Part of the capacity building for LGUs is to facilitate their understanding on the salient points of the Philippines NDRRM Law, Framework and Plan. The law emphasizes the disaster risk reduction and management through the 4-point DRRM framework—prevention and mitigation, preparedness, response, and rehabilitation and recovery—emphasizing the bottom-up approach.
Participatory Capacity and Vulnerability assessment (PCVA)
PCVA has been conducted in a total 38 municipal LGUs and 72 barangay LGUs wherein degree of disaster risks was identified and translated into “inclusive” DRR/CCA options. It also guided the consortium to identify and support Small Scale Mitigation projects.
Inclusive DRRM Planning
The project has also facilitated adjustments in the comprehensive development plans of the LGUs that ensures disaster risks are reduced. It also facilitated proper utilization of the local budget based from RA 10121. LGU partners identified prevention, mitigation and preparedness activities and was budgeted accordingly.
The interesting off-shoot of the project is the increased level of awareness of the inclusive DRR/CCA wherein with the expertise of Handicap International stressed the inclusiveness of persons with disabilities in pre-during and after a disaster. Mitigation projects, as well as the implementation of programs hoped to include PWDs in terms of participation, access and information. It also helped the LGUs appreciate inclusivity and implement the law that would ensure the rights of the PWDs are addressed.
Contingency Plan Simulation Drills
All LGU partners where also able to develop contingency plans based from the PCVA results. The CPs was guided by “worst case” scenarios and was tested through the conduct of Community Drills or simulation lead by the Barangay and Municipal DRRM Office.
