ABSTRACTThe final evaluation report on the 37 Elementary
Secondary Education Act (ESEA) Title I projects in the Bureau ofIndian Affairs (BIA) Aberdeen Area, this report presents graphic andtabular descriptions for each-of the 37 projects re: (1) Title I:xpenditures (graphic display of expenditures for reading, math,language, administration, area technical assistance, facilities,contributions to Follow Through and Early Childhood, generalacademic, special education, and supportive services); (2)achievement gains for Title I students (gains for reading, math, andlanguage by academic year and months and by teSt name); (3) 1976Title I evaluation summaries (project location, project title, nzmeof contractor, approximate per pupil cost, LEA representativs,academic activities, supportive activities, grade levels and numberof students in ac'ivities, content of academic activities, personnel,and on-going analysis). Among the general findings reported here are:total expenditures for 1976 were $3,781,692; 92% of the projects arecontracted and administered by tribes or American Indian schoolboards; most of the projects are showing student gains of a year fora year in school; 65% of the math programs show gains of more than ayear for a year; 35% of the reading programs show gains of more thana year; and 45% of the language programs show gains of more than ayear. INTRODUCTION
In Fiscal Year 1976, the Aberdeen Area operated 37 Title I ESEA directinstruction projects and one Area Technical Assistance project, utilizing atotal athount of $3,781,692.00. See page iii for a breakdown of Area expend-ituzes. During 1976, ninety-two percent of the projects were contractedand adthiniatered.by.tribes.or1Indiamachoal baatds.
On the following pagesi.-academic.gains of studenta in each program irereported. The FY 76 year's gain is compared ro the-yearly gain that thatparticular group of studenta had averaged over their previoui7-Years-in-school,:Gains for FY 76 for all projects are reported as if for a full school yearperiod even though some projects had,only five or six months between the preand post-test.
General findings indicate that most of the Aberdeen Area Title I projectsare now showing student gains of a year for a year in school. This indicatesmaintenance of achievement but is not enough gain to decrease the number ofstudents needing Title I remedial services. Math programs are.showing thebest gains in FY 76 with 65% of the programs showing gains of more than a yearfor a year, therefore reducing the number of target students in math. Coly 352of the reading programs, however, are showing gains of more than a year for ayear. Foty-five percent of the language programs are showing gains of more thana year for a year in school. Quality of all Title I services must be improvedin order to iucrease the achievement of target stu0.ents and to work towardclosing the achievement gap. Further analysis of gains indicates that thoseprojects which have close coordination With regular program instruction andemploy a diagnostic/prescAptive approach appear to be the programs which areshowing the best gains. Brief descriptions of the programs are given on thefollowing pages.
Breakdowns of expenditures of projects are also given on the followingpages. Sometimes items, such as parent council expenditures, dissemination,or administration, are funded under one project for an agency but serve allof the projects at that agency. In this report, all expenditure are brokenout in an attempt to show the costs for each praject, therefore showing eachproject's share of dissemination, etc., as a part of the cost for that project.

and 5 math aides assisted a regular program math teacher in providing small group
instruction to math students, Materials used included teacher-made units and worksheets.
One Title I language teacher and 3 language aides assisted regular program English
teachers in providing small group instruction to language students. Materials used
included teacher made-program & worksheets, SRA, Random House Skill Center, Harcourt,Brace urammar. Special. Education students were werved in three self-contained classroomsgrouped according ,to their deficiencies. Diagnosticians provided:diagnostic/prescriptive-rEFOTTlation in each Title r-activity.

3 Special Education teachers, 3 Special Education aides, 3 Diagnosticiansi 3 Language

On-Going Analysis: Diagnosticians assisted staff in plotting of progress and
provided further diagnostic information. Students were pre tested and posttested
on the various . units: of study.
