I. OBJECTIVE
This project primarily involves the Main Office Building and Engineering & Operations Building at New Jersey Department of Transportation Headquarters in Ewing, NJ. The objective is to evaluate the indoor thermal environment and indoor air quality of the aforementioned buildings as well as the associated systems that serve them. The final deliverables shall include an oral presentation and a written report containing a recommended scope of work, construction cost estimate, and preliminary schematics for a new design.
II. CONSULTANT QUALIFICATIONS
A. CONSULTANT & SUB-CONSULTANT PRE-QUALIFICATIONS
The Consultant shall be a firm pre-qualified with the Division of Property Management & Construction (DPMC) in the following discipline(s):
• P003 HVAC Engineering
The Consultant shall also have in-house capabilities or Sub-Consultants pre-qualified with DPMC in: • P025 Estimating/Cost Analysis
As well as, any and all other Architectural, Engineering and Specialty Disciplines necessary to complete the project as described in this Scope of Work (SOW).
III. PROJECT BUDGET
A. CONSULTANT’S FEES The Consultant’s fees shall be based on the information contained in this SOW document and the observations made and/or the additional information received during the pre-proposal meeting.
B. COST ESTIMATES
The Consultant or Sub-Consultant developing any cost estimates as part of this SOW must be pre-qualified with DPMC in the P025 Estimating/Cost Analysis Professional Discipline and demonstrate that they have experience in the preparation of cost estimates projects that are similar in size and scope to that described in this document. A description of at least three (3)

similar projects completed by their firm shall accompany the technical proposal for evaluation by the Consultant Selection Committee. All cost estimates shall be adjusted for regional location, site factors, construction phasing, and building use group, location of work within the building, temporary swing space, security issues, and inflation factors based on the year in which the work is to be performed.

B. CONSULTANT’S PROPOSED SCHEDULE
The Consultant shall submit a project bar chart schedule with their technical proposal that is similar in format and detail to the schedule depicted in Exhibit ‘A’. The bar chart schedule developed by the Consultant shall reflect their recommended project phases, phase activities, activity durations. The Consultant shall estimate the duration of the project Close-Out Phase based on the anticipated time required to complete each deliverable identified in Section XI of this document entitled “Contract Deliverables - Project Close-Out Phase” and include this information in the bar chart schedule submitted. A written narrative shall also be included with the technical proposal explaining the schedule submitted and the reasons why and how it can be completed in the time frame proposed by the Consultant.

This schedule and narrative will be reviewed by the Consultant Selection Committee as part of the evaluation process and will be assigned a score commensurate with clarity and comprehensiveness of the submission.
C. CONSULTANT SCHEDULE Based on the Notice to Proceed, Consultant shall update their approved schedule and shall distribute it at the kickoff meeting. Note that this schedule shall be submitted in both paper format and on compact disk in a format compatible with Microsoft Project. This schedule will be binding for the Consultant’s activities and will include the start and completion dates for each activity. The Consultant and Project Team members shall use this schedule to ensure that all milestone dates are being met for the project. The Consultant shall update the schedule to reflect performance periodically (minimally at each phase) for the Project Team review and approval. Any recommendations for deviations from the approved schedule must be explained in detail as to the causes for the deviation(s) and impact to the schedule.

VI. PROJECT DEFINITION
A. GENERAL SITE OVERVIEW The New Jersey Department of Transportation (NJDOT) Headquarters, located in Ewing, New Jersey, is comprised of over 30 buildings and provides workspace for approximately 2,000 employees. The buildings vary with respect to age, ranging from approximately 23 years to over 80 years old, and also with respect to usage, ranging from office-type buildings (used for administration, engineering services, laboratory functions...etc.) to more industrial-type buildings (used for sign-making, vehicle repairs, equipment storage...etc.). This project primarily involves two of the office-type buildings at the Headquarters campus: the Main Office Building (MOB) and the Engineering & Operations building (E&O).
B. FUNCTIONAL DESCRIPTION
The MOB is a 115,360 sq.ft. office building consisting of three stories and a basement. It was constructed several decades ago and has undergone multiple rehabilitation projects throughout its history. Main space types include office areas, conference rooms, restrooms, a main lobby, and various IT/utility spaces. The E&O is a 279,000 sq.ft. office building consisting of seven stories, a basement, and a penthouse. It was constructed in the mid-1980s and has undergone multiple rehabilitation projects throughout its history. Main space types include office areas, conference rooms, restrooms, a main lobby, a kitchen, a cafeteria, and various IT/utility spaces.

The MOB and E&O are connected to each other by an enclosed single-story connector that also contains various types of spaces and has undergone prior rehabilitation projects. The relevance of the MOB-to-E&O connector to this project is detailed in a later section.
The indoor thermal environment and indoor air quality of the MOB and E&O are maintained by mechanical systems consisting of various equipment, devices, and distribution lines within the two buildings, as well as by a chilled water plant within the nearby Central Steam Plant (CSP). The plant provides chilled water for the MOB, E&O, and Finance & Administration building (F&A) using a single primary chilled water loop. A campus-wide building management system (BMS) allows for control, monitoring, and analysis of the mechanical systems serving the MOB, E&O, and various other buildings. There is significant complexity and variation in the design, operation, age, and condition of the aforementioned systems that serve the MOB and E&O. Relevant as-built documentation will be provided to the Consultant for informational purposes: • DBC A313 – Project in 1986 that constructed the E&O. • DBC T155 – Project in 1986 that upgraded the systems serving the MOB-to-E&O building
connector. • DBC T184 – Project in 1988 that upgraded multiple systems serving the MOB.
• DPMC T0396 – Project in 2002 that installed the chilled water plant in the CSP and partly in
the basement of the MOB. • DPMC T0314 – Project in 2002 that upgraded air distribution systems in the E&O. • Project in 2014 to install a Dunkin Donuts in the E&O cafeteria. • DPMC T0506 – Project in 2015 that upgraded VAV box controls in the MOB.
• DPMC A1219 – ESIP project in 2017 that upgraded the campus-wide BMS and hot water
systems in the MOB and E&O, and made other significant modifications site-wide.
• DPMC T0612 – Project in 2020 that replaced portions of chilled water piping in the MOB and F&A, as well as chilled & condenser water piping in the CSP.
• DPMC T0625 – Project in 2020 that installed DX cooling systems for IT spaces in the MOB,
E&O, and F&A.

VII. CONSULTANT RESPONSIBILITIES
A. EVALUATION TASK
Several of the mechanical systems serving the MOB and E&O are significantly aged, limited in their applicability and capabilities, and are in generally poor condition. This has led to considerable difficulties in achieving and maintaining the desired indoor thermal environment, indoor air quality, energy efficiency, and system resilience with respect to the connector. The Consultant shall perform a thorough evaluation of the existing indoor thermal environment and indoor air quality of the MOB and E&O, and of the existing systems that help maintain them. While the MOB-to-E&O connector and its dedicated systems are not included within the evaluation, certain interrelated systems that involve both the connector and the buildings shall be taken into account. The evaluation shall take into account the following considerations as well as any other considerations that are necessary for meeting the aforementioned objectives:
• Space type and usage:
o The type and usage of spaces within the buildings shall be taken into account. For example, the normally occupied areas include a range of different space types such as offices, conference rooms, and restrooms.
• Thermal environment and air quality:
o The existing thermal environment and air quality conditions within the buildings shall be taken into account. Examples of thermal environment considerations include air temperature, relative humidity, diffuser air speed...etc. Air quality considerations may include ventilation requirements, air change rates, protection against airborne contaminants...etc.
• Mechanical systems:
o The design, operation, and condition of the existing mechanical systems that serve the buildings shall be taken into account. This may include air systems, hydronic systems, direct expansion systems...etc.
• Structural systems:
o The design and condition of the existing structural systems that support and/or contain the aforementioned mechanical systems shall be taken into account.
• Electrical systems: o The design, operation, and condition of the existing electrical systems that provide
power to the aforementioned mechanical systems shall be taken into account.

• Controls systems: o The design, operation, and condition of the existing control systems that operate the
aforementioned mechanical systems shall be taken into account. This may include both the physical architecture (e.g. controllers, actuators, sensors) as well as the associated software (e.g. controller programming, BMS programming).
• Building envelope:
o The design and condition of the existing building envelope shall be taken into account, including a review of envelope improvement measures recommended in prior assessments – see Infrared Study Report and Findings & Recommendations Report by B/E Retrofit. Example considerations may include wall construction type, air infiltration rates...etc.
• Energy efficiency:
o Energy efficiency with respect to the mechanical, electrical, and controls systems shall be taken into account, including consideration of the overall energy usage goals established by the ESIP – see Measurement & Verification Performance Year Summary Report by Gannett Fleming.
• System resilience:
o Resilience with respect to the mechanical, electrical, and controls systems shall be taken into account. A system resilience assessment is currently in progress as of the issuance of this Scope of Work, the results of which shall be reviewed by the Consultant during their evaluation.
• Smoke control system:
o The E&O contains a smoke control system that was previously assessed and recommended for rehabilitation – see Engineering and Operations Building Smoke Control Evaluation by M&E Engineers. The Consultant need not re-evaluate the smoke control system but shall take into account that Recommendations 5 & 6 in the aforementioned assessment are to be addressed within the same project that rehabilitates the thermal environment and air quality of the E&O.
• External impact:
o Interrelation between applicable building systems shall be taken into account, for example the impact that increased cooling loads in the MOB or E&O might have on the total demand on the chilled water plant.
B. EVALUATION DELIVERABLES
Based on the evaluation results, the Consultant shall develop and submit an initial written report and oral presentation detailing their findings and recommendations. After the Project Team

reviews these initial deliverables and provides feedback, the Consultant shall then develop and submit a final report and oral presentation. The final report shall include a recommended scope of work, construction cost estimate, and preliminary schematics for a new design to improve the thermal environment and air quality within the MOB and E&O, emphasizing energy efficiency and system resilience wherever applicable.
C. PROJECT COMMENCEMENT
A pre-assessment meeting shall be scheduled with the Consultant and the Project Team members at the commencement of the project to obtain and/or coordinate the following information: 1. Project Directory:
Develop a project directory that identifies the name and phone number of key designated representatives who may be contacted during the project. 2. Site Access: Develop procedures to access the project site and provide the names and phone numbers of approved escorts when needed. Obtain copies of special security and policy procedures that must be followed during all work conducted at the facility and include this information in Division 1 of the specification. 3. Project Coordination: Review and become familiar with any current and/or future projects at the site that may impact this project. 4. All original documentation shall be returned to the provider at the completion of the project. 5. Scope of Work: Review the responsibilities and the submission requirements identified in this Scope of Work with the Project Team members. Items such as: contract deliverables, special assessment hours based on Client Agency programs or building occupancy or security needs shall be addressed. 6. Project Schedule: Review and update the project schedule with the Project Team members.
D. MEETINGS & PRESENTATIONS 1. Meetings: Conduct the appropriate number of review meetings with the Project Team members during each phase of the project so they may determine if the project meets their requirements, question any aspect of the contract deliverables, and make changes where appropriate. The Consultant shall describe the philosophy and process used to meet the project objectives. Special considerations shall also be addressed such as: Contractor site access limitations, schedule requirements, security restrictions, etc. It shall also be the responsibility of the Consultant to arrange and require all critical Sub-Consultants to be in attendance at the review meetings. Record the minutes of each meeting and distribute within five (5) calendar days to all attendees and those persons specified to be on the distribution list by the Project Manager. 2. Presentations: The minimum number of presentations required for each phase of this project is identified below for reference: Initial Phase: One (1) oral presentation at phase completion. Final Phase: One (1) oral presentation at phase completion.

VIII. PERMITS & APPROVALS
A. REGULATORY AGENCY PERMITS & APPROVALS Identify all State and Federal Regulatory Agency approvals and permits that will govern and affect the work proposed in the assessment. An itemized list of these approvals and permits shall be included for each facility and the total amount of the application fees should be included as part of the CWE.
IX. GENERAL REQUIREMENTS
A. SCOPE CHANGES The Consultant must request any changes to this Scope of Work in writing. An approved DPMC 9c Consultant Amendment Request form reflecting authorized scope changes must be received by the Consultant prior to undertaking any additional work. The DPMC 9c form must be approved and signed by the Director of DPMC and written authorization issued from the Project Manager prior to any work being performed by the Consultant. Any work performed without the executed DPMC 9c form is done at the Consultant’s own financial risk.
B. ENERGY INCENTIVE PROGRAM The Consultant shall review the programs described on the “New Jersey’s Clean Energy Program” website at: http://www.njcleanenergy.com to determine if any proposed upgrades to the mechanical and/or electrical equipment and systems for this project qualify for “New Jersey Clean Energy Program” rebates and incentives such as SmartStart, Pay4Performance, Direct Install or any other incentives. The Consultant shall be responsible to complete the appropriate registration forms and applications, provide any applicable worksheets, manufacturer’s specification sheets, calculations, attend meetings, and participate in all activities with designated representatives of the programs and utility companies to obtain the entitled financial incentives and rebates for this project. All costs associated with this work shall be estimated by the Consultant and the amount included in the base bid of their fee proposal.

Responsible Group Code Table
The codes below are used in the schedule field “GRP” that identifies the group responsible for theactivity. The table consists of groups in the Division of Property Management & Construction(DPMC), as well as groups outside of the DPMC that have responsibility for specific activities ona project that could delay the project if not completed in the time specified. For reportingpurposes, the groups within the DPMC have been defined to the supervisory level ofmanagement (Le., third level of management, the level below the Associate Director) to identifythe “functional group” responsible for the activity.
