THE Eastern Cape Development Corporation(ECDC) had announced that it had been allo-cated R300 million by the Eastern Cape gov-
ernment during the current financial year toenhance the roll out of the provincial social in-frastructure programme. This amount is ex-pected to rise to R2 billion over the next fiveyears.
ECDCannounces R300million allocation for social infrastructureFinance MEC, Phumulo Masualle an-
nounced that the province had identifiedECDC as its integrated infrastructure deliv-ery arm.
The focus of ECDC would therefore be onthe maintenance and renewal of existing so-cial infrastructure, as well as being taskedwith improving infrastructure functionalityin the social sector.
The programme will focus on the provi-sion of running water, electricity, sanita-tion, ablution facilities, including replace-ment of mud-schools, as well as the improve-ment of access to social infrastructurefacilities within the district municipal are-as. It also includes the refurbishment of hos-pitals among others.
“The R300 million is allocated for the cur-rent financial year for social infrastructure
projects in the OR Tambo, Joe Gqabi and Al-fred Nzo district municipalities and the east-ern parts of the Amathole district in particu-lar. These areas have the most acute infra-structure backlogs in the province.
An additional amount has been set aside tobuild capacity within ECDC in critical areassuch as civil engineering, project manage-ment, quantity surveying, project finance, monitoring and evaluation, supply chainmanagement as well as procurement.
The set-up fundswill also go toward furtherstrengthening internal processes, financialcontrols and systems. ECDC will also lever-age on available internal expertise as it rollsout this critical social infrastructure pro-gramme.
“ECDC is equally excited because thisproject indicates that government recognisesthat ECDC has over the years built its reputa-tion and public image as an effective stewardof public funds and state assets. This has beendemonstrated by consecutive unqualified au-dits during the last five years.
“ In carrying out this task, ECDC will con-tinue to exercise due diligence to ensure thatthese funds are used for the purpose for whichthey are intended,” said ECDC Chief Execu-tive Sitembele Mase.
He said ECDC intends to work with contrac-tors which are registered with the Construc-tion Industry Development Board, as well aswith thosewhohaveagood trackrecordofpro-ducing quality work on behalf of government.

THE SouthAfrican Communist Party (SACP)in the Eastern Cape welcomed the outcomesof the grade 12 (matric) exams of the class of2013.
Thematric results for 2013were announcedby the Minister of Basic Education, AngieMotshekga last Tuesday and Eastern Capehas moved from 61.4 % in 2012 to 64.9 % passrate in 2013.“In our view, this represents a continued
improvement building from that of 2012 tothis of 2013 and it is in this context that wewelcome the outcomes of this academic yearas they build on the positive improvement of2012 which was the first time for the EasternCapeProvince to be above sixty percent (60%)since the dawn of democracy,” said SiyandaMdodiwho is theProvincial Spokesperson forthe SACP.Mdodi said this was the second year in a
rowwherein the provincewas registering im-provement.“It is in this context that we would like to
congratulate the Department of Educationand all relevant stakeholders in the Educa-tion fraternity who took greater responsibili-ty in ensuring the improvement we are nowseeing,” said Mdodi.SACP also commended the role played by
both teachers andparents throughout theaca-demic year, adding that the commitmentshown by the teachers through this and theprevious academic year was a plausible oneas they continued to combat the conditionssome serve under to mould leaders of tomor-row; for putting the interests of the working
class child to the front.“We would like to join scores of South Afri-
cans in congratulating all the learners whosat for the examsof theyear 2013 and inpartic-ular those who have passed. You have madeus proud. May you have a brighter future, bepatriots and use your educational achieve-ments to the development of your country andin particular the communities you are com-ing from,” said Mdodi. To all those who due to many factors had
stumbled, SACP encouraged them not to de-spair but to stand up and claim their future.

DESPITE the increase in the pass rate forSouth African matrics, the results hide adisturbing revelation when the subject da-ta is analysed.
The class of 2013 improved on the passmark from the year before, but there aresignificant gaps, particularly in knowl-edge of mathematics and science - key toexpanding SouthAfrica’s technical capaci-ty and innovation. The improved pass mark of 78.2% may
obfuscate the fact that analytical skillsamong the school leavers is lacking.According to the department of basic ed-
ucation’s NSC 2013 Diagnostic Report, maths skills in particular are poor despitethe pass rate, and this has acute implica-tions for achievement.“Mathematical skills are a critical skills
gap in many subjects, with predictable im-plications for learner achievement. Manyreports in this publication attribute poorperformance in such subjects to the poormathematical skills of the candidates.“Despite the improved pass rate inMath-
ematics and in Mathematical Literacy, thelack of foundational competencies inMathematics remains a challenge acrossthe board,” the report says.Science projectsThe quality of the matric pass rate is
widely held as a litmus test of the qualityof South Africa education, yet few of theclass of 2013 have scored a result that quali-fies them for study at universities. The department’s NSC 2013 Technical
Report shows that “171 755 learners qualifyfor Bachelor Studies at higher educationinstitutions (30.6%)”.In terms of subjects that are the drivers
of technology like maths and physics, the
pass rate increased from 61.3% in 2012 to67.4% in 2013 for physics and 54% to 59.1%for maths. The department of science and technolo-
gy said that the key for South Africa’s de-livery of giant science projects like theSKA (Square Kilometre Array) was ahealthy pool of maths and science schoolgraduates thatwould continue the subjectsat university level.“The number of matric graduates in
mathematics and physical science is im-portant to the department and the sciencesystem in general, because it is from thispool that future scientists and researcherswill come,” Science and TechnologyMinis-ter Derek Hanekom told News24.He added that the low number of gradu-
ates could impact on the country’s abilityto produce high-level skills in the sciencefields.“Informed by the understanding that a
SouthAfricamatric results hide ‘problems’PhD is a driver of innovation and globalcompetitiveness, the National Develop-ment Plan sets a production target of 100doctoral graduates per million of the popu-lation by 2030, which translates to 5 000 Ph-Ds per year from a base of 1 420 in 2010.The view is that more of these PhDs shouldbe acquired in the fields of science, engi-neering and technology.”ShortcomingsThe department of basic education’s own
Diagnostic Report highlighted some of thecritical shortcomings in maths educationthat impacts on the results in physics.“There was evidence of poor mathemati-
cal skills and poor use of calculators, con-tributing to the poor performance of somecandidates.”The report also says that while matric
may be regarded as the finalisation ofschooling, problems in maths were not on-ly related to the Grade 12 curriculum.

Despite increasing its pass rate from 61.6%in 2012 to 64.9% in 2013, the Eastern Cape stillhas the lowest pass rate in the country.“We’re delivering to the country kids that
are eligible for a bachelor’s degree in universi-ties. The Eastern Cape ranks fifth in terms ofthe bachelor’s pass rate, fourth in terms of di-ploma pass rate and third in terms of highercertificate pass rate in all provinces,” saidMakupula.Makupula said theDepartmenthas received
the best quality of results since 2008.* The department received 11 038 distinc-
tions in 2013 compared with 9 264 in 2012 and7 398 in 2008.* Bachelor pass rate 13 686 in 2013 compared
with 11 246 in 2012 and 8 622 in 2008.* Highest number of diplomapass rate 19 179

rate is 13 950 in 2013 compared with 11 998 in2012 and 10 707 in 2008.“This is not by miracle or luck that we’ve
produced these results, but by working hard,”said Makupula.TheEast Londondistrict ranked third in the
top three performing districts in the EasternProvince for 2013 with 73.1% and an increaseof 4.4% compared to last year.Port Elizabeth district took the number one
spot with a pass rate of 74% (an increase of
MECproudofqualityresults
2.9%) and Cradock came second with 73.5% –a slight increase of 1.2%.Of the 75 092 full time candidates that were
registered for the 2013 Grade 12 National Sen-ior Certificate examinations only 72 738 fulltime registered candidates wrote the examina-tions.“Some of the children dropped out for vari-
ous reasons. We are proud of all the registeredcandidates thatwrote the examinations. Therewere no leaks of question papers. Our examswere legitimate,” said Makupula. However, 13 pupilswere found tohave cheat-
ed during the examinations. In 10 cases pupilswere found in possession of crib notes, in an-other case a pupil was found copying using a
cellphone, another pupil’s script was found tobe written in different handwritings and an-other candidate was found with two scripts.Makupula said the pupils’ results werewith-
held pending finalization of the investigationand irregularities hearings.Makupula encouraged those who did not
pass in 2013 to repeat their Grade 12.

THE mutilation and deaths of young SouthAfricans in manhood rituals require ur-gent intervention, Anglican ArchbishopEmeritus Desmond Tutu said on Wednes-day.
“The guardians of South African healthand culture must find the means to worktogether to protect the sanctity of our tra-ditional practices,” Tutu said in a state-ment.
He said the cultural importance of themanhood initiation ritual should not belost. “We must protect these practices, butwe must avoid placing too much focus onthe physical and psychological ordeal.”
He said the house of traditional leadersand the department of health should drawqualified medical practitioners to en-hance traditional circumcision practices.

GOVERNMENT statistics showed that thedeath rate of initiates dropped last year to 20percent compared to 25% the previous year.
The Community Development Foundationof South Africa (CODEFSA) representative,Nkululeko Nxesi was happy with these statis-tics and said that forming CODEFSA was alsopart of making sure that traditions were beingfollowed in the correct manner.
The CODEFSA together with the Depart-ment of Health and other departments in-volved, joined forces to ensure that the initia-tion process in the Pondo land (Bizana, Flag-

Captain Mlungisi Mathidane from the SouthAfrican Police Services (SAPS) said that theywere looking forward to this year as they wouldcontinue to put a stop to illegal circumcisionschools and would be doing campaigns early intheyeartowarnabout thedangersofregisteringwithaschool thatdoesnothaveall thenecessarypapers. “We will need all the help we can getagain from community forums and members soas to make sure that children come home safethis year after initiation school.”

Welcome to 2014
Umgosi team would like to take this op-portunity to welcome everybody on the Ex-pressland this year 2014, especially ourdearest readers who supported us through-out the year in 2013.This year we again promise to give them
‘juicy’ gossip with their valued news. With-out them reading this column we are noth-ing.Let’s hope that thedreamerswill flourish
their dreams in 2014 and not forget to stickto their resolutions until the year ends. Na-kwabobathi babuyekile utywalakubabese-le kakhulu nge-festive season, wangauThixo angaba sel’ebanceda bangabisabuyela. We are quite aware that there were peo-
ple who were wishing to reach 2014 andtheir plans were in place but unfortunatelyGod decided otherwise because He tookthem closer to Him inHeaven. Lilonke uba-thathele phantsi koMnquba wakhezingekade zibe lijaja izandla zabo ligazilomhlaba. Ingathi ikhona wena into etshokanjalo kwi-Bible. Let us hope their soulswill rest in peace, sobonana khona. Those learnerswhowill start in universi-
ties and colleges, must remember that theirfocus must be on their books and must notbe blinded by a nice time at the tertiary lev-el.They must choose buddies who can par-
ticipate in moulding their future and stayaway from alcohol, amadoda namankazanabecause those thingswould lead them to thewrong direction. As people who grew up together in those
bundus our teachers at school usedwarn usabout mixing business with pleasure be-cause ayikhuli yombini. So bantwabam inlife there is no formula but you choose evenif it is the right or wrong direction. Keepthatmomentum kewhilst youwere still do-ing grade 12.
EMzansi kunzima
Uyazi eMzansi the way people are seizedby desperation they end up doing thingswhich don’t belong to us as people. In mylife I never experienced or saw people eat-ing grass. The only animals that I know areeating grass were goats, cattle, sheep andothers but a person like me eating grass is
astonishing.Recently we saw in a front page story of
a certain newspaper people literally eatingjust plain ordinary grass, saying it tasteslike all-bran. The reports stated that aftertheir pastor had prayed members of thechurch fell on their knees and chomped thegrass. Wawukhe wayiva phi loo nto abantubesitya igca, shame ikwayile nto ye-desper-ation because abantu bafuna ukuphilanokuphumelela ebomini ngoku aba-pastorbasebenzisa loomathubababenzisenokubayintoni. Shame, kwaze kwanzima ezwenisokhile xa sizakuthi singabantu sijikiswesibe zizilwanya eziza kutya ingca.
Sometimes we can point fingers to gov-ernment but…
As you know, for the gossip team if some-thing iswrong, it iswrongkenomatterwhosayswhat and asibe sijikela emva kwendluxa kufanele siyithethile loo nto. Uyazi nga-manye amaxesha siyakumana sikhombaiminwe kurhulumente ukuba akawaveziama-thuba omsebenzi kanti into ikwalapha
kulutsha lwethu. Alusayifuni kwale ntokuthiwa kukusebenza. The only thing ehla-la i-ringer ezingqondweni zabo kukuya es-hebeen if not emaclubin. Besikwenye ilalinetshomi yethu kwezi zinto zee-tenders iza-kwakha indlela. So ibisithi into kufaneleukuba aqeshe abantu abasuka kule lali aza-kwakhakuyo indlela. Swulambele kangakaumsebenzi kuze nje abantu basetyhininoomama ekucaca ukuba baswelekelwangamadoda neentwana ezisenomdla wom-sebenzi. The rest yolutsha khange ibon-akale nangotshengele. Xa sidlula etarvenelalini kugcwele ngamajita asendaweni. Xasibuza why engayanga kuqeshwa athiakawuthandi umsebenzi walapha ema-khaya kwaye nemali incinane. Khazi baya-zela phi le ininzi? So sometimes iyafunasike singajongi kurhulumente sijonge na-kulutsha olu lakuthi ukuba liyakufuna nalona ukusebenza. Kaloku thina gossip teamasiyi calanye asingomanzi izinto sizijongamacala. Akukhomsebenzi ungazela umntuesespotini. Asitsho ukuba bangaliseli kuba sele

IN 2012 Mazda introduced smart tecnologyin the formof theSkyactiv engines, for betterfuel economy in their compact SUV, theMaz-da CX-5.
Towards the end of last year, they tooktheir campaign for better fuel efficiency astep further by introducing the Smart IdleStop System (SISS) on all the CX-5 models.According to the people at Mazda, the All-
NewMazdaCX-5 is designed to give the spaceand versatility of an SUV, but with excellentfuel economyand the instincts of a sports carto fit in with Mazda’s Zoom-Zoom image.SISS saves fuel by shutting down the vehi-
cle’s engine automatically when the car isstationary, and restarts it when the driverresumes driving. This is especially useful for fuel economy
inheavy traffic and inurbanareaswhere thedriver frequently stops at traffic lights andintersections.
How does it workIdling stop systems are nothing new. How-
ever, unlike the conventional systemswhichrestart the vehicle’s engine with an electricmotor using exactly the same process aswhen the engine is started normally, theMazda’s SISS restarts the engine throughcombustion. Mazda’s system initiates en-gine restart by injecting fuel directly into thecylinder while the engine is stopped, and ig-niting it to generate downward piston force. In addition to saving fuel, the SISS ensures
that the engine will restart quickly and theadvanced technology ensures the engine re-starts in roughly half the time of other con-ventional electricmotor idling stop systems.Does it work? This is quite a mouthful of high tech info,
but the proof is in the testing. I do not studyup on vehicles before test driving them andthe test drive is usually done with my beingoblivious to what the new features are, let-ting me discover it for myself. So does this Smart Idle Stop system work
withouthamperingyournormalwayof driv-ing? And the answer is a resounding “Yes”.The switching on and off of the engine hap-pened so smoothly that I only noticed whatwas happening after stopping at about thethird traffic light. And the car idles so softlythat the sound of the engine switching off ishardly noticeable.Being some-one who does not like to give
up any semblance of control of a vehicle –and who is not a big fan of things like cruisecontrol and automatic parking or trustingthose park assist censors – a car switchingitself on and off would not necessarily be onmybigwishlist. But fuel economy is definite-ly a top priority, and this system was so has-sle-free that I was prepared to let the car doits own thing at traffic lights and trust thatit would switch itself on, quickly, with noembarassing traffic light incidences. You really feel no delay when resuming
the drive, which means a stress-free ridewhile saving fuel at the same time.
SkyactiveThe CX-5 is locally available in Active, Dy-
namic and Individual, with each successivemodel building on the standard specificationof the one before it.All models feature the same high-tech 2,0-
litre SKYACTIV engine.Mazda also offers a brand-new cutting-
edge six-speed SKYACTIV-Drive automatictransmission on the Dynamic and Individu-al derivatives, while a six-speed manualtransmission is fitted to the Active model.Fully equipped with the SKYACTIV tech-
nology, Mazda says the CX-5 2.0-litre petrolengine uses as little as 6.8 litres of fuel per100 kilometres in its manual version and 6.9litres per 100 kilometres in automatic (as perMazda’s test conditions).
Other featuresOther special features, amongst others,
are Smart keyless entry (on the top of therange Individual), Smart push start (on allthe models) and audio control on steeringwheel (on all the models).Safety features exclusive to the Individual
model include a rear-view monitor, and
front and rear parking sensors.

BOXING South Africa (BSA) Ratings Com-mittee approved in December boxers whohave challenged and qualified for the SouthAfrican titles, and the list provided some ofthe must-see shows.
In an attempt by the boxing governingbody to ensure there’s activity in the fisti-cuffs, champions who have had an opportu-nity to put their titles on the line againstmandatory challengers in the last threemonths have been instructed to either makea voluntary defence or engage in an interna-tional fight.
There were in the list of approvals, anumber of SA title fights that could providefireworks. These are any promoter’s dreamfights with a good marketing strategy.Uitenhage’s Eastern Cape (EC) Heavy-
weight champion, Unathi Jacobs, has beenapproved to challenge Gauteng’s nationalheayweight champion Anton Nel.At 46-years-of-age, Nel (33 fights, 18 wins,
12 losses and three draws), who defeated Si-busiso Sibiya by TKO 6 in defence of the titlein his last fight, could provide an exciting“experience versus youth” fight against theyounger police officer, Jacobs.Rated at number one in the country, the
younger Jacobs (8 fights, 7wins, all KOs and
one loss), who demolished Ivan Strydom inone round to claim the provincial talent lastOctober and successfully defended it byknocking out Sithembele August, also in thefirst round in December moreover, is under-stood to be preferring to challenge rather thenational Cruiserweight title currently heldby Daniel Bruwer, who also holds the WBFInternational Junior Heavyweight title.
Jacobs is also topping the cruiserweightcontenders’ list. “I am not a fully-fledgedheavyweight andwould rather challenge thecruiserweight title, a division in which I amstill comfortable,” said Jacobs recently. Itwould also be interesting to see how Jacobsfares among theother cruiserweight interna-
tional campaigners like Thabiso Mchunu(ABUChamp), and IlungaMakabu (WBCSil-ver Champion). This year SA Welterweight champion
Tsiko Mulovhedzi of Limpopo must defendagainst mandatory challenger MziwoxoloNdwayana from Grahamstown, while it willbe interesting to seeEastLondon’sSAJuniorWelterweight champion Mzolisi Yoyo facinghis homeboy and mandatory challenger AliFuneka for the title.Fans would like to see SA Featherweight
