While liberalization is common to most o
the Americas, and has had mixed results,
the Caribbean has been blessed with an
almost universal shakeup at the hands o
mobile operator Digicel, which arrived on
the scene in 2001.
The group now covers 24 markets and bills
US$430 million per quarter, against the
approximately US$220 million per quarter
that British group LIME - in many cases the
ormer incumbent - bills rom its 13 units
in this region.
As both groups expand and consolidate
they should in theory be able to leverage
economies o scale and serv ice improvements
that should beneft consumers throughout
this sub-region.

public sector or government initiatives take
