Bolivia, un país de encuentros, cambios y desarrollo
Bolivia es sinónimo de integración, exuberancia natural, variedad climática, pluriculturalidad, multilingüismo, tradición e innovación, pujanza económica, cambio social y político.
Bolivia limita con Brasil, Paraguay, Argentina, Chile y Perú. De su privilegiada posición en el centro de América del Sur nace su cualidad integradora de las hoy emergentes economías del Atlántico y del Pacífico.
Bolivia es una tierra de encuentro, donde confluyen pueblos y culturas del altiplano, la amazonía, los valles y de la Cuenca del Plata. En el curso de su historia, recibió el aporte migratorio de Europa y Asia, y conserva un importante núcleo de descendientes africanos.
Estos grupos humanos forman una comunidad pacífica y heterogénea de poco más de 10 millones de personas que trabajan en la construcción de una sociedad democrática y consciente de su gravitante papel en la integración subregional.
Bolivia, a country of encounter, change and development
Bolivia is a synonym for integration, natural exuberance, variety of climates, multiculturalism, multilingualism, tradition- innovation, economic strength, as well as social and political important transformation.
Bolivia is bordered by Brazil, Paraguay, Argentina, Chile and Peru. From its privileged position in the centre of South America its integrative quality comes out for the current South American emerging economies of the Atlantic and the Pacific oceans.
Bolivia is a land of encounter, confluence of people and cultures of the Altiplano plateau, the Amazon, the valleys and the Plata Basin. In the course of its history, it has received emigration from Europe and Asia, and retains a significant core of African descendants.
These human groups form a heterogeneous and peaceful community of more than 10.000.000 people who work in the construction of a democratic society and who are sure of their significant role in sub regional integration.

Riqueza natural
Bolivia ocupa una superficie de 1.098.581 kilómetros cuadrados, que se extiende desde el boscoso territorio amazónico a las tierras bajas del Chaco y de las impresionantes alturas de la Cordillera de los Andes a las llanuras de Chiquitos. En medio de esta impresionante abundancia se encuentran otros ecosistemas como los valles centrales de Cochabamba, Chuquisaca y Tarija, los Yungas de La Paz o el pantanal de Santa Cruz.
Con esta privilegiada ubicación en el centro del Cono Sur, Bolivia goza de climas diversos que pueden variar del intenso frío andino al calor tropical, pasando por temperaturas templadas en los valles y estribaciones cordilleranas.
Estas zonas geográficas reúnen en Bolivia una exuberancia natural y singular en el continente americano y hacen posible el cultivo de frutos, flores, granos, tubérculos e infinidad de productos agrícolas.
A la vez, fomentan el desarrollo de la ganadería vacuna, porcina, ovina y de auquénidos, la piscicultura, avicultura, apicultura y la cría de otras especies como el caimán (para el aprovechamiento del cuero), la caza y la pesca en sus caudalosos ríos y lagos, y otras actividades económicas como la recolección de castaña y la extracción de madera.
La pródiga naturaleza y la diversidad cultural de Bolivia son imanes que cada año atraen a casi dos millones de visitantes y generan en el país un ingreso por la actividad turística de aproximadamente USD378 millones (2011).
Natural wealth
Bolivia covers an area of 1.098.581 square kilometers, stretching from the wooded Amazonian territories in the north to its tropical savanna latitudes in the far south, and from the impressive heights of the Andes to the western plains of Chiquitos. In the midst of this impressive diversity are other ecosystems as the central valleys of Cochabamba, Chuquisaca and Tarija, the sub tropical Yungas of La Paz and the western marshy lands, known as “El Pantanal”
With this privileged location in the centre of the Southern Cone, Bolivia enjoys different climates which vary from the intense cold in the Andes mountains to the tropical heat in the Amazon region, passing through warm temperatures in the valleys.
These geographical areas offer unique natural exuberance on South America, allowing the cultivation of plenty of fruits, grains, tubers, and other agricultural products. At the same time, they favor the development of livestock, swine, sheep,

Bolivia posee depósitos ricos en gas natural, energético que distribuye en el mercado local por una extensa red industrial y domiciliaria, y que exporta a países vecinos.
Otro pilar de la economía boliviana es la explotación de yacimientos de estaño, plata, oro, zinc, bórax, cobre, hierro y bismuto, además posee la única mina de la gema Bolivianita y una cuantiosa reserva de litio, un metal valioso en la industria de las baterías alcalinas.
Inversión pública y crecimiento del PIB
A la cualidad integradora de los bolivianos se suma que el Estado Plurinacional de Bolivia reconoce, respeta y protege la iniciativa privada para que contribuya al desarrollo económico, social y el fortalecimiento de la independencia económica del país.
Este marco jurídico se traduce en el libre ejercicio de las actividades empresariales y en la creación de un clima favorable para las inversiones.
Estos reconocimientos están incluidos en la Constitución Política del Estado (CPE), promulgada por el presidente Evo Morales en febrero de 2009, tras un referendo en enero del mismo año y una Asamblea Constituyente que redactó la nueva Carta Magna entre 2006 y 2007.

Extractive activities are also pillars of the national economy encompassing oil, natural gas and minerals such as tin, silver, gold, zinc, borax, copper, bismuth, lithium as well as gemstones such like Bolivianita and a great iron ore-deposit called Mutún.
Public investment and GDP growth
Along with the willingness of integration of Bolivian people, the Plurinational State of Bolivia recognizes respects and protects the private initiative that contributes to economic and social development aiming at strengthening the economic independence of the country.
The legal framework for economic activities translates in the free exercise of business activities and the creation of a favorable climate for investment. These premises are included in the Constitution of the State (CPE), passed by President Evo Morales in February 2009, following a referendum in January of the same year and a Constituent Assembly that drafted such Constitution between 2006 and 2007.

Esta Ley Fundamental ampara además los modos de producción comunitario, cooperativo y social e impulsa la activa participación del Estado en la economía, por ejemplo, a través de la inyección de inversión pública que en la gestión 2013 alcanzará el histórico monto de USD3.807 millones.
La canalización de recursos fiscales repercutió favorablemente en la economía nacional que así pudo superar con éxito los efectos adversos de la aguda crisis financiera internacional.
A las inversiones estatales de los últimos siete años, se añaden otras acciones gubernamentales orientadas a mejorar la administración de las finanzas públicas y medidas macroeconómicas dirigidas a fortalecer el Nuevo Modelo Económico.
La aplicación de dichas medidas derivó en la obtención de indicadores macro y microeconómicos positivos que se pueden observar en los superávit fiscales consecutivos logrados en 2012 (1,8%), 2011 (0,8%), 2010 (1,7%), 2009 (0,1%), 2008 (3,2%), 2007 (1,7%), 2006 (4,5%); y el crecimiento sostenido del Producto Interno Bruto (PIB) de 5,17% (2011), 4,13% (2010), 3,36% (2009), 6,15% (2008), 4,56% (2007) y 4,80% (2006).
The Constitution protects the modes of production such as communitarian, cooperative, private and social; it also encourages the active participation of the State in the economy through enhancing public investment. In 2012 public investment will reach the USD3.461 million.
Recently fiscal resources impacted favorably on the national economy so as to successfully overcome the adverse effects of the 2008-09 acute international financial crisis and that still persist.
In addition to public investment during the past six years, other governmental measures were taken aimed to improve the macroeconomic policy and public finance administration as part of strengthening the new economic model adopted since 2006. The implementation of these measures has led to positive macroeconomic indicators that can be appreciated in the consecutive fiscal surplus achieved in 2011 (0,8%), 2010 (1,7%), 2009 (0,1%), 2008 (3,2%), 2007 (1,7%), 2006 (4,5%); and the growth of the gross domestic product (GDP) of 5,17% (2011), 4,13% (2010), 3,36% (2009), 6,15% (2008), 4,56% (2007) and 4,80% (2006).

Increasing domestic demand
Bolivia continues to advance steadily on the policy of stimulating the growth of domestic demand, which in 2012 had an incidence of 4,3% out of 5,2% growth rate. If domestic demand continues in such pace, it will enable Bolivia to rely much less on the external demand. In the same vein, consumption of domestic services in 2012 such as water, household gas and electricity grew by 6%, which signals an improvement in the quality of life for Bolivians and the enhancing of basic infrastructure of the country.
The growth in demand for basic services goes along with the trend of income per-capita which in 2005 was USD1.010 while in 2012 reached USD2.470.
No doubt that with this increase the capacity of saving has raised and the use of the banking system has deepened. As an indicator, at present exist 6,3 millions counts in financial system deposits.
Aumento de la demanda interna
Bolivia continúa avanzando con pie firme en la política de estimulación del crecimiento de la demanda interna, que en 2012 incidió en 4,3% en el crecimiento del PIB (5,2%), otro cambio que, de continuar en ascenso, permitirá al país depender mucho menos del mercado externo.
Junto al aumento del tamaño del mercado interno, en la gestión 2012 creció en 6% la demanda de servicios básicos (agua potable, gas domiciliario y electricidad), un indicador que visibiliza una mejoría en la calidad de vida de los bolivianos y de la infraestructura elemental del país.
El crecimiento de la demanda de servicios básicos puede explicarse en parte por la elevación del ingreso per cápita de los bolivianos que en 2005 era de USD1.010 y en 2012 llegó a USD2.470.
Sin duda que con esta elevación se incrementó la capacidad de ahorro de la ciudadanía, que cada día recurre con frecuencia al sistema financiero nacional para depositar su excedente económico. Prueba de ello es que en la actualidad existen 6,3 millones de cuentas de depósitos.

Redistribución del ingreso, bonos sociales y reducción de la pobreza
Gracias al adecuado manejo de las finanzas públicas y a las oportunas medidas macroeconómicas aplicadas por el Gobierno, el Estado Plurinacional otorga a sectores focalizados de la población bonos sociales, una medida que, a su vez, permite redistribuir los ingresos fiscales en los sectores más necesitados.
Uno de esos bonos, llamado Juancito Pinto, llegó en 2012 a 1.761.057 escolares de 1ro. de primaria a 3ro de secundaria de las escuelas fiscales. Hasta diciembre 2012, el Bono Juana Azurduy benefició a 330.048 mujeres gestantes y 504.702 niños, y la Renta Dignidad llegó a 956.760 personas de la tercera edad.
La redistribución del excedente económico repercutió de manera favorable en la reducción de la pobreza extrema de 38,2% (2005) a 20,9% (2011).
Otro eslabón de la política social gubernamental es el aumento en 61% del salario de los maestros y trabajadores en salud entre 2006 y 2012, y del Salario Mínimo Nacional (SMN) de Bs440 en 2005 a Bs1.000 en 2012.
En seis años de gestión, el Gobierno consiguió otros importantes logros económicos y sociales, sin descuidar la fundamental tarea de construir un aparato productivo para industrializar sus recursos naturales y ofrecer al mercado internacional bienes con valor agregado y al pueblo boliviano empleos con mejores salarios.
Income redistribution, social transfers, and poverty reduction
Thanks to the adequate public resources administration and appropriate macroeconomic measures, the government has been able to create social programs to targeted sectors of the population which allow redistributing part of tax revenues among the neediest sectors. For instance, 2012 the “Juancito Pinto” conditional cash transfer reached 1.761.057 students from first to eighth grade of primary public schools. Another conditional cash transfer called “Juana Azurduy” until july 2012 benefited 330.048 pregment women and 504.702 children, as well as “Renta Dignidad” –a non-conditional transfer for the elderly- reached 956.760 people.
The redistribution of the economic surplus impacted favorably on the reduction of extreme poverty from 38,2% (2005) to 20,9% (2011). Another example of the Government’s social policy is the increase of 61% on the salary of teachers and health workers between 2006 and 2012, while the national minimum wage was raised from Bs440 in 2005 to Bs1.000 in 2012.
In six years in office, the Government succeeded in other important economic and social achievements without neglecting the fundamental task of building a productive apparatus to industrialize the natural resources and offer value-added goods to the international market and providing the Bolivian people formal jobs with better pay.

In this period the State reached a healthy fiscal solvency, enough to cover recurrent expenses such as wages and transfers as well as amortizations with tax income and without resorting to the negotiation of external loans unlike pre-2006 government administrations.
On the other hand, from 2005 to 2011 Bolivia experienced an unprecedented increase in the net international reserves (NIR), which grew from USD1.714 million to USD13.927 million in 2012.
This policy reflects one of the new approach of the Bolivian macroeconomic policy that aims to consolidate the sustainability of public finances by expanding the tax base and consequently increasing tax receipts. In 2005 tax collection was USD1.963 million and it grew to USD4.369 million in 2010 and in 2011 to around USD5.924 million.
The public debt experienced a favorable turn to the Bolivia, because now 58% of the public debt has a maturity between 11 and 30 years, while the remaining 25%, has a maturity of more than 31 years.
Moreover, in light of enhanced solvency and fiscal surpluses in the last six years, Bolivia reduced its debt burden to the lowest in the region with a level of only 32% of GDP, which stands significantly below Brazil’s, (65% to GDP); and United States’ (more than 100% of GDP).
En este periodo el Estado alcanzó una saludable solvencia fiscal, capacidad que le permitió cubrir obligaciones como el pago de salarios y aguinaldos de la administración pública con recursos propios y sin recurrir a la negociación de préstamos externos, tal como acontecía en las administraciones gubernamentales anteriores a 2006.
Bolivia experimentó en los últimos siete años un incremento sin precedentes de las Reservas Internacionales Netas (RIN), que de USD1.714 millones en 2005 alcanzaron los USD13.927 millones en 2012.
Este ángulo devela uno de los nuevos rostros de la macroeconomía boliviana que apunta a consolidar la soberanía de las finanzas públicas mediante la ampliación, por ejemplo, del universo de contribuyentes y el consiguiente incremento de las recaudaciones tributarias que en 2005 llegaban a sólo Bs15.874 millones, en 2010 crecieron a Bs30.879 millones y en 2011 llegaron a Bs41.388 millones y en 2012 Bs49.674 millones.
La administración de la deuda pública interna experimentó un giro fa-vorable para el Estado, pues, en 2012 un 58% se encuentra a plazos de entre 11 y 30 años y en un 25% a periodos mayores a 31 años.
Asimismo, sobre la base de la solvencia y el superávit fiscal de los últimos seis años, en 2012 Bolivia redujo su deuda y la ubicó entre las más bajas de la región con un nivel de 33% respecto del PIB, un porcentaje notablemente inferior al de Brasil, 64% respecto al PIB; y Estados Unidos, 107% respecto del PIB.

Este ambiente favorable inclinó la balanza comercial a favor de Bolivia, que en 2005 exportaba USD2.867 millones y en 2012 superó los USD11.000 millones. En cambio, en esta última gestión Bolivia importó un valor de USD8.281 millones, un monto inferior al de sus exportaciones.
El Gobierno boliviano alcanzó estos éxitos en un clima democrático y propicio para la inversión nacional y extranjera, con activa participación de toda su población y de cara a la comunidad internacional que, sin duda, podrá atestiguar los esfuerzos del pueblo boliviano para construir una sociedad más equitativa.
Industrialización
El nuevo modelo Económico, Social, Comunitario y Productivo implementado en Bolivia desde 2006, se caracteriza por la participación activa del Estado en la economía y el cambio del patrón primario exportador por un proceso industrializador y desarrollo productivo. Bajo este nuevo modelo el Estado inició el proceso de industrialización de los recursos naturales en el sector de hidrocarburos (planta de separadores de líquidos y planta de urea y amoniaco), minería (industrialización del litio, hierro, zinc), energía (generación de electricidad y megaproyectos para la producción de energía) y productivos (producción de azúcar y sus derivados).
Additionally, the external environment has made the trade balance becoming favorable to Bolivia. In fact, in 2005 Bolivia exported USD2.867 million and in 2012 exports amounted USD11.000 million, outpacing imports, which were USD8.281 million in the last year. This trend is certainly positive and signals a stable outlook in the external balance.
The Government achieved these successes in a democratic and conducive climate for foreign and domestic investment, with active participation and inclusion of the people and showing transparency to the international community, which can certainly attest about these efforts.
Industrialization
The new Economic, Social and Productive Communitarian Model implemented in Bolivia since 2006, is characterized by the active participation of the State in the economy and the changing from a simple primary export pattern to a process of industrialization and productive development. Under this new model, the State began the industrialization process of its natural resources in the hydrocarbon sector (liquid separator plant and urea - ammonia plant), mining (industrialization of lithium, iron, and zinc), energy (electricity generation and megaprojects for energy production) and productive sectors (production of sugar and its derivatives).

Mejoras en el Índice de Desarrollo Humano (IDH)
Los programas y políticas de redistribución de la riqueza y de beneficio social implementadas por el actual gobierno, ha permitido que una porción significativa de la población boliviana haya mejorado sus condiciones de vida, reflejados en el incremento del ingreso per cápita, el incremento en la esperanza de vida al nacer y el aumento en los años promedio de escolaridad, además de las significativas mejoras en los indicadores socioeconómicos obtenidos en los últimos años, el Programa de las Naciones Unidas para el Desarrollo (PNUD) mejoró el valor del IDH para Bolivia, situándolo en el grupo de países de Desarrollo Humano Medio.
Aprobación a la gestión de gobierno del Presidente Evo Morales
En la gestión 2005, el presidente Evo Morales fue democráticamente elegido con el 54% de apoyo de la población y en 2009 fue reelecto con una mayoría absoluta, alcanzando el 64% de los votos, otorgando todo el respaldo de la población boliviana al presidente del Estado Plurinacional de Bolivia. De la misma manera, según los resultados de la última encuesta realizada en 2013, la aprobación a la gestión del actual gobierno alcanzó el 59%, lo cual ratifica el respaldo de los ciudadanos a los programas sociales y políticas económicas orientadas a la reducción de la pobreza.
Improvements in the Human Development Index (HDI)
The programs and policies for wealth redistribution and social benefits implemented by the current government has allowed a significant portion of the Bolivian population to improve their living conditions, reflected in the increase of per capita income, the increase in hope at birth and the increase in the average of schooling years, in addition to significant improvements in socioeconomic indicators obtained in recent years, the United Nations Development Programme (UNDP) improved the HDI for Bolivia, placing the country in the group of medium human development countries.
Approval of Evo Morales’s government management
In 2005, the President Evo Morales was democratically elected with 54% support of the population and in 2009 was re-elected with an absolute majority, reaching 64% of the votes, showing the approval and support of the population towards the President. Also, according to the results of the last survey in 2013, the approval of the current government management reached 59%, which confirms the support of citizens to social programs and economic policies aimed at reducing poverty.

Bolivia Libre de Analfabetismo
Desde 2006, el actual gobierno tuvo como uno de sus objetivos reducir la pobreza, realizando inversiones en diversos programas y proyectos enfocados a erradicar el analfabetismo. Como resultado de dichas medidas sociales, en diciembre de 2008, Bolivia fue declarada por la UNESCO, como el tercer país en América Latina libre de analfabetismo, logrando reducir la tasa de analfabetismo a 3,4%, porcentaje inferior al establecido por la ONU (4%) para declarar a un país libre de analfabetismo.
Desarrollo del nuevo marco institucional
La implementación de la nueva Constitución Política del Estado requiere un conjunto de normas que permitan profundizar el modelo Económico, Social, Comunitario y Productivo, bajo una nueva forma de gestión pública, en este sentido se han elaborando una serie de Leyes como ser la Ley de Inversiones, Ley de Empresas Públicas, Nuevo Código Minero, Ley de Servicios Financieros, Ley de Tesorería y Crédito Público entre otros, que en su mayoría están siendo analizadas en la Asamblea Legislativa Plurinacional. La aprobación y aplicación de estas normas permitirá crear una nueva institucionalidad de gestión pública que contribuirá al logro de los objetivos económicos y sociales del nuevo modelo implementado en Bolivia.
Bolivia free of illiteracy
Since 2006 President Morales’s government is focused in reducing poverty by implementing various programs and projects aimed to eradicating illiteracy from Bolivia. As a result of these social measures, in December 2008, Bolivia was declared by UNESCO as the third Latin American Country free of illiteracy, thus reducing the illiteracy rate to 3.4%, which is lower than the rate set by the UN ( 4%) to declare a country free of illiteracy.
Development of a new Institutional Framework
The implementation of the Bolivian Political Constitution requires a set of rules that extend the economic social, communitarian and productive model, under a new form of public management. In this regard, several laws have been prepared such as the Investment Law, the Public Enterprises Law, the New Mining Code, the Financial Services Law, the Treasury and Public Credit System Law, among others; most of them are being analyzed at the Plurinational Legislative Assembly. The approval and implementation of these laws will create a new institutional framework to help achieve economic and social objectives of the new model implemented in Bolivia.

Objetivo: Promover el acceso a servicios de electricidad para los hogares de bajos ingresos, a través de 25% de descuento a los hogares cuyo consumo mensual es inferior a 70 kWh en las zonas urbanas y 30 kWh en las zonas rurales.
Objective: To promote access to electricity service for low income households, through 25% discount to households whose monthly consumption is less than 70 kWh in urban areas, and 30 kWh in rural areas.
