PURPOSE
This procedure prowdes the minimum requirements to ensure site wde consistency in
monitonng personnel, surface area, and contracted anti-contarmnabon clothing that has
entered a Radiologcal Buffer Area (RBA), for radioactive contamination
RESPONSIBILITIES
Radiological Control Technician (RCT)
Perform and document contamination surveys in accordance with the instructions o f this
procedure
Notify Radiologcal Safety (RS) Supervision of any out of tolerance condition
Rs Supemsion
Review all survey forms for accuracy and trending
Take appropriate actions to mitigate the spread of contamination
LIMITATIONS AND PRECAUTIONS
Naturally-occumng radioactive gases (I e , radon and thoron), have daughter products
(progeny) whch decay by alpha and beta emission and can be falsely interpreted as DOE radioactive matenal Matenal or property believed to be fiee of contamination may be
recounted a minimum of twenty (20) minutes after the initial count to allow for decay of
short-lived isotopes A decrease 111 alpha activity over 20 minutes, accompanied by beta
activity, indicates the presence of these short-lived naturally-occumng isotopes
Recounting two to four hours after the initial count should allow for a majonty of
naturally-occurring radioactive matenal to decay

4.1 Monitoring Personnel for Contamination
This sechon is a stand-alone section, and may be performed independently or in
conjuncbon with other Instruction sections
RCT
[ 11 IF a Personnel Contamination Monitor - 2 (PCM-2) is not avalable nearby to
perform a whole body hsk,
THEN use a portable contamination instrument to perform the survey
[2] IF the count rate increases dunng the survey,
THEN pause 15 to 20 seconds over the area to provide adequate time for the
instrument to respond
[3 J Perform a one minute count if the count rate increases dunng a alpha
contamination survey
[4] IF the corrected count rate on any surface exceeds the Minimum Detectable
Count rate, for the selected instrument,
THEN:
[A] Consider the surface contaminated and handle in accordance wth PRO-
166-RSP-07.03, Response to Personnel Contamination
[B] Notify the RCT Supervisor and request assistance as necessary

4.2 Personnel Contamination Monitor Alarm Reseonse
This section is a stand-alone section, and may be performed independently or in conjunction with other Instruction sections
RCT
[l] IF an indiwdual is being momtored and the alarm sounds, TEEN.
[A] Instruct the individual to remain stationaxy
w] Review the on-screen display or instrument readmg to determine the location of the alarming detector and activity led
The PCM-2 on-screen display may show one of the following Ifthe area of the alarm is solid red, the contamination is in that
specific area.
Ifthe area is hatched red, the contaminaton is the sum ofmany detectors which indicates ageneral area contanunation,

[C] Reset the PCM-2 by pressing the ALARM ACKNOWLEDGE key.
[2] IF the level of contarmnatlon IS less than loo0 dpm above background for alpha,
OR less than 10,OOO dpm above background for beta,
THEN instruct the individual to self-monitor again.
(31 Inform the individual, based on the results of the scan, to do one of the following:
[A] Leave if the instrument clears (no alarm) on the second pass
[B] IF' the level of contarmnatlon is greater than or equal to lo00 dpm above
background for alpha,
OR greater than or equal to 10,OOO dpm above background for beta,
THEN monitor the individual using a hand-held instrument in accordance
with Section 4.1, Monitonng Personnel, for contarmnabon Steps 1 through

4.3 Monitorme Surfaces for Contamination
Surveys are performed to locate contammation on surfaces. Swipes and duect
readings should be taken in places where contaminahon is llkely to accumulate.
Where surface ContaminaQon by both alpha and beta emittmg donuclides exist, the
lirmts in Table 2-2 of the Rocky Flats Environmental Technology Site Radiological
Control Manual (Site RCM) apply independently

c? NOTE contamination surveys are recorded on a survey form (I e , Appendn 3 of 0 procedure 3-PRO-1 64-RSP-07 01, or equivalent), unii must include as a
minimum the information specrfied in UAN-I 02-SRCM, Sife Radiological Control Manual, Article 751 and 754
Perform surveys as specrfied in Techrzlcal Work Documents, Radiological Work Permits (RWP), or as directed by RS Supemsion
IF survey results indicate the current area posting IS incorrect,

[A] Promptly update each posting in accordance with the Site RCM.
[B] Notify RS Supervision
43.1 Survey Techniques
The survey technique used should be based on the purpose of the survey For example

4.3.2 Wipe Techniques (continued) I
Scan the wipe for alpha and beta contamination as appropnate, using approved instruments in the ratemeter mode
IF fixed contamination from the mop head interferes with the instrument reading, THEN remove the medium from the mop head to scan

IF contaminatron is found above the Minimum Detectable Actrvity (MDA), THEN perform a swpe survey in accordance wth Secbon 4 3 3, Swpe Techmques
43.3 Swipe Techniques
NOTE The swipe technique must be used to release an itendarea for unrestricted use
RCT
