General Instructions about application for SARTHI-DELHI UPSC-CET-2019
1. Online application form is available on our website www.sarthi-maharashtragov.in under Notice Board
on link SARTHI-DELHI UPSC-CET-2019- APPLY ONLINE.
2. Eligibility:
i. Candidates must be of Maratha, Kunbi, Kunbi – Maratha and Maratha - Kunbi caste of Maharashtra
State (Non- Creamy layer Cateogry)
ii. Graduate in any discipline as on 1st March, 2019 and eligible to appear in UPSC (Civil Services)
Examination- 2020
iii. Annual income of the parents that includes salaries as well as income from other sources
should not exceed Rs 8 Lakhs (Non- Creamy layer candidates from above communities).
3. Intake capacity is about 225 (the number may increase or decrease). 30% seats are reserved for
Women candidates and 3% for Disabled candidates of the above communities. Managing Director
SARTHI has rights to increase or decrease the number of seats.

5. Candidates have to apply by filling the application form online, on or before 17th
March 2019.
6. While filling the online application form, candidate should take care of particulars like correct name,
birth date, e-mail id, mobile number, address, selection of SARTHI-DELHI UPSC-CET-2019 Exam
Centre, etc.
7. Candidate can apply only once with one valid e-mail id. If any candidate applies more than once, then
the first application will only be considered and the remaining application will be rejected.
8. SARTHI-DELHI UPSC-CET-2019 Examination will be conducted at Pune, Nagpur and
Aurangabad. Candidates have to select any one exam centre at the time of filling the application form.
No request for change in exam centre will be entertained after submission of application form.
9. Selected candidates will be sponsored to prestigious coaching institutes in Delhi, for free coaching of
UPSC (Civil Services) Examination-2020. List of empanelled coaching institute in Delhi, will be
uploaded on SARTHI’s website at the time of declaration of the result of SARTHI-DELHI UPSC-CET-
2019.
The decision for choice of coaching institute in Delhi, from the list of empanelled coaching institute
by SARTHI, has to be taken by candidate only. However, SARTHI Decision will be final.
10. Online e-Admit Card will be available on SARTHI's web site; under the link name SARTHI-
DELHI UPSC-CET-2019-ADMIT CARD, on or after 26th
March 2019. Venue of Examination
Centre, Date and timing of examination will be mentioned in Admit Card only. Candidates will not be
communicated by any other mode of communication.

The Pattern of Question Paper for SARTHI-DELHI UPSC - CET-2019
1) Examination will be conducted in two sessions. Question Paper is divided into two papers, Paper –I
(General Studies) and Paper – II (CSAT) of 200 marks each (total 400 marks).
2) Examination of Paper I (General Studies) will be conducted in first session, from 10.30 A.M. to
12.30 P.M. and Examination of Paper II (Civil Services Aptitude Test - CSAT) will be conducted in
second session from 02.00 P.M. to 04.00 P.M.
3) Question paper will be made available in both English and Hindi languages as UPSC (Civil Services)
Preliminary Examination.

Selection Procedure:
1. It is mandatory for every candidate to appear for both the Papers {Paper – I (GS) and Paper – II
(CSAT)} of SARTHI-DELHI UPSC-CET-2019. Any candidate who does not appear in both the papers
WILL NOT BE CONSIDERED FOR SELECTION.

2. Total 225 candidate will be selected for the coaching of UPSC (Civil Services) Examination – 2020, at
prestigious coaching institutes in Delhi. Reservation would be as under:

The number may increase or decrease. The final selection of the candidates for sponsoring to prestigious
coaching institutes in Delhi, for the coaching of UPSC (Civil Services) Examination- 2020, will be as
under.
A) Paper – II (CSAT) is qualifying paper. Candidate have to score at least 66 marks out of 200
marks or have to secure rank in top 450 candidates to become eligible for evaluation of Paper – I
(General Studies) of SARTHI-DELHI UPSC-CET-2019.
B) Paper – I (General Studies) of only those candidates will be evaluated who qualify in Paper – II
(CSAT) by scoring at least 66 marks out of 200 marks (i.e, 33 % of total marks 200) or have
secured rank in top 450.
C) Therefore, final selection of 225 candidates will be based on the total marks scored by the eligible
candidate in Paper – I (General Studies) of SARTHI-DELHI UPSC-CET-2019. Marks obtained in
paper II (CSAT) will not be considered for final selection of candidates.
3. While selecting candidates, for the coaching of UPSC (Civil Services) examination- 2020, at
prestigious coaching institutes in Delhi, 30% of total seats will be reserved for Women Candidates and
3% of total seats will be reserved for Disabled candidates as above.
4. First merit list of the selected candidates will be uploaded on our website www.sarthi-maharashtragov.in
5. Second merit list will be declared only if any selected candidate in first merit list does not take
admission till the last date for admission declared by SARTHI, Pune.
6. Selected candidates will be required to e-mail scan copy of the following documents on
[email protected], and bring the original documents for verification at SARTHI, Pune or at any
other place as may be notified by SARTHI, failure to which the candidature of the candidates will not be
considered.
The required documents are as follows:

2. Certificate of Graduation
3. Caste Certificate
4. Caste Validity Certificate (If it is decided by SARTHI, in due course).

selected candidate.
7. Selected candidates, who are willing to take admission for the coaching of UPSC (Civil Services)
Examination – 2020, at prestigious coaching institutes in Delhi, will have to sign and submit to SARTHI,
Pune, an undertaking on Rs 500 stamp paper and will have to abide by the terms and conditions of
SARTHI, Pune, mentioned in the undertaking.
8. Selected candidates will have to join coaching in prestigious institute in Delhi, as allocated by
SARTHI, Pune to the candidate, in the month of May / June, 2019, as per the schedule of the concerned
coaching institute in Delhi.
9. Special Additional Initiative: Candidates preparing for UPSC (Civil Services) Examination face lot
of difficulties in selection of optional subjects for the Mains Examination and often make wrong selection
in confusion and ambiguity. SARTHI has designed a special coaching so as to enable the candidates to
overcome this problem and take right decision of selection of right optional subject, as per the interest and
potential of the candidate.
For this, SARTHI will conduct a Residential Foundation Course of about 15 days at Pune, for the
candidates who will be selected through “SARTHI- DELHI UPSC-CET- 2019”. Representatives of the
empanelled institute in Delhi and SARTHI’s experts will guide the candidates in detail for above
purposes and will also help them in selections of coaching institute. Foundation Course will also contain
excellent coaching on Communication skills, Spoken English, Soft skill, Personality development, etc
Attending the foundation course will be mandatory for the selected candidates. All the expenses including
lodging, boarding, etc for this course will be borne by SARTHI. Candidates will have to bear the expenses of
travel up to the centre of Residential Foundation Course at Pune. They will have to come well prepared to
take onward journey to Delhi, directly from Pune, after completion of said Residential Foundation Course.

FACILITIES PROVIDED TO THE CANDIDATE DURING
COACHING PERIOD
Facilities for candidates selected by SARTHI-DELHI UPSC-CET-2019, for Free
Coaching of UPSC (Civil Services) Examination - 2020 at prestigious coaching
institutes in Delhi will be as under:
1. Coaching fee to be charged (about Rs 2 lakh) by the prestigious institutes in Delhi will, be paid by
SARTHI directly to the concerned coaching institute.
2. Rs. 13,000 /- p.m. stipend will be paid to each candidate for boarding, lodging, etc. in Delhi.
3. Travelling arrangement for onward journey to Delhi for joining the Coaching Classes will be done by
SARTHI. Expenses for this will be borne by SARTHI.
4. One time grant of Rs 15000 /- for accommodation & settlement in Delhi at the time of joining the
coaching classes will be given by SARTHI.
5. SARTHI will conduct a Foundation Course of about 15 days at Pune for those who will be selected in
SARTHI-DELHI UPSC-CET-2019. Representatives of the coaching institutes and SARTHI's experts will
guide the candidates in detail. It will also contain excellent coaching on Communication Skills, Spoken
English, Soft Skill, Personality Development, etc. All the expenses including lodging, boarding, etc for this
course will be borne by SARTHI.
6. For all above sponsorships, SARTHI will bear the expenses of about Rs 4, 57,000 for coaching of each
candidate. The details are as under:
