SUMMARY
This paper provides updates to the EUR PBN work programme proposed in
view of the latest developments.
.
1. Introduction
1.1 The ICAO EUR PBN task force was established by the EANPG to foster the implementation of the ICAO Assembly Resolutions regarding PBN (36/23 and 37/11). The Terms of
Reference of the task force is provided in Attachment A for reference.
1.2 The 12th Air Navigation Conference of ICAO was held in November 2012 in Montreal, Canada. The outcomes of the Conference will result in the revision of the
Global Air Navigation Plan to be endorsed by the ICAO Assembly in October 2013. The
revised plan is based on the Aviation Systems Block Upgrades (ASBU) concept (ref
http://www.icao.int/Meetings/anconf12/Pages/default.aspx).
1.3 PBN plays one of the central roles in the revised plan and is one of the key enablers of the current and future airspace concepts, enhancing safety, sustainability and reducing impact of
aviation on environment.
1.4 The outcomes of the Conference require reinforced efforts to further advance the PBN implementation. The role of the EUR PBN TF is hard to underestimate in ensuring regional
coordination, developing necessary guidance material and facilitating the exchange of knowledge and
experience in the EUR Region.
1.5 In view of the above, the EUR PBN TF ToR and work programme need adaptation. The revision of the ToR is a subject of a separate working paper.

2. Discussion
2.1 The work programme was endorsed by the EANPG (Conclusion 53/20 refers) as part of the endorsed EUR PBN performance frameworks (Attachments B –D refer).
2.2 The attachments describe the EUR PBN regional action plans and performance frameworks per following regional projects:
a) Optimized en-route trajectories;
b) Optimized terminal trajectories; and
c) Safe and optimized approaches.
2.3 The performance frameworks describe the performance benefits to be achieved as well as examples of performance targets and metrics. These performance targets and metrics were
provided for States for implementation at national level on a voluntary basis.
2.4 The action plans identify actions to be undertaken by States, regional international organisations in order to progress the PBN implementation in the EUR Region.
2.5 The EANPG have also urged States (Conclusion 53/34 refers) to use the ICAO Fuel Saving Estimate Tool (IFSET) in order to assess the fuel/CO2 emission reductions benefits and report
to ICAO using the template provided in Attachment E. This reporting would enable ICAO to assess
and demonstrate the region-wide accumulated benefits of the PBN implementation.
2.6 In view of the above, some changes were made to Attachments B to D to reflect on the latest developments.
3. Action by the meeting
3.1 The PBN TF is invited to:
a) Comment and agree on the changes to the action plans per Attachment B to D;
b) Agree that the action plans and performance metrics should be linked to the revised ToR;
c) Comment and agree with the changes proposed to the EUR PBN status matrix as provided in Attachment F; and
c) Urge States and service providers to use the IFSET and the reporting template (Attachment E refers) to provide information to ICAO on the assessed benefits of any
new PBN related implementation.

COG PBN TASK FORCE TERMS OF REFERENCE
(COG CONCLUSION 41/2 REFERS)
The COG PBN Task Force shall:
1) Develop a EUR Regional PBN implementation plan with objectives and timelines in accordance
with the ICAO PBN goals and milestones. This PBN implementation plan must be based on the following
strategic objectives and guiding principles:
Strategic objectives:
a) Requirements for navigation systems should be linked with operational requirements
b) Multiple avionics equipage and/or ground-based systems should be avoided;
c) Avoid the need for multiple airworthiness and operational approvals;
d) Amend the contents of the EUR ANP and EUR Supplementary procedures in respect of the PBN planning and implementation.
Guiding principles:
a) That changes are warranted on safety, capacity, efficiency basis
b) Continued application of conventional air navigation procedures during the transition period, to guarantee the operations by users that are not RNAV- and/or RNP-equipped;
c) The needs of all stakeholders should be considered in development of the ICAO EUR PBN Implementation Plan;
d) That planning should be kept at a strategic level avoiding unnecessary details impacting legitimate business needs of individual stakeholders.
e) The ICAO EUR PBN implementation plan should address at least the short term (2008-2012) and medium term (2013-2016); and
f) The ICAO EUR PBN implementation plan shall be completed by EANPG/51.
2) Carry out specific studies, develop guidance material and facilitate training to assist States with
RNAV/RNP implementation in the en-route, terminal, and approach flight phases, taking into account the
performance based navigation (PBN) concept, according to the ICAO Strategic Objectives and Global Plan
Initiatives (GPI) on this matter (GPI 5, 7, 10, 11, 12, 20, 21);
3) Identify other issues/action items arising from the work of ICAO or for consideration by ICAO in
order to facilitate regional and global harmonization of existing applications as well as future implementation
of Performance Based Navigation operations;
4) Review the States’ PBN implementation documentation to ensure regional harmonization and for
possible inclusion in ICAO-developed model documentation;
5) Address other regional PBN implementation issues as needed; and
6) The Task Force should report to the EANPG COG, in coordination with the other COG Contributory
Bodies on APV issues.
