SUBJECT: NIA'S COMPETENCY FRAMEWORK '

The adoption of a Competency-Based Human Resource Management and Development [CBHRMD) is one of NIA's performance commitments to the Governance Commission for Government Owned and Controlled Corporation, Having a competency framework is the initial step towards the fulfillment to CBHRMD. NIA's Competency Framework was developed with the technical assistance of the Center for Organizational Development of the Development Academy of the Philippines.
Competency Framework is a model in which features, characteristics and work methods are defined for a certain position or organization. NIA's competency framework is composed of thirty-two (32] competencies. Competencies are defined as the observable, measurable and vital knowledge, skills and attitudes that are translations of capabilities deemed essential for organizational success.
The Agency's competency framework consists of three [3) types of competencies: a) core competencies - these are the competencies that reflect organizational core capabilities and should be possessed by all employees regardless of function; b) leadership competencies -relates to skills, knowledge and behaviors needed to perform managerial work and processes; and c) technical competencies - pertains to specific bodies of knowledge and skills required to perform the defined activities in a function or job.
Out of the thirty-two (32) identified competencies, three (3) are core competencies: accountability, interpersonal communication and organizational awareness; five (5) are leadership competencies: conflict management, leading and managing change, people management, stakeholder engagement and strategic thinking and visioning; and twenty-four (24) are technical competencies: accounting acumen, analytical and creative thinking, asset management, budget management, community organizing, computer literacy, construction supervision, designing and managing training, engineering design, financial reporting, HR service excellence, information management, irrigation system management, IT expertise, learning facilitation, making presentations (presenting effectively), monitoring and evaluation,
problem solving and decision making, procurement management, program delivery and administration, project management, project planning and development, property administration and technical writing.
The assessment of employees to determine their competence level shall follow after the development of competency framework Assessing one's competency is evaluating and developing an employee competence level to a given standard. This is putting value to an employee by providing the competence needed to effectively perform his functions and duties.
In CY 2019, we will assess the competence of section chiefs [SG-20) and above while the assessment of the remaining employees shall be in CY 2020. The degree of competence of an employee determines how s/he performs in his/her job. Competency assessment with a pass result could be a basis for promotion in rank or work assignment. On the other hand, a failure in the assessment may result to probable re-training or farther training or demotion/separation from service.
A180 degree assessment of competency levels shall be done wherein employees will be asked to have a self-rating and the same shall be referred to their superiors for validation.
Said assessment shall be done through a survey using the competency assessment form. The form aims to measure the core and technical skills for SG 1-19 with the addition of the leadership skills for SG 20 and above. It also contains the competencies and their corresponding key behaviors which are required of the position. A four (4)-point rating scale was designed to gauge the proficiency of the respondents.
Respondents shall rate each key behavior under the different competencies. Their proficiency for the key behaviors of core competencies shall be rated using the following rating scale:
4 (Strength) - practices the key behavior repeatedly and consistently
3 (Adequate) - practices the key behavior repeatedly, with isolated lapses
2 (Area that needs improvement) - rarely practices the key behavior or inconsistent in practicing the key behavior
1 (Not demonstrated) - does not practice the key behavior
Proficiency for the key behaviors of the technical and leadership competencies shall be measured using the following rating scale:
4 (Expert) - can be tapped as adviser in specialized aspects of the job; considered as role model due to the acquired extensive knowledge and skills
3 (Proficient) - with advanced knowledge and skills; ^ practices the key behavior repeatedly and
shows moderate display of expertise in practicing the key behavior
2 (Good) - with basic knowledge and skills; starting to
apply the key behavior but experiences difficulty in practicing them
1 [Limited) - has minimal knowledge of concepts and needs very close supervision to be able to display the key behavior
The forms to be accomplished shall be provided by the Human Resources Division in September. Self-assessment shall be done by 20 September 2019 [Friday) and forwarded to the superior who shall finish rating the competency level of the subordinate by 11 October 2019 [Friday).
