For the first time, IBTTA is joining forces with the Transportation Research Board (TRB) Committee on Managed Lanes and the Committee on Congestion Pricing to explore how our organizations can work together to forecast what innovations can support the ever-growing need for managed lanes and all-electronic tolling. Considering the existing methods, one goal of the conference is to identify future technologies that can interconnect our roadways while making it easy for customers to understand and use the roads. Managed lanes are key to these solutions and are essential test beds for the revelatory technology headed our way. Beyond the four high-level general sessions, the program will include three concurrent tracks – Business & Operations, Technology and Innovation “Tech” Talks. The North Texas Tollway Authority (NTTA) is keeping pace

with the regional demand for transportation through expansion of North Texas’ toll road system and implementation of improved operational efficiencies. The NTTA, a political subdivision of the State of Texas under Chapter 366 of the Transportation Code, is empowered to acquire, construct, maintain, repair and operate turnpike projects; to raise capital for construction projects through the issuance of Turnpike Revenue Bonds; and to collect tolls to operate, maintain and pay debt service on those projects.

As a division of the Texas Department of Transportation, the Toll Operations Division is a

customer-focused service provider that creates economic opportunities, stimulates investment and enhances quality of life by supporting high-performing transportation systems in Texas and beyond.

TRB Committee on Managed Lanes (AHB35)Co-Chairs: Casey Emoto and Chuck Fuhs This Committee is concerned with the evolving role of high-occupancy vehicle, high-occupancy toll and managed lanes in response to the challenges of congestion, energy consumption and climate change. The Committee examines methods for enhancing person throughput, energy conservation, air quality and user choices and safety through the optimization of preferential lanes, priority treatments and other supporting systems for bus transit, carpooling and vanpooling. The Committee’s activities focus on the planning, design, operation, pricing and evaluation of preferential lane facilities and on the development, validation and dissemination of theoretical, experimental and applied research related to preferential lanes. http://managedlanes.org

TRB Committee on Congestion Pricing (ABE25)Chair: Richard “Trey” Baker The Committee fosters research aimed to gain a better understanding of the technological, operational, business, administrative, political and institutional aspects of innovative congestion pricing of systems and services for all modes of transportation. Strategies include integrated transit, variable aviation pricing, parking pricing, parking “cash-out” and other mechanisms that seek to affect transportation demand and use. The Committee seeks to develop a comprehensive understanding of the effects of congestion pricing on the transportation system, in addressing passenger and freight mobility, transit and highway interdependence and interoperability of systems. www.trb-pricing.org

Policy Implications Affecting Customers and Customer Service Whose toll? What toll? Where and how much was I tolled? While driving on tolled facilities today, motorists and customers are faced with numerous variables and information rooted in policy. Existing facilities converted to cashless systems, authorities building new cashless facilities, and interstate highways expanding to include ETC express/HOV lanes have, at times, stressed the relationship between policy and operations. “If I don’t have a tag how I will I pay the toll? Is this an HOV lane and do I have enough passengers? Am I a violator, a license plate customer, or both? Why is the toll higher in the morning than at night? Why does my invoice have an additional fee associated with it? Why don’t I get a discount on this road? I don’t remember seeing a sign…” As the toll industry continues to embrace all-electronic tolling and managed lanes, legislators, lobbyists, commissioners, concessionaires and executives need

to research, analyze and develop policies and standards that support and guide decisions for successful implementation and operation. Often times, policy supports operations, but other times implementation of a policy is difficult at best.

The TRB Managed Lanes Committee (AHB35) and IBTTA invite you to submit applications for a poster session display at the IBTTA/TRB Joint Symposium on Managed Lanes and AET. This session will provide a unique opportunity to interact with an international audience in sharing experiences of your projects and research that feature transportation pricing and/or managed lanes.

The Joint Poster Session will highlight new research and lessons learned in planning, implementing and operating congestion pricing and managed lane projects. The objective is to share and discuss research findings and case studies that identify best practices for implementing successful projects.

While all relevant abstracts will be considered for this Symposium, the committee is especially seeking papers that address the following topics:

PART 1: P3 HITS THE HIGHWAY: TOUR DALLAS’ LBJ EXPRESS

TECHNICAL TOUR TECHNICAL TOUR – LBJ EXPRESS LANES & REVERSIBLE LANESSunday, July 16, 2017 8:00am – NoonFee: $40.00 per personLimited space – reserve your seat on page 15.

The LBJ Express team will host a bus tour of the $2.7 billion highway reconstruction project in North Dallas. The 13.3 mile P3 project has been open for nearly two years and is providing major congestion relief, faster speeds, lane choice and more reliable travel times for nearly 500,000 trips per day. LBJ Express is part of a regional managed lane system of nearly 120 miles that will be fully operational in the next few years.

Tour participants will get an up-close look at the spectacular, triple level, cantilevered highway, including the innovative managed lanes (marketed as TEXpress Lanes), which utilize dynamic tolling to provide real-time data for adjusting toll rates, reducing congestion and maintaining a minimum speed of 50 mph, even during peak travel time. The tour will also include a stop at the LBJ Express traffic management center for a look at the technology and people behind the scenes that manage the corridor 24 hours a day.

PART 2: DALLAS HOV MANAGED LANES TOURThis part of the tour will give participants a chance to see how moveable barrier HOV lanes can be implemented quickly and safely to expand road capacity, at a fraction of the cost of new road construction.

In 1991, a new HOV managed lanes facility was introduced on the East R.L. Thorton Freeway (IH-30) in Dallas, Texas. This system ran for just under five miles, and it used a moveable barrier to create contraflow lanes where vehicles in the peak traffic direction could cross over to the other side of the freeway and take advantage of the unused capacity from the off-peak direction. It was assumed that the system would remain functional until 1994, when traffic volumes were expected to rise to a level where new construction would be required. A TTI study claimed that the usefulness of the moveable barrier system could be extended “another three to four years” if on-ramps were closed and nearly 10% of the traffic diverted to other roadways.

Now in its third decade, the moveable barrier system has exceeded all estimates of its useful lifespan without any ramp closures or traffic diversions. The system has been expanded twice to include over 19 miles of barrier-protected HOV lanes. Commuters save an average of 14 minutes per day, with carpools increasing over 300% and bus ridership up 38%. The system has helped Dallas meet air quality goals with an average of 2.9 people per vehicle in the HOV lanes. The system was also recently upgraded with an automated lane closure system called the SwiftGate, which channels busses and carpools into and out of the HOV lanes without exposing traffic control workers to potentially unsafe conditions.
