Defination of Public Administration
Public administration refers to two meanings: first, it is concerned with the implementation of government policy; second, it is an academic discipline that studies this implementation and prepares civil servants for working in the public service
Nature & Thrust of Public Administration
In general, Public Administration deals with the system ,processes and dynamics of the management ,operation
or administration of the affairs of the state, which include the entire gamut of government service in the national and sub-national politics, including but not limited to, government officials and public employees.
Fields of Public Administration
Local and Regional Governance and Administration
It refers to the “Institutions” around local governments engaged in the design and implementation of politics,
economic policy like business elites ,community leaders, development cooperatives,
training and enterprise councils and voluntary groups.
Fiscal Administration
Its generally refers to the formulation, implementation &
Evaluation of policies and decisions on:
A. Taxation and revenue administration
B. Resource allocation
C. Budgeting and Public expenditure
D. Public borrowing and debt management and
E. Accounting and auditing
Public Policy Analysis and Program Administration
A. Policy initiation
B. Policy formulation
C. Policy implementation

Organization and Personal Management
Its refers to the creation of an environment that hastens the improvement of individuals and their organization to provide better public service .
Emerging Subfields of Public Administration
Public Administration is an ever-changing scholarly and professional field.
1. Public Enterprise Management – denotes a form of human activity operated and managed by the state government or any public authority .
2. Voluntary Sector Management – the role of the voluntary sector in the delivery of public good has become one special concern of public administration .
3. Spatial Information Management – stressed that in delivering public goods and services efficiently or effectively
Public vs Private
Public- it focuses less on the government institution but more on whom it serves the people.
Private –denotes client or customer-centered activity
carried usually by private sector or business group.

Commission on Audit COA
The Commission on Audit is composed of a Chairperson and two Commissioners. They must be natural-born citizens of at least thirty-five years of age, and must be either a Certified Public Accountant or a lawyer. The members of the Commission are appointed by the President of the Philippines, with the consent of the Commission of Appointment, for a term of seven years without reappointment.
Functions
The Commission has the power, authority and duty to examine, audit and settle all accounts and expenditures of the funds and properties of the Philippine government. Towards that end, it has the exclusive authority to define the scope, techniques and methods of its auditing and examination procedures. It also may prevent and disallow irregular, unnecessary, excessive, extravagant or unconscionable expenditures, or uses of government funds and properties.[
Civil Service Commission
The Civil Service Commission of the Philippines (Filipino: Komisyon ng Serbisyo Sibil, abbreviated as CSC) is a government agency which deals with civil service matters and conflict resolution. It is tasked with the responsibility of overseeing the integrity of government actions and processes. The commission was originally founded in 1900 through Act No. 5 of the Philippine Commission and was solidified as a bureau in 1905. Along with the Commission on Elections and Commission on Audit the CSC is part of the Constitutional Commissions of the Philippine Government. There are currently 15 regional offices located throughout the country.
Dr. Francisco Duque III, former Secretary of the Department of Health, is the incumbent chairperson of the Commission.
Comelec
The Commission on Elections (Filipino: Komisyon sa Halalan, abbreviated as COMELEC) is one of the three constitutional commissions of the Philippines. Its principal role is to enforce all laws and regulations relative to the conduct of elections, initiatives, referendums, and recall elections.
Under the Constitution, the Commission on Elections is independent of the Executive, Legislative and Judicial branches of the Philippine Government.
A public office is not a job, it is an opportunity to do something for the public.
