1.3 Environment management organizations
1. Execution organizations
Employer of the project, Construction Headquarter of
Shijiazhuang-Zhengzhou Passenger Dedicated Line, is responsible
for organization and implementation of environment protection
management program during the construction period.
Environment protection office of Ministry of Railway,
Environment protection office of Planning Division of Beijing
Railway Bureau, and Environment protection office of Planning
Division of Zhengzhou Railway Bureau are responsible for
environment protection at the stage of operation.

2. Supervision organizations
Hebei Provincial Environment Protection Bureau and Henan
Provincial Environment Protection Bureau is management
organization under Henan Provincial People's Government,
responsible for management and supervision of environment
protection of the provinces. Municipal environment protection
bureaus in Shijiazhuang, Xingtai, Handan, Anyang, Hebi and
Xinxiang are environment protection organizations under the local
governments. Hebei Provincial Environment Protection Bureau
and Henan Provincial Environment Protection Bureau have built
provincial environment monitoring centers. Municipal
environment protection bureaus and country environment
protection bureaus also set up respective monitoring stations.
These county-level, municipal and provincial monitoring stations
are responsible for environment monition under jurisdictions.
Environment monitoring during the construction period and
operation period is undertaken by Beijing and Zhengzhou
environment supervision station or environment supervision
stations of the cities and counties along the line. According to
tasks and duties undertaken in the environment protection,
management and supervision organizations of environment
protection and related duties are shown in Table 1-1.

1.4.2 Environment monitoring program
1. Objectives
Environment monitoring is a means to evaluate environment
protection measures. Environment monitoring during the
construction and operation periods can guarantee to effectively
fulfill environment protection measures listed in the environment
assessment of the project. Environment monitoring program
includes four main objectives:
(1) Identifjr ineffective or unreasonable problems of
environment protection measures earlier
(2) If required, organize workshop to amend environment
protection measures and enable environment measures to
meet objectives of environment monitoring program
(3) Provide working syllabus for environment protection and

Overall guideline of environment monitoring program: at all the
execution stages of the project, monitor expected impact and
monitor mainly sensitive regions.
2. Monitoring parameters during construction and operation period
Environment monitoring during construction and operation
period of the project includes environment impact on water
environment, air environment, noises, land removal and removal
and resettlement, solid waste, electromagnetic radiation and
economic development induced from railway. Monitoring
includes all the direct impact and indirect impact during the
construction and operation period.
Monitoring focuses on the following environment problems
identified in environment assessment: land use and removal and
resettlement, water and soil loss, noise, dust, water quality in
rivers, river deposition, solid waste and electromagnetic
radiation.
3. Monitoring report program
Monitoring results are submitted to construction headquarter of
Shijiazhuang-Zhengzhou Passenger Dedicated Line in writing
twice a year (to Beijing Railway Bureau and Zhengzhou Railway
Bureau during operation period) for summary, preparation and
custody. These reports are basis for The State Administration of
Environment Protection, Environment Protection Office of
Environment Management Program of Newly Buih Raihuay of Shijazhuang-ZhenMou Passenger Dedicated Line
Ministry of Railway and the World Bank to evaluate performance
of environment protection and environment impact at different
stages and increase environment protection measures required
when expectation is exceeded.

Chapter 2 Environment impact assessment conclusions
2.1 Substitute options
1. Highway Substitute options
Compared with highway substitute options, option for railway
passenger dedicated line, is better than higher substitute options in
terms of impact on eco-environment, social economic profit and
transportation safety, and materials guarantee. The highway
substitute options are the best option.
2. Local comparison and selection options
(1) Option for Shijiazhuang to Xingtai Section
Option I recommended for the project is environmentally
reasonable featured by fewer residents affected, small quantity
of earth and rock works and small project investment.
(2) Option for Xingtai Station
Option I recommended for the project is option for east station
along Xingtai Beijing-Zhuhai Expressway, which is
environmentally reasonable featured by small project investment
and high safety.
(3) Option for Handan Station
Option I recommended for the project is environmentally
reasonable featured by fewer distributed sensitive points, short
line, small quantity of earth and rock works, mall project
investment and convenient traveling by passengers.
(4) Option for Anyang Station
Two line plans of Anyang Station are located at the plain. The
landform along the line is similar and noises and vibration
sensitive points are distributed with small difference. Planning

and project investment of the different lines are taken into
account. Option I recommended for the project is
environmentally reasonable featured by short line, small
quantity of earth and rock works, small project investment and
convenient traveling by passengers.
(5) Option for Hebi Station
Option 1 is featured by scare distribution of noise and vibration
sensitive points, meets urban planning requirements of Hebi City.
Option I is environmentally reasonable and featured by small
quantity of bridges and small project investment.
(6) Option for Xinxiang Station
Two line options of Xinxiang Station are located in wash land of
Yellow river. The project landform is similar and small
difference in distribution of noises and vibration sensitive points.
Different line options take planning and passenger traveling into
account. Option I recommended for the project is
environmentally reasonable featured by short line, small
quantity of earth and rock works, and convenient traveling by
passengers.
2.2 Conclusion of assessment of current state of environment
1. Most of landform along the project is wash plane areas. The
landform is flat and wide and is urban eco-system and agriculture
eco-system centered with human activities.
2. Noises in function areas of sensitive points on the sides of Existing
Beijing-Guangzhou Railway exceed standards to some degree.
Sensitive points on the sides of the newly built sections can meet
noise standards and requirements of function areas.
3. Along the line are rural areas and no obvious vibration sources.

Vibration of current state approaches background vibration.
Environment vibration can meet requirements of 70dB at daytime
and 67dB at night.
4. TV signal has very good coverage in the villages along the
Shijiazhuang-Zhengzhou Passenger Dedicated Line and facilitate
high receiving quality, but cable TV popularization is very low.
2.3 Conclusions of environment impact assessment
1. Conclusion of eco-environment impact assessment
(1) Railway construction will cover permanent land use of
1 1 74.5hm2, of which is 93 1 .7hm2 (basic agriculture field of
91 1.3 hm2) of cultivated land and 63.1 hm2 of construction land.
Use of large quantity of cultivated land will produce adverse
impact on use layout and agriculture production along the line,
and results in reduction of grain yield of 12.862 million kg
every year. By taking measures of economic compensation for
land creation and recovery, the impact can be alleviated.
(2) For the project construction, 171300 trees in the construction
scope will be cut, resulting in destruction to vegetation along
the line. In the project design, reasonable compensation will be
provided for tree cutting. At the same time, arbors, bushes and
grasses are planted on the sides of the line and roadbed slop to
protect the slopes and beautifying and improving
eco-environment. 292840 arbors and 144,090 bushes will be
planted to greatly compensate for destruction to vegetation by
the project construction.
(3) In the design of bridges and culverts, requirements for flood
discharge, irrigation, surface runoff, person traveling and animal
passages have been taken into account. Bridges and culverts are
all designed for water level of 11100, producing slight impact on
rivers, flood discharge, flood detention, irrigation and overland
runoff and animal passages.
(4) Filling for roadbed and station site of the project is
1980.2 x 1 04m3, and cutting is 1 163 .Ox 1 04m3 (including bridge
foundation cut of 1092 .5~ 1 04m3). The project has provided
related project protection and greening prevention measures for
earth site, roadbed slope, spoil of bridge and culvert foundation,
construction site and passage. Fulfillment of these measures will
help to reduce impact of earth and rock works on
eco-environment and reduce water and soil loss.
(5) The project has 19 earth sites which can provide 1995 x 10'm3 of
earth and covers earth site of 540hm2 consisted of hills and
barren and dry land, producing slight impact on agricultural
production and vegetation. There are 16 spoil sites, which are
all soil pits produced by the project. Spoil will be treated and
recovered with the earth sites.
(6) Total of 1 8 1634.4t water and soil is produced from construction
period and natural recovery period of the project. And 172553.0t
of water and soil loss can be reduced by taking water and soil
reservation measures.
(7) There are no environment-sensitive areas such as natural
reservation area, water source protection area and cultural relic
reservation units in the assessment scope of the project.
2. Conclusions of assessment of sound environment impact
(1) According to environment noise predication results, the noise
equivalent sound level 30 meters from center line of outside
railway to residences is 64.5-74.4dBA at daytime and

62.2-72.3dBA at night, 0.2-4.4dBA higher and 0.1-2.3dBA
higher than standards at daytime and night respectively; the
noise equivalent sound level 30-60(75) meters fiom center line
of outside railway to residences is 63.4-73.4dBA at daytime and
60.8-7 1.3dBA at night, 0.1-3.4dBA higher and 5.8-1 6.3dBA
higher than standards at daytime and night respectively; the
noise equivalent sound level 30 meters in Grade 2 residence is
54.8-70.2dBA at daytime and 5 1.1-67.9dBA at night,
0.2-10.2dBA higher and 1.1-17.9dBA higher than standards at
daytime and night respectively; and the noise equivalent sound
level in special sensitive points such as schools and
kindergartens is 62.4-73.3dBA at daytime and 59.3-69.2dBA
at night, 2.4-1 3.3dBA higher and 9.3-1 9.2dBA higher than
standards at daytime and night respectively.
(2) According to environment noise forecast results, and in
combination with scale of sensitive points and situations of
surrounding landform conditions, 25 special sensitive points of
schools and nursery kindergartens and 133 residence sensitive
buildings, 7 places including Hequpu Primary School and
Yinchuan Primary School have sound isolation barriers, and 63
places including Yingli Village and Houxiaozhuang have sound
isolation windows and 88 places including Xitaying village and
Xiying have noise reduction measures combining sound barrier
and sound isolation windows.
(3) There are total 95 sound barriers along the line, with total length
of 56970m and There are 151 sound isolation and ventilation
windows along the line with total areas of 29435m2;. Expenses
of noise pollution prevention and control are 178,328,000 Yuan,

of which 163,610,000 is invested for sound barrier and
14,7 18,000 Yuan is invested in sound isolation windows.
(4) Planning departments along the line is suggested to reasonably
plan functions of land on the sides of the planned railway with
reference to forecast results of noise in the report. In the section
from Shijiazhuang to Handan, there are 10 meter high
no-sediment bridges, no sheltering and no noise reduction
measures. When the noise is controlled within 60dBa at daytime,
there should be no noise-sensitive buildings such as residence,
schools and hospitals within 390m on the sides of the center line
of the railway.
3. Conclusions of assessment of environment vibration impact
(1) Average speed in the entrance and exit station sections in the
passenger dedicated line during operation period is relatively
high and only some trains will stop in the station to avoid high
grade trains. Expected vibration value is high. Most of outdoors
ground Z vibration grades 30 meters from external tract fi-om
road bank and bridges and section can't meet standards of 80dB.
(2) Evaluation of outdoors ground Z vibration grades 30 meters
from external tract from road bank and bridges and section is as
high as 84.5-86.5dB. Internal and external vibration of the
buildings can't meet standards.
(3) Schools and nursery schools on the sides of the line are far from
the line. Indoors and outdoors noises can meet 80dB standards.
Outdoor vibration of No. 60 Zhangzhuang Primary School (3 5m)
and No. 11 1 Shizhai No. 1 Middle School (1 8m) exceeds 80dB.
(4) Points more than 80 meters from the roadbed and non-residue
roadbed along the flood plainlflushing plain of

Shijiazhuang-Zhengzhou Passenger Dedicated Line can meet
vibration standards on the sides of the railway trunk. After using
vibration reduction roadbed, the vibration standard distance is
about 51m. 60 meters from the bridge impact scope can meet
standards, after vibration reduction, distance of 38 meters can
meet standards. Taking damping role of the buildings, vibration
33 meters from road banks and 24 meters from bridges lines
after vibration reduction measures can be lower than 80dB.
4. Conclusions of assessment of water environment impact
(1) After implementation of the project, increased wastewater in
new Handan Station, New Hebi and New Xinxiang is all
domestic wastewater, which is discharged into existing pipelines
and then to municipal discharge system and finally to municipal
wastewater treatment plant after treatment in the septic tank.
Each index can meet Grade I11 standards of Wastewater
Comprehensive Discharge Standards (GB8978-1996). The ,
treatment process designed is feasible.
(2) Wastewater in new Gaoyi Station is, after oxidation treatment,
discharged into main drainage channel near the station.
Outgoing water quality can meet Grade I1 standards of
Wastewater Comprehensive Discharge Standards
(GB8978-1996). The treatment process designed is feasible.
Wastewater in new Xingtai Station is, after oxidation treatment,
discharged into Niuwei River. Outgoing water quality can meet
Grade I1 standards of Wastewater Comprehensive Discharge
Standards (GB8978- 1996). The treatment process designed is
feasible. Wastewater in new Anyang Station is, after oxidation
treatment, discharged into Chapodian channel near the station.
Outgoing water quality can meet Grade I1 standards of
Wastewater Comprehensive Discharge Standards
(GB8978-1996). The treatment process designed is feasible.
5 . Conclusions of assessment of air environment impact
(1) New Gaoyi, New Xingtai, New Handan, New Anyang, New
Hebi and New Xinxiang are heated with terrestrial heat,
producing no adverse impact to the air environment.
Maintenance regions in New Gaoyi, New Handan, New Hebi
and New Xinxiang are heated by oil boiler. Soot, concentration
of SO2 and NOx, after measurement, can meet standards of
Category I1 Section I1 of GB 1327 1-200 1 Discharge Standards of
Boiler Air Pollutants.
(2) During construction of the project, fume produced from
construction machines, dusts from earth construction and
transportation vehicles and fumes discharged from temporary
small boilers for hot water and cooking at the construction site
produce certain impact on air environment. However, after
taking measures, adverse impact can be controlled. The
construction unit should strictly observe related laws and
regulations to minimize the impact. The impact will be naturally
vanished with completion of the construction.
(3) Heating mode in maintenance regions in New Gaoyi, New
Handan, New Hebi and New Xinxiang is the same as the station.
Oil-fuel boilers are changed into terrestrial heat pumps.
6. Conclusions of assessment of electromagnetic environment impact
(1) After operation of the project, electromagnetic radiation
produced by operation of trains greatly reduces noise-signal
ratio of channels along the line. After considering radiation and

sheltering influence of the trestles and train bodies, high-speed
moving of the train results in rapid drop of wireless channels,
each sensitive point are seriously affected by interference and
noise-signal ratio is dropped. Generally speaking, the project
produces very obvious impact on the TV receiving of the
residents along the line.
(2) Working frequency electric fields and magnetic fields produced
by enclosure of the traction transformer station is far lower than
national standards, producing no adverse impact on health of
residents outside the enclosure of the transformer station.
7. Conclusion of public participation
(1) Public participation can make assessment unit know lots of
public information on related project construction and plays
positive role on direction of project construction and
environment protection and coordination, strengthen
understanding and support of public on the project and lay solid
foundation for smooth implementation of the project.
(2) The People along the railway show support to the project and
considers the project will benefit the local economic
development. Almost all the investigators realize importance of
environment. Noises and vibration is the major environment
problem. Most of people cooperate with the removal for land
use involved and wish to get reasonable economic
compensation.
(3) The assessment suggests the employer places priority to
environment protection spiritually and fi~lfill environment
protection treatment measures in action to minimize
environment impact during the construction period and

operation period of the railway.
8. Conclusion of analysis of solid waste impact
Waste of passenger trains should be placed in a fixed point and
recovered and disposed centrally. Increase effort in management of
waste discharge of the station. Solid waste produced from the project
will not produce impact to surrounding.
9. Conclusion of analysis of social and economic environment
(1) Construction of Shijiazhuang -Zhengzhou passenger dedicated
line is objective requirements of social and economic
development along the line and of the affected regions and is
objective needs to improve railway transportation quality and
service level, and meeting market competition; helps to improve
infrastructure construction along the line and enhance regional
economic integration. Regional social and economic
development is needs to improve railway network and realize
leap railway development strategies.
(2) Though construction of the project covers land of the removed
residents by changing their living and operating mode or being
resettled, their economic income and resident conditions, after
fulfillment of compensation expenses and proper settlement by
railway and local departments, is no lower than that before
resettlement. In addition, this plays advancing role to economic
development of some areas.
10. General conclusions of environment impact assessment
According to the assessment, construction of
Shijiazhuang-Zhengzhou Passenger Dedicated Line conforms to
national energy structure policies and technical policies in railway
sector and is of great importance to economic development and

improvement of traffic situations along the line. Though the project
will produce more or less negative impact on eco-environment,
sound environment, vibration environment, water environment, air
environment, and electromagnetic environment in the construction
region, effective preventive measures are taken after realizing the
importance of the impact. The report also provides preventive
measures and suggestions addressing local environment features.
Only when the environment protection measures and main
construction project are completely implemented according to
requirements of "three simultaneous", adverse impact of the project
on environment can be reduced or eliminated. Implementation of the
project will not produce serious impact or destruction to the
environment along the line. The project construction is
environmentally feasible.
Chapter 3 Mitigation measures
3.1 Environment protection for early preparation period of the
project
Environment protection for early preparation period of the project
mainly includes overall survey of environment sensitive points,
select objectives of major environment project and prepares
environment impact report and water and soil reservation plan and
report at the feasibility study report and provides function
description on environment protection and water and soil reservation
measures in the design of main project. Protection measures should
be increased to those not considered in the project design or
protective measures.
3.2 Environment protection measures at design stage
Eco and water and soil reservation measures
Fully considering choice of railway lines, avoid invading sensitive
eco-system, try to cover as little basic farm filed as possible. At basic
farm protection zone, try to replace high banks with bridges,

According to provisions of Article 17 of Regulations on the
Protection of Basic Farmland, where selection of site for national
major construction projects related to energies, traffics and water
works can't avoid basic farmland protection zone, and farmland in
the basic Farmland protection areas is used, an application must be
submitted to land management departments of People's government
above country level according to procedures and approval authority
specified in Land Administration Law of the People' Republic of
Environment Manazement Program of Newly Built Railway of Shyiazhuang-Zhengzhou Passenger Dedicated Line
China and submitted to Peoples government for approval after the
same level agriculture administrative departments sign it with
remarks. The project covers more than 500 mu of farmland, an
application must be reported to the State Council for approval.
Therefore, the employer should hlfill related procedures and pay
farmland cultivation expenses for land compensation balance by
National land resources departments.
In the design, under principle of minimum use of land, try to use as
little good land and high-quality forest land as possible when
selecting route, try to use barren and hill land and dry land,
reasonably adjust soil and earth areas, try to use the cut for fill to
reduce area of temporary land and reduce damage to land and
vegetation.
According to soil and climate features along the line, design
landscape with arbors, bushes and grasses and try to use local species
within the railway construction scope. There are total of 29.28~10'
arbors planted and 14.41 x 10' bushes planted on the sides of the line.
The greening area on the roadbed slope is 216.65hm2.
Plant trees and grasses and recover agricultural land at earth getting
and spoil sites and control water and soil loss during the construction
period. At soil getting and spoil site, total of 375.0hm2 plants are
protected and 165.0 hm2 of agriculture land is recovered.
2. Noise treatment measures
( I ) There are total 95 sound barriers along the line, with total length
of 56970m;
(2) There are 15 1 sound isolation and ventilation windows along the
line with total areas of 29535m2;

(1) Vibration measures should be taken at the sensitive points where
vibration nearest to the external tracks exceeds 80dB.
No-sediment line is taken with measures of overall
vibration-reduction roadbed. There are 83 sections of
vibration-reduction roadbed and 45690 double meters.
(2) After using vibration-reduction roadbed, the no-sediment line, if
vibration of sensitive points on the sides of the railway trunk
exceeds standards, should be removed until indoors vibration
reaches standards. Total of 31300m2 of houses should be
removed along the line.
(3) Based on vibration environment requirements, local government
and related departments at different levels are suggested to stop
building residence, schools and hospitals within vibration
standards distance along Shijiazhuang-Zhengzhou Passenger
Dedicated Line.
4. Wastewater treatment measures
(1) Indexes of wastewater from New Handan, New Hebi and New
Xinxiang, after treatment in septic tanks, can meet Grade I11
standards of Wastewater Comprehensive Discharge Standards
(GB8978-1996) and the wastewater is discharged into municipal
wastewater treatment plant.
(2) Domestic wastewater from New Gaoyi, New Xingtai and New
Anyang, after treatment in adjusting sedimentation tank and
secondary bio-contact oxidation tank, can meet Grade I1
standards of Wastewater Comprehensive Discharge Standards
(GB8978-1996) and is discharged into channels nearby.
5 . Suggestions on air pollution control
Along the line, terrestrial heat pump should be used for heating.

Only 4 maintenance regions are set fuel boiler for heating. To meet
environment protection requirements, heating facilities along the line
should be unified for convenient management. It is recommended
that oil-fuel boiler in the maintenance areas in New Gaoyi, New
Handan, New Hebi and New Xinxiang should be changed into
terrestrial heating pumps.
6. Solid waste control measures
(1) According to requirements of T.J.W [I9951 No. 178 of Ministry
of Railway of Circular on Issuing Supervision and Management
Regulations on Comprehensive Treatment of Waste along the
Line, all the train wastes should be sealed in a container and are
placed in a fixed location. At the platform of the stations for
waste storage, there are waste collection and transportation
devices. Waste, after being collected should be transported to
environment and health department for unified treatment.
(2) According to requirements of T.J.W [I9951 No. 178 of Ministry
of Railway of Circular on Issuing Supervision and Management
Regulations on Comprehensive Treatment of Waste along the
Line, all the train wastes should be sealed in a container and are
placed in a fixed location. At the platform of the stations for
waste storage, there are waste collection and transportation
devices. Prohibit placing waste at anywhere.
(3) Waste collection device is set along the line. Waste, after being
collected should be transported to environment and health
department for unified treatment.
7. Electromagnetic prevention measures
(1) Protection measures on TV receiving impact
After completing construction of Shijiazhuang-Zhengzhou
Passenger Dedicated Line, impact of electromagnetic radiation
produced by the trains on receiving TV of residents along the
line can be eliminated by cable wire TV network. At the same
time, radiation and sheltering impact can be completely
eliminated. Compensation principle will be that compensation
will be given to the sensitive points where receiving quality is
greatly reduced after construction of the project. Compensation
expenses are 500 Yuan per family. Reserve amount for the
compensation is 5.59 million Yuan.
(2) Protective measures on impact of traction transformation station
Though working frequency electric field and magnetic field
produced by the built six 220kv traction transformer station
outside the enclosure is much lower than standards
recommended by the state, transformer station is suggested to be
at least 30 meters from sensitive targets such as residence,
nursery schools and hospitals to fbrther reduce electromagnetic
impact and eliminate fear of residents.
8. Mitigation measures for isolation impact of resident traffic and daily
cultivation
The line is designed with all flyovers. Bridges and culverts are
equipped to the line crossing existing roads, planned rods and
irrigation channels to provide convenience for daily traffic and
cultivation for the residents on the sides of the road There are more
than 280 bridges and culverts dedicated fro daily traffic and
cultivation of residents along the line.
3.3 Mitigation measures on environment impact during the
construction period
1 . Eco-environment protection during the construction period

To reduce damage of the project to eco-environment along the line,
take comprehensive measures such as engineering measures, plant
measures and land recovery during construction period. At the same
time, strengthen construction management and guarantee engineering
quality to reduce damage to eco-environment and enable
eco-environment in local section to transform for better to reach
purpose of economic development and protection of eco-system. The
following mitigation measures are taken:
( I ) Temporary land recovery
The project covers farm as temporary land and recovery
measures should be taken actively so as to accelerate recovery for
cultivation. Specific measures are: peel off 30-40cm mature soil
layer for piling or storage, timely clear, loosen and cover for
cultivation after construction. In case that it is least possible to
recover for cultivation or economically feasible, soil pit or spoil
with larger depth can be used by degrading as greening or other
land. Recover the soil getting and spoil site for cultivation or
farmland, so as to reduce impact of temporary land such as soil
getting and soil site on farmland to some degree.
On temporary land of slow slope land, try to transplant high trees
and peel off the mature soil for pile and backup and finally
recovery it into forest land, helping for recovery of foreign
resources and improvement of forest environment.
(2) Soil getting and residue site conditions
In the course of construction, choose hillock, barren and dry land
or other project for soil getting and avoid using farmland as soil
getting site. In plain area, residues can't be discarded into rivers
or on the river banks.

Choose low section that occurs fewer water and soil loss as
residue site on the slow slope area, build water permeability dam.
While building dam, discard residue.
(3) Strengthen eco-protection propaganda and education and
formulate award and punishment measures to stimulate
contractors and construction personnel to consciously participate
in eco-protection.
Before commencement, set up propaganda brand of protection of
eco-environment at the site and surrounding and conduct
propaganda and education on environment protection to
contractors. After construction enters into the site, immediately
provide eco-protection education. Propaganda and education
includes scientific and popular knowledge and laws and
regulations related to environment protection.
(4) Management measures such as construction supervision
Take appropriate management measures to get twice the results
with half the effort on eco-protection during construction.
Construction supervision measures are the best management
measures during the construction.
During the whole construction period, full-time persons in
project supervision department and construction department
temporarily act as eco-supervisor in the mode of patrol
supervision to inspect fulfillment of eco-protection measures and
eco-protection acts of construction personnel. Environment
protection bureaus and forest bureaus of counties along the line
will inspect regularly to prevent from denudation.
Noise preventive measures during construction period
According to provisions of Article 27, Article 28, Article 29 and
Environment Management Program of New4 Built Raihvc~y of Sh#azhuang-Zhengzhou Passenger Dedicated Line
Article 30 of Law of the People's Republic of China on Noise
Pollution Prevention, the construction period of the project should
meet national standards on construction site boundary. Five days
before commencement, name of project, construction site and period,
possible environment noise value and preventive measures taken on
noise pollution should be reported to local administrative
departments of environment protection. In addition, during
construction period, strictly fulfill related countermeasures and
measures; prohibit producing construction operation of environment
noise pollution at night in the sound-environment sensitive building
areas. If operation is required under special circumstances,
certification of people's government above county level or related
competent departments should be presented and announcement on
night operation approved is made to nearby residents.
In combination of actual situations of the project, the following
countermeasures and suggestions are provided for noise
environment impact during construction period.
(1) According to provisions of Noise limits for construction site,
reasonably arrange construction period, try to avoid construction
at night and arrange low-noise construction operation.
Construction machines with higher noises (such as pile driver)
should stop working at night(22:OO-6:OO). Try to conduct
high-noise construction activities when the school is on holidays.
Temporary protection measures should be taken such as
installation of wood sound isolation board, etc. If continuous
construction is required for special needs, approval shall be
obtained from related department and communication should be
made with residents.
(2) Optimize construction plan, reasonably arrange schedule,
minimize harm of construction environment noise. When
bidding and tendering for the construction, include measures to
reduce noise pollution in construction organization design and
specifL this in the contract. Machines with larger noises such as
engine and air compressor should be placed in a remote place
and far from sound environment sensitive points such as
residential areas and schools. If it is difficult to choose
reasonable location, take seal and sound isolation measures and
regular repair machines in accordance with operation procedures.
3. Vibration prevention measures during construction period
Strengthen and manager construction machines with strong vibration
during construction period and prohibits shooting cannon during
infrastructure construction in the large sensitive points and monitors
the nearby buildings.
4. Wastewater treatment measures during construction period
Construction point on the line sections should be in the local villages
or town near to the construction site and with convenient traffic and
sufficient water and power supply. Kitchen wastewater and bathing
wastewater should be discharged into existing discharge facilities.
Domestic wastewater produced from construction site without
discharge facilities should be discharged after treatment in simple
septic tanks according to local situations, landform conditions and
discharge direction.
Control pollution impact fiom construction machines and vehicles
washing by fixing construction machines and vehicle washing points.
It is suggested that construction sections undertaken by construction
unit should be equipped with construction machines and vehicle 32

washing and maintenance points. In principle, choose the section of
major works to guarantee discharge washing wastewater in to fixed
places.
Machines and vehicles entering the construction site should be
inspected and repaired and avoid "leaking, dripping and emitting".
Construction machines and vehicles should be repaired regularly and
at a fixed point. Wastewater containing oil in the maintenance point
is discharged after separation oil from water. The recovered oil
should be collected for sound treatment.
For large concrete mixing station and prefabrication processing
factory, build sedimentation basin to isolate suspended matter and try
to reuse clean water. Suspended matters deposited should be cleared
out regularly and treated properly.
5 . Waste gas and dust prevention and control measures construction
period
To reduce construction dust, try to green soil getting and soil site and
high slopes, avoid surface soil exposed for long. When construction
vehicles and machines pass the section, frequently spray water to
reduce dust. Transporting vehicles should be covered with tarpaulin
when passing through towns, villages and main traffic road.
Reasonably choose and organize driving route for transporting
vehicles.
Strictly follow construction standards to realize civilized
construction.
For construction site, try to choose low-sulfur high quality coal to
reduce discharge of coal he1 pollutant.
6. Solid waste prevention and control measures during construction
period

Try to recover and reuse building waste. Remaining waste should be
transported to local construction waste filling site for proper disposal.
Do not pile it at will.
Set environment health facilities such as waste bin and waste tank in
a reasonable, unified, scattered and appropriate way at the
construction site to centrally collect domestic waste and transport
them to local waste and health filling site for disposal. Do not dump
waste at any place to avoid polluting local environment and
influence scene.
7. Mitigation measures of social impact during construction period
(1) Construction pavement
When using existing road for construction, coordinate with local
government first to avoid traffic jam of the existing road,
reasonably arrange construction time to reduce daily work and
living of residents along the line.
Where construction vehicles go and come frequently, set
warning board and no-entry marks; reasonably choose materials
transporting road and transportation road to avoid passing
through regions and villages with populated residents.
(2) Cultural relics protection
Besides training to contractor and technical personnel, provide
cultural relics protection training to construction personnel at
construction site. At the stage of soil and stone construction,
once underground antique is found during the construction,
report to related cultural relics departments promptly for
evaluation of cultural relic department and construction after
treatment.
(3) Public interference

Ensure railway construction act not to damage public service
facilities along the line and try to repair and recover to the
damage caused.
Each contractor should equip temporary power supply,
communication, water supply and other devices;
Set an advertisement board at the entrance of the construction
site and write down project contractor, construction supervision
unit and hotline telephone and name of contact persons of local
environment protection bureaus so that general mass can contact
related department for disposal of noises, air pollution, traffic
and other adverse impact of the construction.
(4) Health and safety
Conduct knowledge education on diseases control to
construction personnel;
Provide necessary self-protection devices to construction
personnel, such as safety helmet, ear plug and other safety
protection devices;
Take effective protection measures for general mass along the
line. Set fence to prohibit publics passing at the construction site
and other dangerous points.
(5) Construction camp
Prohibit wastewater directly discharging into natural reception
water. Set septic tanks at the construction site and regularly clear
them, ensure to meet national drinking water quality standards.
Regularly collect solid waste of the construction camp and send
them to specified municipal solid waste treatment station for
disposal.
(6) Land use and resettlement
Temporary project land should be recovered first. Specific
recovery measures are shown as follows:
When using cultivation land, peel off 15-30cm mature soil of
the surface for pile and collection. After construction, promptly
clear loosen and cover the cultivation afier construction.
Allocation, use management and supervision of resettlement
funds have strict audit and monitoring programs. Settlement
organizations and independent monitoring organizations at
provincial, city and county levels to provide training to persons
of village management departments, direct them to reasonably
formulate development plans and correctly use settlement funds.
Village management department works out funds use program
and should report to county-level settlement office for
examination and approval. Without feasible funds use program
or consent of county-level settlement office, do not allocate
settlement funds at the moment until formulate reasonable plan.
The provincial settlement office chooses one village as example
every year and monitors and audits the funds use. In addition,
independent monitoring organization monitors settlement funds
use by means of sampling survey, field visit and open interview
with affected population, assesses funds use effect and feed back
monitoring information by consulting through village units to
towns, county and province.
In the course of fragile family house removal, grand certain
funds subsidy. The village provides labor assistance to house
removal to reduce labor population of voluntary, first choose
building site and position of cultivation land for repeated
distribution. Fragile families do not participate in farmland

(7) Contractor management
During the construction period, contractor should be always at
the construction site. The contractor takes important
responsibilities in effectively control and reduces environment
impact. Most of designed environment protection measures
should be implemented by the contractor. To ensure environment
protection measures and environment management program
under responsibility of the contractor, the following measures
should be taken:
When certifying qualification of the contractor in the early stage
of the project, bring environment management into qualification
certification clauses. Under the same conditions, first consider
the bidders passing IS09000 and IS014000 certification.
At each construction stage, arrange at least one full-time
professional person responsible for environment supervision,
environment monitoring and implementation of specific
environment protection measures in the course of construction.
When preparing tender document, the employer should include
the environment protection measures and suggestions proposed
in the environment impact report of the project approved into
related clauses so as to know related environment protection
contents and work out related budget when prepare bidding
documents to make implementation of environment protection
measures as obligations and responsibilities of the bid winner.
Before project construction, provide related environment
protection training to the contractor. At each stage, there should
be at least one senior manager and one environment protection
person participates in training provided by experienced
environment protection expert and local law maker. The training
shall be held within 2-3 days before signing the contract,
including:
Related national and local laws and regulations and discharge
standards;
Technical guidance related to environment protection;
Environment Impact Assessment Report and Environment
Management Program of the project;
Specific requirements and monitoring methods at the monitoring
points;
Specific requirements of the monitoring report and feedback of
monitoring information;
Mitigation measures to be taken;
Emergent measures to be taken in case of emergency accident
and dangerous articles;
Conduct long-term public participation and survey and solve
complaints of the public;
Responsibilities of the contractor for environment protection;
In addition, construction monitoring unit takes important
responsibility for environment management and pollution
control. Requirements of construction monitoring unit for
environment management will be included into tender
documents and finally in the contract. At least two persons of the

3.4 Mitigation measures during the operation period
During the operation period, first hlfill removal and resettlement so
as to keep living standards and economic income of the affected
residents no lower than that before removal and resettlement.
Provide assistance in the course of removal and take related
measures to properly settle and reasonably compensate and provide
a set of complete plan for implementation of project land and
removal. Removal settlement will be adjusted in the local areas for
land use and house removal. Set up railway construction leadership
team along the cities and counties along the line responsible for
coordination and arrangement of land use and house removal.
The assessment suggests that cultivation recovery measures should
be taken for the temporary land for soil getting and spoil site that can
be used for cultivation recovery, which can mitigate impact of
temporary land on basic farmland to some degree. Minimize impact
by adjusting land resources in the region through local government
land department.
Strengthen monitoring and management in the operation period,
prevent from fire and insects and prohibit cutting trees planted on
the sides of the railway. Prohibit damaging grass planting sections
on the roadbed slope and soil getting and spoil site on the railway
site to protect water and soil reservation facilities of the project;
promptly treat geographic diseases along the railway. Slope forest
and grass maintenance is made manually to avoid using herbicide
and avoiding pollution of surrounding environment.
Chapter 4 Environment monitoring program
Environment protection measures to be taken at the stages of project
preparation period, construction period and operation period, should be
monitored. See table 4- 1 for execution of supervision tasks, supervision
contents and supervision purposes.

Chapter 5 Environment monitoring program
5.1 Objectives
Environment monitoring is a means to evaluate environment
protection measures. Environment monitoring during the
construction and operation periods can guarantee to effectively fulfill
environment protection measures listed in the environment
assessment of the project. Environment monitoring program includes
four main objectives:
(1) Identify ineffective or unreasonable problems of environment
protection measures earlier
(2) If required, organize workshop to amend environment protection
measures and enable environment measures to meet objectives
of environment monitoring program
(3) Provide working syllabus for environment protection and
monitoring program
(4) Identify scope of environment monitoring projects (construction
and operation, short-term, long-term, assessment parameters,
assessment type and assessment frequencies)
Overall guideline of environment monitoring program: at all the
execution stages of the project, monitor expected impact and monitor
mainly sensitive regions..
5.2 Monitoring parameters during construction and operation
period
Environment monitoring during construction and operation period of
the project includes environment impact on water environment, air
environment, noises, land removal and removal and resettlement,

solid waste, electromagnetic radiation and economic development
induced from railway. Monitoring includes all the direct impact and
indirect impact during the construction and operation period.
Monitoring focuses on the following environment problems
identified in environment assessment: land use and removal and
resettlement, water and soil loss, noise, dust, water quality in rivers,
river deposition, solid waste and electromagnetic radiation.
These problems can be mitigated or eliminated by taking
environment protection measures or environment monitoring
procedures. Table 5-1 summarizes environment monitoring program
during the construction and operation period. The following
describes key points of the program in wording.

(1) Land requisition and immigration
Before construction, requisition land for construction of the
railway, and resettle number of removing families. Environment
monitoring and supervision will requisition land after the line
design and try to reduce number of removing persons. Help
immigrants to other regions and provide compensation for
removal. The removing people will accept training to find new
jobs. Environment monitoring will guarantee immigrants to get
reasonable compensation so as to fulfill training plan.
Environment monitoring will give special care to national
minority, the old, the illiterates and farmers.
(2) Soil loss
Soil loss is a major problem in construction. By avoiding bad
geographic region and implementing water and soil loss control
measures, plant grasses on the slopes. At the construction site,
environment monitoring personnel should ensure to use
protection technology to reduce water and soil loss during the
construction and green the exposed land temporarily.
Monitoring includes storage and site clearing technology,
planting, cultivating and littering and correctly using of fertilizer
and water to ensure to rapidly recover vegetation after the
construction. In one year in the trail operation stage, regularly
monitor water and soil loss once every 6 months (or after
rainstorm).
(3) Noises
Noises during the construction stage include noises produced by
large machines, large transporting vehicles and tunnel
demolition blast. Measures to reduce noises include: choose
construction site as far from resident areas as possible, use
high-noise equipment only at daytime, vehicles circumvent
schools, hospitals and resident areas and fewer vehicles drive at
night. During the construction stage, noise should be monitored
and measured near sensitive point once a month to guarantee
noises at night to meet GB12525-90 "Construction Site Noises
Standards" and GB3096-93 "Environment Noises Standards in
Urban Areas". Noises during the operation period are from
training operating (including track noises and bow network
noises). Noise protection measures include installation of sound
isolation windows, building of sound isolation walls and
planting green plants, etc. At the stage of operation, monitor
once after completion of the construction and twice a year
within three years after completion of the project.
Air quality
At the project construction stage, air quality may be reduced.
Dust produced by transporting vehicles and waste gas
discharged from vehicles and machines will result in drop of air
quality. Regularly spray water to the surface of the site, cover
tarpaulin on the trucks when transporting soil and stones and
install standard waste gas discharge control device to machines
and transporting vehicles. At the stage of construction,
environment inspection personnel at the site can monitor air
quality every quarter to ensure to fulfill all the environment
protection measures in the plan.
(5) Water quality
At the stages of construction and operation, discharge of sewage
and wastewater will result in drop of water quality. At the stage 46

of construction, the main problem is pollution caused by sewage
produced by the construction site. Monitor sewage discharge
form the construction camp every quarter, to guarantee water
quality meet farmland irrigation requirements. At the same time,
guarantee wastewater produced form the camp of the
construction personnel to be discharged into irrigation channels.
At the stage of operation, threat to water quality is domestic
wastewater produced from stations. During operation period,
monitor water quality once a year to guarantee water quality to
meet discharged standards of GB8978-96.
(6) River deposition
Sedimentation of rivers and change of riverbed form takes place
in the construction stage of the project, including operation and
enclosure construction in the river. Environment protection
measures include erosion protection of the banks, building
bridges at appropriate locations and strengthening river banks
(including greening). Environment monitoring at the stage of
construction includes selection of bridges approved, and taking
measures to protect banks. Get samples of river water once a
quarter in the construction period to determine content of
suspended solid matters in the river water.
(7) Treatment of solid waste
At the stage of construction, monitor treatment of solid waste,
including collecting waste produced from construction camp in
a sealed container and transport them to local urban waste
collection site for treatment once a month.

produced from boilers. Environment monitoring includes
monthly inspection to guarantee living waste produced by the
stations to be collected and the furnace residues to be recycled
for road payment. Station and passenger waste will be
transported to the waste site for treatment.
(8) Electromagnetic radiation
At the stage of operation of the project, monitor electromagnetic
interference after completion of the project to determine whether
or not to take measures to prevent from electromagnetic
radiation.
5.3 Monitoring and supervision report procedures
Monitoring results are submitted to construction headquarter of
Shijiazhuang-Zhengzhou Passenger Dedicated Line in writing twice
a year (to Beijing Railway Bureau and Zhengzhou Railway Bureau
during operation period) for summary, preparation and custody.
These reports are basis for The State Administration of Environment
Protection, Environment Protection Office of Ministry of Railway
and the World Bank to evaluate performance of environment
protection and environment impact at different stages and increase
environment protection measures required when expectation is
exceeded.

Chapter 6 Personnel training
6.1 Training of increased full-time and part-time environment
protection personnel during the construction period
The employer trusts qualified units to train full-time and part-time
personnel of the construction and supervision units. After
determination of construction and supervision units for the project,
Construction Headquarter of Shijiazhuang-Zhengzhou Passenger
Dedicated Line holds Environment Protection Training Class during
construction period of Shijiazhuang-Zhengzhou Passenger
Dedicated Line. The training expenses are RMB500,OOO.
Training targets are technical responsible persons and full-time
management personnel of the construction and supervision units.
Training contents include
(1) Laws, regulations, documents and related requirements of the
central government, MOR, and Hebei Province and Henan
Province on environment protection, water and soil reservation
and cultural relics protection and management;
(2) Environment protection measures proposed in the design of the
project and environment protection requirements during the
construction period;
(3) Guidance of environment protection during construction period
of the project.
Trainers of the class are environment protection design responsible
persons, and experts from environment assessment unit and
monitoring units in Environment Protection Office of MOR, Hebei
and Henan provincial Environment Protection Bureaus and design
units.

6.2 Training of increased full-time and part-time environment
protection personnel during the operation period
Training of increased full-time and part-time environment protection
personnel during the construction period is organized and
implemented by Environment Protection Departments of Beijing and
Zhengzhou Railway Bureau. Environment protection experts from
universities, scientific research institute and operation and
management units are invited for instruction Short-term training
class can be participated. The training expenses are 300,000 Yuan.

Chapter 7 Estimation of environment protection investment
Estimated investment in environment protection related to the railway is
340,427,700, of which 326,668,700 is included in the project investment.
The assessment suggests increasing 13,759,100 Yuan. The total investment
in project is 35,068,654,000. Environment protection investment accounts
for 0.97% of the total project investment.
