; � Emergency procedures; � Utilisation of Manpower � Utilisation of Machinery & Equipment � Reporting � Procurement concerns and Cashflows � Interfaces with other areas � Permit requirements. � Demobilisation
1.8.4.8 Certification The Contractor shall be responsible for demonstrating that specified requirements have been
met. This includes the implementation of effective controls to ensure that the checking, review,
inspection and testing of the Contract Works are completed.
The Contractor shall produce appropriate certification records including supporting documents
and "as-built" details to demonstrate compliance with the Specifications and submit to the
Engineer for acceptance. The Contractor shall propose his method of assembly of his
certification/turnover records (e.g. by area, system, type etc), in his Quality Assurance Plan
(QAP). Unless otherwise agreed by the Engineer, records/check lists will state the
acceptance criteria.
The Engineer shall manage the effectiveness of the Contractor's certification system through:
� surveillance; � witnessing appropriate key activities; � identifying hold points in Contractor's ITPs; � review of certifications and records; � monitoring and participation in the Contractor's audit; � Independent auditing.

1.8.5 Document and Data Control The documented procedures shall include measures which control documentation in hard copy
or digital form including drawings, calculations, reports, communications, reports, computer
programs, procedures, instructions and other relevant documents.
The procedures shall include registers to identify the issue status, source and location of all
incoming and outgoing drawings, schedules and other relevant documentation affecting the
quality.
Amendments to the list of relevant standards and specifications that become part of the
Contract between the Contractor and the Employer shall only be made on instruction from or by
agreement with the Engineer.
A library shall be maintained by the Contractor providing access to current information including
technical data as follows:
� Statutory Requirements; � Other relevant professional, industrial and international codes
and specifications; � Relevant product data; � Design techniques; � Defects and failures, including analysis and rectification; � General technical information relating to civil and structural
engineering and related engineering disciplines relevant to the design, construction, maintenance and operation activities.
Other records which need to be maintained and documented include records which show
factual evidence that require quality control activities have been performed. These records shall
include the work of subcontractors and suppliers and shall be on an acceptable form that
includes, as a minimum, the following information.
a) Contractor/subcontractor and their area of responsibility; b) Operating plant/equipment with hours worked, idle, or down for repair; c) Work performed each day, giving location, description, and by whom; d) Test and/or control activities performed with results and references to Specification/drawings. The control phase should be identified (Preparatory, Initial, and Follow-up). List deficiencies noted along with corrective action; e) Quantity of materials received at the Site with statement as to acceptability, storage, and reference to Specification/Drawings requirements; f) Submittals reviewed, with Contract reference, by whom, and actions taken; g) Off-site surveillance activities, including actions taken; h) Job safety evaluations stating what was checked, results and instructions or corrective actions; i) Instructions given/received and conflicts in plan and/or Specifications; j) Contractor’s verification statement.
Changes to documents shall be subject to review in accordance with documented procedures.
Changes to documents shall be reviewed and approved by the originating body.

1.8.5.1 Control of Quality Records The Quality Records shall be retained by the Contractor for a minimum period of 12 years after
the end of the Contract Period.
The Contractor shall supply the Employer with copies of Records which the Employer may
require from time to time.
1.8.5.2 GIS Data Standards Following are the requirements related to GIS format at which the contractor shall comply in
submitting / producing his drawings:
1) All date must be submitted in CD or DVD in GIS format as shape file or File Geo-
database and to be submitted to the Project’s Project Engineer/Manager.
2) All data to be used shall adopt/comply with projection – UTM WGS-84 Zone 40N.
3) All layers must comprise metadata (a brief of feature, type of projection, date of update
and source…etc. (Refer to SEZAD’s GIS Section for more details).
(a) It is strictly forbidden to share SEZAD’s data with any third party, or to use the data
for another project other than the herein mentioned project.
(b) Before SEZAD (as the ‘Discloser’) provides any of such GIS data, a
Confidentiality/Non-Disclosure Agreement shall be read, fully aware and duly
endorsed by the Contractor/Consultant (as the ‘Recepient’).
4) All attribute data (layer tables), must comprise main fields, such as update Date, Data
source and Name of update.
5) The Contractor/Consultant (Recipient) must organize all data into the following four (4)
folders:
(a) GDB Folder: To include all data in Geo data GIS format (with a title that is
meaningful/descriptive of the data).
(b) MXD Folder: To include all map produced by MXD
(c) MAPS Folder: To include all maps as PDF, JPG and TIFF.
(d) TABLES Folder: To include all tables related by Geo spatial feature.
6) Schema (Structure of Layers with field’s name) is necessary to be submitted with the
Geo-database GDB.
7) The timely receipt of GIS data is required for SEZAD’s assessment/review.
8) Contractors/Consultants (Recipients) are advised that the transfer of as-built information
into GIS Data Records shall only be performed by licensed GIS Professionals and shall
comply with SEZAD’s requirements.
9) All design layers, layout, maps and data are to be Geo-Referenced to SEZAD’s ground
control point – GCP. (Please request from SEZAD’s GIS Section for the list of the GCP).
1.8.6 Supply of a Project Control and Electronic Drawing Management System (EDMS) 1.8.6.1 Background This document defines the owners' requirements and preferences for the project Control and
Electronic Drawing Management System. The overall objective is to manage project in efficient
manner and control a large amount of drawings and documents, and subsequently ensure that

able to view the status and take actions of documents in accordance with the business process
they are part of. Many documents will be subject to continuous exchange between stakeholders
of the project, and it is essential that these transactions are recorded.
Therefore, the overall objective of an EDMS is to support in having an effective platform for
initiating drawings, managing drawings, exchanging drawings, supporting workflows and
internal/external collaboration. The system shall be capable of storing electronic and scanned
paper records in a structured and secure manner guaranteeing authenticity and different levels
of confidentiality. In addition to the generic drawing management functionalities the system shall
provide the state of the art features like reports and dashboards to indicate progress and status
of the project to prevent delays.

The system should provide the ability for organizations to apply security access/restrictions at both the group and user levels. Group level security should apply to all users within the defined group, while user level security should provide additional security restrictions or capabilities for specified users beyond that established for assigned groups.
10 Search and Retrieval

1.8.6.4 System Administration and Training The contractor shall facilitate the administration of the system and necessary backup and

recovery facilities. The contractor shall facilitate adequate training to the end users to equip them to utilise the system. 1.8.7 Training The Contractor shall provide training of personnel performing activities affecting quality to
ensure that suitable proficiency is achieved and maintained and to promote quality
consciousness throughout the organisation.
1.9 ENVIRONMENTAL MANAGEMENT 1.9.1 Introduction The following sections give the requirements for the Contractor to adhere to under the Contract;
however these shall in no circumstance limit the Contractor’s obligations under the Laws of the
Sultanate of Oman.
The Contractor shall have a Environmental Management System in place which shall be up to
the standards of ISO 14001:2004 and demonstrates compliance with the specified Contract
requirements.
1.9.2 Environmental Action Plan The Contractor shall develop an EAP, which shall include, but, not be limited to, the following:
� Assign Contractor employee responsibilities for planning,
approving, implementing, maintaining, assessing and monitoring of environmental control;
� Chart showing the Contractor’s management structure and reporting lines, including interaction with employer;
� A list of environmental permits, licenses and approvals required for construction activities and references for those already obtained;
� Identification of potential adverse environmental impacts associated with all construction activities discussed in the EMP;
� Identification of environmental safeguards and controls to minimise adverse environmental impacts associated with construction;
� Identification of waste streams and implementation of a waste management procedure which incorporates waste reuse, recycling and reduction; and,
� Environmental monitoring program as described in the EMP and Environmental Permit.
Before the actual construction work can start, the Contractor shall make sure that all
environmental procedures are in order and the Contractor shall obtain approval from the
Engineer on the EAP and Procedures.
The Contractor shall ensure that the EAP is implemented. Any non-conformances (i.e.
environmental incidents, complaints and polluting activities) shall be reviewed, analysed and
recorded. For each non-conformance, a corrective action shall be developed, which must

include immediate action to remediate (clean-up) any resulting land and or water contamination
and a long-term solution to prevent recurrence. Therefore, regular inspections and
compliance monitoring shall be carried out. The EAP shall be updated regularly such that
lessons learnt will be implemented.
1.9.3 Emergency Response The emergency response plan to form part of the EAP shall include the following:
� A list of the key emergency response personnel showing
responsibilities and contact details including all-hours telephone numbers;
� Details of emergency services (e.g. ambulance, fire brigade, spill clean-up);
� Communications strategy (internal and external, medical and environmental) including the reporting of serious environmental incidents or complaints to the regulating authority;
� Details of containment measures and remedial action to be taken in the event of emergency situations that may arise during the work activities; and
� Location on Site of the register and information on hazardous materials including Material Safety Data Sheets (MSDS).
1.9.4 Environmental Protection Officer To ensure implementation and enforcement of the EAP, the Contractor shall appoint an
Environmental Protection Officer (EPO). This officer shall be the contact person for
environmental matters and shall report any non-compliances, incidents and complaints to the
Engineer. At any time the Employer or the Engineer can request to review all environmental
records and compliance inspection on Site.
A reporting format for non-conformances and a register for complaints shall be
developed and shall include, but not be limited to, the following:
� Date, time and nature of complaint; � Name, address and contact number of complainant; � Nature of the complaint; � Action taken in response to the complaint; � Details of who the complaint was passed on to at the client’s
office; and, � Sign off that the complaint has been satisfactorily resolved.
The Contractor shall set up a self-auditing system where the EPO will be responsible for
complying with the Employer’s environmental management requirements. The EPO’s duties
shall include, but not be limited to, the following:
� Guide, train and assess all Site personnel on
appropriate environmental management practices; � Conduct daily Site inspections or self-audits to assess
compliance; � The EPO must document all non-compliance incidents (NCIs)

including details of corrective action taken, and how it can be prevented from recurring in the future;
� Conduct remedial action immediately after contamination in order to contain the incident and prevent further adverse environmental impacts from spreading;
� Prepare a weekly self-audit summary outlining the Contractor’s compliance with environmental requirements, where NCIs have occurred and the nature of the corrective action and preventative measures implemented. Records shall be submitted to the Engineer;
� Remain on call to answer questions from the Employer or Engineer; and,
� Perform routine and non-routine audits, during which Site Works will be inspected and assessed for compliance. During these external audits, the EPO will make available for review all system documentation, including daily self-audit records, complaints register, waste tracking receipts and records, monitoring information, any relevant NCIs and the EAP.
1.9.5 Inspection and Corrective Action A warning system will be implemented to ensure compliance by the Contractor during
construction that includes but is not limited to the following:
� An overall audit and monitoring of the Contractor’s self-audit which may include a number of scheduled and unscheduled Site inspections by the Employer’s environmental representative;
� Any non-compliance incidents (NCIs) shall be reported in the first Site inspection report to be completed within 48 hours of the first Site inspection. This report shall include a description of the nature of all the non-compliant incidents, the corrective action that shall be taken within a specified timeframe and the date by which the required remedial action shall have been undertaken.
� A second inspection shall be undertaken, allowing for a reasonable time period after the first inspection, in which the locations of all the previous non-compliant incidents shall be re-visited.
� The Engineer shall then confirm whether the remedial action from previous report has been undertaken. If it has not been undertaken, or if it has been deemed to be inadequate, the Contractor shall be given a verbal warning and allowed time, to be determined by the Engineer, to undertake the necessary action.
� A third inspection shall be conducted to determine if all the remedial actions have been undertaken and all outstanding non-conformances have been closed out. If not, a written warning shall be issued to the Contractor and the date by which the Contractor must undertake adequate corrective action at a date specified by the Engineer.
� If the remedial action has still not been undertaken by the required action date, then the Employer can take necessary actions at the Contractor’s expense to be deducted from the monthly interim payment or suspend the works.

Reasonable time periods shall be determined by the Engineer and shall be dependent on the
nature of the incident.
1.9.6 Training A training programme for personnel shall be developed and shall include, but not be limited to,
the following:
� Environmental emergency response procedures in the case of oil or chemical spills;
� Environmental controls chosen to be implemented by the Contractor at the Site;
� Any activities that are known to have the potential to be hazardous to the environment, and how to avoid such hazards;
� Reporting procedures listed in EAP and appropriate contact telephone numbers;
� Site specific issues such as Site boundaries, location of waste and recycling bins, refuelling and vehicle maintenance points, storage of plant and equipment;
� Site monitoring plans; and, � The outcomes and penalties of environmental non-compliance.
It is recommended that the Contractor provide regular toolbox talks to employees on Site. Such
toolbox talks could, for example, discuss how to efficiently use plant and materials on Site, how
to minimise potential environmental impacts like noise, air and water pollution, and how to
minimise waste. Scheduled and unscheduled emergency response exercises shall be carried out periodically
to ensure that staff knows how to respond quickly and efficiently.
1.9.7 Post Construction The Engineer shall perform a close-out audit when construction has been completed to confirm
that the Site has been left in an acceptable condition and all non-conformances have been
adequately closed out. A review of the construction monitoring process and results shall also
be conducted.
1.9.8 Environmental Measures The Contractor shall at all times comply with Oman’s environmental Royal and Ministerial
Decrees, and with the requirements as stipulated in the EMP and Environmental Permit,
whereby the most stringent requirements shall apply.
The Contractor shall take specific measures to with regards to the following items: 1.10 COMPLETION 1.10.1 Requirements for Completion The relevant part or Section of the Works will not be considered to be substantially completed
for the purposes of taking over until the following conditions precedent have been met (to the
extent the same are applicable), and said part or Section is capable of being brought into

continuous full scale operation by the Employer:
a) Any outstanding works or defects or remedial Works are
such that their completion will not interfere with the said full scale continuous operation;
b) The Contractor shall have adjusted Products and Equipment to ensure smooth and unhindered operation;
c) Provide any other documents to the Engineer that are required by governing or other authorities;
d) All necessary Project Record Documents as specified in sub-clause 1.10.4 shall be available for the Employer’s use and possession, and:
� For Contractor-designed work elements, certification by the
Contractor that these have been designed in accordance with the Contract and the relevant certificates have been submitted to the Engineer;
� All permanent fencing, gates, barriers and hoardings, shall be in place and complete;
� The Contractor has fulfilled his obligations in respect oftesting, commissioning and setting to work all items of Plant and equipment within the part or Section, and in respect of the instruction of Employer’s staff in the operation, servicing and maintenance of such Plant and equipment.
1.10.2 Completion Inspection A completion inspection shall be held in agreement with the Engineer and a report submitted by
the Contractor after provisional acceptance of works.
The Contractor shall submit written certification that the Work has been inspected, and that
Work is complete in accordance with Contract Documents and ready for the Engineer's
inspection.
The Contractor shall perform final cleaning of all his own works prior to final inspection
including, but not limited to, the following:
� Clean interior and exterior glass and surfaces exposed to view;
remove temporary labels, stains and foreign substances; � Clean equipment and fixtures; � Remove waste and surplus materials, rubbish, and construction
facilities from the Site. At the completion of the Works or any increment thereof established by a completion time
stated in the Specifications, the Employer and Engineer together with the Contractor shall
conduct an inspection of Works and develop a “punch list” of items which do not conform to the
Drawings and/or Specifications. Such a list of deficiencies shall be included in the Contractor’s
QC documentation, as required by sub-clause 1.8.4 above, and shall include the estimated date
by which the deficiencies will be corrected. The Contractor shall make a second inspection to
ascertain that all deficiencies have been corrected and so notify the Engineer. These
inspections and any deficiency corrections required by this paragraph will be accomplished
within the time stated for completion of the entire Work or any particular increment thereof if the

Works are divided into increments by separate completion dates.
1.10.3 Completion Report The Contractor shall submit a Project Completion Report summarizing all important elements
and experiences of the Project, thirty (30) days after the provisional acceptance of works.
The Completion Report may cover, among others:
� Compilation and description of the planning and execution aspects of the project;
� Compilation of main data and features of the Project; � Concluding the effectiveness of project implementation; � Recommendations for future maintenance measures; � Cost compilation and financial analysis.
1.10.4 Project Record Documents The Contractor shall maintain, one set of the following record documents; record actual
revisions to the Work:
� Contract Drawings; � Specifications; � Quality plans, work plans and check lists; � Addenda; � Change Orders and other Modifications to the Contract; � Reviewed shop drawings, product data, and samples.
The Contractor shall store Record Documents separate from documents used for
construction. The Contractor shall record information concurrent with supply progress.
Specifications: The Contractor shall legibly mark and record at each product section, description of actual
products installed, including the following:
� Manufacturer's name and product model and number; � Product substitutions or alternates utilized; � Changes made by Addenda and Modifications.
Record Documents and Shop Drawings: The Contractor shall legibly mark each item to record actual construction including:
� Measured locations of internal utilities and appurtenances
concealed in construction, referenced to visible and accessible features of the Work;
� Field changes of dimension and detail; � Details not on original Contract Drawings.
The Contractor shall submit, prior to final application for payment, such documents including As-
Built Drawings, Operation and Maintenance manuals (in soft copy and hard copy). As-Built

Drawings shall be as per NSA SEZAD new benchmark network. Operation and Maintenance
manuals shall be as per the following requirements:
Operation and Maintenance Data The Contractor shall:
O Submit two sets prior to final inspection, three D side ring capacity expansion binders with durable plastic covers and (1) soft copy. O Prepare binder covers with printed title "OPERATION AND MAINTENANCE INSTRUCTIONS", title of project, and subject matter of binder when multiple binders are required; O Internally subdivide the binder contents with permanent page dividers, logically organized as described below; with tab titling clearly printed under reinforced laminated plastic tabs; O Prepare a Table of Contents for each volume, with each product or system description identified, type on white paper; O Submit Part 1: Directory, listing names, addresses, and telephone numbers of the Engineer, Contractor, sub-contractor and major equipment suppliers; O Submit Part 2: Operation and maintenance instructions arranged by system and subdivided by specification section. For each category, identify names, addresses, and telephone numbers of Subcontractors and suppliers. Identify the following: - Significant design criteria - List of equipment - Parts list for each component - Operating instructions - Spare part lists recommended by the Manufacturer shall be submitted to the Engineer for all equipment. The lists shall contain unit prices. - Maintenance instructions for equipment and systems - Maintenance instructions for special finishes, including recommended cleaning methods and materials and special precautions identifying detrimental agents; O Submit Part 3: Project documents and certificates, including the following: - Shop drawings and product data - Air and water balance reports - Certificates - Photocopies of warranties; O Submit one copy of completed volumes in final form 15 days prior to final inspection. This copy will be returned after final inspection with the Engineer's comments. Revise content of document as required prior to final submittal. O Submit final volumes revised, within ten days after final inspection, but prior to final payment.

Warranties: For elements of the works that have an extended warranty (5 years after completion), the
Contractor shall:
� Provide notarized copies; � Perform and assemble documents from suppliers, and
manufacturers; � Provide Table of Contents and assemble in three D side ring
binder with durable plastic cover; � Submit prior to final Application for payment; � For items of Work delayed beyond the issue of a Certificate of
Completion the Contractor shall provide updated submittals within ten days after acceptance, listing date of acceptance as start of warranty period.
Spare Parts and Maintenance Materials: The Contractor shall:
� Provide products, spare parts, maintenance and extra materials in quantities specified in individual specification sections.
Deliver to Project Site and place in location as directed, obtain receipt prior to final payment.
1.10.5 Access to Site after Issue of Certificate of Completion: The Contractor shall liaise with the Employer to pre-arrange access to the Site to carry out
defects resolution, monitoring, maintenance and completion of outstanding work. Such work
shall be undertaken at a time to suit the Employer’s ongoing operations.
1.10.6 Use by the Employer For the avoidance of doubt, transient access to any part or Section of the Works from time to
time by vehicles, plant or personnel of the Employer or his agents or contractors, for the
purpose of relocation shall constitute permitted ‘Use of Site’ by the Employer in the meaning of
Clause 42(3) of the Conditions of Contract.
1.11 STANDARDS, MATERIALS AND EQUIPMENT
1.11.1 Standards and Alternative Standards The design, manufacture, provision, installation and construction of all Temporary and
Permanent Works shall comply with the latest editions of British, European (ISO), United States
of America or other internationally recognised Codes of Practice, and all statutory regulations.
The over-riding requirements of Local Standards shall be taken into account unless
otherwise noted in the Specifications. Use of a consistent, coherent and compatible set of
standards shall be agreed, appropriate to the form of construction, environment and locality.
The Contractor shall provide the Engineer with copies in the English language of all codes and
standards used to design and construct the works.

Plant and materials specified to conform to a British Standard or equivalent standard in another
Member State of the European Community or American Standard shall be clearly and indelibly
marked with the reference to which they comply wherever possible. Where this is impracticable
the relevant advice/delivery notes shall include the reference with which they are to comply.
Certificates of compliance shall be submitted to the Engineer.
All materials and items of plant shall be of good quality and be able to operate in and withstand
the environment in which they will be working.
In the absence of a specified reference code or standard, the Contractor may propose other
recognised international codes and standards, and in such a case the Contractor shall
demonstrate to the satisfaction of the Engineer, suitability and equivalence of the substitute
codes and standards as well as provide proof of previous successful use. Work specified by
reference to the published standard or specification of a government agency, technical
association, trade association, professional society or institute, testing agency, or other
organisation shall conform to or surpass the minimum standards of quality for materials and
workmanship established by the designated standard or Specifications.
Where the specific date of issue of the standard is not included with the reference to the
standard, the latest edition, including all amendments published and available on the date of
Contract shall apply.
In case two or more standards are specified to establish quality, the product and workmanship
shall conform to or surpass the requirements of both. In case of conflict between referenced
standards, the more stringent shall apply.
Where a standard and a brand name are both specified for a product in the Contract
Documents, the proprietary product named shall conform to or surpass the requirements of the
specified reference standard.
The listing of a trade name in the Contract Document shall not be construed as warranting that
such product conforms to the respective reference standard.
Copies of applicable referenced standards have not been bound in the Contract Documents.
Where copies of standards are needed by the Contractor for superintendent and
quality control of the work, he shall obtain a copy or copies directly from the publication source
and maintain in an orderly manner at the job Site available to the Contractor’s personnel,
subcontractors and Company.
The Contractor shall clearly identify and submit for acceptance any requests to use products
conforming to printed standards or publications with a different publication date from that
effective under the Contract. The Contractor shall clearly indicate the changes in product or
workmanship quality involved in the proposed change, if any, and reasons for the request.
1.11.2 Statutory Requirements In the event of a conflict between the requirements of statutory authorities and of these
Specifications, the highest standard requirement shall take precedence. Any such conflict

identified by the Contractor shall be reported to the Engineer.
1.11.3 Material Supplies As soon as possible after the Award of Contract, the Contractor shall submit a list of suppliers
from whom he intends to purchase all materials and plant required for the Works.
Where more than one manufacturer is able to supply any particular material or article, the
Contractor shall obtain the whole quantity required to complete the work from one manufacturer
or supplier, or prior to placing orders, inform the Engineer for approval of his intention to multi-
source or to any change in source of supply.
Sources shall be agreed with the Engineer at the on-set of the project. In case of any change in
source of supply, the Engineer shall be informed prior to supply the materials.
1.11.4 Sampling and Testing of Materials Compliance of materials with the Contractor’s Documents shall be confirmed by sampling
and testing in accordance with the relevant standards prior to their inclusion in the Works.
Materials subsequently supplied shall at least equal the conforming sample in all respects.Any
samples not conforming or materials failing to comply with the conforming samples shall
immediately be removed from the Site.
The Contractor shall provide and submit samples of materials/articles to the Engineer and shall:
� retain samples on Site for comparison with materials/articles used in the Works and remove these samples when no longer required;
� prepare samples of finished work. 1.11.5 Copies of Orders The Contractor shall submit to the Engineer copies of all orders for materials to be incorporated
in the Works (including CIF details for Materials on Site evaluations).
1.11.6 Manufacturer’s Instructions All Materials, Plant, etc shall be used and installed in accordance with the instructions of the
manufacturer or supplier unless otherwise specified in the Specifications. Copies of
manufacturer’s instructions shall be provided to the Engineer prior to incorporation of the
Materials and Plant into the Works.

1.12 ADDITIONAL REQUIREMENTS SPECIFIC TO BUILDING WORKS 1.12.1 Alternative Materials Should the Contractor wish to offer alternative items or materials to those specified he shall
supply details of such alternatives together with details of any reduction in the Contract Price
should the alternative be allowed to be substituted for the specified items or materials. All
offered alternatives shall comply fully in all respects with the Specifications of the
particular items or materials. Acceptance or refusal of any alternatives will be entirely at the
discretion of the Engineer.
If during the course of the Contract certain materials or items required for use in the Works
should be unobtainable, despite the best effort of the Contractor, the Contractor may offer for
the approval of the Engineer alternative materials or items, provided that they possess the
minimum requirements of the originally specified material.
In the event of acceptance of any alternative materials or items a suitable price
reduction shall be made in respect of any decrease in value but no price addition shall be made
in respect of increase in value.
In the event of refusal of any alternative materials or items the Contractor shall not be relieved
of any of his obligations under the Contract and shall be solely liable for any delay or loss
occasioned by his failure to provide the materials or items as specified.
1.12.2 Materials, Goods and Workmanship Generally The whole of the goods materials and workmanship incorporated in the works shall be new and
of the best quality available and shall be to the approval of the Engineer.
Should the Engineer discover on the Works any materials other than those specified or
approved, he may order their removal from the site and for their replacements as specified. All
costs incurred for such removal and replacement, and of associated works shall be borne by the
Contractor.
1.12.3 Schedule of Procurement of Material The Contractor shall produce a "Schedule of Procurement of Materials" and submit the same
within 3 weeks of commencement of works for the approval of the Engineer. This schedule
shall give the following information:
a) Item to be procured b) Quantity c) Date of submission for approval d) Date of approval e) Date of order f) Expected date of arrival at site g) Date required on site
The Contractor is required to produce documentary evidence that all materials or items have

been ordered in sufficient time to ensure their arrival on site sufficiently in advance of their
incorporation in the Works.
No claim will be considered for extension of the Contract Period due to non-availability of
materials as a result of the Contractors failure to comply with this requirement.
1.12.4 Samples and Testing of Materials A. Samples
Prior to ordering or delivering any materials or manufactured items to the Site, the name and
address of the supplier(s) and, where required by the Engineer, adequate samples, schedules
and manufacturer's certificates of all the materials and goods to be used in the Works shall be
submitted to the Engineer for approval at no extra cost to the Project.
In case of rejections further samples, until final approval is accorded, shall be submitted. The
Contractor shall have no claims to extra cost or time lost due to improper submissions, the
resultant rejections and the approval process.
If considered necessary and ordered by the Engineer, the samples shall be tested for
compliance at the Contractor's expense in a laboratory approved by the Engineer.
B. Testing
The Contractor shall be responsible for the sampling, storage, transportation and
laboratory testing of products and materials as required in the Specification.
The Contractor shall make available on site necessary equipment for the use of the
Engineer for tests to be conducted at site.
E.g. - Slump cone with base plate and tamping rod.
- Thermometer suitable for measuring concrete temperature.
- Magnetic flux principle instrument for non-destructive
method of testing paint film thickness.
- Etc.
In addition, suitable experienced labour to carry out the operations in connection with the above
shall be provided by the Contractor as required by the Engineer.
The Contractor shall allow for the costs of compliance with the above requirements in his unit
rates.
1.12.5 Co-ordination of Builder's Work The Contractor shall co-ordinate the requirements for holes, fixings and other similar builder's
work.
The Contractor shall ensure that such builder's work as shown on the drawings is in accordance

with his own and his sub- contractor's requirements. Details of holes, fixings, etc.. which are not
shown on the drawings but are required by the Contractor or his sub-contractor shall be
submitted to the Engineer for his written approval. No holes or fixings shall be formed without
prior approval by the Engineer. No claim will be enter- tained for this work and for any abortive
work executed due to lack of co-ordination.
1.12.6 Safety of Adjoining Existing Buildings, Roads, Services, etc. The Contractor shall take all necessary precautions during the excavation for the Works
particularly those excavations which are adjoining existing buildings, roads, services, etc., and
shall protect such buildings, roads, services, etc., from damage or collapse by means of
temporary or permanent shoring, strutting, sheet piling or secant pile walls or underpinning or
excavations in short lengths and/or other methods to suit the dictates of the situation and as
approved by the Engineer. He shall properly support all foundations, trenches, walls, floors,
etc. affecting the safety of the adjoining existing buildings, roads, services, etc.
The Contractor shall alter, adapt and maintain all such Works described above for the whole
period of the Contract and shall finally clear away and make good all damage done.
The Contractor shall be held solely responsible for the safety of the adjoining existing buildings,
roads, services, etc., and the sufficiency of all temporary or permanent shoring,
underpinning, strutting, piling, etc.
The construction and efficiency of the shoring, underpinning, strutting, secant pile wall, sheet
piling, etc., shall be the responsibility of the Contractor. Should any subsidence or any other
damage occur due to the inefficiency of the shoring, underpinning, strutting, etc. or any other
support provided, the damage shall be made good by the Contractor at his own expense and
responsibility.
The shoring, strutting, piling, etc., shall be executed in such a manner as to cause as little
inconvenience as possible to adjoining owners or the public and the Contractor shall be
responsible for negotiating with the adjoining owners, and/or Municipality the means to
safeguard their property and for the use of any portion of their land for the purpose of executing
the excavations and no claims submitted on this ground will be entertained.
The Contractor shall submit a detailed method statement for his proposed shoring and
dewatering system supported by design calculations for the approval of the Engineer. The
Contractor shall also be responsible to follow the local rules and regulations in this connection
and obtain the approval of the concerned Municipal and other authorities, before commencing
any dewatering, shoring and excavation works. If the system is not approved by the Engineer
the Contractor shall submit revised method statement proposing an alternative system. The
Contractor shall also incorporate any comments and modifications required by the Engineer and
resubmit the same for approval. This process shall be repeated till final approval is accorded by
the Engineer. The Contractor shall not be entitled for any additional cost or time on account of
the above revisions or the approval process.
Any approval accorded by the Engineer shall not relieve the Contractor of any of his
responsibilities or contractual obligation under this contract.

1.12.7 Protection of Finished Works The Contractor shall carefully protect his own finished work, the works of his subcontractors and
the works of Local Authorities if any, up to the time of completion and final handover of the
project. The Contractor shall be liable for the reinstatement of any work damaged during the
progress of the Works, caused by any reason whatsoever.
Any and all temporary barricading, diversions, enclosures as required to suit the nature of the
works shall be provided to protect the works including for the works of his sub- contractors.
1.12.8 Specialist Third Party for Testing, Balancing and Commissioning of MEP Works The Main Contractor shall provide an Independent Specialist Third Party for certifying, testing,
balancing and commissioning of MEP works and pay for all expenses incurred, in connection
thereof. The scope of Specialist Consultancy services shall envelope all the MEP equipment
and systems included in the project.
The major equipment such as chillers, pumps, etc., shall be tested and commissioned on site by
a qualified /certified manufacturer’s representative.
The Specialist third party shall carryout testing, commissioning and balancing in the presence of
the MEP Contractor, Main contractor, the Employer and the Engineer, over and above the MEP
Contractor’s own in-house testing and commissioning as specified and as approved by the
Engineer.
The Specialist Third Party shall study the Tender documents and lay-down the
requirements of the test, testing procedure(s), balancing and commissioning in accordance with
International Standards/Procedures required to achieve the project design intent and the project
performance requirements along with a submission of method statement and work programme
for the same to be agreed with the MEP Contractor, Main contractor and approved by the
Engineer.
The MEP Contractor shall be responsible to provide during installation all necessary provisions
necessary to carryout testing and commissioning works as required by the Specialist third party.
The Specialist Third Party shall be a professional organisation free of affiliations with any
manufacturers, suppliers or contractors, and shall have at least ten years Oman based
experience in technical consulting, testing, inspection, commissioning and certification of MEP
works for similar projects.
The Specialist Third Party selection shall be subject to the approval of the Engineer for
comparable projects.
The Specialist Third Party shall report to, and only to the Engineer. Based on the reports of the
Specialist Third Party the Engineer will issue necessary instructions to the MEP Contractor as
he deems fit. Actions based upon direct comments or instructions of the Specialist Third Party
and devoid of Engineer’s knowledge and/or permission will be considered as arbitrary, and of no

Contractual effect.
The installed systems shall include Chilled Water Distribution, Air Distribution, Noise and
Vibration Measurement, Automatic Control, Fire Fighting System, Main and Sub-main
Distribution Boards, Generators, Lighting Control Systems, Fire Alarm System and other Central
Systems as specified.
The Specialist Third Party shall carryout and certifies the commissioning, testing and balancing
of the installed systems as per the relevant commissioning code of the British Chartered
Institute of Building Services (CIBS) or ASHRAE Standards, IEE wiring Regulations, Local
Authorities requirements and the Electrical and mechanical Specifications of the Project.
1.12.9 Witnessing and Certification by Specialist Third Party for Testing and Commissioning of Lifts The Main Contractor shall provide Oman Civil Defence Authority ROP Approved Independent
Specialist Third Party for witnessing and certifying the testing and commissioning of all Lifts and
pay for all expenses incurred in connection thereof.
All testing and commissioning requirements for the witnessing and certification of the
Independent Specialist Third Party shall be carried out by the Lift Sub-Contractor in the
presence of the Specialist Independent Third Party, the Testing Laboratory, Main contractor, the
Employer and the Engineer, over and above the Lift Sub-Contractor’s own in-house testing and
commissioning as specified and as approved by the Engineer.
The Specialist Third Party shall study the Tender documents and lay-down the requirements of
the tests, testing procedure(s) and commissioning in accordance with International
Standards/Procedures required to achieve the project design intent and the project performance
requirements and the requirements of the Oman Civil Defence Authorities ROP along with a
work programme for the same to be agreed with the Main contractor and approved by the
Engineer.
The Specialist Third Party shall be Oman based professional organization approved by the
Oman Civil defence authorities ROP.
The Specialist Third Party shall report to, and only to the Engineer. Based on the reports of the
Specialist Third Party the Engineer will issue necessary instructions to the Lift Sub-Contractor
as he deems fit. Actions based upon direct comments or instructions of the Specialist Third
Party and devoid of Engineer’s knowledge and/or permission will be considered as arbitrary,
and of no Contractual effect.
1.12.10 Regulatory Authorities Requirements The Contractor shall be responsible to make himself aware of all the Local Municipality and
other Regulatory/Jurisdictional Authorities requirements and regulations prevailing and/ or
brought into force up to date of Contract Signature and ensure that they are implemented to the
satisfaction of the Municipality and other Regulatory/Jurisdictional Authorities and to the
approval of the Engineer. The Contract price shall include all costs related to compliance with

such regulations.
1.12.11 Contractor’s Design The Contractor shall be responsible for all designs that are designated or implied as his
responsibility either directly or indirectly.
The Contractor shall comply with the relevant standards and codes in this design, adopting the
design parameters specified or shown on drawings. If the details are not readily available he
shall ascertain the requirements from the Engineer in writing. The Contractor shall design the
elements and submit his design along with detailed design calculation for the approval of the
Engineer at least 15 days in advance of the scheduled date of production/procurement.
The Contractor shall carryout any modifications/redesign required, based on the comments of
the Engineer and resubmit for his approval. The process will be repeated till final approval is
accorded. The Contractor shall be responsible for any delays in the above process and shall
not be entitled for any additional costs or time on this account.
The Contractor shall submit a schedule of items other than the above that needs design to the
Engineer for confirmation and shall undertake the design work as approved. No claim shall be
entertained for any design requirement of any item not listed above if the same is not brought to
the notice of the Engineer during the Tender period.
Any approval accorded by the Engineer shall not relieve the contractor of any of his contractual
responsibilities and obligations.
The Contractor shall warrant the design as “Fit for purpose” and shall indemnify the Employer
and the Engineer for any and all failures arising from such design . The Contractor shall provide
details of his professional indemnity insurance to cover the design work and liability undertaken
by him, to the Employer.

1.13 ADDITIONAL REQUIREMENTS SPECIFIC ROADS AND INFRASTRUCTURE WORKS 1.13.1 Not Used 1.13.2 Site Survey and Investigation
Before commencing works on Site, the Contractor shall carry out a Topographical Survey of the site, in conjunction with, or as directed by the Engineer. This survey shall include such parts of the site as the Engineer may direct, to record the site limits, dimensions, ground levels, obstructions and other features and the survey shall establish base lines and points for future setting out and also record the basis for re-measurement of excavation and earthwork for the commencing surface . The Contractor shall submit the site survey drawings to the Engineer for approval. Topographical Survey shall include all existing features like buildings (including gate levels), details of existing bridges, under passes, slip roads, ramps and access roads, boundary walls, roads, footpaths and kerb lines including their levels. Where kerbs are involved the bottom levels should be picked up for roads and parking within the road corridor limit. All service details such as manhole cover levels, street light poles, overhead lines, markers for any underground service etc. shall be picked up and defined in separate layers. The existing cross section level shall obtain at not more than 25 meter interval longitudinally and 10 meter laterally. All levels and the X&Y coordinates shall be based on the project coordinate system using the existing Survey Control points established by the concerned authority. The digital file of survey plan (in AutoCAD and Microstation format) should reflect the true Oman coordinate system with point entities in both 2D and 3D format saved in separate layers. All elevations shall be in text format and the points in 2D and 3D format. The hard copies of the survey plans shall be delivered in 1:1000 scales or as agreed. All survey to be completed with three-dimensional points (ie. Northing, Easting and Elevation) and supplied in hard copy and digital format. The Contractor shall inspect the site to identify obstacles above and below ground such as fences, services, walls, paved areas, underground tanks, utilities and pits, and shall record them on the site survey drawing and photographically recorded. The Contractor shall carry out sub-surface and other site investigations as are necessary to verify any information provided to him by the Employer and to ascertain the nature of the Ground and facilitate execution of the Works. It is Contractor’s responsibility to verify the stability of side slopes in cut areas by specialized staff. The Contractor, at his own expense shall execute any required site investigation prior to cutting in the relevant areas. The proposal for the site investigation program as well the final recommendation shall be approved by the Engineer. 1.13.3 Keeping Site Clear of Water
The Contractor shall take all measures to keep the Site free from standing, flowing or tidal water, including temporary drainage, pumping and dewatering if necessary. 1.13.4 Site Cleaning Further to sub-clause 1.5.1.9 (above) – Site Cleanliness, the following requirements of this sub-clause 1.13.4 shall be added:

All parts of the site and adjacent roads affected by the Works, shall be maintained in a clean and tidy condition throughout the works. All waste and surplus materials and other rubbish resulting from the works or otherwise, shall be cleared away at intervals as directed by the Engineer.
If the Contractor fails to remove any surplus or waste materials from the site within 3 days after being instructed to do so by the Engineer, these materials may be removed by others at the Contractor’s expense. 1.13.5 Maintenance and Protection of Traffic
In order to facilitate movement of traffic safely through and around the construction area, the Contractor shall supply, erect and maintain signs, delineators, signal lights, traffic barricades and other facilities necessary for safe and efficient directing and handling of traffic on or around the work site by diversions. Adequate safety zones and protective barriers shall be provided around working areas. The Contractor shall, after consultation with the Royal Oman Police (ROP), prepare a scheme of traffic management for carrying out the works. Such proposals shall be submitted to the Engineer for his written approval not less than 30days before the planned implementation of each proposal. Prior to commencing any individual diversion or traffic control the Contractor shall provide to the Engineer details of his overall scheme of traffic control or diversions for the entire project giving his program of diversions etc. All diversions must be approved by the ROP and the Engineer prior to implementation.
The Contractor shall not commence any work that affects the public highway until all approved traffic safety measures conforming to these Specifications are fully operational to the satisfaction of the Engineer. Temporary traffic signs conforming to these Specifications shall be of good design and sound construction using reflective sign face material. They shall have a minimum face dimension of 900mm. The Contractor shall maintain all traffic control and other devices including but not limited to signs, lamps, barriers, and road markings in a clean and legible condition and shall position, re-position, cover or remove them as required during the progress of the works. The Contractor shall be entirely responsible for complying with the requirements of and coordinating with the Royal Oman Police in relation to the above. The Contractor shall ensure that all maintenance and protection of traffic schemes are implemented and maintained in accordance with his approved working drawings and the Contract Documents. Any non-compliance identified by the Engineer shall be rectified within 24 hours. The Contractor's failure to rectify such deficiencies within this stipulated time shall result in the assessment of a penalty of RO 150 per day per deficiency that would be deducted from his payment certificates. Movement of equipment from the one part of the site to another along routes being used by the public (whether public highway or diversions provided by the Contractor) shall be in accordance with the Traffic regulations. Material falling on the road as a result of operations shall be removed immediately.

The Contractor shall provide flagmen with the sole duty of directing all traffic including that of other contract etc. through or around the Site. Adequate Safety Zones and protective barriers shall be provided around working area. The Contractor shall be responsible to maintain all alternative roads to existing construction roads. The Contractor shall also, from commencement of Works, take receipt of and maintain, until completion of his contract, by grading and watering at regular intervals to maintain a reasonable running surface for the use of shipyard personnel, the existing road from the Dormitory to the Shipyard. Sign faces for temporary signs shall comply with the Highway Design Standards. 1.13.5.1 Maintenance of One-Way Traffic
Whenever it becomes necessary to operate one-way traffic along a section of a road the Contractor shall provide a single-lane of not less than 3.5m wide and keep it permanently open for traffic. The length of any single-lane working shall not exceed 500m. If construction is going on at more than one adjacent section, the Contractor shall organize the work in a way that results in the minimum amount of obstruction and delay to traffic. No two single lane working sections shall be closer than 1 Km. 1.13.6 Temporary Structures
Temporary traffic bearing structures shall be capable of carrying the same live loads as permanent structures. The Contractor shall construct temporary diversion ways wherever the construction of the works will interrupt existing public or private roads or rights of way. Diversions must be constructed in advance of any interference with the existing right of way and the subsequent traffic management, safety and control must be in accordance with sub-clause 1.13.5 and as directed by the Engineer. Where traffic management schemes are shown in the Contract drawings they are for guidance and tendering purposes only. It is the responsibility of the Contractor to plan and design the necessary traffic diversions in the most efficient way possible in order to enable him to complete the works within the Contract period and with the minimum disruption to normal traffic flow. Plans for traffic diversions shall always be submitted to the Engineer and to ROP for their approval as stated in sub-clause 1.13.5.
The standard of construction and lighting of diversions shall be suitable in all respects for the volume, size and speed of traffic using the existing way. The level of lighting shall be as indicated on the Drawings or as directed by the Engineer and must satisfy the requirements of these Specifications. The width and number of lanes shall be sufficient to maintain an acceptable traffic flow commensurate with existing conditions. In any case the minimum width of traffic lane shall be 3.5 metres or as required by the ROP. On dual carriageway detours the number of traffic lanes provided in each direction shall be a minimum of two or as stipulated by the Engineer and the ROP.

Permanent roads used as temporary detour roads shall be signed and marked in compliance with detour road requirements whilst under detour road status. Should this road marking and signing be of a temporary nature the Contractor shall ensure that its removal will not impair the quality of the permanent works. Under no circumstances will the Contractor be allowed to open any new carriageway for detour traffic with permanent road markings which are not in compliance with the accepted detour markings. The minimum pavement construction of any diversion road unless otherwise specified shall not be less than 40mm of bituminous paving course on 150mm of primed granular base course, constructed in accordance with the requirements of Section 3; Specifications Volume 2 (Part II). Paving may be laid directly on primed subgrade only with the Engineer's prior approval. The Contractor will however remain responsible for the maintenance of the pavement in a satisfactory condition for as long as the diversion is required. Safety Barriers in accordance with AASHTO's Clear Zone requirements shall be installed along temporary traffic diversions to the satisfaction of the Engineer and the ROP.
Where temporary traffic diversions for vehicular traffic impede the normal flow of pedestrians, the Contractor shall endeavour to incorporate in his traffic diversions a diversion scheme for the movement of pedestrians as well. In urban areas the traffic diversions shall be illuminated to a suitable lighting intensity as indicated on the Drawings. In rural and suburban areas, where no street lighting exists, all signing shall be reflectorized and all changes in direction shall be floodlit at night to an intensity approved by the Engineer. Where the Contractor's temporary traffic diversions impact existing utilities, the Contractor shall ensure that such affected utilities are protected or relocated as deemed necessary by and to the approval of the owner of the utility. No separate payment shall be made for such utility protection or relocation. 1.13.7 Setting out of Works
The Contractor shall, prior to any setting out, submit a planned method of operations for setting out the works to the Engineer for his approval. The plan shall include the accuracy, positions of the various types of stakes, method of marking stakes, and methods to be used for protecting stakes, etc. No survey work shall proceed without the Engineer’s approval of the Contractor’s plan. The Contractor shall give written notice to the Engineer atleast 24 hours before he intends to survey and set out any portion of the Works. Such notice shall include the time, location and type of work to be set out. The Contractor shall set out the Works, inform the Engineer when setting out is complete and obtain Engineer’s approval before proceeding with consideration. If in the opinion of the Engineer, modification of the lines or grades is required, before or after survey, the Engineer will issue detailed instructions to the Contractor who shall revise the setting out accordingly. Setting out utility works shall be as shown on the Drawings or as instructed on site. Stake out shall be revised if, in the opinion of the Engineer, modifications of line or grade are required. The Contractor shall be responsible for preserving all existing stakes, marks and monuments

and if any construction stakes or marks are destroyed or disturbed, the Contractor shall replace them at his own expense.
The Contractor shall record details of all rigid lines, existing ground levels, setting out stations, bench marks and profiles on the site setting out drawing. This drawing shall be retained on the site throughout the duration of the Contract and handed over to the Engineer upon completion. All dimensions and levels on the drawings and the site, shall be checked particularly the correlation between components and the work in place. Materials and components shall not be ordered, or work carried out, until discrepancies have been resolved with the Engineer. The Employer, through the Engineer shall handover to the Contractor the work site according to the Drawings. The work site means all land and other locations that the Employer passes to the Contractor to construct the Works mentioned in the Contract. The Contractor is responsible for all the setting out of line and levels of the Works and shall employ adequate qualified staff to carry this out.
Before the commencement of the Works the Contractor will be supplied with the information necessary to establish the lines and levels of the Works. The Engineer has shown on the Drawings all the survey markers established but can give no warranty for their existence at the start of the Contract nor will accept responsibility for replacing any survey markers found to be missing. Where survey markers have been established by the Engineer, the Contractor shall check the accuracy of their position and level and shall immediately notify the Engineer of any discrepancies. The Contractor shall, as sound as practicable, supply the Engineer with records in approved form relating to all reference pegs and bench marks and shall keep such records up to date by formal notice to the Engineer. All survey reference pegs shall be carefully preserved except where construction requires their removal. Such removal is subject to the approval of the Engineer. Before commencing work on any section of the Works, the Contractor shall survey and level the original ground surface and shall prepare plans and cross-sections accordingly. These shall, when finally agreed, be signed by the Engineer and Contractor as truly representing the configuration of the areas in question before the commencement of the Work. The preparation of the cross-section drawings shall comply with sub-clause 1.13.12. All setting out shall be approved in writing by the Engineer before work may commence. The centre lines are to be checked and approved by the Engineer.
When necessary the Contractor shall provide at his expense sufficient and approved templates for the purpose of controlling the finished shape of certain work. The templates will be in accordance with the specifications and drawings where such are provided. All templates must be approved and shall be maintained in good order to provide the section required for the entire works. Templates may be checked from time and any deficiencies noted shall be rectified immediately. The Contractor shall also supply straight edges and lines when required to control the work. The Engineer will, if he deems it necessary, revise the line or grade and will require the Contractor to adjust the stake-out accordingly.

Where directed by the Engineer, the Contractor shall take such levels and dimensions as may be required for the purpose of measurement prior to disturbance of the ground. These shall be agreed between the Contractor and the Engineer before any surface is disturbed or covered up.
Any change of the ground elevation resulting from compaction or other works provided for in the Contract Documents shall be deemed included in such works and paid for within the tender prices listed in the Bill of Quantities, The Contractor shall consequently in no way be entitled to any additional payment or claim whatsoever. 1.13.8 Existing Underground Services and Obstructions 1.13.8.1 Notices to Concerned Authorities
Before clearing and excavation is started, the Contractor shall issue suitable written notice of his intentions and work programs to all relevant authorities and public bodies and in return shall obtain a permit of no-objection. The respondents shall be requested to indicate on the working drawings provided by the Contractor the position of any underground services in which they have an interest. 1.13.8.2 Categories of Obstructions
Obstructions shall be classified as follows: Existing private and public owned utilities, above and below ground, which are required to be protected, adjusted, relocated or removed. Obstacles, above and below ground (other than utilities), which are required to be taken down, dismantled, demolished or excavated, relocated and removed, as appropriate. 1.13.8.3 Existing Utilities
Utilities shall include, but are not limited to, existing water lines, gas lines, telephone lines, falaj, fiber optics, wire lines, service connections, water and gas and oil meters and valve boxes, light poles and masts, pylons, cableways, signals, and all utility appurtenances within the limits of the proposed construction. The costs of all work connecting verification and identification of existing utilities, including excavating any trial pits, detection means, mapping detailing of drawings and coordination with respective authorities shall be fully borne by the Contractor. Utility diversions may be specified or directed by the Engineer to be carried out by the Contractor, or alternatively the Employer may make arrangements for such works to be executed by other parties: The Contractor shall:
� Take into account that the diversion work shall be carried out to the
requirements and approval of utility authorities and/or under their supervision, an also, where required by utility authorities, specialist diversion works shall be carried out by accredited specialist contractors.

� Verify and identify the existing utilities by excavating trial pits and other measures including detection means and shall liaise with the relevant authorities and map these utilities and prepare detailed and accurate existing utilities drawings, identifying the utilities that are in service and those that are dead or abandoned. Submit these existing utilities drawings, which shall be accurate and detailed, giving location of utilities in plan and section, with all permanent data of the respective utility, to the Engineer and to the utility authority.
� Work out and develop, in coordination with the utility authority and
Engineer, the approved utilities diversion schemes that will be required to enable the execution of the work and also maintain continued operation of utilities services in the area for the users.
� Provided superintendence for the execution of the utility diversions
whether they are carried out by the Contractor directly or by other parties employed by the Contractor.
� Provide accurate As-Built Drawings of all permanent utility
diversions that are executed under the Contract.
The Contractor shall take into account, in his Program of Work, the time effort involved in the execution of work pertaining to all utility adjustments, relocations and removals. The Contractor shall schedule construction activities so as to avoid or minimize any potential delays, inconvenience or damage to the Works that may result from utility interference or the operations of adjustment, relocations and removals.
The Contractor shall be responsible for safeguarding and protecting all utilities and appurtenances encountered during the works. The Contractor shall be responsible for the costs of making good any damage arising out of its own negligence.
1.13.8.4 Existing Services (Utilities) and Service Protection/Diversion The positions of all public and privately owned services shown on the drawings have been based on the records of various utilities and Public Authorities and must be regarded as approximate. The Contractor must verify this information and satisfy himself as to the exact nature and position of all such apparatus. The Engineer does not guarantee the accuracy of the information given on the drawings and no warranty is given or implied. The Contractor shall take into account the current laws regarding the safety of service lines, together with any amendment or additions thereto. The Contractor shall include in his tender for anything in these laws considered to have a monetary value. The cost of locating or verifying the location of existing services, liaison with the various Service Authorities and complying with the above shall be borne by the Contractor. Before opening the ground for any purpose, the Contractor must notify all concerned parties by issue of formal "Notice of intent" and must obtain information by Formal Notice regarding the location of all services. The complete responsibility for obtaining this information rests with the Contractor.
"Notice of Intent" shall be circulated to all concerned parties including the

Drawings and notices shall be sent in triplicate one of which shall be retained by the addressee and the other two returned to the sender duly marked to show underground services. "Notice of Intent" will be given 14 (fourteen) days in advance of the proposed Works. In the event that the work is not started within 8 (eight) weeks of the date of the "Notice of Intent", it will be deemed to have lapsed. A further Notice of Intent will then be submitted.
The Contractor shall furnish copies of the above Notices of Intent to the Engineer. The Contractor shall acquaint himself with the position of all existing services and must obtain clearance from the relevant authority before commencing any work in a particular area. Written evidence of such clearance shall be provided to the Engineer by the Contractor. If any underground service is encountered unexpectedly, excavation shall cease, and the Engineer's Representative shall be notified immediately. Emergency work, as necessary, shall be put in hand without delay and without prejudice to the indemnity of the Employer. The Contractor shall prepare records and CADD drawings showing position, levels and types of each existing service including manholes, joint boxes and inspection chambers etc. All record drawings shall be prepared using a Computer Aided Drafting program approved by the Engineer. CD/DVD’s containing the drawings data to be supplied to the Engineer in the approved digital format for incorporation in the final record drawings.
The Contractor shall take any and all measures reasonably required by any public or concerned Authority for the support and full protection of all mains, pipes, cables and other apparatus during the progress of the Works, and shall construct and provide to the satisfaction of the Authority concerned, all works necessary for the prevention of damage or interruption of services. If in the execution of the Works, by reason of any subsidence caused by, or any act of neglect or default of the Contractor, any damage to any apparatus or any interruption of, or delay to the provision of any service is caused, the Contractor shall report it to the Engineer immediately and bear and pay the cost reasonably incurred by the Authority concerned in making good such damage and shall make full compensation to the Authority for any loss, sustained by reason of such interruption or delay. The Contractor shall familiarise himself and all his employees with the dangers of working in or near live sewers and at sewage treatment works: in particular the risks of physical injury from the explosion of dangerous gases, of bacterial infection from contact with sewage and of exposure to poisonous gases, which may be given off by the sewage. Hydrogen sulphide and methane are prevalent in sewers, and can exist in excavations where septic sewage from collection tanks is allowed to seep into ground waters. In the context of this clause the term sewer includes irrigation mains and drains carrying groundwater and/or storm water.

The Contractor shall, at all times during the progress of the Works, afford facilities to properly accredited agents of any Public or Utility Authority for access to all or any of their apparatus situated in or under the site, as may be necessary for inspecting, reporting, maintaining, removing, renewing or altering such apparatus in connection with the construction of the Works or any other purpose whatsoever. The Contractor will be fully responsible for ensuring observance of the above regulations by his sub-contractors. Where any utility or service works are to be constructed under a separate contract by the Employer within the Site and concurrent with the execution of the Works, the Contractor shall cooperate with the other Contractor and shall coordinate his construction operations to avoid interference with the other Contractor's operations. The Contractor shall prepare and furnish all necessary shop drawings of the works required to complete the adjustment of apparatus to finished grade or specified level. The drawings must be approved by the concerned Utility Authorities and the Engineer prior to commencement of any work at the site. Measurement shall be for each utility facility adjusted to finished grade or level approved by the Engineer. The Contractor must allow in his rates for services installations for the production of combined service drawings covering the whole of the Contract area. The drawings must show both existing services located by trial pits and coordinated by survey and all proposed new services. The drawings are to identify interface problems prior to production of working drawings. Drawings must be prepared using a Computer Aided Drafting program approved by the Engineer. CD/DVD’s containing the drawing data of the original service locations and those containing the drawing data of the relocated original services and of the new service locations together with their protection area to be supplied to the Engineer for incorporation in the final record drawings in the approved digital format. The Contractor shall also prepare CADD shop drawings for utility protection work and obtain the approval of the appropriate Authority and Engineer before commencing with construction.
The Contractor shall relocate certain utilities to service reservation areas as specified in the Contract. This work may only include the construction of necessary protective housing (e.g. box culverts, slabs, concrete encased sleeves etc.) in the service reservation areas for utility lines to be relocated. Or this work may include necessary protective housing as described above and, in addition the relocation of specific utility lines to the service reservation areas. In both cases the Contractor shall complete the necessary survey to establish the lines and levels prepare shop drawings and submit them to the Engineer for his review and approval. The Contractor shall obtain approval from the concerned Authority before commencing this work. Any public or private service for water, electricity, drainage, etc. affected by the Works shall not be interrupted without the written permission of the Engineer. Such permission will be withheld until suitable approved permanent or temporary alternative services have been provided by the Contractor or by the owner of the utility or his agents. For temporary traffic diversions as may be required for the construction of road crossings, full liaison with the Royal Oman Police shall be required and the requirements of sub-clause 1.13.5. Furthermore, the cost of any service diversions or protection required purely to facilitate the Contractor's temporary traffic diversion schemes shall be borne entirely by the Contractor. Such diversions or protection shall be subject to the approval of the owner of the service as well as to the approval of the Engineer.

Due allowance must be given by the Contractor when preparing the Programme of Works to comply with this Section. 1.13.9 Use of Explosives Further to sub-clause 1.7.7 (above) – Precautions against fire, the following requirements of this sub-clause 1.13.9 shall be added:
1.13.9.1 Control Measures
The Contractor shall not use explosives without the express permission of the Engineer and controlling authority. The Contractor shall abide by all rules and regulations of the concerned authorities regarding purchasing, transportation, storing, handling and using the explosive material. Explosives and detonators shall be stored in special buildings as approved by the concerned authorities. These secured buildings shall be located and clearly marked in English and Arabic “DANGER – EXPLOSIVES” as approved by the concerned authorities. Explosives and detonators shall be stored in a separate buildings. All possible precautions shall be taken against accidental fire or explosion, and to ensure that the explosives and detonators are kept in proper and safe condition. Explosives and detonators shall always be transported in separate special vehicles and kept apart until the last possible moment. Metallic tools shall not be used to open boxes of explosives. 1.13.9.2 Blasting Procedures
Ensure that blasting is carried out by experienced personnel. Priming, charging, stemming and shot firing shall be carried out with greatest regard for safety and in strict accordance with the rules and regulations of the concerned authorities. Adequate warning of blasting shall always be given and all persons confirmed as clear from the area before blasting takes place. Ensure that the police and other concerned authorities are kept fully informed of the blasting program so that they may be present when blasting takes place if they so require. Ensure that explosive charges are not excessive, charged boreholes are properly protected, and proper precautions are taken for the safety of persons and property. The Contractor shall prepare a survey report for the surroundings evident with photos for status before and after blasting. 1.13.9.3 Explosives Inventory
The Contractor shall maintain up to date inventory of all explosives and explosive devices and shall submit a monthly report to the Engineer, detailing the use of all explosives by date and location. 1.13.10 Video filming of the Works
Further to sub-clause 1.3.5.7 (above) – Progress Photographs, the following requirements of

this sub-clause 1.13.10 shall be added:
The Contractor shall make a video record of the construction of this project as required by the Engineer including all the interesting aspects of the work. The recordings are for both presentation and training purposes and shall be in Arabic and English. Three (3) copies of each video are required to be submitted on a monthly basis. The videos shall be adequately labelled.
Video filming shall be in DVD format, with a maximum covering of one (1) hour per shoot in each visit, with a minimum of 2 visits per month. The Contractor shall supply one master edited DVD with appropriate date and time. The Contractor shall also make a display clipping documentary report from this cassette 10-15 minutes long with English voiceover at the completion of the project. Commentary text will be provided by the Engineer for approval by the Employer. Although the shooting will be at the location by visualizing each shot, the voice over of the film will be recorded in a studio. Upon editing different sequences, a final script shall be undertaken by the producer of the video. 1.13.11 Protection and Upkeep of Site and Adjacent Areas and Properties Further to sub-clause 1.5.1.2 (above) – Progress Site Use and Protection, the following requirements of this sub-clause 1.13.11 shall be added: The Contractor shall take all necessary precautions to protect buildings, fences, roads, passages, culverts and other apparatus if found and he shall not demolish or remove any of these works except according to specific instructions by the Engineer. In the case of existence of buildings, ditches, excavations or any other work adjacent to the Site, the Contractor shall make necessary arrangements and take precautions for their support and protection at his own expense. The responsibility lies with the Contractor for the repair and return to the previous condition of items to which the Contractor's works have caused damage. The Contractor shall not be permitted to use earth works of already executed roads. It is the Contractor's responsibility to ensure that continuous access is maintained to all properties adjacent to the works throughout the Contract period to the Engineer's satisfaction. In pursuance of his obligations under the conditions of Contract, the Contractor shall whenever required or directed by the Engineer cover up and protect the works from weather and from damage by his own or other workmen performing subsequent operations. He shall provide all necessary dust sheets, hoardings, barriers and guard rails, waterways, etc. and clear away same at completion. The Contractor shall take all reasonable and proper steps for the protection of all places on or about the works which may be dangerous to his workmen or any other persons or to traffic. The Contractor shall provide and maintain warning signs, warning lamps and barricades as necessary in all such places.
The Contractor shall furnish and place fresh or brackish water at his own expense for dust control when and where construction operations require it and at locations where specifically directed by the Engineer due to conditions created by the Contractor or his construction operations.

Existing roads, accesses to houses, buildings, etc., and any new roads, whether part of the Works or not, which are being used by the Contractor's constructional traffic shall be kept clean and clear of all dirt, mud and material dropped from vehicles or from tires and any damage caused shall be repaired at the Contractor's expense. The Contractor shall provide, maintain and use as directed by the Engineer, suitable equipment including mechanical road sweepers solely for this purpose throughout the course of the works. 1.13.12 Contract Drawings and Documents, Shop Drawings, Working Drawings, Operations and Maintenance Instructions Contract Drawings and Documents
The Works shall be executed in accordance with the Drawings and other such information as may be issued or approved by the Engineer.
Shop Drawings, Working Drawings, Operations and Maintenance Instructions
Further to Clause 1.4 (e), (f) & (g) (above), the following requirements of this sub-clause 1.13.12 shall be added: The Contractor will not be permitted to execute any kind of works at site where approval of shop/working drawings are required. For any work or part thereof as requested, the Contractor shall supply (4) hardcopies and (1) soft copy of shop/working drawings for approval by the Engineer. All working drawings shall be A1 size folded to A4 size. For all above-mentioned drawings, the Engineer shall return to the Contractor one (1) copy with any necessary corrections for resubmittal or marked with approval. In addition the Contractor shall provide the drawings of work as executed to form a complete record of the finished work. All drawings must be prepared using Autocad 2007 as a minimum, or the latest version. Drawings shall be plotted by the Contractor as required by the Specification.
CD/DVD’s containing the drawings data are to be supplied to the Engineer in the approved digital format. At the end of the Project, the Contractor shall submit to the Engineer the CD/DVD’s of all drawings previously approved with 2 (two) sets of prints of the same. In case of loss or destruction of any of the copies previously submitted to the Engineer for approval, the Contractor shall supply free of charge, the necessary copies so as to make three (3) complete sets of all drawings approved during construction. The Contractor shall record the exact location of all services apparatus excavated during the works and shall submit drawings to the Engineer showing such information for incorporation by the Engineer into the Record Drawings. The cost related to the production of the drawings, either during construction or at the time of delivery of the final account (for which 1 CD/DVD + 3 copies of all attachments are necessary),

shall be borne directly by the Contractor, and no separate payment shall be in anyway considered.
Within sixty (60) days of the date of field staking, the Contractor shall submit to the Engineer for his approval the plotting of the original and final earthwork cross-sections, together with the area and volumetric earthwork computations. The Contractor's cross-section shall be on soft copy for print reproduction, On final approval of the Contractor's cross-sections, the Contractor shall give the Engineer (1) soft copy and three (3) prints of the same along with approved volumetric earthwork computations (in A4 size and bound). If the Contractor fails or refuses to submit cross-sections within the specified time, the Engineer may withhold payment for all or any part of the earthwork quantities involved. All cross-sections shall be plotted on Al size Drawing folded to A4 size. 1.13.13 Other Contractors on Site Further to sub-clause 1.3.4 (above) – Working with other Contractors, the following requirements of this sub-clause 1.13.13 shall be added: The Contractor must extend full cooperation by way of liaison and coordination with other Contractors who may be operating within the site of the works engaged in essential work. 1.13.14 Meteorological and Ambient Conditions prevailing in Muscat The average prevailing local conditions in the Duqm area (Station: Seeb) shall be assumed to be as follows:
Maximum Ambient Temperature 50 deg.C Minimum Ambient Temperature 10deg.C Mean Ambient Temperature 28deg.C Basic Wind Speed 36m/s Maximum Annual Rainfall 237mm Average Yearly Rainfall 90mm
Any additional information required shall be obtained by the Contractor at his own expense from the Ministry of Transport and Communications, Meteorology Department, Chief of Climatological and Meteorological Applications. The climate of Duqm is relatively mild from November to April, and hot from May to October with high relative humidity. Under certain combinations of the above climatic conditions considerable condensation may take place. Particular attention should be paid to the prevailing corrosion conditions. A considerable amount of salt is contained in the atmosphere, which together with the extremely high ambient humidity can produce severe corrosion problems. Monsoon winds are from the SW and NNE predominantly. Strong winds are common with maximum velocities exceeding 160 Km/hr. and sand storms and dust storms occur in the summer months.

1.13.15 Water Supply for the Works The Contractor shall carry out an investigation prior to submitting his Tender as to the availability of water for the purpose of the Works and shall consult and arrange with the appropriate authorities and consider all legal aspects. The Contractor shall be entirely responsible for the supply of sufficient water of the specified quality at all times throughout the Contract, and the costs shall be deemed to be covered in the Contract rates and prices. 1.13.16 Electricity Supply The Contractor shall make his own arrangements for the supply of all electrical power and all lighting and electrical equipment required for execution of the Works, including supplies for commissioning engineering services and Plant at required voltages. The Contractor shall make provision for temporary connections to the public electricity system and pay all charges and/or provide generators. All temporary electric supply and distribution shall conform with the requirements of the concerned authorities. The Contractor shall provide and maintain adequate efficient lighting for the execution of the works and safety and security purposes. Without prejudice to his liability under the Conditions of Contract, the Contractor shall with respect to the supply of electricity for power or lighting, take all necessary precautions to ensure the safety of his workmen and others. 1.13.17 Contractor’s Obligation to the Contract The Contractor shall be responsible for the supply of materials for any part of the Works, from any place, and provide potable water, electrical supply and other necessary requirement to complete the project including obtaining NOC’s. Any delay incur will be responsibility of the Contractor. The materials to be submitted shall be free from corrosion. The materials to be delivered on site will be checked and all metal materials will not be reviewed/ approved without corrosion material sheet which specified the specification that covers corrosion prevention and the maintenance to be done regarding this materials. Any failure with the Contractor to comply with the approval requirement will be his responsibility. The Contractor shall submit schedule of material submission and to be approved by the Consultant. The submitted schedule shall be in connection with the milestone of the construction phasing. The materials required for the construction of this project shall comply with the Omani specifications. --END--

Facilities for the Employer / Engineer
General
1. The Contractor shall provide, maintain and keep clean temporary site offices with all associated equipment and services for the exclusive use of the Employer, the Engineer's Representative and his staff, from commencement until completion of the whole of the Works.
2. The temporary site offices shall be as-new prefabricated portable unit/s or
alternatively of some other form of weatherproof design and construction to the approval of the Engineer. The building shall be erected on suitable solid foundation.
3. The offices shall have full partitions and room sizes shall be as shown in Table
1.1 - Schedule of Offices. All rooms shall have individual entrance doors.
4. The fittings for the rooms shall be provided as shown in Table 1.2 & 1.3 - Schedule of Fittings.
5. Corridor and entrance areas shall be additional to the office sizes.
6. The offices shall be air-conditioned (split-type) with the exception of theToilet,
Shower and Kitchen areas.
7. All rooms shall have glazed windows complete with fly screens and Venetian sun blinds.
8. Adequate fitted hardware, electrical switches, sockets, lighting, plumbing
fittings, sanitary ware and fittings and fixtures, etc., shall be provided as necessary for the different areas.
9. The electrical installation shall provide for simultaneous use of all electrical
appliances. 10. The electrical supply shall be 415/240 volts, 50 Hz. The Contractor may either
arrange for a temporary power supply to the offices or alternatively provide and maintain adequate diesel generator sets. All electricity bills shall be paid by the Contractor.
11. The Contractor may either arrange for a temporary mains water supply
or alternatively provide potable tankered water supply. All water bills shall be paid by the Contractor.
12. Covered car parking areas of approved construction for a minimum of fifteen
(15) cars shall be provided adjacent to the offices. 12a The Contractor shall construct suitable entry and exit roads to and within the
compound and provide a covered parking area. The Contractor shall take all necessary precautions to avoid storm water flooding within the compound and accesses.

13. The Contractor shall submit any necessary drawings and calculations for the construction of the offices for the Engineer's approval before commencing construction and shall be responsible for ensuring that the offices are structurally sound. The Engineer may request alterations at this stage. The drawings shall be approved in writing by the Engineer before installation/construction shall commence.
14. The offices shall be completed and all the equipment provided not later than 4
weeks after the Commencement Date. Throughout the duration of the Contract, the Contractor shall ensure an uninterrupted supply of water and electricity to the offices.
15. The Contractor shall provide all items listed in the following Schedule of
Offices and Schedule of Fittings. The Contractor shall obtain the Engineer’s approval for all furniture and equipment proposed. Name plates to be fixed adjacent to office door.

Specific Requirements
17. The Contractor shall be responsible for making all arrangements and payments in respects of any land required for the site of the building.
18. The Contractor shall be responsible for the security of the building and its
contents at all times and shall employ watchmen for this purpose. 19. The Contractor shall supply the Consultant's staff with all safety clothing
and equipment that shall be necessary for site working such as safety helmets, safety boots, reflective waistcoats, etc.
20. The building shall be well constructed, burglar proof, mosquito proof and
weather proof and shall have sufficient doors and glass covered windows for proper light and ventilation. Floors shall be covered with suitable, approved flooring.
21. The Contractor shall retain on site for the exclusive use of the Engineer all
codes and standards referred to in the Specification that shall remain in custody of the Engineer for his exclusive use until the completion of the whole of the works but shall remain the property of the contractor.

22. The building and services shall be available, fully maintained, until one (1) month after the issue of the Taking Over Certificate for the whole of the Works.
23. Following the completion of the whole of the Works, the Contractor shall
remove the offices from the Site and reinstate the area to a natural condition or as directed by the Engineer.
24. The building and all equipment, materials, fittings, etc., shall become the
property of the Contractor after the completion of the Works.
Location of Contract Offices and Other Contract Facilities 25. It shall be the responsibility of the contractor to obtain all necessary authorties
approval for the use of land for the temporary site offices. The number and location of the site offices for the Engineers representatives are detailed above and with this specification.
26. Within seven days of the date of the Letter of Acceptance issued by the
Employer the Contractor shall submit a plan or plans showing his proposed details of:
� Offices for the Engineer or Engineer's Representatives; � The Contractor's Site Offices; � The Contractor's Stores, Plant and Maintenance Yard, Concrete Batching
and � Materials Stockpiling Facilities; � Principal routes for heavy plant and lorries; � Areas for temporary storage of excavated material.
27. The Offices of the Contractor's Project Manager shall be adjacent to those of
the Engineer for ease of communication. 28. The plan(s) shall be submitted to the Engineer in four (4) copies for approval.
Any reasonable changes or modifications suggested by the Engineer shall be incorporated. All locations shall be subject to the approval of the Employer.
29. Departures from the approved details shall not be permitted unless written
consent is obtained from the Engineer. 30. The contractor shall be responsible for ensuring that the offices comply with
current legislation with regard to Civil Defence requirements.
Service Authorities
31. The Contractor will be responsible for making arrangements for potable water and electricity supply, and telephone connections.
32. The Service Authorities shall be deemed to include Government Departments
and any other public or private authority responsible for services.
