REFLECTING ON FEEDBACK
Project not relevant to
Bolton and local area
Housing too high density,
not diverse, not affordable
Committing to 10% min
affordable housing
Diverse mix, including larger
homes to attract/retain talent
and for multi-generational
living
Harm to biodiversity,
heritage, landscape and
local character
Biodiversity net gain at least
10%+ with more new
planting?
Can we reduce heritage
harm and better respond to
local character?
Expanding the community
offer (health and wellbeing
centre, primary school, food
hub etc)
Dialogue with tenants about
future uses
Ryder Cup will “never come
to Bolton” and is “just a ruse”
for building on the Green Belt
Hulton Park is now shortlisted to
host the Ryder Cup in 2031/35
Can we reduce the amount of
Green Belt to be built on?
Hulton Park is the
community’s favourite
place, but no access to it
New walking, running, cycling
routes to be opened up for
the community
Programme of events,
activities and walking tours to
be provided
Traffic, road safety and
levels of private vehicle
use are major concerns
New within and between
local neighbourhoods
New “Park Avenue” for site
access and wider relief road
Potential for ‘mobility hub’?
POTENTIAL IMPROVEMENTS (1)
Broader place vision
• A more holistic and integrated masterplan
• Using adjacent land to broaden and improve the scheme – and resolve its future use
More relevant and respectful:
• Fewer homes within the Green Belt
areas of the site – reducing the
number of homes on the Green Belt
by at least a third and up to half
• Less golf in the historic park –
opportunity for enhanced course
design
• More natural areas and opportunities for
wildlife projects e.g. guided nature walks
• More planting and landscape structure
• More ponds and lakes
• Horticultural highlights
More diverse and inclusive
• Community access into and around the park
• More and wider range of homes:
• Affordable - type and tenure variety
• Starter homes
• Family homes
• Retirement living and down-sizers
• ‘Aspirational’ housing
• Others e.g. multi-generational, self/custom
• Greater focus on the cultural value and local
heritage, including a heritage walk
• More attractions, activities and events
• Business opportunities for existing tenants
and residents e.g. farm shop, food supply,
land management
POTENTIAL IMPROVEMENTS (2)
More integrated and connected:
• New trails that connect existing
communities with historic park - equating
to around 12km of walkways, cyclepaths
and nature trails
• New connections between Hulton Park,
Cutacre Country Park and Hall Lee Bank
Park
• Enhanced connections between Over
Hulton, Westhoughton and Atherton
• ‘Park Avenue’ to provide site access and
provide traffic relief for the area
• Potential for ‘mobility hub’ for low carbon
transport
More sustainable and resilient
• Zero carbon commitment
• Net Gain commitment
• Sustainable golf, landscape and
building design
• An exemplar lifestyle community in
terms of sustainability, design,
engagement and participation
