sised that every humanbeing is entitled to basicrights and they are ensuredby the government, however;people should be aware oftheir rights and fight forthem, especially women, shesaid.

Chouhan said that weshould also respect therights of other humanbeings to create an egalitar-ian society and highlightedArticle 21 which emphasiseon "Right to Life and Rightto Personal Liberty."

She appreciated the role ofMIER which is doing a com-mendable job by creating thesensitisation and giving the

road map regarding humanrights among the studentsand the community.

STATE TIMES NEWSSRINAGAR: Former chiefminister Mehbooba Mufti onThursday hit out at the BJPfor alleging that regionalparties were working atPakistan's behest, sayingcredentials of the NC andthe PDP were not ques-tioned when they were inalliance with the saffronparty.

Mufti's remark came afterBJP general secretary RamMadhav alleged that thePDP and the NC had boy-cotted local body polls in thestate earlier because ofinstructions from Pakistan.

The BJP leader, however,withdrew his words follow-ing a dare by NC leaderOmar Abdullah to prove hischarge.

Shocked to see baselessallegations against main-stream parties in JK follow-ing dictates from Pakistanlevelled by @rammadhavbjpji, PDP chief Mufti said in aseries of tweets.

STATE TIMES NEWSSRINAGAR: NC leaderOmar Abdullah onThursday asked the Jammuand Kashmir Governor tomake public reports abouthorse-trading in governmentformation in the state anddemanded an apology fromBJP's Ram Madhav foralleging that the alliancewith the PDP was atPakistan's behest.

Defending his decision todissolve the state assembly,Governor Satya Pal Malikclaimed "extensive horse-trading" was going on and itwould have been impossiblefor parties with "opposingpolitical ideologies" to forma stable government.

"If the Governor has him-self accepted that MLAswere being bought over,money was changing hands,people should know who wasdoing it. If the governor hassuch reports, he shouldmake them public.

"These are not our accusa-tions. It was the Governorwho said horse-trading washappening and money waschanging hands. We want toknow where did this moneycome from? We want toknow at whose behest thismoney was being given andwho was being bought?"

Abdullah told reportershere.

He said allegations of useof money and horse-tradingcannot apply to the NC-PDP-Congress grandalliance, Malik is referringto another letter in whichPeoples Conference chair-man Sajad Gani Lone hadstaked claim for governmentformation.

"The Governor said horse-trading and use of moneyfor engineering defectionshad to be stopped. In ourcase, three parties (PDP,Congress and NC) cametogether. This accusationdoes not stand against usthat money was used here.

"Following our letter (PDPpresident Mehbooba Mufti'sletter to governor), anotherletter was sent to the gover-nor claiming support of 16or 18 MLAs. The governorhas said on this letter thatthis is horse-trading andmoney was changing hands.This cannot be ignored," hesaid without naming Lone.

The Raj Bhawan hadissued a statement onWednesday explaining whythe governor had dissolvedthe assembly.

On allegations by someBJP leaders that thealliance was formed at

Pakistan's behest, he askedBJP national general secre-tary Madhav to produce evi-dence or apologise.

"If you have the courageRam Madhav, bring theproof of your accusation tothe people's court. Let us seewhere you stand. Stop thispolitics of cowardice.

"We have seen a lot of peo-ple like you who indulge inshoot and scoot politics. Youlevel baseless allegationsand then lie low. You shouldeither give proof of allega-tions or apologise," he said.

BJP leaders are disre-specting the sacrifice ofnearly 3,000 NC workers,who were killed for refusingto do Pakistan's bidding,Abdullah said.

"I am sorry Madhav, youare disrespecting sacrificesof my 3,000 colleagues whorefused to dance to the tunesof Pakistan. They diedbecause they did not takeinstructions from across theborder.

For the NC, power hasnever been its aim and itdoes not want to be part ofthe government, but lendoutside support to safeguardArticle 35A of theConstitution before theSupreme Court, the formerchief minister said.

The action was initiatedafter complaints of unlaw-ful recounting inPanchayat Lamberi lower.The matter took an uglyturn when the ARO with-out consulting hisReturning officer took upthe recounting of polledvotes even after the count-ing had been completedsuccessfully and winnershad been declared already.

The matter was brought tothe notice of DC Rajouriwho acting swiftly on thecomplaint appointed ADCNowshera as the enquiryofficer. ADC Nowshera inhis detailed enquiry reportno ADC/NSR/PE/2018/53dated 20-11-2018 report-ed that the concernedARO acted in a mannerbeyond the sphere of hisstatutory powers in abiased manner whichcould have resulted in aserious law and order situ-ation. After the enquiryreport was submitted, DCRajouri immediatelyplaced the erring officialunder suspension andattached him in the officeADC Nowshera.

JAMMU: The Governor's Administration onThursday ordered renewal of the GroupPersonal Accidental Insurance Policy with M/SOriental Insurance Company Ltd for (2ndYear) commencing from midnight December 1,2018 to midnight November 30, 2019, as perthe agreement already executed between theGovernment of Jammu and Kashmir and Ms.Oriental Insurance Company Ltd.

According to the Principal SecretaryFinance, Navin K Choudhary the policy shallcover an aggregate of more than 3.50 lakhemployees including the employees ofPSUs/Autonomous Bodies/ Local Bodies/Universities, Daily Rated Workers,Consolidated /Contractual/Contingent Paidworkers/ Adhoc Workers and SPOs.

The sum assured under this policy shall beRs 10 lakh per employee against payment of ayearly premium of Rs 360 inclusive of GST.

He said all the Drawing and DisbursingOfficers (DDOs) shall deduct Rs 360 from allcategories of employees to be covered under thescheme from the salaries of November 2018 oncompulsory basis.

Similarly, the DDO of State PSUs,Autonomous Bodies, Local Bodies and

Universities shall remit the amount of Rs 360in respect of their employees for being coveredunder the scheme through demand draft favor-ing Principal Secretary to GovernmentFinance Department on or before 5 December2018 positively and same shall be furnished tothe Joint Director Resources/Chief AccountsOfficer, Finance Department, Civil SecretariatI&K Jammu/Srinagar.

However, wherever due to any administrativeor financial problem, the DDO could notdeduct the premium of his employee(s) fromthe salary of the November 2018, he shallimmediately deposit/remit the prescribed pre-mium against the proper Head of Account inthe concerned Treasuries through challan aftercollecting the premium from the left-outemployees to bring them under the insurancecoverage. Navin said sanction has also beenaccorded to the advance drawal of Rs12,59,65,000 @ Rs 360 per employee by theJoint Director Resources, FinanceDepartment for subsequent release of theamount to the M/S Oriental InsuranceCompany Ltd as premium for Group PersonalAccidental Insurance Policy for 3.50 lakhemployees of the Government of Jammu andKashmir for a period of one year.
