Stelling: biomassa is al gemeengoed
Biomassa is overal, zeker in onze groene Nederland
Grondstof met verschillende markten: Recreatiewaarde, landschap neemt in belang toe Voedsel, plantaardig en dierlijk onder druk Bio-energie in opkomst Transportbrandstoffen in opkomst Grondstof eerste verkenning
Biomassa wordt onderdeel van een verdringingsmarktSubsidies bieden tegen elkaar op!
Maar toch: bio-energie is een rariteit
Aandeel duurzame energie gering Aandeel bio-energie in duurzaam is aanzienlijk
Energie vraag per km2 is omvangrijk
Duurzame energie is extensief, zo ook bio-energie Vraag en aanbod past ruimtelijk niet bij elkaar
Nederland is niet zelfvoorzienend en zal dat nooit zijnImport van duurzame energie is onontkoombaarDit als aanvulling op binnenlands aanbod

Momentum is daar om bio-energie te versnellen.Is enige volwaardige en multifunctionele DE vorm
Levert warmte en elektriciteitInzetbaar op grote en kleine schaal
Is regelbaar!
Maar doorbraak bio-energie blijft uit!
Het actieplan biomassa, BERK, functioneert moeizaam Vergunningverlening van projecten is een crime Ondersteuningsintrumentarium onvoldoende stabiel Geen prikkels naar goedkoper, slimmer Geen prikkels naar integrale benadering
Pappen en nathouden en gerommel in de marge?Ik wil wel, maar de ander wil niet!
En dat terwijl Nederland toch voorop kan lopen als ze wil.Denk aan stortgas, AVI’s, omwenteling afvalmanagement.
De samenleving en energie
De samenleving: Heeft niet veel op met energie, dat is er gewoon! Weet heel goed wat ze niet wil Neemt geen verantwoordelijkheid voor de keerzijde Het wordt wel duurder, maar de overheid zorgt voor ons! Wil niet meer betalen voor duurzaam, leveringszekerheid Denkt korte termijn en voelt geen urgentie
Kortom: Van de samenleving moet je het niet hebbenDus de overheid en daarmee stimulering en
sturing blijft van cruciaal belang.
Meer bio-energie, maar hoe?
Durf naast kleinschalig ook grootschalig te denken!
Dus naast vergisters, AVI’s en regionale bio-WKK ook:Denken in centrales en grootschalige WKK.

De start van het experiment
Despite efforts on energy conservation the demand grows. Dutch Minister Economic Affairs announced in 2004:
“We need a 1,000 MWe coal fired power plant soon !” Power utilities in Netherlands agreed. Although co-firing of
biomass is common: fossil fuels are the back bone. Greenpeace came up with the idea to look after a more
renewable large scale option: + 90% biomass firing co-generation (CHP) units equal to 1,000 MWe.

Inside Greenpeace
National Departments are different from International Head Office. Each department is rather independent.
Greenpeace Nederland (GN) is the most pragmatic on energy. They support “Trias Energetica” approach.
GN takes responsibility for saying NO to traditional way of power production. They come up with alternatives.
GN states that a mix of wind/biomass/solar is needed aiming at minimal environmental impact and maximal sustainability. Negative side effects are part of life !
In 2004 GN transferred to a more open approach towards power utilities
Project Organization
The project “Opportunities for a 1,000 MWe biomass fired power plant in the Netherlands” was done by KEMA, independent consultants in energy
Basic assumptions related to sustainability and environment were defined by Greenpeace.
E.ON Benelux (Maasvlakte coal fired power plant) joined project from the start on as sparring partner.
KEMA acts as pivot and independent body between power industry, NGO’s and Governmental Authorities.

Criteria are in principle “Knock Out” criteria !
Result: Bio-residues are plausible sustainable.
