Latvijas Universitāte – nacionāls zinātnes centrs un ietekmīgs zīmols

Tuvojoties Latvijas Universitātes 95 gadu jubilejai, 2013. gadā tās darbība bija vērsta uz vienīgās zinātnes un klasikā tipa nacionālas universitātes pozīciju nostip­rināšanu. Apliecinājums tam ir gan nozīmīgu infra­struktūras projektu realizācija, gan akadēmiskie un zi­nātniskie sasniegumi, gan nacionālas un starptautiskas nozīmes atzinību iegūšana. Latvijas Universitāte ir parakstījusi līgumu par LU Aka­dēmiskā centra Torņakalnā pirmās kārtas tehniskā pro­jekta izstrādi, būvniecību un autoruzraudzību, uzsākti arheoloģiskās izpētes darbi. Plānots, ka jau 2015. gada augustā tiks pabeigta Dabaszinātņu akadēmiskā centra celtniecība, tas kļūs par ķīmijas, bioloģijas, medicīnas, ģeogrāfijas un Zemes zinātņu mājvietu. Pērn pēc nopietnas restaurācijas tika atklāts Kerkoviusa nams Kalpaka bulvārī 4, kas ir ne tikai viena no Rīgas arhitektūras pērlēm, bet arī LU Bibliotēkas mājvieta. Renovētajā ēkā darbosies arī LU Humanitāro un sociālo zinātņu pētījumu centrs. Tagad skaistais nams uzņem gan lasītājus, gan tūristus, jo tā krāšņajā interjerā stāstu par ēkas vēsturi var noklausīties ikviens interesents. Latvijas Universitāte 2013. gadā godam aizstāvējusi zinātnes universitātes titulu, dodot nozīmīgu ieguldī­jumu nacionālajā zinātnē. Izglītības un zinātnes minis­trijas un Ziemeļvalstu Ministru padomes sekretariāta veiktajā Latvijas zinātnisko institūciju darbības starp­tautiskajā izvērtēšanā starp 15 visaugstāk novērtētajiem zinātniskajiem institūtiem un augstskolu struktūrvie­nībām ierindoti seši Latvijas Universitātes institūti un fakultātes.Runājot par LU zinātnieku starptautiski gūto atzinību, īpaši jāizceļ prof. Andra Ambaiņa vadītā pētnieku grupa, kas saņēma prestižo Eiropas Pētniecības pado mes grantu

par kvantu ierīču priekšrocību un izmantošanas robežu pētījumiem. Prof. A. Ambainis ir pirmais pētnieks no Latvijas, kam tas piešķirts. Savukārt asoc. prof. Vjače­slava Kaščejeva sasniegumi, pētot kvantu nanoelektro­niku, novērtēti ar Pasaules Ekonomikas foruma Jauno zinātnieku balvu un Ministru kabineta atzinības rakstu. Asoc. prof. Jurģis Šķilters un Dace Visnola saņēma pres­tižo Fulbraita stipendiju studijām un pētniecībai ASV. Pateicoties pētniecībai, studiju programmu attīstībai un to kvalitātes pilnveidošanai, Latvijas Universitāte ir pir­mā Latvijas augstskola, kas iekļuvusi prestižajā “QS Top Universities” reitingā, ieņemot 701.–800. vietu. Latvijas Universitāte neapšaubāmi ir arī viens no ietek­mīgākajiem Latvijas zīmoliem. “Idea Group” mārke­tinga pētījumā Baltijā par zīmolu nozīmi un to ilgtspēju vairāk nekā 70% Latvijas iedzīvotāju atzinuši, ka viņus satrauktu, ja no tirgus pazustu astoņi zīmoli: “Google”, “Skype”, dziesmu un deju svētki, “Laima”, “Microsoft”, Raimonds Pauls, “Kārums” un Latvijas Universitāte. Turpinot mecenātisma tradīciju kopšanu, LU Fonds pērnā gada nogalē aizsāka skaistu iniciatīvu – ziedošanas kampaņu, kuras mērķis ir uz Alma Mater 95 gadu jubi­leju atjaunot pirms 77 gadiem tapušās LU Lielās aulas ērģeles. In anticipation of the 95th anniversary of the Univer­sity of Latvia, its activities in 2013 were focussed on strengthening the positions of Latvia’s only national scientific research university of the classical type. It was manifested in the implementation of significant infra­structure projects, academic and scientific achievements and the recognition both on the national and interna­tional scale. The University of Latvia has signed a contract on the development of the first­stage technical project, con­struction and the author’s supervision of the UL Aca­demic Centre in Torņakalns where the archaeological survey has been embarked upon. According to the plans, already in August 2015 construction of the Aca­demic Centre of Natural Sciences will be completed and it will provide home for the sciences of chemistry, biology, medicine, geography and the Earth. Last year, Kerkovius’s House at Kalpaka bulvāris 4, an architectural gem of Riga and the home of the UL Li­brary, was opened after substantial restoration works. The renovated building will provide premises for the UL Humanities and Social Sciences Research Centre. Now the magnificent building welcomes both readers and tourists and in its rich interiors every interested per­son can listen to the history of the house. The University of Latvia in 2013 remained faithful to its title of the scientific research university by giving a sig­nificant contribution to the national science. In the in­ternational assessment of Latvia’s scientific institutions’ activities, the Ministry of Education and Science jointly with the Secretariat of the Nordic Council of Ministers ranked six institutes and faculties of the University of Latvia among the top 15 scientific institutes and struc­tural units of the higher education establishments.When speaking about the international recognition won by the scientists of the UL, the researchers’ group supervised by Prof. Andris Ambainis deserves particular attention as they have won the prestigious grant of the European Research Council for the research of prospective

quantum computers and the scope of their use. Prof. A. Ambainis is the first researcher in Latvia who has received this grant. At the same time, the achievements of Assoc. Prof. Vjačeslavs Kaščejevs in the field of quantum nanoelectronics have been duly appreciated by giving the Young Scientists Award of the World Economic Forum and the Cabinet of Ministers Certificate of Merit. Assoc. Prof. Jurģis Šķilters and Dace Visnola received the prestigious Fulbright Scholarship for studies and research in the USA. Due to research work, development of study pro­grammes and improvement of their quality, the Uni­versity of Latvia is the first Latvian tertiary education establishment to enter the prestigious ranking “QS Top Universities” with the score 701–800. The University of Latvia is undoubtedly among the most powerful brands of Latvia. In the market survey conducted by Idea Group on the importance of brands in the Baltics and their sustainability more than 70% of Latvia’s residents responded that they would be re­ally anxious if eight brands disappeared from the mar­ket: Google, Skype, the Song and Dance Festival, Laima, Microsoft, Raimonds Pauls, Kārums and the University of Latvia. Continuing to foster the traditions of patronage, the UL Foundation at the end of last year launched a noble initiative – a donation campaign for renovation of the 77­year old organ in the Great Hall of the University to be completed for the 95th anniversary of Alma Mater. Everybody is invited to support this initiative. The guarantee of our success is the UL community, the best teachers and highly professional staff ensuring good quality and modern environment of studies great­ly appreciated by local and foreign students. In this year of the 95th anniversary of the University I wish every­body the very best of success in academic and scientific research work!

STUDENTI LU

LU ir lielākā un tradīcijām bagātākā augstākās izglītības iestāde Latvijā. 2013. gada beigās LU mācījās 15 100 studenti. Valsts budžeta dotētajās studiju vietās studējošo skaits bija 6885 (pamatstudijās – 4209, augstākā līmeņa studijās – 2676).2013. gadā LU tika uzņemti 5075 jaunie studenti: pamatstudijās – 3098, bet augstākā līmeņa studijās – 1977. LU P. Stradiņa medicīnas koledžā 2013. gadā studēja 823, bet LU Rīgas Medicīnas koledžā – 660 studenti. Rīgas Ekonomikas augstskolā un Rīgas Juridiskajā augstskolā, kuru līdzīpašniece ir LU, bija attiecīgi 455 un 476 studenti.

LU piedāvā plašas iespējas tiem, kas turpina stu­dijas doktorantūrā. 2013. gada beigās LU studēja 769 doktorantūras studenti, aizstāvēti 138 promo­ci jas darbi, kas ir par 10 vairāk nekā 2012. gadā, bet doktora zinātnisko grādu 2013. gadā ieguva 144 dok­toranti. Vislielākais aizstāvēto promocijas darbu skaits bija juridiskajā zinātnē – 22, vadībzinātnē – 16 un pedagoģijā – 13. 2013. gadā LU bija 18 doktoran­tūras skolas, kas nodrošina doktora studiju pro­grammu starpdisciplinaritāti. LU doktorantūras stu­diju programmas izvēlas arī daudzi citu augstskolu absolventi.

STUDENTS AT THE UL

The UL is the largest higher education establishment in Latvia and also richest in traditions. At the end of 2013, 15 100 students studied at the UL. The study places subsidized from the state budget were occupied by 6885 students (4209 – in the undergraduate studies and 2676 – in the graduate studies).In 2013, 5075 new students were enrolled in the University: 3098 – in the undergraduate studies, and 1977 – in the graduate studies. At the UL P. Stradiņš’ Medical College in 2013 there were 823 students, whereas at the UL Riga Medical College – 660 students. At Stockholm School of Economics in Riga and Riga Graduate School of Law partly owned by the UL there were 455 and 476 students respectively.

DOCTORAL STUDIES

The UL offers vast opportunities to those who continue their studies in doctoral programmes. At the end of 2013, 769 doctoral students studied at the UL, 138 promotion theses were defended, 10 more than in 2012, whereas the doctor’s degree in 2013 was received by 144 doctoral students. The biggest number of promotion theses was presented in the legal science – 22, in the management science – 16 and in pedagogy – 13. In 2013, there were 18 doctoral schools at the UL ensuring interdisciplinarity of the doctoral programmes. The UL doctoral study programmes are chosen by many graduates of other higher education establishments.

STUDIJU PROGRAMMAS UN E-KURSI

LU 2013. gadā bija iespēja studēt 131 studiju programmā (divās 1. līmeņa profesionālajās, 51 pamatstudiju programmā, 54 augstākā līmeņa un 24 doktora studiju programmās). Pirmo reizi tika akreditēta maģistra studiju programma “Diplomātija” sociālo zinātņu maģistra grāda iegūšanai diplomātijā. Licencēta un uzsākusi darbu jauna 2. līmeņa profesionālās augstākās izglītības maģistra studiju programma “Skolotājs”, kas ļauj iegūt profesionālo maģistra grādu izglītībā un 35 kvalifikācijas. Licencēta viena profesionālās piln veides izglītības programma. Apstiprinātas divas pedagogu profesionālās kvalifikācijas pilnveides pro­grammas. Slēgtas divas studiju programmas.Izglītības tematiskajā grupā LU īsteno 11 studiju programmas, humanitāro zinātņu un mākslas jomā – 33, sociālo zinātņu, komerczinību un tiesību jomā – 45, dabaszinātņu, matemātikas un informācijas tehnoloģiju jomā – 41, kā arī vienu studiju programmu inženierzinātnes, ražošanas un būvniecības jomā. 2013. gadā LU tika piedāvāti 3394 e­kursi, un to skaits salīdzinājumā ar 2012. gadu ir pieaudzis par 12. 2013. gadā LU tika piedāvātas 78 tālākizglītības programmas, un to skaits salīdzinājumā ar iepriekšējo gadu ir pieaudzis par 2,56% – tas skaidrojams ar to, ka pedagogiem bijusi nepieciešamība pilnveidot pro­fesionālo kvalifikāciju, kā arī paplašinājies LU piedāvāto valodu kursu programmu klāsts.

ABSOLVENTI

LU 2013. gadā absolvēja 5072 studenti, no kuriem 67,5% absolventu beidza pamatstudiju programmas. 78,5% absolventu bija sievietes.

STUDy PROGRAMMES AND E-COURSES

In 2013 the UL provided the opportunity to study in 131 study programmes (two 1st­level professional, 51 under graduate programmes, 54 graduate and 24 doc­toral study programmes). For the first time a master’s pro­gramme “Diplomacy” was accredited to receive a master’s degree in diplomacy. A second level professional higher education master’s programme “Teacher” was licensed and launched, enabling the students to attain a professional master’s degree in education and 35 qualifications. One professional development education programme was li­censed and two teachers’ professional qualification de­velopment programmes approved. Two study programmes were closed. In the thematic group of education the UL provides 11 study programmes, in humanities and arts – 33, in social sciences, commerce and law – 45, in natural sciences, mathematics and information technologies – 41, as well as one study programme in engineering, manufacturing and construction. In 2013 the UL offered 3394 e­courses, or 12 courses more than previous year. There were 78 continuing education programmes available at the UL, 2.56% up compared with 2012 – the rise was due to the teachers’ need to improve their professional qualifications and the increasing number of language course programmes offered by the UL.

GRADUATES

In 2013, 5072 students graduated from the UL, of whom 67.5% finished the undergraduate study programmes. 78.5% of the graduates were female.

STUDENTU SERVISS

LU Studentu servisā konsultatīvais un informatīvais atbalsts 2013. gadā nodrošināts integrēti akadēmiskos, karjeras un psiholoģijas jautājumos. Atskaites periodā nodrošinātas 129 individuālās karjeras konsultācijas un 213 konsultācijas psiholoģiskos un personīgos jau­tājumos. Grupu semināru piedāvājumus izmantojuši 203 studenti un LU absolventi. Karjeras prasmju pilnveidošanai tiek nodrošināta “CV darbnīca”, kas pārskata periodā novadīta 65 studentiem. 2013. gada oktobrī LU piedalījās projektā “Karjeras nedēļa”. LU fakultāšu un Studentu servisa pārstāvji viesojās Liepājā, Ventspilī, Cēsīs, kā arī uzņēma skolēnu grupas Universitātē. Atbalstot LU SP iniciatīvu, tika uzsākta mentoringa programma “Students studentam”. Tās mērķis ir ve­cā ko kursu studentu iesaistīšanās atbalsta nodrošinā­šanā 1. kursa studentiem. Programmu uzsāka 413 pirmā kursa studenti un 194 mentori.2013. gadā notika 27 ekspertu vadītas vieslekcijas dažādās LU fakultātēs. Vienlaikus tika izveidota jauna iniciatīva: studentu noslēguma darbu izstrāde atbilstoši uzņēmuma prasībām, kas tiks attīstīta kā darba devēju, akadēmiskā personāla un studentu sadarbības platforma. STUDIJU VIDES UZLABOšANA

LU 2013. gadā palielināts studijām un pētniecībai nepieciešamais informācijas resursu klāsts un uzlabota studiju vide – labiekārtotas bibliotēkas, mācību un darba telpas, noslēgusies MF zobārstniecības mācību klīnikas izveide u. c. LU studentu un mācībspēku, kā arī visu citu LU Bibliotēkas lietotāju vajadzībām nodota pilnībā renovētā ēka Kalpaka bulv. 4. MF un VFF pārcēlušās uz jaunām un atbilstoši iekārtotām telpām, attiecīgi Raiņa bulv. 19 un Aspazijas bulv. 5. Būtiski uzlabota studiju informācijas pieejamības un saziņas vide LUIS. Visās LU fakultātēs un dienesta viesnīcās ir pieejams bezvadu internets.

STUDENTU DIENESTA VIESNĪCAS

LU studentiem, kas nedzīvo Rīgā, tiek piedāvāta iespēja studiju laikā dzīvot dienesta viesnīcās. Astoņas LU dienesta viesnīcas nodrošina 2658 gultas vietas. Regulāri notiek dienesta viesnīcu labiekārtošana. Remontos die­nesta viesnīcās 2013. gadā ieguldīts 205 961 EUR, veikti gaiteņu un dzīvojamo istabu remonti, dušas telpās ierīkota pieplūdes un nosūces ventilācija. Ar LU SP atbalstu 2013. gadā 90 sociālās grūtībās nonākušie studenti saņēma 50% atlaidi dienesta viesnīcu īres maksai.

LU STUDENTU PADOME

LU SP pārstāv LU studentu intereses akadēmiskajā, sociālajā un kultūras jomā. 2013. gadā visu fakultāšu

STUDENT SERVICES

The UL Student Services in 2013 provided integrated consultations and information regarding academic, ca­reer and psychological matters. In the reporting period 129 individual career consultations and 213 consulta­tions in psychological and personal matters were deliv­ered. Group seminars were attended by 203 students and UL graduates. For improvement of career skills the CV Workshop is provided and in the reporting period it has been attended by 65 students. In October 2013 the UL took part in the project “Career Week”. The representatives of the UL faculties and the Student Services visited schools in Liepāja, Ventspils, Cēsis and received groups of pupils at the University. Supporting the UL SC initiative, a mentoring pro­gramme “Student to Student” was launched. The goal of the programme is to engage the students of senior courses in providing support to freshmen. The pro­gramme was started by 413 students of the 1st year and 194 mentors.In 2013, experts delivered 27 guest lectures in various UL faculties. A new initiative was also brought forth: drafting of the students’ graduation theses according to the company’s requirements to be further developed as the employers’, academic staff and students’ coopera­tion platform. The lists of topics for the graduation the­ses are published on the website www.diplomdarbi.lu.lv

IMPROVEMENT OF THE STUDy ENVIRONMENT

In 2013 the UL increased the choice of information resources required for studies and research and improved the study environment – libraries, study and work facilities – completed establishing a FM Dentistry Clinic etc. A fully renovated building of the UL Library was opened for the students, academic staff and all the other library users at Kalpaka bulv. 4. FM and FHP moved to new, appropriately accommodated premises at Raiņa bulv. 19 and Aspazijas bulv.5, respectively. The accessibility and communication environment was substantially improved in LUIS. Wi­Fi is available in all the UL faculties and residence halls.

ACCOMODATION

Those UL students, whose place of residence is not Riga, can find accommodation in the student resi­dence halls during their study years. Eight UL student residence halls provide 2658 beds. The residence halls are improved on a regular basis. EUR 205 961 were invested in the renovation in 2013; corridors, dormito­ries were refurbished, shower rooms supplied with me­chanical ventilation. In 2013, with the support from the UL SC, 90 students facing social problems received a 50% discount on their accommodation rent payments.

UL STUDENT COUNCIL

The UL SC represents the students’ interests in academic, social and cultural matters. In 2013, all the representative organisations of students employed

studējošo pārstāvniecības organizācijās darbojās ap­tuveni 300 vēlēti studenti, LU SP – 31 fakultāšu vēlēts pārstāvis un četri biroja darbinieki.2013. gadā LU SP rūpējās par LU studentu izaugsmi, piešķirot 15 652 EUR LU SP Projektu konkursam studentu zinātnisko, akadēmisko, kultūras, sociālo un sporta projektu ideju realizēšanai. Tādējādi tika veicināta studentu iesaiste zinātnē, paplašinātas viņu akadēmiskās iespējas, kā arī pilnveidota apkārtējā vide un ikdiena. LU SP šogad veicināja arī inovāciju ieviešanu studiju procesā, tam atvēlot atsevišķu finansējumu studiju procesa uzlabošanas konkursā.

LU STUDENTU PANĀKUMI

Latvijas Ekonomikas attīstības foruma zinātnisko dar­bu konkursā par otro labāko atzīts EVF absolventes Ingas Jēkabsones maģistra darbs “Labklājības pētīša­nas sistēma Latvijas pašvaldībām”. Žurnālā “Jurista Vārds” 2013. gada pētniecisko darbu konkursā pirmo vietu dalīja divi LU studenti – Dainis Pudelis un Juris Janums. JF notika starptautiskās tiesas procesa izspēles “Philip C. Jessup International Moot Court Competi­tion” Baltijas kausa izcīņa, kurā ceļojošo kausu ieguva pārstāvji no LU. Konkursā “Labākais jaunais tulkotājs”, kuru rīkoja tulkojumu birojs “Skrivanek Baltic” sadar­bībā ar piecām Latvijas augstskolām, uzvarēja HZF rakstiskās tulkošanas profesionālās maģistra studiju programmas students Aivars Mazzariņš.

MECENĀTU STIPENDIJAS

2013. gadā LU Fonds piedāvāja 14 stipendiju programmas izciliem, sabiedriski aktī viem, centīgiem stu dentiem (arī studentiem ar nepietiekamu materiālo nodro ši nā jumu). Stipendijas saņēma 329 LU un citu Latvijas augstskolu studenti, un to kopējā summa bija 431 657 EUR. Vislielākais konkurss bija uz “Ad verbum” stipendiju jaunajiem pētniekiem hu ma­nitārajās zinātnēs – 15 studenti uz vienu stipendiju. LU Fonds sadarbībā ar partneriem realizē mācību vides uzlabošanas, kā arī rekonstruk­cijas un mate­riāli tehnis kās bāzes uzlaboša­nas projektus. 2013. gadā reali­zēti projekti par kopējo sum mu 408 121 EUR. Pērn LU Fonds rīkoja labda rī­ bas koncer tu “Ērģeles lai mū­ žam skan!”, lai vāktu ziedo ju­mus ērģeļu at­jaunošanai LU Lielajā aulā.

approximately 300 elected students, the UL SC – 31 representatives elected by the faculties and four office staff members.Caring for the students’ personal development, the UL SC in 2013 allocated EUR 15 652 for the imple­mentation of students’ scientific, academic, cultural, social and athletic projects. The funding was distributed in the UL SC project competition. Thus the involvement of the students in science was achieved, their academic potential boosted and the quality of the environment and daily life improved. In 2013, the UL SC also facilitated the introduction of innovations in the study process through a separate funding programme in the Study process improvement competition.

ACHIEVEMENTS OF THE STUDENTS

In the competition of scientific works organised by the Latvian Economic Development Forum, the master the­sis of Inga Jēkabsone, the graduate of the FEM, came as the second best. In the magazine Jurista Vārds competi­tion of the research papers for 2013, the first place was shared by two UL students – Dainis Pudelis and Juris Janums. At the FL, “Philip C. Jessup International Moot Court Competition” was held and the challenge cup of the competition was awarded to the UL representatives. In the competition “The Best Young Translator” ar­ranged by the translation agency Skrivanek Baltic jointly with five Latvian higher education establishments, the winner was Aivars Mazzariņš, the student of the profes­sional master’s translation study programme at the FH.

PATRON SCHOLARSHIPS

In 2013 the UL Foundation offered 14 scholarship programmes for outstanding, publicly active and in­dustrious students (including those with insufficient fi­nancial means). The scholarships in the total amount of EUR 431 657 were distributed to 329 students from the UL and other higher education establishments of Latvia. The toughest competition – 15 students per one scholar­ship – was fought for the Ad verbum scholarship granted to the young researchers in humanities.

The UL Foundation jointly with its partners implements the projects focussed on the improve­ment of the study facili­ties, including reconstruc­tion and upgrading of the material and technical basis. In 2013, projects for the total amount of EUR 408 121 were im­plemented. Last year the UL Foundation arranged the charity concert “Let the Organ Play for Ever!”, with the aim to collect donations for the renova­tion of the organ in the Great Hall of the UL.

LU ZINĀTNISKIE SASNIEGUMI

Prestižajās datubāzēs “Web of Sience” un “Scopus” kopā bija ievietotas 567 LU publikācijas (attiecīgi 282 un 285). Pēdējo sešu gadu laikā (no 2008. līdz 2013. ga dam) “Web of Science” datubāzē iekļauti 960 LU pētnieku raksti. Žurnālu tematiskais sadalījums pēc nozīmības rāda, ka 65% LU 2013. gada publikāciju bijuši pirmās kvartiles žurnālos un 34% – otrās kvartiles žurnālos. Nozīmīgākās tēmas bijušas atomfizika, op­tika, ķīmiskā fizika, gastroenteroloģija, pārtika, mikro­bioloģija, farmācija, datorzinātnes un matemātika. Teorētiskajā zinātnē par galvenajiem zinātnes sasnie­gumiem atzītas divas LU pētnieku izstrādātās dator­zinātņu teorijas. Prof. Andris Ambainis novērtēts par izciliem rezultātiem kvantu skaitļošanas teorijā. Fiziķis asoc. prof. Vjačeslavs Kaščejevs izstrādājis kvantu sūkņu teoriju un tās pielietojumu nanoelektronikā, kas tiek izmantota Eiropas galvenajās metroloģijas laboratori­jās. Savukārt par būtiskākajiem sasniegumiem praktiski izmantojamu zinātnisko risinājumu izstrādē atzīti divi Latvijas zinātnieku veikumi, viens no tiem – CFI izpē­tītais pretestības pārslēgšanas mehānisms funkcionālos materiālos, paverot iespējas izgatavot terabitu atmiņu. Tāpat par vienu no būtiskākajiem sasniegumiem zināt­nē Latvijā atzīts arī ASI prof. Jāņa Spīguļa vadībā izstrā­dātais bezkontakta diagnostikas ierīces prototips ādas daudzveidīgai (multimodālai) attēlošanai. CFI pētnieki pabeidza pētījumu par skolēnu redzes pro­blēmām un izstrādāja prototipu, par kuru ir iegūts arī LR patents “Redzes funkciju novērtēšanas ierīce”. Pārskata periodā klajā nāca pētījums “Latvija. Pārskats par tautas attīstību 2012/2013. Ilgtspējīga nācija”, kas veidots SZF Sociālo un politisko pētījumu institūta vadībā. Latviešu valodas institūtā noslēdzies fundamentāls pētījums un izdota grāmata “Latviešu valodas gramatika”. Plašu rezo­nansi sabiedrībā raisīja “OECD Starptautiskās skolēnu novērtēšanas programmas 2012” rezultāti. Pētījuma au­tori Latvijā – PPMF pētnieki. Izglītības un zinātnes ministrija un Ziemeļvalstu Mi­nistru padomes sekretariāta Latvijas zinātnisko insti­tūciju darbības izvērtējumā starp 15 visaugstāk novēr­tētajiem zinātniskajiem institūtiem un augstskolu struktūrvienībām iekļauti seši LU institūti un fakultā­tes: ASI, CFI, LFMI, DF, ĢZZF, LU Fizikas nodaļa un Optometrijas un redzes zinātnes nodaļa.

UL SCIENTIFIC ACHIEVEMENTS

A total of 567 UL publications were placed in the prestigious databases Web of Science and Scopus (282 and 285 respectively). Over the last six years (from 2008 to 2013), 960 papers of the UL researchers have been stored in Web of Science database. The thematic distribution of journals shows that 65% of the UL publications for 2013 have been in the journals of the first quartile and 34% – in the journals of the second quartile. The most significant topics included nuclear physics, optics, chemical physics, gastroenterology, food, microbiology, pharmacy, computer sciences and mathematics. As the greatest achievements in the theoretical science, two computer science theories developed by the researchers of the UL were recognized. Prof. Andris Ambainis won recognition for excellent results in the quantum computing theory. Physicist, Assoc. Prof. Vjačeslavs Kaščejevs has developed a quantum pump theory and its application in nanoelectronics that is used in the Europe’s major metrological laboratories. Two significant achievements of the Latvian scientists in development of scientific solutions that are applicable in everyday life were also praised – one of them – the resistance switching mechanism in functional materials researched in the ISSP that opens the opportunities for creating the terabyte memory. Another significant achievement in the science of Latvia is a prototype of a no­contact diagnostics device for a multimodal imaging of skin developed under the guidance of Prof. Jānis Spīgulis in the INPS. The scientists of the ISSP have accomplished a research work of the pupils’ eyesight problems and developed a prototype, for which the RL patent “The Device for Assessment of the Eyesight Functions” was received. In the reporting period, the research work “Latvia. The Human Development Report 2012/2013. The Sustain­able Nation”, was published. It was compiled under the guidance of the FSS Institute of Social and Politi­cal Research. The Institute of the Latvian Language has completed a fundamental research and issued a book “Latviešu valodas gramatika” (“The Grammar of the Latvian Language”). A vast response in the public was evoked by the results of “OECD Programme for Inter­national Student Assessment”. The authors of the sur­vey in Latvia were the researchers of the FEPA. In the assessment of the activities of Latvia’s scientific institutions conducted by the Ministry of Education and Science and the Secretariat of the Nordic Coun­cil of Ministers, six UL institutes and faculties: INPS, ISSP, ILFA, FC, FGES, UL Physics Department and the Optometry and Vision Sciences Department were among the top 15 scientific institutes and departments of higher education establishments.

PRESTIGIOUS SCHOLARSHIPS TO SCIENTISTS

In 2013, the Fulbright Scholarship for studies and research was granted to Assoc. Prof. Jurģis Šķilters,

FMF prof. Jānim Spīgulim par ievērojamiem iz gud­rojumiem šķiedru optikā un biofotonikā pasniegta izgudrotāja Valtera Capa balva. Daliaņā (Dalian), Ķīnā, notikušajā Pasaules Ekonomikas forumā tika apbalvoti pasaules izcilākie prāti – četrdesmit jaunie zinātnieki no 19 valstīm, starp viņiem arī FMF asoc. prof. kvantu fiziķis Vjačeslavs Kaščejevs. Viņš saņēma arī Ministru kabineta atzinības rakstu. Savukārt CFI direktors Andris Šternbergs kļuvis par Baltijas zinātņu akadēmiju medaļu laureātu. DF prof. Andris Ambainis novērtēts par izciliem rezultātiem kvantu skaitļošanas teorijā, par ko viņš šogad saņēmis arī LZA augstāko apbalvojumu – Lielo medaļu un Eiropas grantu kā viens no 300 Eiropas izcilākajiem pētniekiem. Prof. Jānis Spīgulis from the FPM received the Inventor Valters Caps’ Prize for significant inventions in fibre optics and biophotonics. At the World Economic Forum in Dalian, China, the brilliant minds from all over the world – forty young scientists from 19 countries – were awarded and among them Assoc. Prof. Vjačeslavs Kaščejevs, quantum physicist from the FPM. He also received the Certificate of Merit from the Cabinet of Ministers.Andris Šternbergs, Director of the ISSP, was awarded the medal of the Baltic academies of sciences. Prof. Andris Ambainis from the FC was duly recognized for excel­lent results in quantum computing theory, which had already brought him the highest award of the LAS – the Great Medal – as well as the European grant to one of Europe’s 300 greatest researchers. Professor of the FL Kalvis Torgāns, Senator of the Department of Civil Cases, the Senate of the Supreme Court, was col­lectively elected the Supreme Court’s Man of the Year. Professor of the FEPA Tatjana Koķe, the Leading Re­searcher of the UL Institute of Biology Jānis Vīksne, Prof. Vija Zaiga Kluša, Head of the Pharmacology Chair at the FM, and Andrejs Spektors, the Leading Researcher of the Artificial Intelligence Laboratory,

the Mathe matics and Informatics Institute were decorated with the Order of Three Stars for their merit in service to Latvia. Prof. Ēriks Jēkabsons from the FHP was awarded the title “the Historian of the Year in Latvia” by the So­ciety for Research and Promotion of History, whereas Prof. Agnis Andžāns, the Head of the Correspondence Mathe matics School and the founder of Professor Cipariņš’ (Cipfer’s) Club, was decorated with the medal named after the beloved children’s writer and illustrator Margarita Stāraste.

ZINĀTNISKĀS KONFERENCES UN SEMINĀRI

2013. gadā LU rīkoja 218 konferences, seminārus, zinātniskās diskusijas, vasaras skolas u. tml. ESF pro­jekta “Inovatīva un praksē balstīta pedagogu izglītības ieguve un mentoru profesionālā pilnveide” laikā PPMF pētnieki divos gados kopumā organizējuši 52 semināru sēriju visā Latvijā. LU pētnieki plaši iesaistījās Letonikas 5. kongresā, un daļa tā pasākumu norisinājās arī LU. Starp nozīmīgākajām starptautiskajām konferencēm jā­min “Biofotonika Rīga”, ikgadējā izglītības vēsturnieku konference “Izglītība un vara: vēsturiskā perspektīva”, kas pulcēja dalībniekus no 130 universitātēm 32 pa­saules valstīs, ikgadējā Eiropas teorētiskās datorzinātnes asociācijas biedru konference “Starptautiskais Automā­tu, valodu un programmēšanas kolokvijs”, kas Latvijā notika pirmo reizi, kā arī konference “Adaptācija kli­mata pārmaiņām Baltijas jūras reģionā”. Rīgā un Ērgļos notika plaša starptautiska Rūdolfa Blaumaņa 150 gadu jubilejai veltīta zinātniskā konference. Jāpiemin arī 9. Starptautiskais kognitīvo zinātņu, loģikas un komu­nikācijas simpozijs “Uztvere un koncepti” un Ziemeļ­valstu arheobioloģijas simpozijs.

SCIENTIFIC CONFERENCES AND SEMINARS

In 2013 the UL organised 218 conferences, seminars, scientific discussions, summer schools etc. Within the framework of the ESF project “An Innovative and Practice­based Teacher Education and Professional Development of Mentors” the researchers of the FEPA in two years conducted a series of 52 seminars all over Latvia. The UL scientists were actively involved in the 5th Congress of Lettonics and part of its activities took place in the UL. Among the most significant conferences, “Biophotonics Riga”, the annual conference of education historians “Education and Power: Historical Perspective”, that attracted delegates from 130 universities in 32 countries, the annual conference of the European Association for Theoretical Computer Science members “The International Colloquium on Automata, Languages and Programming”, that for the first time was hosted by Latvia, as well as the conference “Adaptation to the Climate Change in the Baltic Sea Region”. In Riga and Ērgļi a major scientific conference devoted to the writer and playwright Rūdolfs Blaumanis’ 150 jubilee was held. The 9th International Symposium of Cognition, Logic and Communication “Perception and Concepts” and the Nordic Symposium on Archaeobiology should also be mentioned.The 71st Scientific Conference of the UL continued from January to March. The work of the conference was arranged in 10 plenary meetings and 150 section meet­ings, and in total more than 1700 reports were read.

UL INNOVATION CENTRE

The Innovation Centre has been operating since 2006. Its goal is to promote the commercialisation of the UL scientists’ research work and cooperation with businesses in the sphere of innovations. In 2013, the Innovation Centre assisted in submission of the application for one European patent on a new construction element with changeable heat insulation and the properties of heat and humidity accumulation. Thanks to the proactive work of the Innovation Centre, in 2013 the UL, jointly with Riga Technical University and a Norwegian partner organisation, established a company “Green Industry Innovation Centre”, that will take charge of the project on the Green Technology In­cubators and facilitate the cooperation of the academic personnel and the commercial sector locally and on the international scale. The Innovation Centre has taken part in various activities (The Cup of Ideas, The FEM Students’ Business Incubator), thus enhancing the pub­lic awareness of innovations and the role of scientists in the development and implementation of new products.The year 2013 saw successful completion of the ERDF co­financed project “Development of the Technology Transfer Contact Point at the University of Latvia”. Since the beginning of the project in 2008, 17 patent applications have been submitted, 56 commercialisation proposals prepared and 53 technology audits conducted.In 2013 the project “Patent Information Centre” co­financed by the European Patent Office was also suc­cessfully completed. During the implementation of the project the staff of the Innovation Centre attended 3 training seminars and carried out 17 searches for patents both in the works of the UL scientists and in the interests of businesses.

LU 71. zinātniskā konference noritēja no janvāra līdz martam. Konferences darbs tika organizēts 10 plenār­sēdēs un 150 sekciju sēdēs, un kopumā nolasīts vairāk nekā 1700 referātu.

LU INOVĀCIJU CENTRS

Inovāciju centrs darbojas kopš 2006. gada. Tā mērķis ir veicināt LU zinātnieku pētījumu rezultātu komercia­lizāciju un sadarbību ar uzņēmumiem inovāciju jomā. 2013. gadā Inovāciju centrs atbalstījis viena Eiropas pa­tenta pieteikuma iesniegšanu jaunam būvelementam ar maināmu siltumizolāciju, siltuma un mitruma uzkrāša­nās īpašībām. Pateicoties aktīvam Inovāciju centra darbam, 2013. gadā LU sadarbībā ar Rīgas Tehnisko universi­tāti un partnerorganizāciju no Norvēģijas nodibināja uzņēmumu “Green Industry Innovation center”, kurš būs atbildīgs par Zaļo tehnoloģiju inkubatoru projekta īstenošanu un sekmēs akadēmiskā personāla un komercsektora sadarbību vietējā un starptautiskā mērogā. Inovāciju centrs iesaistījās dažādās aktivitātēs (Ideju kauss, LU EVF Biznesa inkubators), sekmējot sabiedrības izpratni par inovāciju un zinātnieku lomu jaunu produktu izstrādē un ieviešanā.2013. gadā sekmīgi noslēdzās ERAF līdzfinansētais pro­jekts “Tehnoloģiju pārneses kontaktpunkta attīstība Lat­vijas Universitātē”. Kopš projekta uzsākšanas 2008. gadā iesniegti 17 patentu pieteikumi, sagatavoti 56 komercia­lizācijas priekšlikumi, veikti 53 tehnoloģiju auditi.2013. gadā noslēdzās arī Eiropas Patentu iestādes līdz­finansētais projekts “Patentu informācijas centrs”. Pro­jekta īstenošanas laikā Inovāciju centra darbinieki ap­meklēja 3 apmācību seminārus, kā arī veica 17 patentu meklējumus gan par LU zinātnieku izstrādnēm, gan uzņēmēju interesēs.

STARPTAUTISKĀ SADARBĪBA

INTERNATIONAL COOPERATION

LU pievērš lielu uzmanību studiju procesa un pētniecī­bas internacionalizācijai, lai piedāvātu visu līmeņu stu­dentiem, zinātniekiem un mācībspēkiem daudzveidīgas iespējas studēt, praktizēties, kā arī veikt kopīgus pētī­jumus ar ārvalstu kolēģiem Latvijā un ārpus tās. Šādu piedāvājumu skaits pēdējos gados ir ievērojami audzis. 2013. gadā LU turpināja piedalīties sadarbības tīklos: EUA, UNICA, “Campus Europae”, “UTRECHT net­work”, turpināja pildīt BSRUN (Baltijas jūras reģiona universitāšu sadarbības tīkla) sekretariāta funkcijas. LU aktīvi iesaistījās arī Baltijas inovatīvo pētījumu un Tehnoloģiju institūta (BIRTI) platformas projektā.

SADARBĪBAS LĪGUMI

LU ir noslēgti 128 divpusējās sadarbības līgumi ar augstskolām 42 valstīs. 2013. gadā tika noslēgti 15 jauni divpusējie sadarbības līgumi ar augstskolām Argentīnā, Azerbaidžānā, Ķīnā, Gruzijā, Indijā, Kazahstānā, Ma­laizijā, Melnkalnē, Krievijā, Dienvidkorejā un Taizemē. Līgumi fakultāšu līmenī ir noslēgti ar Vitebskas Valsts medicīnas universitāti (VFF) un Aveiro Universitāti (EVF).

APMAIņAS STUDENTI

2013. gadā 486 LU studenti dažādās apmaiņas programmās vienu semestri vai gadu studēja LU partneraugstskolās Eiropā, Amerikā, Āzijā. Arī LU kļūst aizvien pievilcīgāka gan kā studiju, gan kā pētniecības vide – kopumā 467 ārzemju studenti izvēlējās apmaiņas studijas mūsu Alma Mater, un tas ir par 47 vairāk nekā pērn. Visplašākā apmaiņa notiek “Erasmus” programmas ietvaros – LU noslēgti 600 sadarbības līgumi ar vairāk nekā 323 augstskolām 31 Eiropas valstī.

The UL pays great attention to the internationalisation of the study process and research in order to be able to offer the students at all levels, scientists and teachers a wide choice of study and practice opportunities and the chance to engage in joint research projects with foreign colleagues in Latvia and abroad. The number of such offers in the recent years has significantly grown. In 2013 the UL continued to participate in the cooperation networks: EUA, UNICA, “Campus Europae”, “UTRECHT network”, to fulfil the functions of BSRUN (Baltic Sea Region University Network) secretariat. The UL was also actively involved in the project on the platform of the Baltic Institute of Research, Technology and Innovation (BIRTI).

COOPERATION AGREEMENTS

The UL has signed 128 bilateral cooperation agreements with higher education establishments in 42 countries. In 2013, 15 new bilateral cooperation agreements were concluded with the higher education establishments in Argentina, Azerbaijan, China, Georgia, India, Kazakhstan, Malaysia, Montenegro, Russia, South Korea and Thailand. Agreements on the faculty level have been signed with Vitebsk State Medical University in Belarus (FHP) and with the University of Aveiro in Portugal (FEM).

ExCHANGE STUDENTS

In 2013, 486 UL students studied in various one­semester or one­year exchange programmes at the UL partner universities in Europe, America and Asia. The UL is becoming increasingly attractive both as a study and research location – in total 467 foreign students chose the exchange studies at our Alma Mater, or 47 more than in the previous year. The greatest exchange is taking place in the framework of Erasmus Programme where the UL has signed 600 cooperation agreements with more than 323 higher education establishments in 31 European countries.

STUDIJU PROGRAMMAS SVEšVALODĀS

LU piedāvā studiju programmas ne tikai latviešu, bet arī angļu valodā, kā arī citās svešvalodās. To skaits ar katru gadu pieaug. 2013. gadā svešvalodā LU bija iespēja studēt 48 studiju programmās – 24 pamatstudiju un augstākā līmeņa studiju, kā arī 24 doktorantūras studiju programmās. Kursi programmās tiek docēti latviešu, an gļu, somu, zviedru, dāņu, itāliešu, spāņu, latviešu, so mu, igauņu, vācu, franču, krievu, čehu, poļu un por­tu gāļu valodā.

PERSONĀLA APMAIņA

2013. gadā turpinājās mācībspēku un studentu apmai­ņa programmas “Erasmus Mundus Action 2” projektu “Triple I” un “AURORA” (apmaiņa ar Krievijas augst­skolām), kā arī “JoinEU­SEE III” (apmaiņa ar Rietum­balkānu valstu augstskolām) ietvaros. Mācībspēku un studentu apmaiņa 2013. gadā turpinājās arī 2011. gadā apstiprinātajā “Erasmus Mundus” projektā “MOVER” (apmaiņa ar Dienvidaustrumāzijas valstu augstskolām), kā arī turpinājās sadarbība projektu “CENTAURI” (ap­maiņa ar Centrālāzijas valstu augstskolām) un “Lot 3b” (apmaiņa ar universitātēm Okupētās Palestīnas terito­rijā) ietvaros. 2013. gadā Eiropas Komisija apstiprināja vēl divus projektu pieteikumus (sadarbības programmas “Erasmus Mundus Action 2” ietvaros), kuros LU ir vie­na no partneraugstskolām – “AURORA II” (apmaiņa ar Krievijas augstskolām) un “AESOP” (apmaiņa ar Dien­vidāfrikas augstskolām). Pietiekšanās šiem projektiem sākās 2013. gada nogalē, un nākotnē tiek plānota stu­dentu, pasniedzēju un akadēmiskā personāla apmaiņa. 2013. gadā noslēdzās “LLP/Erasmus” projekts “IBAR: Identifying barriers in promoting European Standards and Guidelines for Quality Assurance at institutional level”, kurā kā partneris piedalījās arī LU. Projekta mērķis bija identificēt šķēršļus, kas traucē ieviest Eiropas standartus un vadlīnijas kvalitātes nodrošināšanā institucionālā līmenī. “Erasmus” programmas ietvaros 2013. gadā 118 LU mācībspēki un darbinieki lasīja lekcijas vai stažējās ārzemēs. Savukārt LU 2013. gadā strādāja 50 ārvalstu viespasniedzēji un viespētnieki.

SVARĪGĀKĀS ĀRZEMJU VIZĪTES

Katru gadu LU apmeklē vairāki augsti ārvalstu viesi un notiek ārvalstu augstskolu delegāciju vizītes. 2013. gadā LU uzņēma 24 ārvalstu augstskolu delegācijas. Vairāki viesi vizīšu laikā LU lasīja lekcijas, piemēram, neatkarīgo arābu mediju dibinātājs Abdels Bari Atvans (Abdel Bari Atwan), Vatikāna Pontifikālās kristiešu vienotības veicināšanas padomes prezidents, kardināls Kurts Kohs (Kurt Koch), Austrijas rakstniece Marianne Grūbere (Marianne Gruber), pazīstamais Polijas ekonomists Lešeks Balcerovičs (Lešek Balcerovič) u. c.

STUDy PROGRAMMES IN FOREIGN LANGUAGES

The UL offers study programmes not only in the Latvian, but also in the English and other foreign languages. Their number is growing with every year. In 2013, 48 study programmes were available in foreign languages at the UL – 24 undergraduate and graduate programmes and 24 doctoral programmes. The courses in the programmes are delivered in Latvian, English, Finnish, Swedish, Danish, Italian, Spanish, Estonian, German, French, Russian, Czech, Polish and Portuguese.

PERSONELL ExCHANGE

The year 2013 saw continuation of the exchange pro­grammes of teachers and students in the framework of Erasmus Mundus Action 2 projects Triple I and AURORA (exchange with the Russian universities), as well as in JoinEU­SEE III (exchange with the Western Balkan States universities). Exchange of teachers and students in 2013 continued also in the framework of the Erasmus Mundus project MOVER approved in 2011 (exchange with the Southeast Asian countries’ universities), and cooperation went on in the project CENTAURI (exchange with Central Asian country universities) and Lot 3b (exchange with the universi­ties in the Occupied Palestinian territories). In 2013, the European Commission approved two new project proposals (in the framework of the cooperation pro­gramme Erasmus Mundus Action 2), in which the UL is one of the partner universities – AURORA II (exchange with Russian universities) and AESOP (Exchange with South African universities). Applying for those projects started at the end of 2013 and in future the exchange of students, teachers and academic personnel is envisaged. The year 2013 saw the completion of LLP/Erasmus project “IBAR: Identifying barriers in promoting European Standards and Guidelines for Quality Assurance at Institutional Level” with the UL participating as a partner. The goal of the project was to identify the obstacles in the way of promoting the European standards of quality. Within the framework of Erasmus Programme in 2013, 118 UL teachers and staff members lectured or studied abroad. At the same time, 50 foreign guest teachers and guest researchers worked at the UL during the past year.

NOTABLE VISITS

Every year the UL receives several prominent foreign guests and delegations from foreign universities. In 2013, the UL welcomed 24 delegations from the foreign universities. On their visits to the UL, the guests delivered lectures. The lecturers included Abdel Bari Atwan, the founder of the independent Arab media, Kurt Koch, President of the Pontifical Council for Promoting Christian Unity, the Austrian writer Marianne Gruber, the famous Polish economist Lešek Balcerovič and others.

AKADēMISKAIS PERSONĀLS

2013. gadā LU pamatdarbā un blakusdarbā strādāja 2788 darbinieki (822 ar Dr. grādu), no tiem akadē­miskais personāls – 823, (599 ar Dr. grādu), adminis­trācija – 207 darbinieki. Jaunievēlētie asociētie pro­fesori, profesori, docenti un vadošie pētnieki kopā ar dekāniem tika sveikti, uzsākot jauno 2013./2014. aka­dēmisko gadu, bet emeritētie profesori, goda doktori un goda biedri – svinīgajā LU Senāta sēdē 2013. gada septembrī.

SASNIEGUMI UN APBALVOJUMI

2014. gada sākumā jau septīto gadu pēc kārtas tika pasniegtas balvas gada labākajiem LU darbiniekiem, kuri tika noteikti, ņemot vērā elektroniskās aptaujas rezultātus. Par 2013. gada labākajiem LU darbiniekiem atzīti Arnis Būmanis, LUIS vadošais sistēmanalītiķis, un Laila Lisenko, EVF lietvede. Tāpat tika pasniegtas arī ikgadējās LU SP Gada balvas, tostarp apbalvots tika “Gada dekāns 2013”, par kuru kļuva EVF dekāne profesore Inta Brūna.

The highly educated and professional staff is the most valuable asset of the UL. It concentrates the study and research potential in social and natural sciences, humanities and life sciences in the Republic of Latvia.

ACADEMIC PERSONNEL

In 2013, there were 2788 employees working at the UL as their basic or second workplace (822 with doctorate degrees), of which academic personnel accounted for 823, (599 with doctorate degrees), administration – for 207 employees. The newly elected associate professors, professors, lecturers and leading researchers, together with the deans of the faculties were congratulated at the be­ginning of the new 2013/1014 academic year, whereas professors emeritus, honorary doctors and honorary members – at the ceremonial meeting of the UL Senate in September 2013.

ACHIEVEMENTS AND AwARDS

At the beginning of 2014, for the seventh consecutive year, the awards were distributed to the best employees of the UL selected on the basis of the online survey results. The best UL employees in 2013 were: Arnis Būmanis, the leading system analyst of the LUIS, and Laila Lisenko, the Secretary of the FEM. The UL SC Annual Prizes were also distributed and the honorary title of the Dean of the Year 2013 went to Inta Brūna, the Dean of FEM.

LU mācībspēki, zinātnieki un pētnieki aktīvi iesaistās plaša spektra nacionāla un starptautiska līmeņa insti­tūcijās: zinātniskajās, pētniecības, politiskajās, ne­valstiskajās u. c. Pieci LU mācībspēki ir LR Saeimas deputāti. LU EVF prof. Inese Vaidere ir Eiropas Parlamenta deputāte. Vairāki MF pasniedzēji ir arī profesionālo asociāciju vadītāji, piemēram, Latvijas Bērnu reimatologu asociācijas prezidente ir MF de­kāne prof. Ingrīda Rumba­Rozenfelde, bet Latvijas Kardiologu biedrību vada prof. Andrejs Ērglis. SZF Informācijas un bibliotēku studiju nodaļas pasniedzējs Andris Vilks ir Latvijas Nacionālās bibliotēkas direk­tors. Vairāki LU darbinieki strādā LR Izglītības un zinātnes ministrijā un darbojas LZA, Latvijas Zinātnes padomē, ES līmeņa zinātnes un izglītības politikas lēmējinstitūcijās un pārraudzības institūcijās, kā arī ir deputāti pašvaldībās. LU pasniedzēji ir iekļauti dažādu konkursu žūrijas komisijās.

ACTIVITIES OUTSIDE THE UL

The teaching staff, scientists and researchers of the UL proactively join national and international institutions of a vast range: scientific, research, political, non­governmental organisations, etc. Five lecturers of the UL are members of Saeima (the Republic of Latvia Parliament). Prof. Inese Vaidere of the FEM is the Member of the European Parliament. Several teachers of the FM are also leaders of professional associations, e.g. Prof. Ingrīda Rumba­Rozenfelde, Dean of the FM, is also President of the Association of the Paediatric Rheumatologists, whereas Prof. Andrejs Ērglis is the Head of the Cardiologists Society of Latvia. Andris Vilks, teacher of the Information and Libraries Study Section of the FSS, is the Director of the National Library of Latvia. Several UL staff members work at the RL Ministry of Education and Science, at the LAS, in the Latvian Council of Science, in the decision making and supervisory institutions, regarding science and education at the EU level and as deputies in local governments. The UL teachers sit on the juries of various competitions.

2013. gadā LU budžeta ieņēmumi (bez aģentūrām) bija 54,7 milj. EUR. Ieņēmumi no valsts dotācijas augstā­kajai izglītībai veido 26,3% no LU kopējiem ieņēmu­miem, no ES struktūrfondu projektiem – 25,7%, bet pašu ieņēmumi no studiju maksas – 22,7%. LU 2013. gada budžetā būtisku papildinājumu devuši ES fondu, īpaši struktūrfondu, projekti – gan saistībā ar pētniecību, gan studiju procesu. Kopumā LU īste­nojusi 70 ES fondu projektus, budžeta ieņēmumos gūstot 14,1 milj. EUR. LU īstenojusi 28 ESF, 31 ERAF, 10 Eiropas teritoriālās sadarbības programmas un vienu EK “LIFE” programmas projektu.Budžeta izdevumi 2013. gadā bija 56,4 milj. EUR. Lielākā daļa LU budžeta tiek izlietota personāla atlī­dzībai, dažādiem pakalpojumiem, stipendijām un ka­pitālajiem izdevumiem. Stipendiju apjoms 2013. gadā bija 5,1 milj. EUR. Mācību līdzekļu un materiālu, kā arī periodikas un grāmatu iegādei 2013. gadā tērēts 200 tūkst. EUR.

FINANCES AND DEVELOPMENT IN 2013

In 2013, the income of the UL budget (excluding agencies) was EUR 54.7 million. Income from the government subsidy to the higher education accounted for 26.3% of the UL total income, from EU structural fund projects – 25.7%, and own income from tuition fees – 22.7%. The UL budget for 2013 was substantially replenished from the EU funds, particularly the structural funds, both for research and studies. In total the UL has implemented 70 EU funded projects gaining EUR 14.1 million in budget income. The UL has realised 28 ESF, 31 ERDF, 10 European territorial cooperation programmes and one EC “LIFE” programme project.The budgetary expenses in 2013 amounted to EUR 56.4 million. The greatest part of the UL budget was spent on the staff salaries, various services, scholarships and capital expenditure. The total volume of scholarships in 2013 was EUR 5.1 million. Teaching aids and materials as well as periodicals and literature in 2013 were purchased for EUR 200 thousand.

ESTABLISHMENT OF THE UL ACADEMIC CENTRE OF NATURAL SCIENCES

In the district of Torņakalns in Riga, the University of Latvia is planning a modern Academic Centre with several buildings in order to create comfortable, functional, cost­saving and sustainable development­oriented study, work and living environment. In 2013, the tender announced in the previous year for development of the final design, construction and author’s supervision for the 1st stage of the project was completed. On September 27, 2013, the UL signed a contract with the winning tenderer – the general partnership LNK Industries Group – for the development of the final design, construction and author’s supervision envisaging accomplishment of the construction works until June 30, 2015. The contract amount is EUR 21.19 million (before VAT).Upon execution of the contract, the general partnership LNK Industries Group jointly with the UL started intensive work on drafting of the design. At the end of 2013 the project management group and the developer of the design did the preliminary preparation for starting of the construction works of the Academic Centre of Natural Sciences in the 1st quarter of 2014.The Academic Centre of Natural Sciences is the first stage in the project envisaging development of a modern complex for studies and hi­tech research in chemistry, biology, medicine, geography and Earth sciences and for scientific work. At the next stages, the Humanities Centre, the Teachers’ Education Centre and the Social Sciences’ Centre are to be established.

LU DABASZINĀTņU AKADēMISKĀ CENTRA IZVEIDE

Torņakalna rajonā Latvijas Universitāte plāno izveidot modernu Akadēmisko centru ar vairākām ēkām, kas radītu ērtu, funkcionālu, ekonomisku un uz ilgtspējī­gu attīstību orientētu mācību, darba un sadzīves vidi. 2013. gadā noslēdzās iepriekšējā gadā izsludinātais konkurss par 1. kārtas tehniskā projekta izstrādi, būv­niecību un autoruzraudzību. 2013. gada 27. septembrī starp LU un iepirkumā uzvarējušo pretendentu pilnsa­biedrību “LNK Industries Group” tika noslēgts līgums par Dabaszinātņu akadēmiskā centra tehniskā projekta izstrādi, būvniecību un autoruzraudzību, kurš paredz būvdarbus pabeigt līdz 2015. gada 30. jūnijam. Līguma vērtība – 21,19 milj. EUR (bez PVN).Līdz ar līguma noslēgšanu pilnsabiedrība “LNK In­dustries Group” sadarbībā ar LU uzsāka intensīvu tehniskā projekta izstrādi. 2013. gada nogalē projekta vadības grupa un tehniskā projekta izstrādātājs veica ne­pieciešanos priekšdarbus, lai nodrošinātu, ka 2014. gada 1. ceturksnī tiek uzsākti Dabaszinātņu akadēmiskā cen­tra būvdarbi. Dabaszinātņu akadēmiskais centrs ir pirmā kārta projektā, kas paredz izveidot mūsdienīgu zināšanu un jauno tehnoloģiju izpētes un apguves vietu ķīmijas, bioloģijas, medicīnas, ģeogrāfijas un Zemes zinātņu studijām un zinātniskajam darbam. Nākamajās kārtās plānots izveidot Humanitāro zinātņu centru, Skolotāju izglītības centru un Sociālo zinātņu centru.

RADOšĀS AKTIVITĀTES

LU biedrība “Juventus” apvieno 19 mākslinieciskās pašdarbības kolektīvus, kuros darbojas 677 dalībnieki, ar kuriem strādā 37 kvalificēti diriģenti, kormeista­ri, ba letmeistari, režisori, koncertmeistari. 2013. gadā māk slinieciskās pašdarbības kolektīvi piedalījās 147 pa­sā kumos. Vasaras krāšņākais notikums bija dalība XXV Vispārējo latviešu dziesmu un XV deju svētku pa­sākumos. 1. jū lijā Latvijas labāko deju kolektīvu fināla skatē starp 23 kolektīviem par labākajiem vidējās paau­dzes grupā tika atzīts “Juventus” vidējās paaudzes deju ansamblis “Dancis”, kas izcīnīja Lielo balvu, savukārt jauniešu deju grupā 1. vietu ieguva TDA “Dancis”. LU Pūtēju orķestris izcīnīja 1. vietu pūtēju orķestru kon­kursā, kas notika dziesmu un deju svētku ietvaros.FMF jauktais koris “Aura” piedalījās starptautiskajā koru konkursā “5th Malta International Choir Competition & Festival”, kur izcīnīja trīs zelta godalgas, uzvarētāja titulu tautas mūzikas kategorijā un iespēju piedalīties čempionu kategorijā Pasaules koru olimpiādē 2014.Kauņā notika IX starptautiskais jaukto koru konkurss “Juventus 2013”. LU jauktais koris “Juventus” konkur­sā ieguva dalītu pirmo vietu un augstāko žūrijas vērtēju­mu, balvu par labāko konkursa repertuāru un specbalvu par obligātā skaņdarba izpildījumu.

SPORTS

LU sporta dzīvi organizē un vada Sporta servisa centrs. Studentiem ir iespēja apmeklēt sporta nodarbības aerobikā, volejbolā, basketbolā, futbolā, beisbolā, fris­bijā, galda tenisā, vieglatlētikā, kendo, florbolā, distanču slēpošanā. Universitāte ir vienīgā augstskola Latvijā, kur ikvienu sportot gribētāju sagaida profesionāli treneri un attieksme. LU pastāv divas vecākās studentu līgas Baltijā: futbolā, jau septiņus gadus kopā pulcējot 17 komandas, savukārt basketbolā desmito sezonu aizvada 11 studentu un mācībspēku komandas.LU ir viena no nedaudzajām universitātēm Baltijā, kur iespējams īstenot karjeru sportā. 2013. gadā LU studēja ap 300 augstas klases sportisti, vairāki studenti bija Lat­vijas izlases kandidāti vai dalībnieki. Studenti, kuriem ir labi panākumi sportā, saņem studiju maksas atlaides un stipendijas. Vīriešu basketbola komanda, kurā spēlē tikai studenti, valsts čempionātā izcīnīja augsto 6. vietu. 2013. gadā basketbola klubs “Latvijas Universitāte” “Al­daris” Latvijas basketbola līgā (LBL) izcīnīja iekļūšanu 1. divīzijas izslēgšanas spēlēs, kopvērtējumā regulārajā

CREATIVE ACTIVITIES

The UL society Juventus unites 19 artistic amateur groups and 677 participants working under the guidance of 37 qualified conductors, choir masters, choreographers, directors and concert masters. In 2013 the amateur collectives took part in 147 cultural events. Last summer’s peak event was participation in The XXV Latvian Nation­wide Song and XV Dance Celebration. On July 1, in the final competition of Latvia’s best dance ensembles, the best ensemble in the middle age group among 23 collectives was Juventus middle age dance group Dancis, who won the Grand Prix, whereas in the youth dance group the first place was awarded to the Folk Dance Ensemble Dancis. The UL Wind Orchestra won the 1st place in the wind orchestras’ contest arranged in the framework of the Song and Dance Festival.The mixed chorus of the FPM Aura took part in the 5th Malta International Choir Competition & Festival, and won three gold prizes, the winner’s title in the Folk Mu­sic category and the opportunity to participate in the champion category at the Wold Choir Olympics 2014.The IX International Mixed­choir competition Juventus 2013 took place in Kaunas (Lithuania). The UL mixed choir Juventus shared the first place in the competition and received the highest evaluation of the jury, a prize for the best competition repertoire and a special prize for the rendition of the compulsory music composition.

SPORTS

The sports activities at the UL are organized and guided by the Sports Services Centre. The students are given the opportunity to practice aerobics, volleyball, basketball, football, baseball, frisbee, table tennis, track­and­field athletics, kendo, floor ball, cross­country skiing. The UL is the only higher education establishment where every person interested in sports is guided by professional coaches and approach. The UL is the home of the two oldest student leagues in the Baltics: football, already for seven years uniting 17 teams, and basket­ball, where 11 student and teachers’ teams are playing for the tenth season.The UL is one of a few universities in the Baltics provid­ing the opportunity to make a career in sports. In 2013 the UL was the study place for 300 top­class athletes, several candidates and participants of the Latvian na­tional team. The students who are successful athletes receive discounts on tuition fee and scholarships. The men’s basketball team consisting only of students in the national championship attained the high 6th place. In 2013, the basketball club Latvijas Universitāte in Aldaris Latvia’s Basketball League (LBL) won participation in division 1 play­off and in the regular total chart ranked as the 6th club. In the Student Basketball League the 3rd place was achieved, whereas in Latvia’s XXIII Uni­versiade at the basket­ball tournament Student Craze (“Studentu trakums”), as well as in the SELL Student Games (Nordic Students Olympics) of 2013 the first place was won. tabulā ierindojoties 6. vietā. Studentu basketbola līgā izcīnīta 3. vieta, savukārt Latvijas XXIII Universiādē basketbola turnīrā “Studentu trakums” – 1. vieta, un arī 2013. gada SELL studentu sporta spēlēs (Ziemeļeiropas studentu olimpiāde) iegūta 1. vieta. LU karsējmeiteņu komanda izcīnīja 1. vietu studentu čempionātā un gada laikā piedalījās vairāk nekā 15 dažādos Latvijas liela mē­roga sporta un kultūras pasākumos, popularizējot Uni­versitātes vārdu. LU karsējmeitenes 2013. gadā uzvarēja karsējmeiteņu konkursā LBL “Aldaris” zvaigžņu spēlē.

KULTūRAS PASĀKUMI

LU Lielajā aulā 2013. gadā ir notikuši dažādi pasākumi ar LU māksliniecisko kolektīvu piedalīšanos, kuri bija bez maksas un kurus apmeklēja ļoti daudz interesen­tu. Viens no skaistākajiem koncertiem “Tu esi Latvi­ja” notika 1. aprīlī, un tajā tika izpildītas komponista Raimonda Paula patriotiskās dziesmas, kurās vienojās divi diriģenta Edgara Vītola vadītie kori – FMF jauk­tais koris “Aura” un Rīgas Valsts 2. ģimnāzijas jauktais koris. LU koris “Juventus“ aicināja klausītājus uz trim Pavasara nakts koncertiem. Ik gadus Lielajā aulā LU saime pulcējas uz Ziemassvētku koncertu, šogad svētku koncerts “Zelta sapņi kur zied” notika 19. decembrī. LU Vēstures muzejā 2013. gadā ir notikušas 4 izstādes, tai skaitā “LU Himnai 85”, kas veltīta LU himnas kom­ponista Jāzepa Vītola 150 gadu jubilejai, un “Dzinumi”, kas stāsta par tām Latvijas augstskolām, kuras savulaik izveidojušās un attīstījušās no dažādām LU fakultātēm. Citās LU Zinātņu tehnikas un vēstures muzeja filiālēs notikušas 12 izstādes. Notika arī vairākas īpaši organizē­tas mākslas, vēstures, grāmatu un foto izstādes dažādās LU ēkās.Maijā jau astoto reizi notika LU jauno mūzikas grupu konkurss “Hadrons”, kurā triumfēja grupa “Nē”. Savu­kārt decembrī notika jau 11. LU Radio NABA foto­konkurss. Vieni no krāšņākajiem kultūras notikumiem bija LU SP organizētie pasākumi – Muzeju nakts ietva­ros notikušais LU reprezentācijas pasākums “LU Māja” un jauno studentu svētki “Aristotelis”, kuri 2013. gadā notika jau 47. reizi.

CULTURAL EVENTS

The Great Hall of the UL in 2013 hosted various events with the participation of the UL artistic ensembles, all of which were free of charge and very widely attended. One of the most beautiful concerts “You are Latvia” (“Tu esi Latvija”) took place on the 1st of April with performance of the composer Raimonds Pauls’ patriotic songs by two choirs conducted by Edgars Vītols – the mixed choir Aura of the FPM and the mixed choir of Riga State Gymnasium No 2. The UL choir Juventus invited the audiences to the three Spring Night Concerts. Every year, the UL community come together in the Great Hall of the UL to listen to the Christmas Concert, this year the season’s concert “Where golden dreams blossom” (“Zelta sapņi kur zied”) took place on December 19. The UL Museum of History hosted 4 exhibitions in 2013, including the exhibition “The 85th Anniversary of the UL Anthem”, dedicated to the 150th anniversary of the composer of the UL Anthem Jāzeps Vītols, and the exhibition “Shoots” (“Dzinumi”), telling about those higher education establishments of Latvia that have evolved and developed from various faculties of the UL. The other branches of the UL Museum of the History of Sciences and Technology hosted 12 exhibi­tions. There were several art, history, book and photo exhibitions displayed in various UL buildings.In May, for the eighth time already, the contest of the UL new music bands Hadrons took place, where the winner was the band Nē (No). In December, the photo competition of the UL Radio NABA took place for the 11th time. Among the most exciting cultural events were those arranged by the UL SC – as part of the Night of Museums – the UL presentation “the UL House” (“LU Māja”) and the festival of freshmen “Aristotelis”, that in 2013 was held already for the 47th time.

LU Bibliotēka. Kvalitatīvam studiju un pētniecības darbam nepieciešamos informācijas resursus un pakal­pojumus LU Bibliotēka nodrošina 9 bibliotēkās fa­kultāšu ēkās, Bibliotēkā Kalpaka bulvārī un attālināti tiešsaistē. 2013. gadā reģistrēts 20 461 aktīvais Biblio­tēkas lietotājs, klātienē pakalpojumus izmantojuši 747 373 apmeklētāji, bet attālināti piedāvātie resursi un pakalpojumi izmantoti 2 011 425 reizes. No Bib­liotēkas krājuma uzskaitē esošajām 1 668 317 infor­mācijas resursu vienībām lasītājiem izsniegtas 657 623. Nodrošināta piekļuve vairāk nekā 150 000 abonētajiem e­resursiem, 37 izmēģinājuma pieejas e­resursiem un piedāvāts izmantot 154 brīvpieejas e­resursus.Intelektuālās darbības saglabāšanai LU E­resursu re­pozitārijā (www.lu.lv/repozitarijs) izveidotas 8 digitālās kolekcijas, kurās pieejami 808 objekti: 425 LU Rakstu sējumi, 262 promocijas darbi un disertācijas, 17 per­gamenti, 35 gravīras, 36 juridiskās literatūras izdevumi latviešu valodā un svešvalodās.

LU Akadēmiskā bibliotēka ir viena no senākajām bib­liotēkām Eiropā (dibināta 1524. gadā). LU Akadēmis­kās bibliotēkas kopējais krājuma apjoms ir 3,3 miljoni eksemplāru. Tās rokrakstu kolekcija (79 300 eksemplā­ru) aptver laika posmu no 13. gadsimta līdz mūsdienām. No 2013. gada LU Akadēmiskajā bibliotēkā darbojas Baltkrievijas Informācijas centrs, LU Indijas Studiju un kultūras centrs un LU Konfūcija institūta mācību auditorijas.

LIBRARIES STOCK

The UL Library. The information resources and services required for effective study and research work are provided by the UL Library in 9 library branches located in the faculty buildings, at the library at Kalpaka bulvāris and online. In 2013, there were 20 461 active users of the Library registered, 747 373 visitors came to the Library, whereas the remote online resources and services were used on 2 011 425 occasions. Of the 1 668 317 information resource units held in the collection of the Library, 657 623 were borrowed by the readers. Access was provided to more than 150 000 subscribed e­resources, 37 trial access occasions to e­resources and 154 free­access e­resources were offered for use.For preservation of the intellectual activities, 8 digi­tal collections were prepared for placement in the UL e­resources repository (www.lu.lv/repozitarijs) com­prising 808 accessible objects: 425 volume of the UL Writings, 262 doctoral theses and dissertations, 17 vellum manuscripts, 35 engravings, 36 legal literature editions in Latvian and other languages.The UL Academic Library is among the oldest libraries in Europe (founded in 1524). The total collection of the UL Academic Library comprises 3.3 millions units. Its collection of manuscripts (79 300 copies) spans the period from the 13th century until the present days. A separate and unique part of the LU Academic Library – Misiņš’ Library (founded in 1885) – is the world’s richest collection of the Latvian literature (over one million various printed works dating back to the 17th century). In 2013, the inventory of the UL Academic library was replenished with 30.2 thousand new units of literature and the users had access to online resources corresponding to the UL study and research disciplines. LU AKADēMISKAIS APGĀDS

2013. gadā LU Akadēmiskais apgāds laidis klajā 105 izdevumus: grāmatas, žurnālus, rakstu krājumus u. c. Tā apgrozījums 2013. gadā bija 182 042 EUR. Plašu rezonansi masu medijos izraisīja Ingunas Ebelas grāma­tas “Ebelu dzimta un pediatrija Latvijā”. Aijas Taimiņas apjomīgais darbs “Piemiņas albumi (16.–19. gs.) LU Akadēmiskajā bibliotēkā” nominēts grāmatu mākslas konkursā “Zelta ābele”.

LU ZINĀTņU UN TEHNIKAS VēSTURES MUZEJS

LU darbojas Zinātņu un tehnikas vēstures muzejs, kurā ietilpst astoņas filiāles. 2013. gadā to apmeklēja 7830 interesenti, aptuveni trešdaļa no tiem piedalījās LU Vēstures muzeja organizētajā Muzeju nakts pasā­kumā. Muzejs bija pieejams interesentiem arī Zināt­nieku nakts laikā. Regulāri tiek eksponēts “mēneša priekšmets”. Pedagoģijas muzejs piedalījās starptautiskās izglītības vēstures konferences “Izglītība un vara: vēstu­riskā perspektīva” sagatavošanā.

LU BOTĀNISKAIS DĀRZS UN RODODENDRU SELEKCIJAS UN IZMēĢINĀJUMU AUDZēTAVA “BABĪTE”

Februārī tika atvērta Acāliju māja, kas aptuveni 150 m2 lielā platībā ļauj vienkopus parādīt lielāko acāliju ko­lekciju Baltijā, ko ilgus gadus kopš pagājušā gadsimta vidus ir veidojis prof. Rihards Kondratovičs. Ar mece­nātu Borisa un Ināras Teterevu atbalstu rudenī ir sāk­ta rododendru, alpinārija, ziemciešu, paparžu un dīķa ekspozīciju atjaunošana 7000 m2 platībā dārza centrā­lajā daļā. LU Botānisko dārzu 2013. gadā apmeklējis 57 841 cilvēks, tas ir vēsturē lielākais interesentu skaits.LU Rododendru selekcijas un izmēģinājumu audzē­tava “Babīte” 2013. gadā Anglijas Karaliskās dārzko­pības biedrības Starptau­tiskajā rododendru šķirņu reģistrā reģistrējusi astoņas jaunas rododendru šķir­nes, ko selekcionējis prof. R. Kondratovičs. Kopējais LU izveidoto un starptau­tiski reģistrēto brīvdabas rododendru šķirņu skaits sasniedzis 86. Rododendru ziedēšanas laikā audzētavu apmeklējuši 15 000 intere­sentu, pārdoti vairāk nekā 4000 stādu.

UNIVERSITy OF LATVIA PRESS

In 2013, The UL Press issued 105 publications: books, journals etc. Its turnover in 2013 amounted to EUR 182 042. A great resonance in mass media was caused by Inguna Ebela’s book “The Ebels’ Family and Paediatrics in Latvia” (“Ebelu dzimta un pediatrija Latvijā”). The substantial work of Aija Taimiņa “Memory Albums (16­19th ct.) at the UL Academic Library” (“Piemiņas albumi (16.–19. gs.) LU Akadēmiskajā bibliotēkā”) was nominated in the contest of book art “The Golden Apple Tree” (“Zelta ābele”).

UL MUSEUM OF THE HISTORy OF SCIENCES AND TECHNOLOGy

The UL has its own Museum of the History of Sciences and Technology with eight branches. In 2013, it was visited by 7830 people, approximately one third of which participated in the Museum Night event ar­ranged bythe UL Museum of History. The public was admitted to the Museum also during the Scientists’ Night event. On the regular basis the Museum displays “the Object of the Month”. The Museum of Education took part in the preparation of the International edu­cation history conference “Education and Power: the Historic Perspectives”.

UL BOTANICAL GARDENS AND THE RHODODENDRON NURSERy “BABĪTE”

In February, the House of Azaleas was opened, which in the area of approximately 150m2 presents the major part of the biggest azaleas collection in the Baltics that in the middle of last century was created and tended by Prof. Rihards Kondratovičs. With the support of the patrons Boriss and Ināra Teterevs, in autumn the expositions of rhododendrons, the alpine garden, wintergreens, ferns and the pond were renewed in the total area of 7000 m2 in the central part of the Gardens.

The UL Botanical Gardens in 2013 welcomed 57 841 visitors – the largest number in the history of the Gardens.The Rhododendron Nursery “Babīte” in 2013 registered eight new varieties of rhodo­dendron developed by Prof. R. Kondratovičs in the Inter­national Rhododendron Register of Britain’s Royal Horticultural Society. The total number of the open­air rhododendron varieties grown at the UL and registered internationally has reached 86. At the blossoming time of rho­do dendrons, the garden was attended by 15 000 visitors and more than 4000 plants were sold.

ZINĀTNES KOMUNIKĀCIJA

2013. gadā notika deviņi Zinātnes kafejnīcas pasākumi. To mērķis ir raisīt brīvu diskusiju neformālā vidē par sabiedrību interesējošiem zinātnes jautājumiem. Pasākumus varēja apmeklēt gan klātienē, gan arī ska­tīties tiešraidē internetā. Zinātnes kafejnīcu temati 2013. gadā bija veltīti autortiesībām, pieminekļu aiz­sar dzībai, sievietēm zinātnē, parazītiem, laika apstākļu prognozēšanai, brīvpieejas elektroniskajiem resursiem, dzīvei laukos un ūdens dzīlēm. Par godu akadēmiķa Jāņa Stradiņa jubilejai notika Zinātnes kafejnīcas pa­sākums par tēmu “Abas puslodes jeb kur rodas idejas?”. “Zinātnieku nakts 2013” laikā LU fakultātēs, insti tūtos un citās struktūrvienībās notika aizraujoši pasākumi par tēmu “Ūdens un matemātika”. Pasākumā, organi­zējot jau no pētnieku sacensības “Zinātnieku cīņas klubs” NABAKLAB, iesaistījās arī LU SP.LU portālā ir publikāciju cikli “Mēneša pētnieks” un “Pētījums”, kuros stāstīts par aktuāliem LU pētījumiem dažādās zinātnes nozarēs. Interneta balsojumā un žūrijas vērtējumā tika noteikti veiksmīgāko publikāciju autori un pētnieki, un viņiem tika pasniegtas LU Zinātnes komunikācijas balvas. 2013. gadā LU radio NABA bija iespēja noklausīties deviņus raidījumus “Zinātnes vārdā”, kas iepazīstināja klausītājus ar Latvijas zinātnieku pētījumiem, eksperi­mentiem un jaunatklājumiem.LU Astronomiskais tornis gada tumšākajā periodā vie­nu vakaru nedēļā piedāvā vērot zvaigžņotās debesis. 2013. gadā to apmeklēja 316 interesenti. Decembrī Zinātņu un tehnikas vēstures muzejā ar LU Fonda atbalstu sāka darboties miniplanetārijs, kurā reizi nedēļā uz lielā ekrāna tiek demonstrēta zvaigžņotā debess un videomateriāli par astronomiju.

SCIENCE COMMUNICATION

In 2013, nine The Science Cafe events were arranged. Their goal was to facilitate free discussions in informal surroundings on the scientific subjects that interest the general public. The events could be attended in person or watched online. The topics of The Science Cafe meetings in 2013 were devoted to copyright, protection of cultural heritage, women in science, weather forecasting, random access electronic resources, rural life, parasites, and deep waters. In honour of Academician Jānis Stradiņš’ jubilee, the Scientific Cafe held an event titled “Both Cerebral Hemispheres or Where are Ideas Generated?”. During the Researchers’ Night 2013 at the faculties, in­stitutes and other structural units of the UL a vast and exciting programme of events titled “Water and Maths” was arranged. The LU SC contributed to the event by arranging the competition of the young researchers “Scientists’ Fight Club” NABAKLAB.In the UL portal there are series of publications titled “The Researcher of the Month” and “The Research” describing current UL research activities in various branches of science. The online vote and the assessment of the jury identify the authors of the most successful publications and the researchers who are awarded the UL Science Communication prizes. In 2013, the UL radio NABA broadcasted nine pro­grammes “In the Name of Science” (“Zinātnes vārdā”), telling the audience about the research, experiments and discoveries of the Latvian scientists.Astronomical Tower of UL in the dark period of the year for one evening a week invites the public to watch the starry sky. In 2013, it was attended by 316 visitors. In December, at Museum of the History of Sciences and Technology, with the assistance of the UL Founda­tion, a mini planetarium was founded, which once a week demonstrates the starry sky and astronomy videos on a widescreen.

UL MAGAZINE “ALMA MATER”

“Alma Mater” is a quarterly magazine of UL reflecting significant events at the University. In 2013, online subscription for the magazine was introduced, they can receive the magazine by e­mail in the PDF format. In 2013, the electronic version of the magazine was viewed more than 14 000 times compared with the year 2012 when it was about 9000 times. All the articles in the magazine are supplied with annotations in English.

PORTAL

The UL portal www.lu.lv both in Latvian and English provides the information on studies, events and scheduled activities in the UL. The Russian version of the portal has been created. In 2013, there were nine live broadcasts of the events at The Science Cafe, 104 live

LU žurnāls “Alma Mater” iznāk četras reizes gadā, at­spoguļojot nozīmīgākos notikumus LU. 2013. gada no­galē tika ieviesta žurnāla elektroniskā abonēšana, ļaujot žurnālu PDF formātā saņemt e­pastā. 2013. gadā elek­troniskajai versijai bija vairāk nekā 14 000 skatījumu, salīdzinājumam – 2012. gadā bija ap 9000 skatījumu. Visām žurnāla publikācijām ir anotācija angļu valodā.

PORTĀLS

LU portālā www.lu.lv gan latviešu, gan angļu valodā tiek publicēta aktuālā informācija par studijām, noti­kumiem un paredzētajām aktivitātēm LU. Izveidota portāla versija krievu valodā. 2013. gadā tika nodro­šinātas deviņas interneta tiešraides pasākumiem “Zi­nātnes kafejnīca”, 104 tiešraides diskusijām, konferen­cēm, semināriem u. c. pasākumiem. Visvairāk skatītāju (31 887) bija konferences par Satversmes preambu­lu tiešraidei. IP adrešu skaits, no kurām apmeklēta LU portāla publiskā daļa, mēnesī sasniedza vidēji 120 000. Pabeigtas vairāk nekā 10 dažādas sarežģītības interneta mājaslapas, izmantojot LU satura vadības rīku un vie­notu dizainu. 2013. gadā LU profila sekotāju skaits sa­sniedza 6987 sekotājus Facebook tīklā, 5547 sekotājus Twitter tīklā, 1177 sekotājus Draugiem.lv, 1258 seko­tājus LinkedIn portālā. 2013. gadā LU kanālu Youtu-be abonentu skaits bija 283, un skatījumu skaits sasnie­dza 92 788.

LU fotoattēlu krājums papildināts par apmēram 7700 attēliem, no kuriem ap 6950 attēlu pieejami publiskajā fotoarhīvā foto.lu.lv. Kopējais attēlu skaits ir vairāk nekā 62 000. Mēnesī LU publiskajam fotoarhīvam ir vidēji 3960 apmeklējumu. Augstas izšķirtspējas attēli mēnesī vidēji tiek lejupielādēti/apskatīti 110 000 reižu. Fotoattēli izmantoti dažādos LU un preses izdevumos, kā arī interneta portālos. Mēnesī ir aptuveni 5800 meklēšanas pieprasījumu. Biežāk meklētie ir PPMF, VFF, HZF, kā arī Bibliotēkas un Botāniskā dārza attēli.

LU RADIO NABA (FM 93,1)

2013. gadā LU Radio NABA (www.naba.lv) realizēta LU radio programma – nodrošināta tās vadība, izveidoti jauni raidījumi par vidi, vēsturi un kino. 2013. gadā izskanējuši 85 raidījumi un 140 ziņu izlaidumi par izglītības, zinātni un ar LU saistītām tēmām. Kopumā īstenoti 40 regulāri raidījumi, kuru veidošanā iesaistīti 92 cilvēki, no tiem 49 – LU studenti vai absolventi. Vērtējot pēc jauno studentu iesaistīšanās programmas veidošanā, vadošās pozīcijas ieņem SZF, EVF, PPMF un VFF studenti. Gada nogalē radio atzīmēja 11. dzim­šanas dienu. LU Radio NABA 2013. gadā bija 20 000 klausītāju.

PHOTO ARCHIVE

The UL photo archive was enlarged by approximately 7700 photographs, of which around 6950 pictures were available at the public photo archive foto.lu.lv. The total number of photographs exceeds 62 000. Every month the UL public photo archive has more than 3960 views on average. The high­definition photographs are downloaded/viewed more than 110 000 times per month. The photographs are displayed in various UL, press editions, and Internet portals. Every month, around 5800 search requests are received. The pictures of FEPA, FHP, FH, Libraries and the Botanical Gardens are searched most frequently.

THE LU RADIO NABA (FM 93.1)

In 2013, the UL Radio NABA (www.naba.lv) realised the UL radio programme – provided its management, created new programmes on the environment, history and cinema. In 2013, 85 programmes and 140 news broadcasts on education, science and UL­related matters were delivered. In total, 40 regular programmes were realised by 92 staff members, of which 49 were UL students or graduates. In terms of the young students’ involvement in the development of radio programmes, the leaders were: FSS, FEN, FEPA and the FHP. At the end of the year the radio celebrated its 11th anniversary. The UL Radio NABA in 2013 had 20 000 listeners.

LU ir vienota pārvalde ar decentralizētu lēmumu pie­ņemšanas un atbildības sadalījumu, ko nosaka LU Satversme, LU Senāta lēmumi, rektora izdoti rīkojumi un LU vadības lēmumi. Galvenās LU lēmējinstitūcijas ir Satversmes sapulce, Senāts un LU vadība, kuru veido rektors, prorektori, kanclers, administratīvais direktors un citas LU rektora ieceltas personas. Ierosināt lēmuma pieņemšanu var ikviens no LU personāla. Galvenie LU vadības padomdevēji ir LU Dekānu padome, LU Studiju padome un Zinātnes padome, kā arī LU administrācija. Konkrētu uzdevumu izpildei rektors var izveidot dažādas darba grupas, komisijas un projektus.

The University has a central administration with decentralised division between the decision­making and responsibilities stipulated by the Constitution of the University of Latvia, the decisions of the UL Senate, orders of the Rector of the University and decisions of the UL Leadership. The main decision­making authorities of the University are the Constitutional Assembly, Senate and the University Leadership, which is comprised of the Rector, Pro­rectors, Chancellor, Administrative Director and other members appointed by the Rector. Each of the UL employees may initiate a decision­making process. The main advisors of the UL Leadership are the UL Council of Deans, the UL Council of Studies, and the UL Council of Science, as well as the administration of the UL. For implementation of specific tasks the Rector may appoint a variety of working groups, commissions and projects.
