National Dengue Day, celebrated on May 16
According to the Ministry of Health and Family Welfare, the aim is to spread awareness about dengue
and to increase preventive measures as well as find out ways to prevent and control the disease across
the country.
A viral disease caused by the dengue virus, it is transmitted by the Aedes mosquito (Aedes aegypti) bite
infected with any one of the four dengue viruses.
Facts about dengue
Dengue is a viral disease caused by dengue virus (DENV, 1–4 serotypes)
Dengue is transmitted by bite of Aedes aegypti mosquito infected with any one of the four dengue
viruses.
Aedes aegepti mosquito bites during daylight hours.
Person develops symptoms 3-14 days after the infective bite.
Patients who are already infected with the dengue virus can transmit the infection to other via Aedes
mosquitoes during 4-5 days of onset of symptoms.
Dengue prevention and control depends on effective vector control measures.

All age groups and both sexes are equally affected but death is more in children due to Dengue Haemorrhagic Fever (DHF).
Dengue fever starts with sudden onset of fever, followed by severe headache, pain behind the eyes, muscle
and joint pain, and rash. DHF has an acute onset of fever followed by abdominal pain, vomiting, bleeding. A
small proportion of cases may show fatal disease as dengue shock syndrome.
There are no specific antiviral medicines for dengue. Early clinical diagnosis by physician and proper clinical
management lowers the fatality rates below1%. Use of analgesics (pain reliever) with paracetamolpromoting
patient to drink plenty of fluids and rest are important. Use of acetylsalicylic acid (e.g. aspirin) and non
steroidal anti-inflammatory drugs (e.g. Ibuprofen) is not recommended.
Prevention and control
Directorate of National Vector Borne Disease Control Programme is the nodal centre for the surveillance and
prevention of dengue in India. Integrated Disease Surveillance Programme also helps in disease surveillance
and outbreak detection/investigation of dengue in the country.
Notification of dengue cases
Ministry of Health and Family Welfare, Government of India has made notification of dengue cases essential.
All government health institutions and private hospitals and clinics are required to inform office of the
district health authority of concerned district to notify suspected dengue cases reported at their health
institution every week or daily during transmission season.
Precautions:-
Water from coolers and other small containers (plastic containers, buckets, used automobile tyres,
water coolers, pet watering containers and flower vases) should be removed at least once in a week.
Appropriate larvicides should be used to water storage containers that cannot be emptied.
Water storages containers should be kept covered with lid.
Aerosol can be used during day time to prevent the bites of mosquitoes.
During transmission season (rainy season) all persons can wear clothes that cover arms and legs.
Mosquito nets or mosquito repellents can be used while sleeping during day time.
Personal protective measures such as window screens, insecticide treated bednets, coils and
vaporizers can be used to prevent mosquito bites.
Dengue patient should be prevented from mosquito bites. This will prevent further spread of dengue
to other persons.

IN NEWS National e-Vidhan Application (NeVA) Project
EXAM POINT OF VIEW T` he Kerala Legislative Assembly recently announced an initiative to
digitize all its records and proceedings under its ambitious project called E-Vidhan.
What is e-Vidhan?
It is a Mission Mode Project (MMP) comes under the Digital India Programme.
Ministry of Parliamentary Affairs (MoPA) is the ‘Nodal Ministry’ for its implementation in all the
31 States/UTs with Legislatures.
The funding for e-Vidhan is provided by the MoPA and technical support by Ministry of
Electronics and Information Technology (MietY).
The funding of NeVA is through Central Sponsored Schemee. 60:40; and 90:10 for North East &
hilly States and 100% for UTs.
Aim of the project: To bring all the legislatures of the country together, in one platform thereby creating a
massive data depository without having the complexity of multiple applications.
Key features:
Paperless Assembly or e-Assembly is a concept involving of electronic means to facilitate the work of
Assembly.
It enables automation of entire law-making process, tracking of decisions and documents, sharing of
information.
Through the cloud technology (Meghraj), data deployed can be accessed anywhere at any time.
Himachal Pradesh is already the first Digital Legislature of the country.
State Government’s Role in the implementation of e-Vidhan:
The State Government will appoint a Secretary level officer to be designated as the nodal
officer/representative for e-Vidhan implementation in the State Legislature(s).
State Government will bear the funds required for running of e-Vidhan MMP after 3 years.
The State Government will ensure capacity building for the effective implementation of e-Vidhan
MMP module.
State Government/Legislature will undertake maintenance and replacement of ICT equipment after 3
years.

Kerala:
Panel set up for revision of town Plan Act
The State government has appointed a committee with Additional Chief
Secretary, Local Self Government Department, as chairman to look into the
revision of the Kerala Town and Country Planning Act 2016. At the same time,
the government also appointed a sub-working committee headed by T.K.A. Nair,
to look into the revision of TCP Act.
ESAF Bank registers 234% profit:
The Kerala-based ESAF Small Finance Bank Ltd. has recorded a 234% increase in
its net profit for the financial year 2019, in its second year of operation, largely
led by its higher interest income and efficient NPA Management.
Science and Technology:
A lens that can turn smartphone into a microscope
Researchers from the Indian Institute of Technology (IIT) Bombay have devised
low-cost lenses that will elevate smartphone cameras to the power of a
microscope. The lens with a resolution of 1.4 micrometre, which has been
prepared by using natural interface, has been successfully tested.

Website of Lokpal inaugurated:
The Website of the Lokpal was inaugurated by the Chairperson, Justice Shri
Pinaki Chandra Ghose in presence of all the Members of Lokpal. The Website can
be accessed at http://lokpal.gov.in.The Lokpal is the first institution of its kind in
independent India, established under the Lokpal and Lokayuktas Act, 2013.
The Government appointed Justice Shri Pinaki Chandra Ghose, as the first
Chairperson of the Lokpal who was administered oath on 23rd March, 2019 by
the President of India.
Kochi City start-up launches taxi aggregation app:
City-based technology start-up Mindmaster Technologies has developed a GPS-
based application for the unorganised taxi-auto sectors called PIU. It aims to
unite taxi-auto drivers in the unorganised sector on the lines of the existing
online taxi aggregators.

United Nations Office for Disaster Risk Reduction (UNDRR) conferred Sasakawa
Award 2019 for Disaster Risk Reduction to Dr. Pramod Kumar Mishra, Additional

International Affairs:
Iran, India discuss visa extension
Iran at present provides visa-on-arrival to Indian travellers which is given as a
paper visa. Iranian visas are also given to Indians online and through missions.
Two days after the visit of Iranian Foreign Minister Javad Zarif, India held the
11th Consular Committee Meeting with Iran.
