• The purpose of today’s briefing is to provide an overview of:
– Updated SDEIS schedule
– Service Plan amendment process and proposed schedule
– Public and agency involvement activities
o Urban Design Peer Review Panel feedback
o Coordination on I-345 issues (TxDOT, City of Dallas)
– Update on Capital Investment Grant (CIG) approach and potential decision points under new financial conditions

• Maintain a unified identity for the entire alignment while also encouraging unique individual characteristics of each station
• Explore partnering with private developers to develop air rights above all proposed stations while also ensuring station design can accommodate future development
• Try to reduce escalator runs and distance to Commerce Station platform
• Design Pegasus Plaza headhouse to be minimalist in style and design the headhouse and park as one space to minimize impact on the park
• Explore developing the East Transfer Center as a future development site
• Design of the space at Swiss/Good Latimer wye junction with landscaping and public art to prevent it from becoming a purely utilitarian space

2. Discussion of two City of Dallas ideas for alignment and roadway modifications if the D2 Subway portal was to move into downtown to allow for at-grade crossing under I-345
3. Review early concepts for I-345 below-grade options to understand how they would interface with D2 Subway and city streets
4. Discuss next steps to advance both projects in coordinated manner

• Actual length of portal would raise Elm Street about 5 feet
• Profile under Commerce Street is raised by about 14 feet
– Cut-and-cover through Main Street Garden, along Commerce for station and likely for entire alignment given short length of mined sections (including cut-and-cover through Belo Garden)
• Requires displacement of two Elm Street Parking Garages with long standing opposition of property owners and businesses who use garages
• Undesirable at-grade crossing of major arterial at portal exit location due to reconstruction of Cesar Chavez Boulevard & Pearl Street
• Bisects DART East Transfer Center potential development site

• New vertical profile developed from portal placed east of Cesar Chavez along Elm
• Actual length of portal extends under I-345
• Portal would impact I-345 columns and northbound I-345 ramp to Elm
• Station within Elm Street would close Elm and create tight station platforms along sidewalk (Epic access eliminated)
• Double track LRT within Elm would possibly allow for one lane on Elm
• Undesirable 10 mph curve at Elm/Good Latimer to be able to place junction within Marquis apartments
• Station under Elm Garages would require displacement and relocation of garage to nearby site like Concept #1

• TxDOT is still in feasibility study phase but developed several concepts that appear to work with current design of D2 Subway
• There would be a requirement for a pump station, ongoing operating costs of pump station, and infrastructure for taller walls due to deeper facility
– Opportunity for cost-sharing of agencies as contingency program for future facility

• Agencies will continue to meet bi-weekly especially related to I-345 options and city street interface
• DART will continue to advance project as currently contained in 20% and in SDEIS
• Potential schedule changes to both D2 Subway and TxDOT Feasibility Study may allow more time for collaboration and resolution of details
• City of Dallas may want to present the D2 Subway alternatives at future meetings as part of process and documentation

• Staff are continuing to coordinate with FTA towards a Core Capacity submittal in August/September timeframe
– Submittal will include 6-month advance notice to request entry into Engineering phase
• It is unknown if FTA will be changing process due to the COVID-19
• DART staff is coordinating internally on required readiness documents that need to be complete before FTA would authorize DART into Engineering
• Project schedule changes will factor into the decision to advance project past this Project Development phase into Engineering
