The faculty and graduate student assistants are pleased to present Volume 1, Issue 2 of SCSU MPA Insights. The article directly above describes our program and highlights a few of our notable programmatic elements. If you received Volume 1, Issue 1, this section looks similar. We’ll find something more creative for next fall’s Insights.
We can report to you that our collaborative approach to managing the program remains intact. Dr. Hamann is focusing in on the nonprofit aspect of our work, while Dr. Schooley is our point person for city and county government. Dr. Yang is our international development expert. Dr. Wagner remains our resident bureaucrat and paves the way for everyone as they process forms and other paperwork across campus, and is easily recognized because he’s always carrying our budget documents. He also fills in where he can

We hope you enjoy reading about our Town and Gown Initiatives and the upcoming Management and Leadership Conferences, and hope to see many of you at them. This issue we have our faculty spotlight on Dr. Shoua Yang. Enjoy learning about him. He’s led a wonderful and interesting life. We had hoped to report that our search for a fifth faculty is underway for next year but the SCSU budget will not support adding a new position this year. We have requested the creation of a new department of public administration and hope to hear soon about that request. The fifth position and an independent public administration department are necessary for NASPAA Accreditation. We’ll update you when we know more…

St. Cloud State University’s Master of Public Administration Newsletter
The Master of Public Administration (MPA) Degree is the professional degree for students
seeking a career in public service or nonprofit management and will prepare you as a leader
or manager in the public or nonprofit sectors. You will develop skills and techniques used
by public and nonprofit managers to implement policies, projects, and programs that
address important problems within your organization or community. You will study a
common set of core courses and choose elective courses in your concentration of interest.
PROGRAM HIGHLIGHTS
Concentrations are offered in City and County Government Leadership and Management,
Nonprofit Organization Leadership and Management, International Development
Leadership and Management, and Health Care Administration Leadership and
Management.
Most classes are offered in the evenings or online to accommodate working students.
Faculty are fulltime tenured or tenure track professors.

SUMMER 2016 COURSES
Dr. Shawn Schooley will be offering MPA 640 Topics in Public and Nonprofit
Management and Leadership: Advanced Private Security & Local Government. It is
scheduled for the first six-week block of classes, Monday through Thursday, 5:00-7:00 pm,
on St. Cloud State’s campus.

Dr. Schooley will be presenting at the National Gang Crime Research Center's Annual Conference, Chicago, IL, August 8th - 10th. He will and will be teaching two sessions : "Outlaw Motorcycle Gangs" and "Testifying in Court as a Professional Law Enforcement Witness"
Dr. Yang visited Chiang Mia University, Chiang Mia, Thailand, Universiti Sains, Malaysia, National Institute of Development Administration, Bangkok, Thailand to strengthen our collaborative relationships and recruit students for the International Development Concentration.
Dr. Wagner, with colleagues associated with the SCSU Survey Research Center, obtained a grant from the St. Cloud Area Community Foundation to conduct a survey of central Minnesota households regarding their views on Social Capital. Again with SCSU Survey Research Center faculty, Dr. Wagner obtained a grant from the Minnesota State Lottery agency to conduct a study of Minnesota households and their views toward gambling.

Having committed to teaching at the
college level, he attended Northern
Illinois University, where he obtained
his PhD in Public Administration
with emphasis in organizational
theories, public policy, and
comparative politics in Southeast
Asia. Upon his graduation in 2006,
Professor Yang accepted his first
teaching position in the Department
of Political Science at the University
of Wisconsin-Stevens Point, prior to
his academic appointment in the
Department of Political Science at
SCSU in 2008. Now, as a member of
the Master of Public Administration
Program in the School of Public
Affairs at SCSU, Professor Yang, in
addition to his teaching obligation of
both undergraduate and graduate
programs’ courses, is designated to
recruit both minority students in the
U.S. and international students
abroad. During each Christmas
break, Professor Yang and his
colleagues have escorted students to
Laos, Malaysia, and Thailand, where
Professor Yang has recruited
international students through program
presentations at the National Institution
of Development Administration
(NIDA) in Bangkok, Thailand; at
Chiang Mai University in Chiang Mai,
Thailand; and at the Universiti Sains
Malaysia in Penang, Malaysia. Having
established the program partnerships
with these foreign academic institutions
through MOUs, the MPA Program at
SCSU through Professor Yang has
created a study abroad opportunity for
our MPA students to learn more about
public administration and international
development management and
leadership in these less developed
countries. As for community services,
Professor Yang co-founded the Hmong
Nationalities Organization, Inc., that has
partnered with SCSU to provide
leadership trainings in civic
engagements for members of the
Hmong-American communities
throughout the United States.
Professor Shoua Yang grew up in
Xieng Khouang, Laos. Because of
the Secret War in Laos during the
Vietnam War, Yang migrated to
Minnesota in 1984, where
he attended Harding High School
in St. Paul. Having highly
considered education as a key of a
successful life, he attended St.
Mary's College (now university) of
Minnesota, where he received his
Bachelor of Arts in Political
Science. To broaden his education,
he attended Ohio University, where
he graduated with a dual-Masters
of Arts in Political Science and
International Studies in Southeast
Asian governments and politics. He
then attended Cleveland State
University in Cleveland, Ohio,
where he received his Master of

SCSU's Public Administration faculty discussed SCSU's
role in the greater St. Cloud Community on Saturday,
February 6th at the Herb Brooks Center. Topics were
SCSU’s role in education, service, research, consulting
and economic development in St. Cloud. Town and
Gown Relations offer the opportunity to directly
participate in building strategies to strengthen SCSU and
community relationships.

St. Cloud’s Whitney Senior Center's "Third Age University" Humanities Discussion Series, had Dr. Schooley present "Can We Run Government Like A Business?"
February 3, 10, 17, & 24, the MPA Program is holding its second Lifelong Learning Community Session entitled "Ethics of Public Administrators." The discussion is at the Whitney Senior Center, St. Cloud from 2:30 - 3:30pm.
February 3, 10, 17, & 24, the MPA Program is holding its second Community Book Discussion Group, looking at Thomas Friedman's "The World is Flat 3.0" The discussion is at the Central Perk Coffee Shop, St. Cloud from 5:00 - 6:00pm.
March 24th, at the Whitney Senior Center's, Dr. Schooley is presenting "Third Age University" Humanities Discussion Series: "Social Contract Theory & Our Civil Liberties".
All events are free and open to the public!
