AD: The Boeing Company Airplanes
Published 05/04/2016 Docket #: FAA-2016-6147 Effective date 05/19/2016
The FAA is adopting a new AD for certain The Boeing Company Model 747-8 series airplanes. This
AD requires a detailed inspection for correct installation of the flex hose clamp of the occupant
backup air supply and a general visual inspection for damage of the flex hose, and related
investigative and corrective actions if necessary. The FAA is issuing this AD to detect and correct an
incorrect clamp installation on the inboard end of the flex hose, which allows the flex hose to
slowly become disconnected from the adjacent fiberglass duct, and damage to the hose. This
condition, in conjunction with a cargo fire event, can potentially lead to decreased airflow to the
main deck, possibly resulting in smoke and/or toxic fumes penetrating into the main deck
passenger compartment, which could result in injury to the passengers or cabin crew.

May 11, 2016 Press Releases FAA Air Traffic Report
Foggy conditions and thunderstorms will likely result in flight delays from central Missouri to Minnesota today. Delays from low visibility are possible in Chicago (MDW, ORD), Minneapolis (MSP) and St. Louis (STL). Cross-country flights may need to be routed around the weather systems, resulting in delays. Stormy weather across the Appalachians is expected to intensify this afternoon and could reroute flights in the high-altitude airspace around Cleveland, Indianapolis and Washington, D.C. The D.C.-area airports (BWI, DCA, IAD) and Philadelphia (PHL) may experience delays due to low clouds this morning, with rain showers and possible thunderstorms developing later in the evening. Cloud cover is expected to slow flights this morning in San Francisco (SFO). Rules
Final Rule: Viking Air Limited Airplanes
Published 05/31/2016 Docket #: FAA-2016-6628 Effective date 05/31/2016
The FAA is adopting a new airworthiness directive (AD) for Viking Air Limited Model DHC-3
airplanes that are modified with the Baron Short Take Off and Landing (STOL) kit (Supplemental
Type Certificate SA94-114 or SA 00287NY). This AD results from mandatory continuing
airworthiness information (MCAI) issued by the aviation authority of another country to identify
and correct an unsafe condition on an aviation product. The MCAI describes the unsafe condition as
a center of gravity that is too far aft contributing to a stall during takeoff and loss of control during
other phases of flight. We are issuing this AD to require actions to address the unsafe condition on
these products.
Final Rule: M7 Aerospace LLC Airplanes
Published 05/11/2016 Docket #: FAA-2016-4256 Effective date 06/15/2016

SA226-T, SA226-T(B), SA226-TC, SA227-AC (C-26A), SA227-AT, SA227-BC (C-26A), SA227-CC, SA227-
DC (C-26B), and SA227-TT airplanes. We received reports of failed elevator control rod ends due to
corrosion and lack of lubrication. This AD requires initial and repetitive inspections and lubrication
of the elevator control rod ends and bearings with replacement as necessary. We are issuing this
AD to correct the unsafe condition on these products.

The FAA is adopting a new airworthiness directive (AD) for certain The Boeing Company Model 777-
200 and -300 series airplanes equipped with Rolls-Royce Trent 800 series engines. This AD was
prompted by reports of heat damage to the strut aft fairing heat shield primary seal, as well as heat
and wear damage to the heat shield insulation blankets. This AD requires repetitive inspections for
cracks and heat damage to the strut aft fairing lower spar web structure (a flammable fluid zone
barrier), for wear to the heat shield primary seal, and, as applicable, for heat and wear damage to
heat shield insulation blankets; and related investigative and corrective actions if necessary. This
AD also provides optional terminating action for the repetitive inspections.
Final Rule: Establishment of Class E Airspace; Beach, ND
Published 05/11/2016 Docket #: FAA-2015-5801 Effective date 07/21/16
This action establishes Class E airspace extending upward from 700 feet above the surface at Beach
Airport, Beach, ND, to accommodate new Standard Instrument Approach Procedures for the safety
and management of Instrument Flight Rules (IFR) operations at the airport.
Proposed Rules
NPRM AD: Airbus Airplanes
Published 05/11/16 Docket #: FAA-2016-6431 Comments due 06/27/16
The FAA proposes to adopt a new airworthiness directive (AD) for certain Airbus Model A318-112
airplanes, A319-111, -112, -115, -132, and -133 airplanes, A320-214, -232, and -233 airplanes, and
A321-211, -212, -213, -231, and -232 airplanes. This proposed AD would require a one-time eddy
current conductivity measurement of certain cabin, cargo compartment, and frame structural parts
to determine if aluminum alloy with inadequate heat treatment was used, and replacement if
necessary.
NPRM: Airbus Airplanes
Published 05/11/16 Docket #: FAA-2016-6429 Comments due 06/27/16
The FAA proposes to supersede Airworthiness Directive (AD) 2015-05-02, for certain Airbus Model
A318, A319, A320, and A321 series airplanes. AD 2015-05-02 requires revising the maintenance or
inspection program to incorporate new, more restrictive airworthiness limitations. Since we issued
AD 2015-05-02, an evaluation by the design approval holder (DAH) indicates that principal
structural elements and certain life limited parts are subject to widespread fatigue damage (WFD).
This proposed AD would require revising the maintenance or inspection program, as applicable, to
incorporate new or revised structural inspection requirements.
NPRM: Rosemount Aerospace, Inc. Pitot Probes
https://www.federalregister.gov/articles/2016/05/11/2016-10931/airworthiness-directives-the-boeing-company-airplaneshttps://www.federalregister.gov/articles/2016/05/11/2016-10736/establishment-of-class-e-airspace-beach-ndhttps://www.federalregister.gov/articles/2016/05/11/2016-11094/airworthiness-directives-airbus-airplaneshttps://www.federalregister.gov/articles/2016/05/11/2016-10914/airworthiness-directives-airbus-airplaneshttps://www.federalregister.gov/articles/2016/05/11/2016-10930/airworthiness-directives-rosemount-aerospace-inc-pitot-probes
Published 05/11/16 Docket #: FAA-2016-6116 Comments due 06/27/16
The FAA proposes to adopt a new airworthiness directive (AD) for Rosemount Aerospace Model
851AK pitot probes that were repaired by CSI Aerospace, Inc. that are installed on airplanes. This
proposed AD was prompted by a report that certain pitot probes are indicating the wrong airspeed
during flight in icing conditions. This proposed AD would require inspecting the airplane to
determine the number of affected pitot probes installed and replacing the affected pitot probes.
We are proposing this AD to correct the unsafe condition on these products.
NPRM: The Boeing Company
Published 05/11/16 Docket #: FAA-2016-6427 Comments due 06/27/16
The FAA proposes to supersede Airworthiness Directive (AD) 2007-11-13, which applies to all The
Boeing Company Model 717-200 airplanes. AD 2007-11-13 currently requires revising the
Airworthiness Limitations Section (ALS) of the Instructions for Continued Airworthiness to
incorporate new removal limits for certain components of the flap system and to reduce the
inspection interval s for fatigue cracking of principal structural elements (PSE). Since we issued AD
2007-11-13, a new Airworthiness Limitations Instructions (ALI) revision was released that
incorporates nondestructive inspection (NDI) techniques and reduced repetitive inspection
intervals for three PSEs.
NPRM: The Boeing Company Airplanes
Published 05/11/16 Docket #: FAA-2016-6428 Comments due 06/27/16
The FAA proposes to adopt a new airworthiness directive (AD) for certain The Boeing Company
Model 787-8 airplanes. This proposed AD was prompted by reports indicating that certain wing
side-of-body stringer fittings have been installed with faying surface mismatch beyond the allowed
machining tolerance. This proposed AD would require inspection of certain stringer fittings for
faying surface mismatch common to the side-of-body rib chord, replacement if necessary, and
replacement of the clearance fit fasteners common to the side-of-body fittings and upper side-of-
body rib chord with tapered sleeve bolts. We are proposing this AD to prevent an unacceptable
reduction of the fatigue life in the upper side-of-body rib chord. Associated fatigue cracks can
reduce the structural capability to a point where it cannot sustain limit load, which could adversely
affect the structural integrity of the airplane.

NPRM: The Boeing Company Airplanes
Published 05/11/16 Docket #: FAA-2016-6430 Comments due 06/27/16
The FAA proposes to supersede Airworthiness Directive (AD) 2005-13-30, which applies to all
Boeing Model 737-100, -200, and -200C series airplanes. AD 2005-13-30 currently requires
repetitive inspections to detect discrepancies of certain fuselage skin panels located just aft of the
wheel well, and repair if necessary. Since we issued AD 2005-13-30, an evaluation by the design
approval holder (DAH) indicates that the fuselage skin is subject to widespread fatigue damage
(WFD), and we have received reports of cracks at the chem-milled steps in the fuselage skin. This
proposed AD would add new fuselage skin inspections for cracking, inspections to detect missing or
loose fasteners and any disbonding or cracking of bonded doublers, permanent repairs of time-
limited repairs, related investigative and corrective actions if necessary, and skin panel
replacement.

NPRM AD: ATR-GIE Avions de Transport Régional Airplanes
Published
05/12/2016
Docket #: FAA-2016-0077 Comments due 06/27/2016
We are revising an earlier proposed airworthiness directive (AD) for certain ATR—GIE Avions de
Transport Régional Model ATR42-500 and Model ATR72-212A airplanes. The NPRM proposed to
require measuring the gap between the Type III Emergency Exit doors and certain overhead
stowage compartment fittings; removing certain fittings from the overhead stowage compartments
and measuring the gap between the Type III Emergency Exit doors and the overhead stowage
compartment hooks, if necessary; and re-installing or repairing, as applicable, the Type III
Emergency Exit doors. The NPRM was prompted by a report indicating that interference occurred
between a Type III Emergency Exit door and the surrounding passenger cabin furnishing during a
production check. This action revises the NPRM by adding new proposed requirements for
modifying the overhead stowage compartments. We are proposing this supplemental NPRM
(SNPRM) to prevent interference between a Type III Emergency Exit door and the overhead
stowage compartment fitting installed on the rail; which could result in obstructed opening of a
Type III Emergency Exit door during an emergency evacuation. Since these actions impose an
additional burden over those proposed in the NPRM, we are reopening the comment period to
allow the public the chance to comment on these proposed changes.
NPRM AD: The Boeing Company Airplanes

05/12/2016
Docket #: FAA-2016-6670 Comments due 06/27/2016
We propose to supersede Airworthiness Directive (AD) 2013-19-04, which applies to certain The
Boeing Company Model 737-600, -700, -700C, -800, and -900 series airplanes. AD 2013-19-04
currently requires repetitive detailed and high frequency eddy current (HFEC) inspections for
cracking of the skin around the eight fasteners common to the ends of the station (STA) 540
bulkhead chords between stringers S-22 and S-23, left and right sides; related investigative actions
and corrective actions, if necessary; and provides an optional terminating modification. Since we
issued AD 2013-19-04, we have received reports of additional cracks that are larger and initiated
sooner than previously predicted. This proposed AD would reduce the inspection threshold and
repetitive inspection intervals. We are proposing this AD to detect and correct fatigue cracking in
the fuselage skin around the eight fasteners securing the STA 540 bulkhead chords. Such cracking
can result in rapid decompression of the cabin.

05/12/2016
Docket #: FAA-2016-6669 Comments due 06/27/2016
We propose to supersede Airworthiness Directive (AD) 2006-20-11, which applies to certain The
Boeing Company Model 757-200, -200CB, and -200PF series airplanes. AD 2006-20-11 currently
requires initial and repetitive detailed or high frequency eddy current (HFEC) inspections for cracks
around the rivets at the upper fastener row of the skin lap splice of the fuselage, and repairing any
crack found. Since we issued AD 2006-20-11, an evaluation done by the design approval holder
(DAH) indicated that the fuselage skin lap splice is subject to widespread fatigue damage (WFD).
This proposed AD would no longer allow the detailed inspections and would instead require
repetitive external HFEC inspections for cracking of the skin lap splices of the fuselage, and repair if
necessary. We are proposing this AD to detect and correct fatigue cracking at certain skin lap splice
locations of the fuselage, which could result in reduced structural integrity and rapid
decompression of the airplane.

Provisions
Published
05/12/2016
Docket #: FAA-2016-6142 Comments due 08/10/2016
This rulemaking would relieve burdens on pilots seeking to obtain aeronautical experience, training,
and certification by increasing the allowed use of aviation training devices. These training devices
have proven to be an effective, safe, and affordable means of obtaining pilot experience. This
rulemaking also would address changing technologies by accommodating the use of technically
advanced airplanes as an alternative to the use of older complex single engine airplanes for the
commercial pilot training and testing requirements. Additionally, this rulemaking would broaden
the opportunities for military instructors to obtain civilian ratings based on military experience,
would expand opportunities for logging pilot time, and would remove a burden from sport pilot
instructors by permitting them to serve as safety pilots. Finally, this rulemaking would include
changes to some of the provisions established in an August 2009 final rule. These actions are
necessary to bring the regulations in line with current needs and activities of the general aviation
training community and pilots.

Document #: 2016-11104
The FAA has assigned the Aviation Rulemaking Advisory Committee (ARAC) a new task to provide
recommendations regarding the certification of persons engaged in operations involving the
loading of special cargo. Assignment of this task is in response to National Transportation Safety
Board Recommendation A-15-014 which recommended that the FAA create a certification for
personnel responsible for the loading, restraint, and documentation of special cargo loads on
transport-category airplanes. This notice informs the public of the new ARAC activity and solicits
membership for the new Loadmaster Certification Working Group.

NPRM AD: Fokker Services B.V. Airplanes
Published 05/13/2016 Docket #: FAA-2016-6665 Comments due 06/27/2016
The FAA proposes to adopt a new airworthiness directive (AD) for all Fokker Services B.V. Model
F28 Mark 0070 and 0100 airplanes. This proposed AD was prompted by an aileron-wing flutter
analysis finding that when a hydraulic aileron actuator is not powered, while at least one aileron
flutter damper is inoperative (latent failure), the maximum speed currently defined in the airplane
flight manual (AFM) is insufficient to meet the required safety margin. This proposed AD would
require revising the AFM to include procedures to follow in the event of a hydraulic system failure
and abnormal flight control behavior. We are proposing this AD to ensure that the flightcrew has
procedures to follow in the event of a hydraulic system failure and abnormal flight control
behavior. If not corrected, this condition could lead to aileron flutter and possible reduced control
of the airplane.
NPRM AD: Saab AB, Saab Aeronautics (Type Certificate Previously Held by Saab AB, Saab
Aerosystems) Airplanes
Published 05/13/2016 Docket #: FAA-2016-6668 Comments due 06/27/2016
The FAA proposes to adopt a new airworthiness directive (AD) for certain Saab AB, Saab
Aeronautics Model SAAB 2000 airplanes. This proposed AD was prompted by a report that on some
airplanes, during the paint removal process for repainting the airplane, the basic corrosion
protection (anodizing and primer) coating was sanded down to bare metal on the aluminum skin
panels and the bare metal might not have been treated correctly for corrosion prevention. This
proposed AD would require an inspection of structural components of the airplane for any
damaged protective coating; inspections of those areas for pitting corrosion, if necessary; a
thickness measurement to determine if there is reduced skin thickness, if necessary; and repair, if
necessary. We are proposing this AD to detect and correct damaged protective coatings. This

condition could result in pitting corrosion damage; and reduced metal thickness, which could result
