nd The 2 Agri-Leadership Summit with a slogan of “Agriculture to Agri-business - Taking Rural Farmer Forward” was successfully organized from 18-20 March, 2017 at Surajkund, Faridabad, Haryana. The Agri-Leadership Summit-2017 had two distinct themes: promoting Haryana as a destination for Peri-Urban Agriculture/Horticulture/Allied activities and focus on Agribusiness and Marketing Leadership. Besides, there was focus on issues such as doubling of farmers' income, climate smart agriculture, micro irriga-tion/soil health, organic farming, risk management, A2 Milk production/dairying, aquaculture, agro forestry, agro product marketing, and agro industries etc. This summit fulfilled its objective of harnessing the vast and untapped growth potential of agriculture in Haryana for accelerated, inclusive and sustainable growth. This Agri-Leadership Summit provided the avenues for recognition, facilitation and incubation of the farmers. More than one lakh farmers, scientists, experts and planners participated in this mega event to know about the latest agricul-tural technologies showcased at this plat-form. Some of our agri-leaders proved their self in farm innovations and diversification of agriculture. They were recognized as “KHETI RATAN” and awarded with a cash prize of `1,00,000 at this summit. Being Agri-leaders in their respective field should be source of inspiration for other farmers. This kind of recognition will motivate the other farmers of the State to discover their hidden potential in farm innovations. I am highly impressed to see that the farmers have come out with new ideas and
innovations to tackle emerging challenges in the area of natural resource management, horticulture, organic farming, linking with market, processing and storage, dairying, bee-keeping. I t was also heartening to see that the farmers have started “branding” their products. It shows the increasing awareness among the farmers about quality, market demand and intellectual property issues. Further, it was also clear from the displays that agriculture need to be made “technology driven” and scientists will have to develop crop varieties having water and nutrient use efficiency which respond to organic farming. Research and Development in dairy sector should give priority to indigenous breeds of cows. This need to be particularly focused on panchagavya products to increase income of farmers as well. The Agri-Leadership Summit-2017 was very helpful in making agriculture more attractive and rewarding to the rural youth. Accordingly, the government has placed its emphasis on “Empowerment of Youth in Agriculture” that will help not only in boosting agricultural growth but generate more income also from both farm and off-farm enterprises. The efforts of Haryana Government are certainly in the direction of creating environment and establishing infrastructure keeping in mind the saying “Uttam Kheti Madhyam Baan..” both important professional activities to be in the hands of youths for prosperity of the State and that of the Nation as well.

Agri Leadership Summit-2017 Government of Haryana organized “2ⁿ� Agri Leadership Summit – 2017” at Suraj Kund, Faridabad from 18-20 March, 2017. Hon'ble Union Minister of Home Affairs Sh. Rajnath Singh said that ` 20,000 crore fund has been created under NABARD to achieve a target of bringing more than 76 lakh hectares of land under irrigation by the year 2019. The prices of urea and other fertilizers have been brought down and these are available without any hurdle. Production of Neem coated urea has not only enhanced potential of soil but provide higher return. He further informed that the Central Government had made a provision of ` 8000 crore for the promotion of dairy, poultry, fisheries and allied sectors in the year 2017-18.
Sh. S.S. Ahluwalia said the government is provid-ing various online platforms through different portals like
e-pashudhan, e-NAM and others through which youth can learn how to increase their productivity and sell farm product at best prices. Sh. Krishan Pal presented a tractor to Sh. Sajjan Singh, a progressive farmer of village Bhaktar Kheri, Charkhi Dadri for outstanding contribution in organic farming.
Haryana Agriculture and Farmers' Welfare Minister, Sh. O.P. Dhankar said that Haryana is promoting peri urban agriculture in the areas adjoining national capital and other important cities comprising around 4 crore population as potential consumer. He also urged the cattle breeders to rear one more buffalo so that Haryana could become number one in milk production in the country. He said that the Government is establishing Centers of Excellence for horticulture in all districts and also developing 340 villages as horticultural villages in the State. He conferred `1 lakh of cash prize to farmers for their outstanding performance in various fields. Sh. Brij Mohan Aggarwal, Agriculture Minister, Govt. of Chattisgarh emphasized on organic farming.

for developing a mechanism to transport researches, being carried out in laboratories, to the farms to ensure its appropriate usage for the sustainable growth of agricul-ture. He suggested that such summits should be held close to the farms. Lot of efforts are being made by the Central and the State Government to double the income of farmers by 2022 as envisioned by the Prime Minister, Sh. Narendra Modi. Haryana Governor Hon'ble Prof. Kaptan Singh Solanki while chairing the valedictory function said that the progress of the country lies in the progress of farmers, therefore if everyone takes one step forward, the country would take 125 crore steps forward and 21st century would belong to India. He appreciated the efforts made by the State Government to host 2nd Agri-Leadership
Summit. The summit was attended by lakhs of farmers and experts. Apart from giving away awards to the pro-gressive farmers, the Governor also gave away cheques of insurance money to the farmers under Pradhan Mantri Fasal Beema Yojana (PMFBY). Speaking on the occasion, Union Minister of Steel Ch. Birender Singh referred to the Prime Minister Sh. Narendra Modi's vision to double the income of farmers by the year 2022 and added that we would achieve this target with the initiatives being implemented. At this function Union Minister of State for Agriculture and Farmers' Welfare Mr Purshottam Rupala said that 30 per cent farmers have been brought under the ambit of PMFBY in its first year of implementation. This coverage would be increased to 40 per cent by the year 2017 and 50 per cent by 2018. He also offered all kind of support to make Haryana number one State in milk production. Member of Parliament and National President of Kisan Morcha Sh. Virender Singh Mast, Haryana Education Minister Sh. Ram Bilas Sharma, Transport Minister Sh. Krishan Lal Panwar, Madhya Pradesh Farmers' Welfare and Agriculture Minister Sh. Gaurishankar Chaturbhuj Bisen also addressed the farmers. District level Kisan Mela’s were organized by Department of Agriculture and Farmers’ Welfare in Rewari,
Farukhnagar (Gurugram), Ratia (Fatehabad), Kurukshetra, Pinjore, Barwala (Panchkula), Safidon (Jind) and Pundri
(Kaithal). These programs were organized by Deputy Directors of Agriculture where in Chairman HKA, Dr. Ramesh Kumar
Yadava was invited as a chief guest in these farmer fairs. The
main objective of these Kisan Mela’s was to interact with
farmers and to know their basic problems in farming. In his
address, Dr. Yadava encouraged the farmers for participat-
ing in such fairs, as these fairs provide the platform to
showcase their innovation and talents beside getting them
exposed to new technologies in Agriculture. He requested
the farmers to adopt organic farming in a scientific way and
reduce the overuse of chemical fertilizers and pesticides to
protect the environment and human health. He told that
Govt. is promoting organic farming and Gau-Samvardhan
in the State. He said that gaushalas would be linked with
the project to ensure the supply of organic manure in the
fields. He said that the demand of organic produce is

Dr R. S. Dalal, Member Secretary, HKA delivered a
key note lecture on “Extension Strategies for Peri-urban
Agriculture” in Agri-leadership Summit held on 20��
March, 2017 in the Technical Session Fourteen on
conservation agriculture for sustainable crop production
and climate smart agriculture & risk management of this
summit. The session was chaired by Dr Suresh Kumar
Gehlawat, Additional Director, Department of
Agriculture and Farmers' Welfare, Haryana while Dr
Ramesh Kumar Yadava, Chairman, HKA was the Nodal
officer of this Session. Other speakers of this session
were Dr. M. L. Jat, CIMMYT, Mr. Dharam Sharma,
Consultant crop insurance and Dr. Shikha Mehta, Asst.
Professor, CCSHAU, Hisar. They delivered lectures on
climate smart agriculture, risk management in agricul-
ture and bio-energy respectively. In his lecture, Dr. R. S.
Dalal, discussed about the extension strategies for Peri-
Urban agriculture and summarized the existing & New
Look Extension System in the State. He told that Haryana
has huge market for horticultural produce in Delhi and its
surroundings. For better returns of the farm produce, the
farmers were advised to form Producer Companies and
follow Group Marketing. Such new approaches will
definitely benefit the farmers of the state and curtail the
role of the inter-mediatory.

A District level farmer fair and exhibition aimed at promoting crop residue management practices was organised
by the Agriculture and Farmers’ Welfare Dept. Karnal on 20th January, 2017 on keeping soil healthy and a pollution free
environment. Dr Shyam Bhaskar, Member, Haryana Kisan Ayog was the guest of honour of the event along with other
officials and experts from the Agriculture Dept, Karnal.
Farmers took part in the fair in large numbers where many
amongst them were showcasing their farm produce and
value added products. Speaking in his inaugural address,
Dr. Shyam Bhaskar said that Kisan Ayog is dedicated
towards finding methods and ways of helping Govt. to
double the farmer's income by 2022. He said that for
fulfilling the needs of villagers and helping the
hardworking farmers, District level training camps will be
organised in various sectors of Agriculture such as
Dairying, Animal Husbandry, Beekeeping, Mushroom
Farming, Vegetable and fruit production. He urged farmers
to adopt the 'Pradhan Mantri Fasal Beema Yojana'
(PMFBY), which could reduce their losses. Hundreds of farmers were made aware of the effective management of the
farm waste, which could be used for several beneficial purposes, including bio fuel.
Dr. R. S. Balyan, Member HKA was the guest of honour at District level Kisan Mela organized by Deputy Directors
of Agriculture of Yamunanagar, Jhajjar, Bhiwani and Faridabad. Addressing the farmers, he said that our maximum
emphasis should be on use of modern technology to compete in the present day globalized scenario while keeping in
mind the health and safety of the mankind. He said that to ensure the best outcome of the hardwork of farmers, a
platform like these fairs has to be provided where the farm innovators can interact with scientists and planners for
better understanding and appreciating their efforts. He also argued for greater participation of farmers in priority
setting and decision making process. He appealed the
farmers that the use of chemical pesticides should be
stopped and bio pesticides methods such as making
insecticides from cow urine and neem etc. need to be
developed and promoted. The main attractions of the fair
were the modern equipments and the valuable informa-
tion provided by the Dept officials on subjects like organic
farming, soil health management, micro irrigation,
microfinance, agriculture marketing and cow conserva-
tion. Leaders of the farmers union requested the represen-
tatives of the Govt. to start more Govt. schemes for the
welfare of farmers. On these occasions representatives of
farmers' unions and other dignitaries were shared their
views.

Dr. Atma Ram,DDA, Bhiwani welcomed Dr. Balyan, Member, HKA
compared to ordinary produce. He informed the farmers about benefits of 'Pradhan Mantri Fasal Beema Yojana'(PMFBY), soil health cards and online agriculture produce marketing. He also appealed to the farmers to adopt natural resource management and drip irrigation for achieving the aim of “per drop more crop”. He emphasised on the cultural and social importance of the farming profession and on the need of educating the farmers in rural areas about the latest technologies in farming sector. De-risking Indian Agriculture – Crop
Insurance Way
A national seminar on “De-risking Indian
Agriculture – Crop Insurance Way” was organized by
University School of Management, Kurukshetra
University, Kurukshetra in collaboration with NABARD on
10�� Feb, 2017. The seminar was inaugurated by Sh. Harsh
Kumar Bhanwala Chairman NABARD and Dr. Ramesh
Kumar Yadava, Chairman, Haryana Kisan Ayog graced the
occasion as Guest of Honour during the inaugural func-
tion of this seminar. Welcoming the guests, Seminar
Director Prof. Sudesh Chhikara pointed out that the
University School of Mangement through this seminar
has endeavored to bring various stakeholders to this
scheme on crop insurance viz. policy makers, farm
representatives, lead bankers and NABARD, agricultural
scientists, critics and analysts, academicians and
researchers on a common platform.
In his address Dr. Ramesh Kumar Yadava
Chairman, HKA appealed for the adoption of organic
farming practices to improve the farm productivity and to
reduce cost of agriculture to make farm operations more
resilient and sustainable. He highlighted the importance
of crop diversification (to replace wheat- paddy cycle) and
facilitation of market oriented assured return on farm
operations with active intervention of Kisan Ayog. Dr.
Yadava also described PMFBY, 2016 as a best customized
risk transfer vehicle till date. The main objectives of this
new crop insurance scheme are to provide a risk cover -
financial support to the farmers of the country in case of
natural hazards, to stabilize the farm income and to insure
flow of credit to the agriculture sector. He stressed on the
use of technology such as smart phones to ensure easy
and quick implementation of the scheme. Farmers must
be updated on Agriculture Sector technologies, innova-
tions, best practices, weather forecast, market intelli-
gence and input availability through mobile phones,
kiosks, community radio programmes, dedicated TV
channel, print and multimedia.
Dr. Shyam Bhaskar reviewed new government
initiatives in the farmer's welfare and confessed that
strengthening of communication system and awareness
program may help in successful implementation of
PMFBY. He shared resolve of Haryana farmers’ commis-
sion and the govt. to overcome these implementation
glitches much before the ensuing kharif season with
wider crop area coverage in Haryana.
All dignitaries and participants at the seminar
appreciated the superiority of PMFBY, 2016 over earlier
such schemes for being very comprehensive to protect
crop during its whole life cycle, sowing, germination,
flowering and harvesting. Issues to its slower progress
and farmer reluctance were deeply debated at the
seminar and concern to fine tune such initiative the
infrastructure be strengthened.
Farmer's Fair on “Peri-Urban and
Organic Agriculture”
A District level farmer's fair on “Peri-urban
and organic agriculture” was organized on February
14, 2017 at Ekta Nursing Home, Ferozpur Jhirka, Nuh
with the help of Mewat Vegetable Farmer Producer
Company Limited, Jatka Siswana. The Chairman, HKA,
Dr. Ramesh Kumar Yadava was the Chief Guset on this

Biology and Sh. Tejpal Jatka, progressive farmer. More
than 250 farmers, farmer producer groups and number of
social activists of the region participated in this seminar.
The Chairman, HKA, inaugurated the function
and vegetable exhibition. After that, Dr. Azad Singh Dalal,
delivered a lecture on the thrust area for Peri-Urban and
organic farming in Nuh district as this region provides the
best opportunity about this sustainable approach of
farming. He told that peri-urban agriculture could be a
milestone in increasing the farmer's income for the
Mewat region as it's located in the vicinity of National
Capital Region. The requirement of vegetables, fruits,
apiculture, processed food items, dairy products and the
fisheries is increasing day by day in peri-urban areas. Sh.
Tejpal Jatka, President of the Farmers producing organiza-
tion “Mewat Vegetable Farmer Producer Company
Limited”, Jatka Siswana and progressive farmer shared his
experience to uplift the income through vegetable
production. He told that his organization is performing
excellent work in this region and set an example for other
farmers for making such farmers' producer organizations.
Speaking on this occasion Dr. R. S. Balyan,
Member, HKA motivated the farmers for adoption of
new technologies and diversification of agriculture. He
stressed upon the breaking of dominant rice-wheat
system and promotion of integrated farming approach.
He also informed the farmers about the key strategies for
doubling their farm income.
The Chairman, HKA, Dr. Ramesh Kumar Yadava
focused on the programs like adoption of diversification
of agriculture, organic farming, promotion of horticul-
ture/vegetable crops, use of latest information technolo-
gies, drip irrigation and ‘per drop more crop ’ to double
income by 2022. He encouraged and motivated the
farmers to make the Self Help Groups, FPOs etc for post
harvest management, processing, value addition and
marketing of their produce. He stressed upon the skill
development of rural youth and women farmers for
overall growth of State agriculture. An exhibition was also
organized at this function in which more than 50 farmers
participated and presented their organic farm produces.
The exhibition was evaluated and judged by Dr. Ramesh
Kumar Yadava & Dr. R.S. Balyan. The winners of this
exhibition were awarded with a certificate of apprecia-
tion and a cash prize `1000 for 1st position and ` 500 for
2nd position in different categories.

2017. Haryana Kisan Ayog was also a Co-organizer of this
event. Dr Ramesh Kumar Yadava, Chairman, HKA was the
Chief Guest in the prize distribution function of this event
and the dias was shared by Dr. Inderjeet Singh, Director,
CIRB, Hisar, Dr. B. N. Tripathi, Director, NRCE, Hisar, Dr. N.
K. Rakha, Dean PGS, LUVAS, Hisar and Dr. B. S. Poonia, Ex-
Director, CIRB, Hisar. The Mela was organized to encour-
age farmers and the persons opting dairying to manage
good quality buffalos and their conservation. Haryana is
the home of best breed of buffalo called “Murrah” and
therefore the government is putting lot of efforts to
maintain the pure breed. Dr. Inderjeet Singh, Director,
CIRB summarized the activities of the centre and
informed that CIRB became India's second center to
produce a cloned buffalo. He also informed that delegates
from eight countries i. e. Myanmar, Cambodia, Laos,
Philippines, Indonesia, Malaysia, Thailand and Vietnam
were participating in this event.
Speaking on this occasion, Dr Yadava said that the
dairy sector plays a very important role in sustaining the
rural economy. He stressed the farmers to adopt dairying
and elaborated the Haryana Govt.’s efforts in dairy sector
to make Haryana as number one State in availability of
milk per capita per day. He said that dairying provides not
only the employment to the family but also provides
necessary nutrition secutity to the family members. In
addition to that it generates additional income to the
farmers. He emphasized upon empowering farmers
particularly the youth and women with the latest knowl-
edge of dairying and animal husbandry. Dr. Yadava further
opined that all the animals should be got registered by the
farmers that will help in getting benefit of animal insur-
ance scheme. Prior to the function, the Chairman visited
the exhibition organized at this occasion. He was highly
impressed in seeing the machines applicable in dairy
farming, urea diagnostic kit and various animal products
displayed in the exhibition. He said that farmers should
adopt latest technology that will help in reducing the cost
of animal rearing and dairy management.
Six buffaloes of more than 21 kg milk/day got first
prize i.e. ̀ 21000 in this event whereas, sixteen buffaloes
of 18-21 kg milk/day got second prize i.e. ̀ 10000 and five
buffaloes of 15-18 kg milk/day got third prize i.e. ` 5000.

A National Conference on Emerging Areas of
Environmental Sciences and Engineering was organised at
Guru Jambheshwar University of Science and Technology,
Hisar by the Department of Environmental Science and
Engineering on 16-18 February, 2017. Dr Ramesh Kumar
Yadava, Chairman, HKA was invited as the Chief Guest of
the event. Prof Tankeshwar Kumar, VC, GJUS&T, Prof

occasion, Dr. Yadava said that development at the cost of
environment had caused much harm to people and there
was an urgent need to control the further degradation of
environment and India should set its own target for
reducing emissions of Co₂ and other green house gases.
Being an Agriculture expert, he emphasised on saving the
water in agriculture through use of micro-irrigation
techniques such as sprinkler and drip irrigation system.

Dr. Ramesh Kumar Yadava made an appeal to the scien-
tists and the young environment students to provide
methods as to how we can make fruitful use of the
farming waste.
Prof. Tankeshwar Kumar, VC, GJUS&T, said that
environmental pollution is a major global problem. He
said that burning crop residue in India contributes a lot in
enhancing carbon dioxide levels, strict actions and laws
are required to abate this issue. Prof Baldev Setia, Dean,
Academic Affairs, National Institute of Technology,
Kurukshetra stressed on the urgent need of technology
transfer in the agriculture sector mainly for irrigation
purposes as almost 70% of the water is consumed in
irrigating the fields, and nearly 40% of which goes wasted.
Water Camapign-2017
NABARD organized a seminar on “Water Day” on
March 22, 2017 at Chandigarh. Sh. K.S.Pannu, IAS,
Secretary, Irrigation, Punjab was the Chief Guest of the
seminar. Dr. Ramesh Kumar Yadava Chairman HKA and
Dr. R.S.Dalal Member Secretary HKA participated in the
seminar. It was told that NABARD has launched a major
water campaign covering around 1,00,000 villages in
vulnerable/ water stressed areas and more specifically
where the ground water is over exploited. The campaign
would essentially focus on creating awareness among the
rural community about the methods of water conserva-
tion, preservation and its efficient utilization using the
modern technologies like micro irrigation traditional
water management practices and adopting improved
package of agronomic practices. Dr. T.S. Puri consultant
WAPCOS gave a presentation on Conservation,
Management and Efficient Utilization of water with
specific reference to technologies for water harvesting,
recharge etc. for Haryana and Punjab. He said that
volunteers will increase awareness about various meth-
ods of rain water harvesting, efficient water use, recharg-
ing groundwater and integrated farming systems besides
facilitating creation of water conservation structures and
adoption of water efficient practices/ technologies
through convergence with the ongoing schemes of the
Government/ banks. The campaign will be carried out
with the help of stakeholders like banks, NGOs and state
officials. Sh. K.S. Pannu gave detailed deliberation on
water campaign and said it is the today's need.
Dr. Ramesh Yadava, Chairman HKA addressed the
seminar and emphasized the need to put up demonstra-
tions for rain water harvest on government land and
buildings to follow the principle of “seeing in believing”.
This will have a faster impact in bringing about awareness
among the farmers and the people at large about water
conservation. The farmers need to be supported for
adoption of water efficient technologies and for diversifi-
cation in cropping schemes as well.

Released Haryana Kisan Ayog has earlier prepared thirteen reports on agriculture & allied subjects and submitted to Govt.
of Haryana. In continuation to that another report entitled Important Recommendations of the Haryana Kisan Ayog has
been prepared. This report is also a synthesis of various
agriculture development related issues that requires
p r i o r i t y a c t i o n b y t h e G o v e r n m e n t . T h e s e
recommendations have been given after long &
exhaustive deliberations with stakeholders including
policy makers, scientists, and the farmers. The critical
issues on policy, research & development have been
identified which would certainly be highly informative
and valuable. This publication would certainly help the
State Government especially the planners, scientists and
the field functionaries in achieving the goal fixed by the
Prime Minister of India for doubling the farmers’ income

Success Story of Sh. Rajesh Kumar: A Progressive Farmer Sh. Rajesh Kumar, a progressive farmer from Sikandar Kheri village of Kaithal district, Haryana is the country's
first 'Haldhar Biological Farming National Award' winner in 2015. He started farming in 1995 with traditional methods
and initiated organic farming during 2002 with cultivation of vegetables on his 3 acres land. Initially, he faced lot of
problems in organic farming such as less production and marketing of organic produce. So he took some training on
“Organic Farming” from KVK Kaithal and State Department of Agriculture and Horticulture. After that he himself
started selling veggies in nearby villages and also got contract with mall for selling his organic produce. In the year
2011, his farm was certified and got license for production
of organic vegetables.
His farm has been visited by number of
experts from Dept. of Agriculture, Horticulture, ICAR,
CCSHAU, Hisar and other Agricultural Institutions. He
demonstrated his produce at various platforms including
Kisan Melas. Sh. Rajesh has credited a farm producer
group i. e. “Amrit Jaivik Kisan Club” for production and
marketing of organic produce. He has bagged several
National and State level awards from ICAR, CCSHAU, Hisar
and the State in the past. Now, he has been awarded with
“Jaivik Kheti Ratan” worth `1 Lakh, in Agri Leadership
Summit-2, 2017 at Surajkund, Faridabad by the Hon’ble
Agri Minister Sh. O.P. Dhankar. He has been a source of
inspiration for rural youth of Haryana.

Farmer FIRST training at CSSRI, Karnal Prof. Ramesh Kumar Yadava, Chairman, HKA visited ICAR-CSSRI, Karnal campus on 13�� January, 2017 as Chief
Guest in the valedictory function of farmers training programme entitled 'Sustainable Agriculture Production in Salt
affected agro ecosystems Problems and Solutions' organized under Farmer FIRST project from 11-13 January, 2017. Dr.
Parvender Sheoran, Sr. Scientist-cum-Training Organizer outlined the need of Farmers FIRST project and its objectives to
bridge up the technological and extension gaps for further enhancing the farm productivity and profitability. A total of 33
participants attended the training programme. Dr. Yadava said that rapidly declining interest of rural youth in farming
has necessitated that agriculture must be made a profit
making enterprize. He informed that to overcome the
problems caused by the slower diffusion of farm technolo-
gies, the 'Farmers FIRST' will definitely help to accelerate the
spread of farmer friendly agricultural technologies. He also
visited the CSSRI Technology Museum. He appreciated that
technological interventions developed by CSSRI have
brought over 2 million hectares of degraded lands under
crop production, which in turn has improved the economic
conditions of the farmers beside enhancing food production
and environmental quality in different salinity affected
