Registration
Registration requires manufacturers & importers of chemicals to obtain
relevant information on their substances & to use that data to manage themsafely
What is required for Registration?
Technical dossier (≥ 1 t/a)
Chemical safety report (≥ 10 t/a)
Procedures
Given the registration number
Simple electronic completeness check will be performed by the Agency
If registration is not rejected within a set deadline
• Non-phase-in substance (i.e. introduce after 1 June 2007) registrant maybegin to manufacture or import the substance
• Phase-in substance may continue to manufacture or import the substance
22
Technical Dossier Information
In Database format (IUCLIDdatabase)
ID of manufacturer / importer
Substance ID (e.g. name, tradename, molecular formula & weight, structure, purity, spectral data)
Manufacture & use of substance
Classification & Labeling
Guidance on safe use (storage,
disposal, first aid measures)
Study Summaries (e.g. physico-chemical, toxicological & eco-toxicological properties) – tonnagedependent
23
Chemical Safety Report Information
Hazard Assessment
• Human Health, Physicochemical, Environmental
Persistent, Bio-accumulative and Toxic (PTB) & veryPersistent & very Bio-accumulative (vPvB) assessment
If studies from above found substance to be dangerous,PBT or vPvB, also need
• Exposure assessment, addressing identified uses
• Risk characterization, identify risk control measures
Exempted if they fall within certain restriction limitrequirements (e.g. Directive 1999/45/EC)
24
European Chemical Agency (ECHA)
Mission
Manage & coordinate the registration, evaluation, authorisation & restriction process under REACH toensure consistency in chemicals management acrossthe EU
Provide the Member States & the Institutions of theCommunity with scientific & technical advice onchemicals covered by the Regulation
Manage IT based guidance documents, tools &databases

Calculation of Registration Volume
A UK company imports two intentional dye release textileproducts A & B from different Pakistan manufacturers, with100g of dye X in each
• In product A, 80% dye are released under normal conditions• In product B, 10% dye are released under normal conditions
Question: Does the UK Company need to register substance Xif it imports 2,000,000 product A & 1,000,000 product B?
Assume articles
Product AWeight: 1.2kg
Product BWeight: 1kg
27
Calculation of Registration Volume (Cont’d)
Answer
• Whenever a substance is intended to be released from an article
– The TOTAL QUANTITY of substance X present in that article needs tobe counted
– NOT the quantity intended to be released
• The UK importer should make sure the dye X in the two textileproducts is same
• Total volume of dye X = 100g (2,000,000) + 100g (1,000,000) = 3tonnes
• Registration is in the 1 – 10 tonnage band
– Need Technical Dossier only
28

33
Pre-registration
To continually market phase-in substances before fullregistration
Purpose
• To facilitate data sharing
• To reduce testing on vertebrate animals
• To reduce costs to industry
For phase-in substances only, data gained by vertebrateanimal testing are to be shared, in exchange for payment
Information not involving tests on vertebrate animals (e.g. invitro studies & quantitative structure-activity relationship) must
be shared in the request of a potential registrant
Between 1 June 2008 & 30 Nov 2008 (6 months only)
34
Information Required for Pre-Registration
Information required by Art. 28(1)
• Registrant’s name
• Contact details
• Substance identity (name, CAS No. & EC No.)
• Envisaged registration deadline
• Tonnage band
Optional Data / information
• Quantitative Structure Activity Relationship (QSAR)
• Substance grouping (e.g. DEHP belongs to the group Phthalate)
CAS = Chemical Abstract Services
35
Pre-Registered Substances
List available on European Chemical Agency website by 1 Jan2009. It gives
• Name of substance
• EINECS number
• CAS number
36
Substance Information Exchange Forum(SIEF)
Registrants who pre-registered same substance
• SIEF formed by pre-registrant themselves
• Dedicated website for same pre-registered substance granted
– To exchange information (e.g. animal & non-animal testing data)
• To agree to generate new test data required for registration – Vertebrate animal testing, if required, must be shared
