Important - New Safe Ministry Check Declaration Requirements for Volunteers
Requirements for Volunteers
At the Diocesan Council meeting on 23 August 2018, Council adopted amendments to the
Safe Ministry Check (SMC) form.
Because of these amendments, volunteers are no longer required to complete a Statutory
Declaration as part of the SMC. Instead, they must complete an ‘Applicant’s Declaration’,
which must be signed but is not required to be witnessed.
From now, please ensure that all applicants for volunteer positions in your parish are
provided with the new declaration form, which is available on the Diocesan website under
‘Safe Ministry Checks’. The new declaration form for volunteers can be found here. The
current declaration form for Clergy and paid workers can be found here.

Synod 2018 – Statement of our Mission
At the recent Brisbane Synod, the following motion was carried:
“That this Synod:
1. commends the statement of mission on the ACSQ Diocesan website; and
2. notes the statement:
a. is congruent with the Anglican Communion marks of mission numbers one, two,
three and five, with the fourth mark of mission being present in a truncated form,
and
b. contains supplemental mission statements on worship and living as the Church.
3. supports the extension of the ACSQ mission statement on justice to read, “To seek to
transform unjust structures of society, to challenge violence of every kind and pursue
peace and reconciliation.” This will enable the Diocesan mission statement to both
strengthen its commitment to non-violent living, peace and reconciliation, and fully
incorporate the fourth mark of mission of the Anglican Communion into the Diocesan
statement of mission.”
Diocesan Council resolved to approve the change to the statement “Our Mission” and asked
that the Diocesan Website be updated. Would you please check all sites where the Mission
Statement is published and update accordingly.
After many years with our previous insurance provider, the Diocesan Insurances have moved to
a program managed by our new brokers JLT. This takes effect from our renewal date which is
31 October. From your perspective you should notice no change, as the vast majority of your
requirements will continue to be met as previously by our internal insurance team of Philip
Tolley and Mai Peregrina. Our website has been updated with new Certificates of Currency
which are accessible here and if your vehicles are insured through the Diocese then it is
important to be aware that the insurer has changed from Vero to QBE and the accident process
is accessible here.
We are expecting to issue the insurance invoices to you in early December this year. Pleasingly
this will allow those who choose to take advantage of our Interest Free Instalment Plan the
ability to spread your insurance contribution over 10 months which should have the effect of
smoothing the impact on your finances.

Synod 2018 – Anglican Board of Mission
At the recent Brisbane Synod, the following motion was carried:
“That this synod:
1. commends the people of the Diocese for their support of ABM in 2017 and in particular
the 2017 Archbishop’s November Appeal through which over $28,000 was raised to help
support the Province of Myanmar
2. commends the people of the Diocese for their support of ABM, generally, with over
$180,000 being raised for ABM again in 2017, amounting to 15% of the total donations
from all of the Australian Dioceses
3. encourages the people of the Diocese to support the 2018 Archbishop’s November
Appeal - an urgent need for resources at Yarrabah in North Queensland including to:
provide Faithfulness in Service Training
provide training in how to lead liturgy and use the prayer book, more prayer books
and Bibles and access to e-pray
continue repairs to the hall which is a neutral location for Christian Education and
other ministry activities
provide Resources such as the Bethel Bible Studies
provide Funds to send leaders to retreats and diocesan conferences.
assist in the provision of other Indigenous Grants
4. commends the Anglican Schools as they support ABM Projects
5. encourages the people of the Diocese to collect used stamps, the sale of which benefits
ABM by over $5,000 each year
6. gives thanks for the contribution of Bishop Bill Ray to the work of ABM in the life of the
Church in the Province of Queensland.”
Diocesan Council resolved to approve the promotion of the November Appeal within the
Diocese through Anglican Focus and Wednesday Weekly.

Archbishop’s Drought Relief Appeal This map of Queensland indicates the magnitude of the
drought and clearly shows areas in our own Diocese, and
beyond, which are suffering the most.
Statistics alone do not reveal the hardship and strain placed on
families living in drought affected regions. The challenge
involved in enduring prolonged drought is considerable. Faith
in Christ and drawing on collective resources to overcome
present difficulties helps enormously.
To that end, donations are sought for the Archbishop’s Drought
Relief Fund in order that some direct relief can be provided to
people in need, to be distributed through clergy and lay
leaders in parishes most affected by drought. These funds
complement donations to the Bush Ministry Fund, which
provides assistance to parishes that are experiencing financial
hardship, in order that they can continue to provide ministry in
the regions.
There are two ways to donate to the Archbishop’s Drought Relief
Fund:

for Labyrinth experiences amongst Anglicans in our region, as well as giving an opportunity
to simply meet and share our labyrinthian fellowship and ministry happenings. The ALRG is
an informal group seeking to encourage and support fellow Anglicans seeking to explore
and develop Labyrinth ministries. We seek to make it easier for Anglican Labyrinth
practitioners to develop their ministries, share resources and promote opportunities for
Labyrinth events.

FAITH360: The Puzzle of Paul takes us into the life and
person of Paul, the “founder of Christianity”. This day
long workshop investigates the legacy of this most
influential of Christians, including the impact he has
on our modern worship and understanding of Jesus.
You get a chance to consider the impact Paul has on
your own faith, and …. oh wait! we don’t want to spoil
the surprise at the end!
FAITH360: Faith Seeks Understanding is an engaging
introduction to theology. Participants will take a trip
through the ages to the early Church and get a taste
of the struggles of forming a church out of diverse
communities and across cultures. What have the
creeds go to do with it? What’s a heresy and how do
we know? Everyone gets a chance to do theology
too, to practice making connections between our life
and faith. It’s an interesting and fun day – a great
way to get to know others in your parish and
deanery!
Other news from FormedFaith is that the SFC Short Course: What Matters About Jesus has
received some rave reviews! This series of conversations with discussion questions is great for
use in groups or for your own reflection.

Parish Incident Reporting An important element of safety management is the reporting of Parish incidents. All incidents
involving workers, volunteers, contractors, Clergy or visitors must be reported immediately to
Parish Leaders. This is a requirement under the WHS legislation and is critical to ensuring a
safe Parish for all. The following incidents are required to be reported:
• No Injury Incident • First Aid Injury • Medical Treatment
• Near Miss • Property Damage • Notifiable Incident
• Psychological injury/illness
When an incident occurs, it should be recorded on the Incident Report form here. It is good
practice to conduct an investigation for all incidents to determine the cause and identify
appropriate actions to prevent a reoccurrence. Contact WHS where you require assistance or to
recommend procedural changes.
Definitions:
Incident - An unplanned event or chain of events, which has, or could have caused injury,
disease and/or damage (loss) to a worker.
Incident Classifications:
No injury incident - An event has occurred, however no injury was incurred at the time e.g. trip
or slip up the stairs. (Why it is important to report no injury incidents, some injuries such as
sprains may not become evident immediately).
First Aid - Application of first aid within the Parish (e.g. minor bleeding, scrapes, etc.)
Medical Treatment - Treatment from a doctor, ambulance or admittance to hospital
Near Miss - A situation or thing occurring that did not cause harm but could have resulted in a
serious injury or illness.

Community groups across Queensland are invited to say no to
domestic and family violence by hosting an event during
Domestic and Family Violence Prevention Month in May next
year. Minister for the Prevention of Domestic and Family
Violence Di Farmer said applications for the 2019 Domestic
and Family Violence Prevention Month Community Grants are
now open. Grants of up to $5000 are available.
Domestic violence is a scourge on our society and impacts far
too many lives and too many have been lost to it. Every May
Queenslanders say ‘NOT NOW, NOT EVER’ to violence in our
communities as they raise awareness of domestic and family
violence. In 2019 the Palaszczuk Government has $150,000 in
one-off funding available to assist organisations and
community groups interested in hosting an event to raise
awareness of domestic and family violence.
In 2018, funds were distributed to 35 community organisations
to hold 43 awareness raising events, projects and activities.
Events were held in every part of the state. These events sent a
clear message that violence of this type is not tolerated and
that by working together, people can make a real
difference. While domestic and family violence impacts every
community, in 2019 we are also encouraging submissions that
focus on domestic and family violence for people who identify
as lesbian, gay, bisexual, transgender, intersex or Queer.
Domestic and family violence has a devastating impact on too
many of our Aboriginal and Torres Strait Islander communities
and funding will be earmarked for events that raise awareness
of domestic and family violence in Indigenous communities.”

An Inter-generational event
The Governor of Queensland will launch a new book about the
memorials and artefacts installed in St John's Cathedral. The
date has been chosen to coincide with the day that the Anzacs
evacuated Gallipoli in 1915, 103 years earlier. It is also the date
that a flag displayed at the cathedral was last flown in that
theatre of war. A very special programme is planned, including

Grants now open for Queensland Youth Week 2019
Applications for grants totalling $30,000 to run an activity, project or event during Queensland
Youth Week (April 3-14) next year are now open, and close on Friday 30 November, 4pm.
Minister for Youth Di Farmer said the grants of up to $2,000 allowed young Queenslanders,
local councils and not-for-profit organisations to put their ideas to help young people aged
12-25 thrive into action.
“During Queensland Youth Week we have the opportunity to watch our young Queenslanders
shine,” she said.
“It is a time to celebrate the positive contributions they make each and every day in our
communities to our state’s social, cultural and economic life.”
Now in its second year, Queensland Youth Week celebrates youth culture with a myriad of
activities, events and projects run by successful grant applicants, local governments and
community organisations.
Applicants are encouraged to apply for a grant that aligns with the four building blocks in the
Queensland Youth Strategy - supporting vulnerable young people; housing; healthy futures
and educating into employment - or put forward a project or event that tackles cyber-bullying.
“We want to support events that help develop our state’s young people in areas they’ve told
us are important.”
“Areas such as accessing secure, safe, stable and affordable housing or promoting good
physical and mental health,” Ms Farmer said.
“Projects that support young people to gain the knowledge and skills needed to get ahead and
prepare for a future in the job market will also be highly regarded.
Ms Farmer encouraged community organisations, schools and universities, local governments
and young people to hold events during the week, which has been extended this year.

Qld Government’s Celebrating Reconciliation Small Grants Program for 2019 Youth Week 2019
The program will support up to 40 Queensland-based reconciliation events held in or around National
Reconciliation Week. National Reconciliation Week (27 May–3 June) is a national campaign that builds on
respectful relationships shared by Aboriginal peoples, Torres Strait Islander peoples and non-Indigenous
Australians. Eligible organisations can apply for grants of up to $2500 (exclusive of GST) per event to deliver a
range of reconciliation events that:
increase awareness of Reconciliation Australia’s five dimensions of reconciliation including historical
acceptance, unity, equality and equity, race relations and institutional integrity
raise community awareness of National Reconciliation Week
offer community members opportunities to learn, share, and grow, for example, through sharing stories
about past events, and showcasing local Aboriginal and Torres Strait Islander histories, arts and cultural
activities
promote and facilitate respect, trust and positive relationships between the wider Queensland
community and Aboriginal peoples and Torres Strait Islander peoples
encourage community participation and engagement
contribute to a statewide program of inclusive and innovative community events, initiatives and
promotions
promote social cohesion through building better relationships between Aboriginal peoples, Torres Strait
Islander peoples and non-Indigenous Queenslanders, and
encourage local community organisations to have and show respect for Aboriginal and Torres Strait
Islander Queenslanders.
