The Local Development Framework
The Local Development Framework is the ‘new’ development plan for the District up until 2030.
Made up of three key documents:-
• The Core Strategy • Strategic Sites Development Plan
Document (DPD)• Delivery and Sites Allocation Development Plan

Key aspects of the Core StrategyThe Core Strategy is the background to all documents and shows the key areas for new development across the District:-
• The provision of 9,600 new homes,
40,000 sq m net employment space and 17,000 sq m net retail space.
• Residential and employment space allocated to 12 Strategic Development Areas across the District – focussed on the 5 market towns, land adjacent to Tunbridge Wells and Stone Cross - and key villages.
The Core Strategy- Evidence Base
Core Strategy based on results of consultation and on evidence gathered to support development and delivery of sites including:-
• Housing land availability and viability assessment
• Environmental aspects and regulations • The economy of the District • Infrastructure requirements • Sustainability Appraisal
The Core Strategy – update • Consultation on issues and options in July 2007 • Consultation on Spatial Options in July 2009 • Consultation on proposed submission Core
Strategy in February 2011 • Submission to Secretary of State in August
2011• Examination in Public starts 17 January 2012
for three weeks• Adoption anticipated Summer 2012
Strategic Sites DPD
• Sets out in detail how the 12 SDAs will be developed
• Sets specific site boundaries• Opportunities and constraints, and site
infrastructure requirements• Also looks at things that need to be considered
by the developers – such as the provision of play areas, sustainable drainage and renewable energy provision
Strategic Sites DPD Issues and Options Consultation Document
• Number of options • May be that one option preferred or a
combination of options, or an option that we have not shown
• Level of affordable housing• Sustainability Appraisal of site and of each
option • Consultation on these options from 16th January
until 24th February

SDA 1:- Uckfield
• 1,000 new homes• 12,650 sq m net employment floor space• 35% affordable housing?
Key requirements for Hailsham Sites
SDA 2: Hailsham East • 600 new homes • 35% affordable housing?
SDA 3: Hailsham North • 700 new homes • 8,650 sq m net employment floor space• 35% affordable housing?
Strategic Sites – Polegate/Willingdon
SDA 4: Polegate/Willingdon • 700 new homes • 8,600 sq m net employment space• 35% affordable housing?
SDA 5: Dittons Road • 8,290 sq m net employment floor space
Key requirements for the Stone Cross Sites
SDA 6: East of Stone Cross and SDA 7: North of Stone Cross
• 650 new homes between the two SDA areas,
• 35% affordable housing?
Key requirements for Crowborough sites
SDA 8: Pine Grove and SDA 9: Jarvis Brook Crowborough
• 140 homes between the two SDA areas • 40% affordable housing?
SDA 10: South East Crowborough • 160 new homes • 40% affordable housing?
Key requirements for the Heathfield Site
SDA 11: North West of Heathfield
• 160 new homes • 50% affordable housing?
Strategic Sites – adjacent to Tunbridge Wells in the Parish of Frant SDA 12: Tunbridge Wells/Frant
• 120 new homes • 40% affordable housing?
455 new homes allocated to rural villages – to be subject of next DPD – Delivery and Site Allocations DPD

Exhibitions providing information on the Strategic Sites DPD will be held on:-
Saturday 4th February – 10am until 1pm at • Crowborough – Council Offices, Pine Grove • Hailsham – Diplocks Community Hall
Saturday 11th February – 10am until 1pm at • Polegate – Community Centre • Uckfield – Civic Centre
How to take part in the consultation
• On-line – all documents and questionnaire available on the Council’s website from 16th January – 24th February www.wealden.gov.uk
• Documents available to view at the Council offices in Pine Grove, Crowborough and at a number of Town and Parish Council offices and libraries
• Copy of the main document sent to all Parish and Town Councils
Future timetable
•Strategic Sites DPD – publication of proposed submission version – Feb-March 2013•Submission to Secretary of State – August 2013 •Hearing – November 2013 •Anticipated adoption – March 2014
Infrastructure Delivery Plan (IDP) and Community Infrastructure Levy (CIL) to be developed alongside the SSDPD.
