The Ministry of Education and Science proposed the students in some fields of studies not to
pay university taxes. These fields are Mathematics, Chemistry, Physics, Educational Studies,
and Theology. If the choice of the first four is determined by the shortage of professionals in
these spheres, the motives for the last one are not clearly stated. In addition, the universities in
Bulgaria offer only programs in Orthodox Theology. The other religions in Bulgaria have no
university level theological training recognized by the state authorities.

Corte Costituzionale, Sentenza 12 ottobre 2018, n. 186/2018. (Detenuti in regime di 41-bis
e divieto di cuocere cibi in carcere. Dichiarazione di illegittimità costituzionale). La Corte
Costituzionale ha dichiarato incostituzionale l'art. 41-bis dell'ordinamento penitenziario nella
parte in cui non consente ai detenuti assegnati a quel regime di cuocere cibi in cella. La
disposizione censurata, infatti, viola sia gli artt. 3 che 27 della Costituzione. Alla luce degli
obiettivi cui tendono le misure restrittive autorizzate dalla disposizione in questione, le
limitazioni in materia di cottura dei cibi, secondo la Consulta, appaiono incongrue e inutili,
configurandosi come un'ingiustificata deroga all'ordinario regime carcerario, dotato di valenza
meramente e ulteriormente afflittiva. Potersi esercitare nella cottura dei cibi, al contrario,
costituirebbe una modalità, "umile e dignitosa", per tenersi in contatto con le usanze del
mondo esterno e la negazione dell'accesso a questa abitudine si configura come una lesione
all'art. 27, terzo comma, Cost., presentandosi come un'inutile e ulteriore limitazione, contraria
al senso di umanità.)
Tribunale Amministrativo regionale Lombardia, Sentenza 08 ottobre 2018, n. 2227/2018. Questione di legittimità costituzionale e legge regionale sull'edilizia di culto. (Il TAR
Lombardia ha rimesso alla Corte costituzionale, per contrasto con gli artt. 2, 3, 5, 19, 114, 117,
commi 2, lett. m), e 6, terzo periodo, e 118 Cost., la questione di legittimità costituzionale
relativa all’art. 72, comma 5, l. reg. Lombardia 11 marzo 2005, n. 12, nel testo risultante dalle
modifiche apportate dall’art. 1, comma 1, lett. c), l. reg. Lombardia 3 febbraio 2015, n. 2, nella
parte in cui, avuto riguardo alla tutela costituzionale riservata alla libertà religiosa, non detta
alcun limite alla discrezionalità del Comune nel decidere quando e in che senso determinarsi a
fronte della richiesta di individuazione di edifici o aree da destinare al culto. Ritiene infatti il
Tar che la domanda di spazi da dedicare all’esercizio di tale libertà debba trovare una risposta
- in un senso positivo o in senso negativo - in tempi certi, ed entro un termine ragionevole,
avuto riguardo sia ai tempi connessi alla valutazione di impatto sul tessuto urbanistico, a volte
indiscutibilmente complessa, sia avuto riguardo alla particolare importanza del bene della vita
al quale aspirano i fedeli interessati. La richiamata condizione di attesa a tempo indeterminato
e di incertezza rileva quale ostacolo all’esplicazione del diritto di libertà religiosa.)

The Supreme Court on 7th November, 2018 dismissed the cassation appeal of the prosecutor
against the teacher who had removed the cross from the wall in the teacher's room. The case
was not the question of the admissibility of hanging a cross in a teacher's room in a public
school, nor the question of the right of believers to manifest their religion, but the behavior of
the school director, as the employer of the plaintiff, and her co-workers, in the light of the
provisions on discrimination in employment.

The four projects of law on euthanasia – medical assistance in dying, presented on the
Portuguese parliament in May 2018, have not been approved. One of them, Project of Law
832/XIII/3.ª, from the Portuguese Socialist Party, was not approved by five votes (for: 110;
against: 115; abstain: 4). In particular, this project of law intends to “Proceed to the 47th
amendment to the Penal Code regulating the special circumstances for the practice of non-
criminal euthanasia”. The religious communities legally recognized in Portugal have fought
these proposals very actively. In addition to many public discussions and protests, they
presented for the first time a joint document against medical assistance in dying - Declaration
of the Interreligious Religions-Health Working Group. However, despite the defeat, left-wing
parties (and in particular them, the ones who have come forward with bills on euthanasia)
want to re-discuss and possibly vote on this issue in the next legislature (2019-2023).

challenges of debt and providing solutions? How far do faith–based and secular analyses of
personal debt in the UK today converge and intersect? What are their differences? A series

Dans l’arrêt du 13 mars 2018, la Cour constitutionnelle de Russie a précisé les differentia
specifica des activités missionnaires. A la suite de la promulgation en 2016 d’une série de
dispositions législatives concernant la règlementation des activités missionnaires, les juges
russes ont prononcé une sanction contre plusieurs personnes et associations religieuses (en
majorité des protestants) pour violation de cette règlementation. La Cour constitutionnelle a
affirmé que seules les activités de diffusion de l’information sur une association religieuse
ayant pour but d’amener une personne n’appartenant pas au groupe à y adhérer doivent être
reconnues comme activités missionnaires et soumises à la règlementation prévue par la loi.
Le Saint-synode de l’Eglise orthodoxe russe a adopté le 15 octobre 2018 la Déclaration
concernant l’empiètement du Patriarcat de Constantinople sur le territoire canonique de
l’Eglise orthodoxe russe en Ukraine.

été décidé que certaines rubriques et sous-rubriques changeraient d'intitulé : ainsi, « Débats
actuels » s’intitule désormais « Questions et débats actuels », « Autres groupes religieux »
devient « Autres groupes religieux et non religion » et « Opinions et croyances religieuses »
devient « Opinions, croyances et attitudes religieuses ». / Following the meeting of
correspondents held in Oslo on 26 September, it was decided that certain headings and
subheadings would change their titles; thus, "Current debates" is now entitled "Current issues
and debates", "Other religious groups" becomes "Other religious and non-religious groups"
and "Religious opinions and beliefs" becomes "Religious opinions, beliefs and attitudes".
