Introduction
What is a project?
A project has the following characteristics:
Defined start and finish dates, costs and quality
parameters
Deliverables/Products to meet specific
objectives.
A set of managed activities to create the
deliverables/ products
Organisation structure, with defined the roles
and responsibilities, to manage the project.
Introduction
What is Project Management?
Project management is the discipline of planning, organising, securing and managing resources to bring about the successful completion of specific project goals and objectives.
It consists of:
roles and responsibilities
organisational structure
processes.
Introduction
Critical Success Factors ?
Successful projects have:
a well-defined scope and agreed outcomes.
Well management of risks, issues and
decision-making.
Commitment and support from senior
management
Clear Roles and responsibility.
Well trained and experienced personel.
HOPT/HODT 1. Identify Scope 2. Identify Design concept 3. Prepare Needs statement
INITIATION /PLANNING STAGE
HOPT/HODT/PB 1. Confirm
a. Project brief. b. Needs c. Initial costing 2. Q plan and Skala
INITIATION /PLANNING STAGE
HOPT/HODT 1. Prelim.design system 2. Product 3. Standards/ specs.
DESIGN STAGE
HOPT/HODT 1. Client Acceptance
proposed design system and product.
HOPT and HODT
1. What are the types of IBS system available ?
2. What are the advantanges and benefits of
IBS ?
3. What is Modular Design MS 1064 ?
4. What constitute to the IBS Score?
5. How IBS Score is calculated?
6. Lets be positive about IBS.
Roles & Responsibility
Project Initiation /Planning stage
HOPT
(Program Manager)
1. Convince the client on the use of IBS
(Time/Quality/Cost)
2. Ensure HODT MS 1064 (Modular design)
3. Ensure/promote the use of other IBS system in JKR
projects.
4. Ensure IBS Score is achieve.
5. Obtain exemption ( reduction ) of IBS if necessary.
Roles & Responsibility
Initiation /Planning stage
HODT
(Design Manager)
1. Preliminary design
a. Choosing the right IBS system
b. Ensure modular design and element of repeatativeness
occur.
c. Inovative IBS design
d. Buildable / constructable.
Roles & Responsibility
Design stage
HOPT
(Program Manager)
1. Monitor / coordinate design works timelines by HODT’s.
2. Ensure HODT’s need statements include IBS
(Modular design, IBS system, IBS score)
Roles & Responsibility
Design stage
HODT
(Design Manager)
1. Carry out detail design ( Output : IBS tender drawings,
IBS construction drawings).
2. Audit design by consultants ( ensuring IBS design and IBS
scores are complied)
RISP Approached
Adopting the concept of ‘request for proposal’
from the Contractors using the available products
from manufacturers (RISP)
Lower cost of producing structural designs is
achieved by using components already on the
market
RISP approach is developed to allow for the
uncoupling of the firmed and variable structural
design work to make concurrent activities
possible.
D&B concept for superstructural works.
CONSTRUCTION STAGE
JKR Design
The whole structural design is undertake by JKR
using standard JKR Catalogue and/or CIDB
Catalogue.
Wall system and Frame system
Contractors are allowed to fabricate / cast
components themselves or appoint manufacturer.
No design warranty required.
CONSTRUCTION STAGE
CONSTRUCTION STAGE
PP/WPP 1. C Plan
/CPM. 2. Const. /Fab
Drawings. 3. Design
chage 4. QA Plan 5. NCP 6. Product
output
CONSTRUCTION STAGE
PD 1. C plan/CPM 2. Const/Fab
drawings. 3. QA Plan 4. Design
change 5. Accept
product
Roles & Responsibility
Construction Stage
PP/WPP
(Construction Manager)
1. Provide complete construction drawing (IBS) to
contractor ( inhouse design)
RISP
a. Ensure contractor appoint RISP
b. Ensure Contractor / RISP appoint designer
c. Ensure Contractor / RISP/ PE produced construction
drawing and Fabrication drawings.
d. Approved construction and fabrication drawing.
e. HODT to finalise substructure construction drwg.
Roles & Responsibility
Construction Stage
PP/WPP
(Construction Manager)
JKR DESIGN
a. Finalised who to fabricate IBS components
(contractor or manufacturer)
b. Contractor/his manufacturer to submit fabrication
drawings.
Roles & Responsibility
Construction Stage
PP/WPP
(Construction Manager)
2. Approve contractors C plan / CPM ( Workable and to
include important milestone)
a. Appointment of RISP/ Manufacturer.
b. Appointment of consultant to design (RISP)
c. Submission and approval of IBS construction drawings.
d. M & E construction drawing/design approval.
e. Submission and approval of IBS fabrication drawings.
Roles & Responsibility
Construction Stage
PP/WPP
(Construction Manager)
4. Approved Quality Assurance plan and method statement
on IBS works.
5. Coordinate and incorporate M & E works before
fabricating IBS components
6. Fabrication on site and off site/factory .
7. Contractor/manufacture to engage competent installer.
Roles & Responsibility
Construction Stage
PP/WPP
(Construction Manager)
8. Supervision

b. RISP – contractors consultant ( JKR do auditing)
9. Acceptance of finished products.
Roles & Responsibility
Construction Stage
PD ( DB project)
(Construction Manager)

construction drawings.
2. Audit design by consultants ( ensuring design requirement
and IBS scores are complied)
3. Approved C plan/CPM
4. Audit supervison works by consultant
5. Acceptance of finished product.
Issues on IBS Design.
1. Introducing and improving JKR IBS catalogue in design structural works.
2. Avoid design change by designing inhouse.
3. Using other system such as wall, blocks.
4. Convincing the architect to accept some design changes to accormodate IBS.
Issues on IBS Construction.
1. Delays
2. Supervision works.
3. Design change or alternative design proposal.
4. Manufacturer.
