Tuning of the goal after summer
Efficiency is defined as the ratio between the annual luminosity target of 250 fb-1 over the potential luminosity that can be reached with an ideal cycle run time with no stop for 150 days: trun= tlev+tdec+tturn. The turnaround time after a beam dump is taken as 5 hours, tdecay is 3 h while tlev depends on the total beam current

Status of the FP7 DS• Grant Agreement signed by EU in October and
now by all Beneficiaries• First tranche of money (60% of the 4.9 M€)
from EU has arrived to CERN, for redistribution (changed at a bad rate – for CERN )
• Consortium Agreement almost ready• The US labs has not accepted the conditions

HL-LHC and USA• Necessity to find a way to formalize the collaboration
for the Design Study• Necessity to formalize the intention of a long term
contribution• To provide «in kind» by 2020: a plan and agreement is
needed now. • Must be included also the 11 T, the CC and Collimation

• However we fully include US labs to our governance: 6 US members in the CB of HL-LHC of Thurday 17 Nov (5 labs + DOE), with formally no vote on FP7 HiLumi LHC «internal businness».
