Sport and Recreation Development
STARCLUB- CENTRAL MID-NORTH REGION The Central Mid-North STARCLUB program is a joint funding
venture between with the Office for Recreation, Sport & Racing
(ORSR) and the three council regions of:
• Regional Council of Goyder- Main desk.3 days/ week
• Wakefield Regional Council- Hot desk-1 day/ week
• Clare & Gilbert Valleys Council- Hot desk.1 day/ week THE FOCUS OF THE ROLE:
• to work with individual councils
• Aim to increase collaboration between councils on projects and
with funding opportunities
• Gain a Regional perspective INITIAL IDENTIFIED AREAS OF POTENTIAL COLLABORATION: o Regional Open Spaces and Facilities Plan 2019-
o Governance and leadership training for sporting committees.
o Youth leadership and committee training program
o Physical literacy programs for 3-6yr olds
o Increase in Active Aging programs
• Office for Recreation, Sport and Racings benchmark for a
‘WELL-RUN’ sport or recreation club in SA
• Simple to use ONLINE club development tool launched July
2010.
• 25 questions with 5 key areas of club development
• Help clubs be the best they can be to meet their legal and
affiliate requirements, with resources at hand.
• Can positively change a club culture and help grow
membership
• STARCLUB web tool now has over 2000 registered club and rec
group users in SA
• Four stages / levels of engagement with the program

To operate legally in SA all clubs must
meet a minimum of the 5 criteria items
listed- Incorporation; risk management; volunteer/Staff
inductions; Equal Opportunity principles; Child Safe
Environments.
STARCLUB Status Level 1 – Registered Filled in details to register
Level 2 – Submitted All questions answered online with YES, No or in Progress
Level 3 – Provisional Online Status Achieved At least 3 questions in each part 1-5 must be answered YES,
including all mandatory questions – Q 1,2, 11,16 & 21
Level 4 – Full STARCLUB Recognition Award Request and complete STARCLUB Audit/Consultation to
confirm all requirements have been met and all details are
correct
*The Gums Horse and Pony Club in Marrabel have achieved
Level 4 STARCLUB recognition status.
STARCLUB Program Officer
The STARCLUB Field Officer Program is a partnership between the Office for Recreation, Sport and Racing and regional
Councils. The program works to help build a club capacity to deliver quality programs; effective management and
effective use of sport and recreation facilities.
The aims of the role:
• to be the first point of contact in council for, sports clubs, associations,
recreation and community groups
• To build capacity and strengthen relationships between key stakeholders
around sport and recreation.
• To provide Education and workshops to support clubs, committees,
workforce and volunteers.
• to support sport clubs and associations, recreation & community groups
to be:
Well-managed- operational
sustainable
better able to meet their affiliation and legislative requirements
be financially stable- look to business planning
Strengthen and grow their membership base
Increase awareness of how to access and retain volunteers

The SFO role can be best utilised as a point of contact with state and national sporting
organisations for both clubs and Councils. Good relationships with governing bodies can
assist the LGA with up-to-date information happening in sport.
