Direct technical cooperation continued to be implementedfor the strengthening of the national programs for
eradication of FMD to the countries: Bolivia (SENASAG),Brazil (MAPA), Ecuador (AGROCALIDAD), Paraguay
(SENACSA), Peru (SENASA), Surinam (LVV) (in the processto get status of FMD free) and Venezuela (INSAI). Technical
cooperation has been also provided to FMD free withoutvaccination countries as Guyana. At sub-regional level,
technical cooperation has been provided to the FAO-CANproject “FMD Eradication among Andean Countries” and tothe Project of Permanent Veterinary Committee (CVP) of
Southern Cone countries: PAMA II.
Regional initiative of coordination, monitoring andleadership within PHEFA
PANAFTOSA continues coordinating the HemisphericProgram for the Eradication of Foot-and-Mouth Disease
(PHEFA). The epidemiological surveys conducted by most ofthe south American countries report no evidence of FMD
transmission among animals, meanwhile no new outbreakshave been reported in countries or zone with FMD
recognized status since April 2013.
In this context the 43rd Meeting of South AmericanCommission for the fight Against Foot-and-Mouth Disease(COSALFA 43), held in Uruguay, April 2016, reviewed the
current situation of the challenges under PHEFA’s2011-2020 Plan of Action, paying special attention to the
territories that do not enjoy a recognized sanitary situationyet. In preparation for the final phase, it addressed the
project of a foot-and-mouth disease antigens and vaccinesregional bank (BANVACO) and the private sector’s
contribution to regional and subregional strategies. Inaddition, COSALFA 43 updated the picture of the risk of the
Type C virus in the region.Prior to COSALFA 43 meeting, it was held the International
Seminar on “Technical Guide for the transition from thefoot-and-mouth disease sanitary status in South America:
implementation methods.”
COSALFA’s resolutions have been advanced: BANVACOProject (see more details below); Technical Guide
implementation; Management of exogenous strains to theregion; Support to the FMD Control Program in Venezuela.

Regional initiative of coordination, monitoring andleadership within PHEFA (continuing)
In addition, the 13th Meeting of the Hemispheric Committeefor the Eradication of Foot-and-mouth Disease (COHEFA 13)
was held on 19 July, Asuncion, Paraguay. During themeeting, a document with a sub-regional approach withstrategies for the final stage of PHEFA was discussed and
approved.
Strengthening of surveillance and risks preventionmechanisms
COSALFA has requested the establishment of a RegionalFMD Vaccine and Antigen Bank and requested PAHO/WHOto set it up and manage it. A detailed version of the projecthas been prepared by PANAFTOSA-PAHO/WHO. It has beenreviewed by different related departments in PAHO’s HQ
and has been sent for PAHO’s Executive Managementreview and approval.
COHEFA 13 has recommended the approval of RegionalFMD Antigen/Vaccine Bank project by PAHO, and a
transition to the free without vaccination status accordingto the strategies proposed in the sub-regional approach for
the final stage of PHEFA document.
Implementation of the Foot-and-Mouth Disease Simulationin Paraguay
Contribution to the standardization and excellence ofdiagnosis of FMD laboratories in the countries of the Region
Two proficiency testing programs have been developed.Diagnostic activities were carried out in Guyana, Brazil and
Venezuela. Training in service and / or technicalconsultations to: Brazil, Paraguay, Colombia and Venezuela.

Rabies Surveillance
The Regional Information System for Epidemiological RabiesSurveillance (SIRVERA) managed by PANAFTOSA-
PAHO/WHO was upgraded to respond to the need toadvance with the elimination, the final version of theSIRVERA 2.0 launched in PANAFTOSA’s website in thebeginning of 2016 for the research of data for rabies
surveillance in the Americas.

Technical cooperation to support countries to increase theircapacity to implement national and multisectoral zoonoses
plans (IHR).
In the Caribbean, the CaribVET Veterinary Public Healthworking group conducted training on the Microscopic
Agglutination Technique (MAT) technique for Leptospirosis.16 laboratory technologists were trained from 12 countries,
as follows: Barbados [3], Guyana [1], Haiti [1], Suriname[1], Trinidad and Tobago [2], Jamaica [2], Dominica [1],
Dominica Republic [1], St. Kitts [2], St. Lucia [1], andGrenada [1]. These represented Ministries of Health,
Agriculture and academia. This training workshop wassponsored by the 10th EDF SPS project that is managed by
IICA.
CaribVET Posters and brochures on “Rabies in theCaribbean” were printed and distributed to English speaking
rabies endemic countries --- Belize, Grenada, Guyana,Trinidad & Tobago. This project was funded by the 10th EDF
SPS project that is managed by IICA.

IHR - International Health Regulation – Human-AnimalInterface
Technical cooperation to support countries to increase theircapacity to implement national and multisectoral zoonoses
plans (IHR) (continuing)
A workshop (WHO-OIE) was organised from 8-10 March2016, with the aim at providing an opportunity to animal(SENASA – National Animal Health Service) and human
health (MINSA – Ministry of Health) services of Costa Rica toshare their views and outputs resulting from the countryassessments conducted respectively in the animal health
(PVS Pathway missions) and human health (IHR MonitoringFramework) sectors, and discuss ways to use these outputsand develop strategic plans for joint action. The workshopended with statements from MINSA and SENASA indicating
that both sectors took ownership of the outcomes of theworkshop and will engage in jointly addressing the gaps
identified in their collaboration at the human-animalinterface. Both the WHO and the OIE reiterated their full
commitment to support the country in improving thiscollaboration.
Technical cooperation to support countries to strengthentheir capacity to identify and assess risks and respond to
emerging zoonosis.
Evaluation done of the Eastern equine encephalitis (EEE)outbreak in Casanare / Colombia and technical cooperation
provided to respond to the occurrence.
Organization of and participation in the IntegratedEpizootics Surveillance Workshop (Yellow Fever) with
participating countries from Central and South America(Guatemala, El Salvador, Honduras, Nicaragua, Costa Rica,
Panama, Ecuador, Peru, Colombia, Venezuela, Brazil,Paraguay and Argentina), aiming at promoting and
executing interprogramatic actions among the areas ofHealth, Agriculture and Environment, to improve
surveillance of epizootics of non-human primates andsurveillance of vectors.
Along with the United States Department of Agriculture(USDA) - Animal and Plant Health Inspection Service(APHIS), PANAFTOSA carried out The Surveillance,
Preparedness and Response Workshop in Brasilia, Brazilwith the participation of 49 technical officers of VeterinaryServices from 15 countries of the Americas and the Advisorof Agriculture, Nutrition and Environment of the Embassy of
Spain in Brazil.

Through the “One Health, One Caribbean, One Loveproject” that is funded by the EU and managed by the
University of the West Indies, PAHO supported 3 nationaltraining workshops for the veterinary services on Animaland Zoonotic Disease Recognition and response, in St.
Lucia, Guyana and the Dominican Republic. Theseworkshops were sponsored by the 10th EDF project on SPS
that is managed by IICA.

were presented at the Rabies in the Americas (RITA)Conference in Brazil.
Food safety

CCLAC informed on the level of incorporation of CodexAlimentarius norms and guidelines
CCLAC biannual meeting was held in Chile and mainstandards for the region were discussed. Also, a survey
about the the trends in Food Safety and Quality issues incountries of the LAC region were presented and discussed.
The countries´ concern for the regulatory landscape,whether food safety legislation, Codex or private standards,ranked first on the list (23%). Secondly, the need for morecapacity in different food safety areas to support evidence-based decision making (15%). Next in the queue were theconcern for food additives and contaminants, LMRs, new
methodologies, new information (13%). AMR (13%), in linewith country information on the need to socialize the
knowledge within the countries. These four issues comprise64% of the responses from the countries. Information onnew technologies ranked fifth (8%). As LAC food safety
systems modernize to meet the demands of 21st centuryglobalized food trade, the countries are aware of an
increasing need for more information and knowledge.
Preparation of a framework to develop countries’ responsesto food safety emergencies
The 3rd Regional Meeting of the International Food SafetyAuthorities Network [INFOSAN] was held in Costa Rica in
December of 2016 with the participation of 22 countries. Itwas reinforced through presentations and discussions thatINFOSAN is a valuable network and the more we invest intoit, the more we can get out of it; recognition that it needs tobe member driven. Also It was recognized that during foodsafety emergencies, INFOSAN is an effective and efficient
mechanism for information exchange, especially.Participants highlighted the importance of having anintersectoral approach when dealing with food safety
events as many such events involved several sectors (e.g.veterinary services, agriculture, public health, disease
surveillance, and import/export agencies).

Consolidation of food safety networks (GFN and PulseNet)Pulsenet annual meeting was held in Brazil and this networkalso organized a a Workshop on Whole Genome Sequencing
(WGS) and an agreement with Malbran Institute in WGSactivities.
Preparation of actions plans to the improvement of foodsafety systems
The region reported an average 75 % progress inimplementation of IHR core capacities in Food Safety.Countries with less than 50% of implementation were
prioritized.
Establishment of an advisory group for risk analysis on foodsafety
During the COPAIA 7 it was presented a document;“Strategic Alliance for the creation of capabilities in risk
analysis of food safety in the Americas”, and expressed theneed to train professionals working in the competent
authorities in risk analysis, beginning with undergraduateeducation;
The COPAIA 7 recommended to the 17th Inter-AmericanMinisterial Meeting on Health and Agriculture (RIMSA 17) to
support the food safety risk analysis training programpresented in the document.
Global Action Plan on Antimicrobial Resistance
There is active collaboration on the five strategic lines ofthe Global Action Plan on Antimicrobial Resistance, inparticular: improving awareness and understanding of
antimicrobial resistance, strengthening the scientific basethrough surveillance and research, and optimizing the use
of antimicrobials in animal health.
There was and a workshop on Integrated Surveillance ofAntimicrobial Resistance for English Speaking Caribbean
Countries, AGISAR meeting, a meeting in Chile coordinatedby ACHIPIA.
Regional initiative of coordination, monitoring andleadership within Food Safety.
The 7th meeting of the Pan American Commission for FoodSafety (COPAIA 7), was held on 20 July, Asuncion, Paraguay.
The meeting recommend to RIMSA to support thedevelopment of national action plans by May of 2017 for
containing antimicrobial resistance, according to the WorldHealth Organization’s resolution (WHA A68/20), considering
the needs to:
i. improve awareness and knowledge on the subject ofantimicrobial resistance;
ii. reinforce surveillance and research;
iii. strengthen prevention and infection control programs;
iv. optimize the use of antimicrobial drugs in human andveterinary medicine;
v. ensure sustainable investments in the fight againstantimicrobial resistance in public and private human and
agricultural health sectors.
b. Promote best practices in both human and agriculturalhealth including aquaculture in order to reduce the use of
antimicrobials.

The One Health Leadership Series
The One Health Leadership Series held its final 2 moduleson “Society and Health” and “The Way forward for OneHealth”. Twenty nine professionals from 12 Caribbean
countries graduated in December 2016. In the OIE GeneralAssembly in May 2016, the One Health Leadership Serieswas recognized the OIE and World Veterinary Association
for excellence in One Health continuing education, throughan award received by the Jamaica Veterinary Medical
Association. The leadership series is co-sponsored by the EUACP Secretariat and 10th EDF, managed by IICA.
Establishment of intersectorial and interagency alliances forthe prevention, control and containment of risks at national,
regional and international levels
As part of the One Health Leadership Series, theparticipants managed small scale national projects at the
interface between health, agriculture and the environmentin 12 Caribbean countries.
A draft One Health strategic plan for the Caribbean wasdeveloped, under the EU funded project “One Health, One
Caribbean, One Love”.
Technical cooperation to promote the development of risk-based national food safety policies
A draft national food safety policy and risk based foodinspection manual were prepared for Trinidad and Tobago
in collaboration with the FAO.
17th Inter-American Ministerial Meeting on Health andAgriculture (RIMSA 17)
PANAFTOSA has organized the 17th Inter-AmericanMinisterial Meeting on Health and Agriculture (RIMSA 17),
held on July 21 and 22, 2016, Asunción, Paraguay. Its themewas "One Health and Sustainable Development Goals".
RIMSA 17 analyzed veterinary public health issues in thefield of food safety, eradication of foot-and-mouth disease
in the Americas and prevention and control of zoonoticdiseases, as well as strengthening and articulating issuesrelated to animal-human health interface, essential to the
prevention and control of certain diseases, and to themitigation and containment of the impact of antimicrobial
resistance. In this context, the nexus between animalhealth and public health in the diverse ecosystems is fullyexpressed in the concept of One Health, which with a goodgovernance practice among all sectors and actors involvedcontributes to promoting and improving health of people
and animals by risk prevention and mitigation of crisiseffect generated at the interface between such populations
in their different environments.
Among its participants, there were 23 Ministers/Vice-Ministers of Health and Agriculture, 124
participants/observes from 27 countries, 11 Internationaland Regional Organizations.
