1. PRESIDENTS MESSAGE Welcome to our new and returning families to Ringwood Little Athletics Centre for season 2013-2014. At Ringwood we are very humbled to be voted Victorian Top Centre Award for 2013. We were also fortunate to have won the EMR Top Centre Award also. I urge you to take a look at our trophies on our Website. This year we commence Ringwood’s 44th Season of Little Athletics. Ringwood Little Aths is a family Centre promoting family fun and fitness. Here at RLAC we work together as a Centre to provide our athletes with a safe and enjoyable environment to bring out the best in every little athlete. To ensure a well run Centre we require many hands to ensure our competition days run smoothly. We ask each family to volunteer at least one out of every three weeks. I encourage you all to read the Code of Conduct and Centre Policies sections of this handbook. The notice board, club tables and officials table provide families with a variety of information points. Please read our current news on our website www.rlac52.com.au and weekly newsletter which is sent to your nominated email account. We trust that you will have an enjoyable season at Ringwood Little Athletics. 2. OUR AIM The aim of Ringwood Little Athletics Centre Inc. is to develop positive attitudes and a healthy lifestyle in children through athletic related activities. This will be achieved by: Providing soundly based athletic activities, focusing on personal achievement

4. CLUBS
At Ringwood Centre there are 5 Clubs; each athlete is a member of a particular Club. Clubs have their own colours and uniform. Correct Club uniform MUST be worn while competing; this includes the Registration Chest Patch from LAVic. The Patch maybe sewn, pinned or velcro onto the front of the Top. NOTE: Athletes who do not wear correct uniform, INCLUDING THEIR PATCH, will not have a result recorded. Athletes will not be allowed to wear extra items of clothing with their uniform (e.g. track pants) whilst competing, except for hats. All Clubs have black shorts / bike shorts as part of the uniform. Shorts are to be plain black with NO PROMINENT patterns or logos eg. brand names showing and must be above the knee in length.

5. AGE GROUPS
5.1. Age Group Calculator Age Group for season is determined by age on the 1st October 2013 It is important that athletes are placed in the correct age group and birth certificate must be sighted.

6. CENTRE INFORMATION
6.1. Parent Participation and Rosters The Centre needs about 70 volunteers each Competition day to ensure all events are available to athletes and that each event is offered a number of times during the season. Without the required number of officials events may be cancelled or will be delay, and athletes will miss out. Parents are required to help out on Competition days according to the first letter of their surnames – A to F, G to N and O to Z. The Roster Group is advertised in the Weekly Track & Field Calendar section of this handbook and each week in the Newsletter. On special event days ie Centre Games we require all families to participate in the Roster and a duty will be allocated to each family registered for the special event. Parents are reminded to sign-in at the Officials table (located in front of the large grandstand) before going to an event. When parents sign-on they will be given a fluorescent vest to wear while on duty. Only Officials wearing these vests, and athletes, are permitted on the inside of fence and on field at RLAC. This is to ensure everyone’s safety. Also, when parents sign-on, points are allocated to the Club for the Harris Award which is presented at the end of the season.

6.2. Centre Registration Fee Refund Policy No refunds unless extenuating circumstances and then only after the following procedures are strictly adhered to:
All Centre registration fee refund requests must be received in writing (email accepted) to the athletes Club representative. The Club is then to forward this request to the Centre Secretary for processing
All refunds require RLAC committee endorsement at a scheduled Committee meeting.
If an athlete has paid in full but has not competed (validation required by the RLAC Records and Rankings official) then the refund value will be the full Centre registration fee less expenses the Centre incurred through the registration process which include:
o LAVic registration fee o Multiple child discount provided (if applicable) o EMR registration fee o AC Robertson fee o Credit Card fees o Any other outstanding fee or debt that the athlete owes to the
Centre
No refund request will be approved should the athlete complete a 2 week trial period prior to Registering.
Special circumstances will be considered by the RLAC committee upon validation of requested documentation.
6.3. Warm Ups It is essential for all athletes to be at the track and participate in the organised Warm-up session. On Saturdays this session is held at 8:30am, (Twilights at 5:30pm) and competition starts at the completion of warm-ups for U6-U10 Age Groups. U11-U16 program starts earlier with Javelin or Throws at 8.00am. This is due to safety reasons. Athletes are advised to do warm-up exercises throughout the morning to help prevent muscle injuries.

6.4. Adverse Weather Plan An email will be sent to all members by 8am on Saturday or 5.15pm on a Twilight Competition if a decision can be made early enough to cancel a Competition due to extreme weather conditions.
Otherwise, as a general rule, if the weather is wet or if the forecast is for extreme heat, still come to the track at the scheduled warm-up time. A final decision regarding holding competition, will be made by 9am on Saturdays – 6:30pm on Twilights – by the Committee. In these cases we will modify or cancel the scheduled program as deemed necessary.
If the weather becomes wet or extremely hot during competition time, a decision will be made by Committee members to modify or finish the program.
During extremely hot conditions, the Committee will make regular announcements about staying hydrated and being “Sun Smart”. We encourage all parents to ensure that their children are following these guidelines.
Parents are free to make their own decisions regarding whether their children should compete on such days.
6.5. Twilight Competition Each Season, we conduct several Twilight Meetings held on Friday evenings. Please note that there will be no Saturday Competition the morning after (except for a special split week where the U9-U16 compete on the Friday & the U6-U8 compete on the Saturday – see calendar for dates). Warm-ups commence at 5.30pm with competition commencing at 5.45pm for U6-U10 Age Groups. U11-U16 program starts earlier at 5.00pm with Javelin or Throws due to safety reasons.
The Centre will conduct a BBQ so all in attendance can have an enjoyable evening.

6.6. Insurance All registered Little Athletes are insured for medical and hospital expenses, less amounts recovered from other sources. They are covered during all Centre activities including associated travelling. Medical expenses include – Medical, Hospital, Dental, Funeral, Ambulance, Physiotherapy, Chiropractic, Therapy and Pharmaceutical costs payable on amounts not otherwise recoverable by a fund. An excess does apply on any one claim. Claim forms are available from the Centre Secretary and the LAVic office. Voluntary helpers are also insured whilst they are engaged in Centre activities or associated duties, providing they are members of Ringwood Little Athletics Centre Inc. and sign an Ordinary Members Form available at the Club Tables or Officials Table on request. Note: When attending the Centre or other LAVic approved activities at Proclamation Park; insurance does NOT cover non-athletics activities and activities outside the fenced area of the athletics track (e.g. the park opposite the gate to the track).
To minimise the risk of injury, athletes are advised to follow Competition Regulations and to ‘warm-up’ before an event. The Age Group Managers and Coaches will help you with the recommended stretching exercises. It is very important that all athletes arrive at the track at least 15 minutes before the beginning of Competition to participate in the organised Warm-up Session.
6.7. Canteen and BBQ The smooth running of the Canteen and BBQ each week is essential to the ongoing future of Ringwood Centre, as this is our main fundraising for the season. Please support both the Canteen and the BBQ by purchasing items and also helping serve or cook. All help is greatly appreciated.

7. COMMUNICATION Should you require information or want to raise an issue please see your Club representatives first. Club Presidents and Managers will often be able to assist you immediately and they represent you on the Centre Committee. To keep you informed as to what is happening around the Centre and how you can help your athletes achieve the most from Little Athletics, Ringwood Centre will be producing a Newsletter on a regular basis. Please advise your Club if any of your contact details change – including your email address Also check the Notice Board, talk to your Club people and visit our website.

8. CENTRE COMMITTEE MEETINGS It is important that all members of the Centre Committee attend these meetings, and that each Club has at least one representative in attendance. These meetings are where all the decisions and planning take place for the future direction of Ringwood Centre. These Meetings are the ideal forum to raise ideas and make suggestions regarding the general running of the Centre and Clubs. Meetings are open to all parents of athletes and interested persons.

As a rule it will be the 1st Monday each month. However, there are two exceptions which are:
November 2013, 2nd Monday of the Month due to Melbourne Cup
January 2014 where it will be the 2nd Monday of the Month. All meetings will be held at RAC Committee Room and commence at 7.30pm.

8.2. Annual General Meeting - 2014
The AGM will be held on a date TBC in May at 7.30pm until approximately 9.00pm the venue and date will be advertised in the Newsletter and on the website closer to the date.

9. UNIFORMS AND EQUIPMENT
9.1. Club Uniforms All Clubs have a competition uniform, which every athlete MUST wear during Centre competitions. All Clubs have a Club Top which is worn with plain black shorts. Shorts are to be above the knee and only small patterns or emblems/brands visible. The uniform also includes the LAVic chest patch which is given to each athlete on registration. The patch must be attached to the front of each athlete’s Top for the athlete to be eligible to compete in events. During competition the athlete is not permitted to wear a windcheater, track top, etc. Track pants are permitted in cold weather in throws events only. Any athlete who is not in CORRECT UNIFORM three weeks after their registration WILL NOT HAVE A RESULT RECORDED: THEREFORE A TICKET WILL NOT BE ISSUED. This will impact on the athlete gaining PB’s and Centre Records. It is a LAVic, insurance and sponsorship requirement that correct uniform is to be worn during competition – this includes the patch. All Uniforms are at a cost of $30.00. The Uniform Co-ordinator will be available from 9:00-10:00am each Saturday morning. CASH or CHEQUE only
9.2. Centre Uniforms An athlete competing at Region or State level, including the Cross Country competition, must be wearing CORRECT LAVic approved Ringwood Centre Uniform. LAVic will disqualify athletes competing at Region or State levels that are not in correct uniform. Centre uniform consists of black shorts (supplied by the athlete) and a RLAC singlet or crop top which can be purchased for $30. Please see the Centre Uniform Co-ordinator for further details. Undergarments - Club and Centre Uniforms
Tops: If a top is worn under a Club or Centre uniform the colour must be either the shirt colour or white Leggings/Compression Shorts: If worn under a Club or Centre uniform the colour must be the same colour as the shorts, black or natural. No logos are to be visible.

9.3. Spikes Spikes are only permitted for U12 – U16 age groups. Spikes are only permitted in laned events up to 400m, High Jump, Long Jump, Triple Jump and Javelin. Spikes are NOT permitted during unlaned circular events, except that spikes may be worn by U14, U15, and U16’s in the 800m & the 1500m running events. Track Management only permits 7mm conical spikes to be worn at the Ringwood Track. Athletes will be asked to change spikes if the spikes they have are unsuitable for the track surface. The Canteen usually stocks suitable spikes. If spikes are being worn, starting blocks must be used. SPIKES MAY ONLY BE WORN ON THE TRACK DURING COMPETITION – FOR SAFETY REASONS PLEASE REMOVE SPIKES WHEN WALKING ON ADJOINING AREAS, INCLUDING THE GRANDSTANDS, OR IN OTHER AREAS OF THE ARENA.
10. AFFILIATED BODIES LITTLE ATHLETICS VICTORIA (LAVic) Ringwood is one of 103 Little Athletic Victoria Centres in Victoria. LAVic is responsible for setting standards, maintaining competition regulations, keeping Little Athletics in the public eye and for conducting Championship events at State level.

EASTERN METROPOLITAN REGION (EMR) Ringwood Centre is one of 12 Centres in the Eastern Metropolitan Region. The Region administration is responsible for conducting Regional heats for qualifications to State championship events. Our Region also conducts coaching camps where athletes can learn from top-level accredited coaches.

11.3. Coaching Courses During the season, LAVic run several coaching and information sessions. These are an excellent way to learn more about athletics and be more involved with your child’s activities. Coaching Courses to be held in our Region will be advised through the Newsletter, announcements and website. If a parent/helper is interested in attending an Introduction to Coaching course please notify the Secretary or Coaching Co-ordinator Reinhart Hansen.

11.5. Junior Development Squad The Junior Development Squad (JDS) gives U12 – U16 athletes an opportunity to gain new skills and improve technical competencies through participation in coaching and training sessions with some of Victoria’s leading coaches. Training with other keen and enthusiastic squad members is both fun and motivational and helps develop new friendships based on an enjoyment of athletics. The emphasis on learning new athletic skills and improving existing ones is in a friendly and supportive environment. The program consists of numerous activities including coaching days, education sessions and role model sessions with elite athletes, invites to attend events and a highlight for the year is the JDS coaching camp.

JDS Qualifying continued:
JDS is open to all qualified athletes in the Under 12 to Under 16 age groups.
U11 athletes can only apply from June to September to be eligible for JDS next season.
JDS qualifying runs from October to September yearly, i.e. 1 full summer & winter season.
Athletes qualify in their current age group. Use your age group of the current season to check against the standards, not the age group you will be next season.
An athlete must qualify in 1 event twice at separate meets or 2 separate events once to be eligible, unless you achieve a Top 8 finish at either the State Multi Event or Cross Country Championships.
JDS applications open in June and close in March and will be on the website as an online entry only.
All applications using performances from season 2012 -2013 must be submitted by 1st October 2013, following this date the athletes must qualify in their new age group in season 2013 – 2014.
Supporting documentation (copy of results) must be supplied to verify the performance used on the application for all results other than LAVic Region and State Championships, otherwise application will not be accepted. These can be posted, faxed or emailed through, details below.
Athletes must qualify and re-apply each year to become members. The athlete must achieve the qualifying performances at any of the following.
1. Little Athletics Victoria Centre competition, Open days, Region & State Championships.
2. SSV State Championships (Primary or Secondary), SSA National Championships.
3. AV Shield, Youth Championships and events including “All Schools” competitions.
4. APS / AGS Combined finals.

12. SPECIAL EVENTS
Throughout the Season there are many special events for our athletes to attempt. We encourage all athletes to enter and compete in as many of these events as possible as it exposes them to different types and styles of competition.
12.1. RINGWOOD BRING-A-FRIEND DAY Friday 18th October 2013 Athletes are encouraged to invite a friend to join us for the evening to learn what we do at Little Aths while keeping fit and having fun. If your friend cannot attend on this night, they may come to any other of our regular competition meetings as a come and try athlete. There is a competition for those athletes who Bring-A-Friend. 12.3. RELAY TEAMS - BOX HILL, REGION & STATE RELAYS

For more information speak to our Team Manager, Warren Mullenger Box Hill Sunday 10th November 2013 – Box Hill Region Sunday 1st December 2013 – Yarra Ranges State Saturday 14th December 2013 – Lakeside Stadium, Albert Park There are regulations regarding qualifiers to progress from Region to State. We ask athletes to be available for both dates prior to entering a Team so that other members of the Team are not disadvantaged. The Centre pays the entry fee of $15 per Team for athletes competing in Region & State Relays Teams. Parents of participating athletes are required to do a duty at Region and State if they progress.

12.4. RINGWOOD U9-U16 OPEN MULTI EVENT Sunday 24th November 2013 – All Day. This event is open to all Victorian U9-U16 registered Little Athletes. This event is a good preparation for the State Multi-Event. It is a great opportunity for all athletes in these age groups to experience a different style of competition, and compete against athletes from other Centres. FREE entry for Ringwood registered athletes and $10 for athletes from other Centres.
12.5. LAVIC STATE MULTI-EVENT Day 1: Saturday 1st February 2014 - Bendigo Day 2: Sunday 2nd February 2014 - Bendigo Entry is via LAVic website and is $15 per athlete Competition will be held at Bendigo The multi-event is a test of an athlete’s all-round athletic ability. Competing in 5 events; 100m, Long Jump, Sprint Hurdles, Discus (Shot Put for Girls) and 800m. Points are allocated for the performance in each event using the Alberta youth table scoring system. The athlete with the most points accumulated is the multi-event winner. The number of events for U14 to U16 age groups have increased from 5 to up to 8 events spread across two days of competition instead of one. Important notes: - U14-16’s compete over both days.
12.6. RINGWOOD RELAYTHON Saturday 8th February 2014 - In association with LAVic this event is conducted to raise money for the Royal Children’s Hospital. The Relaython is conducted in Lane 1 while normal competition is in progress. Athletes in Lane 1 will carry a baton continuously for the duration of the competition.
12.7. RINGWOOD SPECIAL EVENT Saturday 15th February 2014 – 8.30am to 1pm. For Ringwood athletes only. This event will be taking the place of our Pentathlon Day, further information will be available in our Centre Newsletter. . Entry forms required and will be available from Club tables in November 2013.

12.8. REGION & STATE TRACK & FIELD Open to athletes in the U9 – U15 age groups. Entries need to be done on-line via the LAVic website. Region: Saturday 22rd and Sunday 23rd February – Nunawading State: Saturday 29th and Sunday 30th March – Albert Park Athletes may enter up to 4 events each. As with Relays, there are regulations regarding qualifiers to progress from Region to State.
LAVic eligibility criteria: Must have competed in minimum 4 Centre
Competition Days prior to close of entries and 50% of available Centre competition days since registration.
12.9. RINGWOOD CENTRE GAMES Saturday 15th March 2014 – All day. Centre Games is the big competition at Ringwood for the Track & Field season. Entry fee for these Games has been included in your registration fee. Medals are awarded to the first three placegetters in each final with ribbons to minor places. Points are also awarded to Clubs on athlete’s places in the finals. The winning Club at the end of the day is awarded the Bruce Seeley Shield. There is a fair and just points system in place so each Club has an equal chance of winning the Shield. Clubs are encouraged to have as many of their athletes enter as possible. Although this is a longer day than normal, our athletes have a lot of fun with many gaining medals or ribbons in their favourite events. Further information and entry forms will be available in January 2014. Eligibility criteria for Centre Games: Must have competed 50% Centre Competitions since registered with a minimum 5 days prior to Centre Games day.

15. CROSS COUNTRY 2014 Cross Country is a continuation of the Track & Field season; this competition is included in your registration fees for 2013/14. However, a small fee of between $20 to $30 will be required to register with Cross Country Team Manager, to cover the Sunday XC Open Days, Eastern 7 Reward Day and Region (EMR) entry fees. All athletes are encouraged to take advantage of this competition whether it is for general fitness or for preparation for the schools cross country competition. Our first race will be advertised in the weekly newsletter. If not currently registered for the 2013/14 Track and Field Season the Cross Country registration fee is $65 (this includes the LAVic Registration fees) plus the $20 to $30 Open Day fee mentioned above. Athletes are required to compete in a Competition Uniform as approved by Ringwood Centre Committee and can be purchased through the Team Manager. A Registration and Information Day will be held closer to the start of the new Cross Country Season. Cross Country is held on a Sunday morning between 10am and 12noon: with different Centres within our sub-Region taking turns to provide a suitable venue. Ringwood will be hosting one event this season and parent assistance is compulsory for all RLAC parents of competing athletes. If Sunday mornings is not convenient then we are able to run athletes from Ringwood at the Knox Saturday competition. Athletes compete in the same age group as they do for the Track & Field season 2013/14. Each age group has their own distances with Open Days allowing an athlete to run up one age group only. Boys and girls may run together depending on the size of the field of athletes on the day.

Cross Country 2014 continued As with Track & Field, athletes can be very competitive or they can run for fun and fitness. Each athlete competes in one race per day. Athletes may choose to compete in as many or as few venues as they wish during the season including Saturday & Sunday. The E.M.R XCountry Championships requires pre-entry registration through the Cross Country Team Manager. There is a minimum requirement of participation in 5 of the 8 Sunday competitions to be eligible for an award at “Eastern 7” (Sunday) Cross Country or an equal level of participation in the Knox (Saturday) events to be eligible for an award at “Eastern 7”. However, any athlete can compete on this day. Open Days are local Championships and both individual and team medals are awarded. Region and State Championships are held for U9-15 age groups with U6-8 only competing in the Regional event (subject to change) and U7 & U8 competing at State as an Invitational event only. 16. Members of Parliament Volunteer Awards 2013
Congratulations to Irene Harris who was awarded the Long Term
Volunteer Service Award. This award was determined by a panel which included Mike Symon the Federal Member for Deakin and was presented by Mike Symon on the 31st of July 2013.
Irene has been a volunteer at Ringwood Little Athletics Centre for more than 30 years. During this time she has held numerous positions on the
Committee and Executive Committee including President, Vice President and many years in the position of Championships and Special Events,
ensuring our “Special Event” days such as Pentathlon, Centre Games and Open Multi run smoothly. She also has been a long-term representative for Ringwood at EMR meetings.

17. Australian Little Athletic Championships (ALAC) 2013
The 2013 ALAC was held on the 28th April in Canberra. 22 U13 athletes and 4 U15 athletes with equal number of boys and girls represent each State. Ringwood once again had an athlete represented in the team. This is the 3rd consecutive Season for Ringwood to have someone make the Team. Congratulations to Amy Benifer who was selected for the U15 Multi Event which involved competing in 5 events - Long Jump, 100m, 90H, Discus and 800m. Points from each event are calculated to determine the winner. Amy finished 8 th overall. Winner of the Trevor Billingham Trophy for the Australian Teams Championship U13 was NSW, WA finished 2nd with Victoria a close 3rd. The 2014 ALAC will be held in Melbourne in May.

Aim: To recognise the athlete who had the overall best performance for the year in his/her age group. Award Qualification: 1. Age event qualification:
(a) U6 – U12 Must compete in all available events for that age group a
minimum of 3 times (b) U13 – U16 Must compete in at least 12 events for that age group a

20. Codes of Conduct and Policies The Ringwood Little Athletics Centre is affiliated with Little Athletics Victoria (LAVic) and with this affiliation we expect all our members to comply with the LAVic Codes of Conduct and Policies. Appropriate action may be taken in the case of any breaches. In the instance of a breach it must be reported to a Ringwood Little Athletics Centre Committee member in the first instance and recorded. The follow-up action will then be determined and communicated to all relevant parties upon receiving all facts relating to the breach. Little Athletics Victoria will ensure that all athletes, coaches, spectators, parents, officials and administrators are not prone to sexual abuse, neglect, physical abuse or emotional abuse. They will ensure that all persons are included, protected and not discriminated against in any manner. Little Athletics Victoria is registered as an Incorporated Association as protection for its Centres, Committees and its Members. Good Governance of a centre includes the following groups complying with Code Of Conduct and Policies:

Create a comfortable, safe & inclusive environment to encourage the involvement and participation of families
Advertise our Centre through the use of flyers, signage and word of mouth

Control the business of the Centre by being focused on objectives of the LAVic Constitution

Implement a succession plan to assist members and administrators
Identify and manage any financial or non-financial risks of the Centre
Create a mandatory minimum checking standard to keep children safe by ensuring Working with Children Checks are in place
20.1. Administrators’ Code of Behaviour
Involve children in the planning, leadership, evaluation and decision-making related to the activity.
Ensure that equal opportunities for participation in sports are made available to all children, regardless of ability, size, shape, sex, disability or ethnic origin.
Ensure that equipment and facilities are safe and appropriate to the ability level of participating children.
Ensure that rules, equipment, events and training schedules take in consideration the age, ability and maturity level of participating children.
Ensure that adequate supervision is provided by qualified and competent coaches and officials capable of developing appropriate positive behaviour and skill technique.
Remember that children participate for enjoyment and play down the importance of rewards.
Avoid allowing programmes to become primarily spectator entertainment. Focus on the needs of the participants rather than the enjoyment of the spectators.
Provide clinics aimed at improving the standards of coaching and officiating, with an emphasis on appropriate behaviour and skill technique.
Ensure that parents, coaches, sponsors, administrators, officials, physicians and participants understand their responsibilities regarding fair play.
Make available the Code of Conduct to spectators, officials, parents, coaches, athletes and the media.

Compliment all participants on their efforts.
Be consistent, objective and courteous in calling all infractions.
Condemn unsporting behaviour and promote respect for all opponents.
Ensure that the “spirit of the game” for children is not lost by using common sense and not over-emphasising errors.
Ensure that equipment and facilities meet safety standards and are appropriate to the age and ability of the participants.
Publicly encourage rule changes, which will reinforce the principles of participation for fun and enjoyment.
Ensure that your behaviour is consistent with the principles of good sporting behaviour. Actions speak louder than words.
Make a personal commitment to keep yourself informed of sound officiating principles and the principles of growth and development of children.
Hold a current Working with Children Check
Avoid use of bad language.
20.3. Parents’ Code of Conduct
Encourage children to participate if they are interested. However, if a child is not willing, do not force him or her.
Focus upon the child’s efforts rather than the overall outcome of the event. This assists the children in setting realistic goals related to his/her own ability by reducing the emphasis on winning.
Teach children that an honest effort is as important as victory, so that the result of each event is accepted without undue disappointment.

Encourage children to always participate according to the rules.
Never ridicule or yell at a child for making a mistake or losing an event.
Remember children are involved in Little Athletics for their enjoyment, not yours.
If you disagree with an official, raise the issue through the appropriate channels rather than questioning the official’s judgement and honesty in public. Remember, most officials give their time and effort for your child’s involvement.
Support all efforts to remove all verbal and physical abuse at Little Athletics activities.
Recognise the value and importance of being a volunteer official and/or coach. They give of their time and resources to provide recreational activities for the children and deserve your support.
Demonstrate appropriate social behaviour, by not harassing athletes, parents, coaches or officials, smoking on the arena or being intoxicated.
Avoid use of bad language.
20.4. Spectators’ Code of Conduct
Remember that children participate in Little Athletics activities for fun. They are not participating for the entertainment of spectators, nor are they miniature professionals.
Applaud good performances and efforts from each athlete. Congratulate all participants upon their performance regardless of the event outcome.
Respect the officials’ decisions. If there is a disagreement, follow the appropriate procedure in order to question the decision and teach the children to do likewise.
Never ridicule or scold a child for making a mistake during a competition. Positive comments are motivational.
Condemn the use of violence in any form, be it by spectators, coaches, officials or athletes.

Show respect for each participant. Without them there would be no events.
Encourage athletes to follow the rules and the officials’ decisions.
Demonstrate appropriate social behaviour by not harassing athletes, parents, coaches or officials, smoking on the arena or being intoxicated.

20.5. Coaches’ Code of Conduct
Be reasonable in your demands on young athlete’s time, energy and enthusiasm.
Teach athletes the rules of the sport are mutual agreements, which no one should evade or break.
Whenever possible, group athletes to give a reasonable chance of success.
Avoid over-coaching the better performing athletes, the “just average” athletes need and deserve equal time.
Ensure any physical contact with athletes is appropriate to the situation and necessary for the athlete’s skills development.
Avoid situations with your athletes that could be construed as compromising.
Remember that children participate for fun and enjoyment and that winning is only part of their enjoyment. Never ridicule or yell at the children for making mistakes or losing an event.
Ensure that equipment and facilities meet safety standards and are appropriate to the age and ability of the athletes.
Take into consideration the maturity level of the children when scheduling and determining the length of training times and competition.
Coaches should never solicit, whether overtly or covertly, or by actively recruiting athletes who are already being coached to join their squad.

Develop respect for the ability of opponents as well as for the judgement of officials and coaches.
Follow the advice of a physician when determining when an injured athlete is ready to recommence training or competition.

Play by the rules.
Never argue with an official. If you disagree, ask your Team or Age Manager to deal with the matter.
Control your temper. Verbal abuse of officials, coaches, parents or other athletes, deliberately distracting or provoking an opponent is not acceptable or permitted in our sport.
Work equally hard for yourself and/or your Centre/Club. Your Centre/Club’s performance will benefit.
Be a good sport. Applaud all good results whether they are by your Centre/Club, opponent or the other Centre/Club.
Treat all athletes, as you would like to be treated. Do not interfere with, bully or take unfair advantage of another athlete.
Co-operate with officials, coaches, club mates and other participants. Without them there would be no competition.

Participate in Little Athletics for the “fun of it” and not just to please parents and coaches.
Avoid use of bad language.
20.7. Health Policies
Little Athletics understands there are various factors that can affect a little athlete and as a result has adopted the following Policies:
20.7.1. Healthy Food Choice Policy The Association/Regions/Centres will ensure that a variety of healthy food choices are available at competition and various activities.
20.7.2. Heat Hydration Guidelines
The Association/Regions/Centres will ensure that we follow the Heat Hydration Guidelines provided by LAVic. Please refer to these guidelines on the LAVic web site http://www.lavic.com.au/
20.7.3. Smoke Free Policy All areas under the Association/Region/Centre venues are to be Smokefree – including clubrooms, change rooms, toilet blocks, spectator and competition areas. Centres will place No Smoking signs in prominent positions around the venues.
20.7.4. Sun Protection Policy
Association/Region/Centres are encouraged to provide shade structures at venues and make available SPF15+ or higher sunscreen. Athletes and Officials are advised to wear hats and carry drink bottles to events.
20.7.5. Responsible Alcohol Management Policy
There is to be no sale or consumption of alcohol during the conduct of any Little Athletics events. Where alcohol is consumed at functions the Association/Region/Centre will comply with Liquor Licensing Victoria regulations. For more detailed information on these policies, please refer to your Centre Policy Forms that must be signed off as part of a Centre’s affiliation with the Association. A person cannot be assigned to the following roles at Ringwood Little Athletics Centre (RLAC) unless they have a Working with Children Check (WWC):

20.7.6. Working With Children (WWC) Policy The Victorian Government through the Department of Justice has introduced the “Working with Children Act 2005,” which has distinct implications on the conduct of Little Athletics.
Parents who have a child registered at the Centre where they work or volunteer, are exempt from the WWC Check, unless they fall under one of the categories listed above and/or are a Centre Committee member.
Ringwood Little Athletics Centre encourages all volunteers and parents to undertake a Working with Children check. Once you have applied you must bring the receipt to the Centre to be recorded. Likewise when your card arrives this is also required to be sighted and entered in the RLAC register.
The WWC Check creates a mandatory minimum checking standard across Victoria. The WWC Check helps to keep children safe by preventing those who pose a risk to the safety of children from working with them, in either paid or volunteer work
If you work or volunteer with children you may need to apply for a WWC Check. Employers, volunteer organizations and agencies must ensure that any of their staff or volunteers who need a WWC Check have applied and received their WWC Cards.
If you are unsure whether you require a Working With Children Card, please see the President, Belinda Maaskant for more information. There are substantial fines in place if you are caught without a WWC card when you are required to have one

20.8. Safety Plans Here at Ringwood Little Athletics (RLAC) we strive to create a safe and enjoyable environment for our athletes and their families. Most safety precautions involve little more than commonsense. To achieve a safe little athletics environment we need co-operation from our officials, volunteers, athletes and spectators. General Safety around RLAC To provide the safest environment for our athletes, officials, volunteers, and spectators we encourage everyone to be aware of the events in progress (a discus, shot put or javelin may be thrown further or wider than expected). When crossing the track please be aware of the athletes competing in track events. No one is to walk across the centre of the athletics field. Walk
around the inside edge of the track or across the front of the high jump towards the throws cages. During competition we encourage spectators, families and non-competing athletes to remain behind the fence along the front straight. If spectators wish to view the athletes competing on the back straight, throws or high jump please walk around the outer edge of the track. We wish to discourage athletes from playing behind the stadiums and near the toilets. So athletes can hear announcements for their events and can be supervised by responsible adults. No one is permitted to slide down the grass embankment. This is to reduce chance of personal injury and to avoid interruption or distraction to athletes competing on the track. We encourage our members to adopt appropriate health and safety guidelines when handling heavy equipment and working in the canteen or BBQ. Such as bending knees when lifting. Be aware of hot surfaces and electrical equipment. Do not erect or dismantle tents/marquees single-handed. Use trolleys or work in pairs when carrying heavy equipment. Unacceptable behaviour A member of RLAC Committee will speak to an athlete or parent who displays unacceptable or unsporting behaviour. If the offence is of a serious nature it will be brought to the Centre Executive Committee’s attention for decision. (Refer to Code of Conduct sections in this Handbook).

Asthma One in five children is affected by asthma. Many will find that exercise may sometimes serve as a trigger for their condition. It is for this reason that parents, officials and coaches at Centre level must be able to recognise and adequately respond to an attack. Exercise-induced asthma typically occurs in running events of 400m or greater. If exercise induced asthma occurs during coaching or competition: a. The athlete should immediately stop the activity and be helped to rest. b. They should be assisted to take four puffs of their prescribed “reliever”
medication (puffer spray) as soon as possible. c. If no improvement has occurred after four minutes, they should repeat this
dose and an ambulance should be called. d. The athlete should be assisted to take four puffs every four minutes until
an ambulance arrives. e. If the athlete’s condition improves, they should be kept at rest until their
skin colour returns to normal. The parents/guardians should be informed of the attack and a medical check with a doctor advised.
Avoidance of exercise-induced asthma can be through the use of a “preventer”. (This section on Asthma is taken from Little Athletics Australia website) Blood Guidelines
a. It is the responsibility of all athletes to maintain strict personal hygiene by covering any cuts or abrasions with an impermeable waterproof dressing.
b. Open cuts and abrasions occurring during an athletic event or athletic training must be reported and treated immediately.
c. Athletes should avoid unnecessary contact with the blood of other athletes. d. Any athlete with an infectious disease should discuss the potential hazards
of participation with a doctor. Chronic carriers of a blood borne disease should also seek medical clearance and advice.
e. An athlete who has an open or bleeding wound (including blood nose), must leave the event at which they are competing until the bleeding is controlled and the wound is covered or dressed.
f. When bleeding cannot be controlled, the athlete must not be permitted to return to the event.
The safe handling of all blood spills must be brought to the attention of all Little Athletics parents and officials. (This section on Blood Guidelines is taken from Little Athletics Australia website) NOTE: In the event of an injury please report to the First Aid Officer located near Canteen.
