Resolution:
HistoricallythePeninsulahasalwayshadthemostviolentcrimeinthe114thPrecinct.Justrecently,therewereshootingwithintheAstoriaHouses(Includingamothershotwithaninfantinherhands),gunplayon2ndStand27thAve,aretiredPortAuthorityPoliceOfficerbeatupfortryingtostopthugsfromendangeringchildren,break-inson9thSt,amurderon12thSt,deadbodyinAstoriaPark,etc.Accordingtothe114thprecinct,violentcrimeisup200%.
OANAisresolvedtosupportCommunityPolicingandCCTVInstallationonHalletsPeninsula.
a/EstablishapolicesubstationwithinHalletsPeninsula
b/Establishfootand/orbikepatrolswithinHalletsPeninsula.Only throughdirectpersonalcontactthroughFootandBicyclepatrols,(Asin theNYPD’s“NCO”<NeighborhoodCommunityOfficer>)program)can thedistrustbetweenthePoliceandtheCommunitytheyservebe eased.WhenthereisseparationasthereiswhenPoliceOfficersspend mostoftheirtimeinPatrolcars,misconceptionandan“Usversus Them”mentalitythrives.
c/Whileweknowthatgivencurrentbudgetissuesthecreationofapolice substationmaybeunattainableintheshortterm,wewouldproposeat leastapeninsulawideCCTVsystem,similartowhatisalreadyrequired byNYCHAbecreated,withamannedmonitoringsystemaccessibleto NYCHA,NYPD,Citizenwatchgroups,DevelopmentManagement,and electedofficials.Thishopefullycanbeacombinationofpublicand
