The eEurope initiative started on December 1999 to foster the internet and new economy development across Europe, and allow the citizens to participate to the information society.
The Member States and the European Commission were invited to define coordination mechanisms for digitisation policies and programmes.

Lund, 4th April 2001
The European Commission organised in Lund on 4th April 2001 a meeting of experts and representatives from Member States to accomplish coordination mechanisms of digitisation policies and programmes across Europe.
The Lund Principles and the Lund Action Plan was the results of the convention.

The European Commission asked Member States to officially nominate national representatives for digitisation.
All the people appointed are the National Representatives Group – NRG.

Enlargement of the network: MINERVAplus
• MINERVAplus is the extension of the project to the countries that joined the European Union in May 2004,Russia and Israel.
• The project startedon 2nd February 2004

Comité des Affaires Culturelles - CAC
• The Comité des Affaires Culturelles (CAC) is being kept informed about the NRG/MINERVA activities
• The CAC cooperated to the nomination of the new NRGs coming from NAS
• The CAC included into its own workplan priorities for the period 2005-6 the institutionalisation of the NRG once the European funding will end (12074/04 CULT62, 3 September 2004)

UNESCO-IFAP
The MINERVA and NRG activities were introduced on the occasion of some conferences held in Russia in the framework of the Information for All Programme of UNESCO.
In October MINERVA was officially invited at a formal meeting of the IFAP board in Paris.
IFAP will fund a MINERVA and STRABON programme that will allow to spread its products through the Arab mother-tongue countries.

How MINERVA worksPolitical level:• MINERVA guarantees the cooperation among
Member States thanks to the high institutional level of the partners involved (the cultural Ministries), and among them and the CE and other international bodies.
Technical level:• MINERVA built up a technological platform
shared at European level and made up of recommendations and digitisation guidelines, so to promote the communication and exploitation of the cultural heritage through the net.

The rolling agenda
The NRG activated a mechanism of unfailing institutional cooperation among the Presidencies of the Council of the European Union: the rolling agenda.
This allows to give continuity and a larger impact to the actions undertaken.

The Charter of ParmaDuring the conference Quality in cultural Web sites (Parma 20-21 November 2003), event of the
Italian Presidency, was introduced the Charter of Parma, a shared
programme adopted by the NRG that strengthen the Lund Principles which are its
background.

The Good practices handbookA practical handbook for the establishment,
execution and management of digitisation projects.
Target: teams within and across cultural institutions who are contemplating, or are already executing, digitisation projects.
Foreword: a research of good practices undertaken all over Europe, enriched with the existing guidelines on digitisation .

MICHAEL
MICHAEL (Multilingual Inventory of Cultural Heritage in Europe – www.michael-culture.org) is a project coordinated by MiBAC in the framework of the eTEN programme.
MICHAEL will establish an international online service, to search, browse and examine multiple national cultural portals (starting with France, Italy, and UK) from a single point of access and using open source software.
The enlargement is under elaboration.

• A general introduction and consideration of collection acquisition and delivery, based on user needs, integrating preservation and building economic models.
