Choosing a nursery, playgroup or nursery class in a primary school
Questions to ask:
Is the nursery open all year? What hours is it open? How long is the waiting list? Will I have to pay and, if so, how much? Are the staff welcoming and enthusiastic? Do the children look happy and busy? Do the staff have a genuinely caring and friendly relationship with the children; a calm atmosphere
with no raised voices. Is the nursery well equipped, with toys in good condition? Is there a comfortable area where children can relax? What are their policies on discipline, mealtimes, equal opportunities and complaints? What range of activities do they have? Will my child be able to play outside each day? How does the day fit round playtime, meals and rest periods? What qualifications do the staff have? Does the nursery encourage parental involvement, and in what ways? Can I see the nursery’s Ofsted inspection report? (www.ofsted.gov.uk/reports) Will my child be offered fresh fruits and vegetables? Does the nursery cater for special needs? Can I make a second visit? Does the nursery allow a settling in period when parents can stay with their child?
What will my child do there?
Children have fun, indoors and outdoors, with sand and water, painting, books, construction, imaginative toys, music and movement. They play in small groups to help them make friends. The routine of play, meals and rest are as much like home as possible.
All childminders, nurseries, playgroups and school nursery classes follow the Early Years Foundation Stage. This starts at age 0 and continues until the child is 5. It is divided into four themes:
a unique child; positive relationships; enabling environments; and learning and development.
The “positive relationships” theme focuses on the relationships between key staff, the children and their parents. These close and supportive relationships help meet the needs of all children.

The “Learning and Development” theme uses play to help children develop their learning in six areas: personal, social and emotional development; communication, language and literacy; problem solving, reasoning and numeracy; knowledge and understanding of the world; physical development; and creative development.
Staff observe the children, and use their knowledge of individual needs, to plan provision that will help children reach their full potential.
What if my child has special needs
Hackney Learning Trust welcomes children with special educational needs (SEN) or disabilities, and all nurseries and playgroups are expected to make reasonable adjustments so that all children can enjoy the activities on offer.
Each nursery has an SEN co-ordinator (SENCO) who will work with you and your child. They are linked into a wider network of specialist support staff. Some playgroups have had funds to employ more staff with the expertise to support children with special needs. This means they can give more support to children who have a greater level of need. These groups have *SEN next to them in the list.
If you think your child may have special needs, talk to your health visitor or doctor.
If you are concerned about your child’s speech, language or communication skills, drop into your nearest multi-purpose children’s centre. They have monthly “Talking walk-in” sessions run by speech and language therapists.
These large children’s centres also hold monthly drop-in sessions with dieticians if you are worried about your child’s diet.
Monitoring and inspecting nurseries
Ofsted (Office for Standards in Education, Children’s Services and Skills) regulates, inspects and produces reports on childcare and education providers. All published reports are available on the Ofsted website. To search for a report, which can be downloaded and printed, go to www.ofsted.gov.uk and click on the inspection reports tab.
We have written the outcome of the most recent inspection in the service description of each nursery. It will be either “Outstanding”, “Good”, “Satisfactory” or “Inadequate”. If there is no grade, this is likely to be because they are new or have recently changed ownership, and have not yet had their first full inspection.
Ofsted, registers and inspects all nurseries and playgroups. Ofsted has regulations about: o ratios of staff to children

Free Nursery Education Nurseries are places where children under 5 years old can play, learn and have fun in groups while their parents are busy elsewhere. Research has shown that nursery education is good for children’s development and that going part-time is as good as going full-time.
15 hours FREE Early Years Education for some two year olds If you are on a low income, your child may be able to get 15 hours free childcare during term-time. What is a free part-time early education place?
It is childcare for a maximum of 15 hours a week over 38 weeks (a total of 570 hours over the year). It takes place in children’s centres, nurseries, playgroups and with childminders. If your child is eligible you will be able to choose, subject to availability, from a list of providers who have been accepted onto this scheme. Is my child eligible to get a free place?
Are you working and earning less than £16,190 a year and getting Working Tax Credits or Child Tax Credit? OR Are you on any of these benefits?
• Income Support• Income-based Jobseeker’s Allowance (JSA)• Income-based Employment and Support Allowance (ESA)• Guaranteed element of State Pension Credit• Support under Part 6 of the Immigration and Asylum Act 1999• The Working Tax Credit 4-week run on (the payment you get when you stop qualifying for WorkingTax Credit)

15 hours FREE nursery education for all 3 to 4 year olds
All children between the ages of 3 and 4 are entitled to free part-time nursery education. The places are available, during term time only, in school nurseries, children’s centres, day nurseries and playgroups. Children can join at the start of the term following their third birthday (see the table below for details).
Your child can spend up to 15 hours a week in the nursery, but to qualify for the full 15 hours they must be there at least two days a week during term-time.
You don’t have to apply for a free place and it doesn’t matter how much you earn. The nursery or playgroup will simply ask you to sign a form, which they will send to Hackney Learning Trust to claim back the costs. Nurseries and playgroups may have different ways of admitting children, so you will need to check with them first. If your child goes to more than one nursery, school nursery class or playgroup, only the first 15 hours a week during term-time will be free. If your child goes to a nursery or a playgroup outside Hackney, they will still be entitled to a free place.

If you only want the free place, and don’t want to pay any extra, you should contact playgroups and nursery classes as these places are usually part-time during term-time. You will need to put your child’s name on the list for one of these places when they are aged 2½. School nursery classes usually take children aged 3½, which may be a few months later than a playgroup.
You might be able to get a free place at a day nursery or children’s centre, but you will most likely have to pay for any extra hours or weeks. If you are working or studying, and need more than the maximum 15 hours, then a day nursery or children’s centre will probably be best for you. The nursery will take the free hours off your bill.
30 hours FREE nursery education for some 3 to 4 year olds
From September 2017 some working parents will be eligible for an additional 15 hours of free childcare for their 3 and 4 year olds. These families will be able to access up to 30 hours of free childcare a week.
You may be eligible for 30 hours of free childcare if your circumstances are as follows:
• Both parents are earning or expect to earn the equivalent to 16 hours at National Minimum or Living Wage over the coming three months. Please check https://www.gov.uk/national-minimum-wage-rates for up-to-date information.
• This applies whether you are in paid employment, self-employed or on zero hour contract.• The parent (and their partner where applicable) should be seeking the free childcare to enable them
to work.• Where one or both parents are on maternity, paternity, shared parental or adoption leave, or if they
are on statutory sick leave.• Where one parent meets the income criteria and the other is unable to work because they are
disabled, have caring responsibilities or have been assessed as having limited capability to work.• Where a parent is in a ‘start-up period’ (i.e. they are newly self-employed) they do not need to
demonstrate that they meet the income criteria for 12 months.• If a non-EEA national, the parent must have recourse to public funds.
A parent will not meet the criteria when:
Either parent has an income of more than £100,000 Either parent is a non-EEA national and subject to immigration control (and has no recourse to
public funds)

Other help with paying for childcare
Child Tax Credit & Working Tax Credit. Many families with at least one child are entitled to Child Tax Credit.
Many low and middle-income families can claim Working Tax Credit. You may get up to 70 percent of your childcare costs.
Visit www.hmrc.gov.uk/taxcredits/ or call the helpline on 0345 300 3900 (Monday to Friday, 8am – 8pm; Saturday, 8am – 4pm).
Childcare vouchers for working parents Some employers offer vouchers to help employees paying for childcare. You usually give up a set amount of your salary in exchange for childcare vouchers. You don’t pay tax or National Insurance on the first £55 a week.

Childcare support for student parents Further education colleges, such as Hackney Community College, have Discretionary Support Funds to help students pay for their childcare costs. This may be in an on-site nursery or a contribution towards childcare elsewhere.
Childcare Grant and Parents’ Learning Allowance for university or higher education students Childcare Grant: If you are a full-time, undergraduate or PGCE student, with dependent children aged under 15 (under 17 if your child has a disability), a British or EU citizen – and you pay for registered childcare – you may be eligible for a Childcare Grant, which could get up to £159.59 for one child, £273.60 for two or more children.
Parents’ Learning Allowance: This means tested grant can be claimed in addition to the childcare grant for student parents studying for a higher education qualification. It can be used for course-related costs such as travel, books, equipment and childcare. Depending on your household income, in the 2017 to 2018 academic year you could get between £50 and £1,617 a year.

Care to Learn Care to Learn provides young parents, up to 20 years of age, with help towards childcare and travel costs while they are learning. It includes school education (e.g. GCSE), non-employment status apprenticeship and community courses.

Day nurseries provide full-time daycare for children up to 5 years old. Many may take children as young as 3 months.They are usually open from 8am - 6pm all year round and most accept parents looking for part-time places. Nursery Schools and Classes
Nursery schools and nursery classes in primary schools are staffed by Qualified Teachers and Early Years practitioners.They offer free 15 hour nursery places for 3 & 4 year olds. Places are usually 5 mornings or 5 afternoons per week,although many schools offer other arrangements. Some schools also offer sessions before and after school, for whichthere will be a charge to parents/carers.
For Nursery Schools and classes, you should put your child’s name down on the waiting list when he/she is 2 years old.
Please contact individual schools for details of session times, flexibility of places and arrangements for registering yourchild.
Please note that attending a school nursery class does not mean that your child will get a place in that primary schoolwhen they are 5.
