ABERDEEN – The bald eagle won’t be on South Dakota’s list of endangered and threatened species any longer.

The state Game, Fish and Parks Commission held a public hearing on the national bird’s status during its meeting Thursday in Aberdeen.

No one testified. The silence told a story

of success. The state Wildlife Division’s management plan calls for an average of 25 active nests annually over a five-year period.

South Dakota now has five to six times that many.

John Cooper of Pierre, the commission’s chairman, recalled there were about 360 active nests nationwide in 1974 when he joined the U.S. Fish and Wildlife Service.

The vote was 7-1 Thurs-day for the de-listing.

Commissioner Jim Spies of Watertown cast the lone nay. He said he doesn’t see the plus side.

“I’ve read this many times and my question is why?” Spies said. “Who benefits from having it off? I don’t know why.”

Tom Kirschenmann, a top biologist for the Wildlife Divi-sion, said there isn’t a mon-etary gain from the change but there are connotations.

“That indicates to people things are going well, conser-vation and management are going well,” Kirschenmann said. “That just puts a posi-tive light on all conservation we’re doing.”

By the 1970s, bald eagles became rare in South Dakota, their population decimated by the use of DDT.

The U.S. Environmental Protection Agency banned the pesticide’s use in 1972. Slowly the species came back.

In 1992, a pair of bald eagles attempted to nest at Sand Lake National Wildlife Refuge, north of Aberdeen.

They didn’t succeed, but the attempt excited wildlife biologists.

Now the population of bald eagles is sufficiently strong that more than 140 pairs nested in the state this year.

There have been more than one dozen nests near the refuge in northern Brown County during recent years.

The refuge is a major rest-ing place for migrating geese in the spring and fall.

Golden and bald eagles continue to receive federal protection and generally can be taken only by holders of federal permits.

The bald eagle was one of the first endangered species when the state list was cre-ated in 1978.

It has been designated as threatened since 2003.
