of a highly 'Medicated Vapor, which acts directly on the

WAsnncoTQN CITY, December 17.—Se-owe—Mr.James gave notice of the introduction of a bill forthe modification of the patent laws.

Mr. Foote presented a petition from Capt. Gra-ham, of Brooklyn, setting forth his services andsufferings in behalf of the country, and complainingof the action of the Naval Board.

Mr. Foote said it was not his purpose to pass stric-tures on its action, still less to impugn its motives, but it was not to be disguised or denied, nor had itescaped public observation, that in some instances atleast, it had sadly misjudged on meritorious offi-cers. In what manner, or what measure of reliefCongress should extend to the aggrieved, he did notconsider it his province to indicate, but he regardedit as a proper subject for the consideration of theCommittee on Naval Affairs.

The subject was so referred, and the Senate ad-journed.
