Border ManagementConference &Technology Expo
Dear Colleague,
A few months ago, I had the idea to combine three of my security-related events into one world-class expoand conference. Domestic security cannot be successful if organizations operate in silos. Great successstories like that of JIATF-West and South remind us of the exponentially greater power that can be broughtto bare when departments with different mandates, resources, and authorities focus on a single mission.
It was examples like the one above that spurred me to create an event that resonated with every facet ofthe homeland security and defense community. The Border Management Conference contains threeunique conferences with one overarching goal. When combined with an expo hall that features newtechnologies and answers to domestic security issues spanning three domains, this event provides thecommunity with an exponentially greater forum to support the joint mission of homeland security.
The Border Management Conference & Technology Expo takes place November 7-9 in San Diego, CAand it’s an event that you can’t afford to miss.
Here are 3 reasons why:1. The complimentary expo pass grants you access to the most comprehensive display of border, UAV
and maritime technologies. See the largest array of COTS products that can be implemented now tosecure our borders. The free expo pass also includes access to two keynote sessions that will take placeon the show floor.
2. I’ll be hosting 3 world-class conferences in 1 location allowing you to attend the session of yourchoice. Hear from some of the most respected names at DHS, CBP, ICE and other agencies, bothnationally and regionally.
3. Your colleagues will be there. This is shaping-up to be the most important border event of the year, and I look forward to introducing you to as many people as I can.
I encourage you to visit the event website to review pictures and information about the innovative productsthat will be at the event; as well as a growing list of exhibitors in the complimentary exhibit hall.
Please take the time to join me in November for what promises to be the border security event of the year.I’ll look for your name on the pre-registration list and look forward to seeing you in San Diego.

Border security isn’t what it used to be. Over the last three decadesAmerica’s concerns have steadily escalated from what was once as much ahumanitarian issue as a security issue, to concerns over paramilitaryviolence, organized crime and international terrorism. The requirements tomeet these concerns have likewise increased, to the point that anything lessthan an interagency and intergovernmental response will inevitably leavethe nation’s citizenry vulnerable to a new and expanding series of threats. This session will explore the continuum of responses from the USGovernment including the support function of the US DoD
What will be covered:• An in-depth discussion on the difference between border security and
border defense• How the DoD supports the DHS and primary agencies
with border security and defense• The benefit and drawbacks of putting “warfighters” on the border
How you will benefit:• Understand the military’s role in the border security solution set• Learn the clear distinction between the roles and responsibilities of law
enforcement and the military• Properly identify the National Guard’s role and potential for support

A recent study looked into the effectiveness of the various securitytechnologies at the border in order to find the most crucial technologiesneeded for effective border security. NACTS designed a system dynamicsmodel to analyze the effectiveness of the technologies at the border in orderto overlay the technologies at the various flows and points of interest at theborder. After conducting over forty interviews, a collection of technologiesknown as Command, Control, Communication Computers, Intelligence,Surveillance, and Reconnaissance (C4ISR) were found to be the strongestforce multiplier along the border. This collection of technologies allow forefficient communication and sharing of intelligence and data betweenagencies, enabling more cost-effective operations, stronger operationalcontrol of the border, and raising the productivity of personnel, infrastructure, and the other technologies.
What will be covered:• Technology to enhance border security and international trade:
The nation has invested in staffing, infrastructure, and technology to attempt to control contraband flowing across the land border and atports of entry
• This panel will look at what technology has worked and what needs tobe invested in next
How you will benefit:• Discover how your organization/company fits into the overall
infrastructure of the recommended findings• Learn how the findings can result in a more comprehensive collection of
intelligence gathering technologies creating a force multiplier
