Host City –Saint Paul, MinnesotaBuilt along the bluffs overlooking the Mississippi River, the City of Saint Paul has taken painstaking care in preserving its rich history and magnificent architecture. Visitors marvel at St. Paul’s Old World charm. Summit Avenue boasts one of the country’s longest stretches of uninterrupted residential Victorian architecture, with its wrought iron gates, stained glass windows, enduring stone, and white marble pillars. And standing atop hills overlooking downtown are two of the city’s architectural masterpieces—the State Capitol, crowned by the largest unsupported marble dome in the world, and the Cathedral of Saint Paul, modeled after Saint Peter’s in Rome.
St. Paul has a large ethnically diverse population and offers a variety of cultural entertainment, museums, historic sites, sporting activities, shopping venues, restaurants, and night life. You’ll find many of these options located within walking distance of the official Snow Conference hotels.
For more information about St. Paul, visit the St. Paul Convention and Visitors Bureau website at www.stpaulcvb.org.
Airport TransportationThe Minneapolis/St. Paul International Airport is located less than 10 miles from downtown Saint Paul. Airport shuttle service is provided by Super Shuttle, and cost is currently $13 one way or $24 round trip to the official Snow Conference hotels. Call 800-258-3826 or 612-827-7777 for more Super Shuttle information. Taxi service is approximately $25 one way.
Gangster Buffet& Cabaret!John Dillinger, Babyface Nelson, Ma Barker, Machine Gun Kelly… these are the names of just a few of the gangsters that took refuge in St. Paul during the Prohibition years. Bank robber and kidnapper Alvin “Creepy” Karpis once said, “If you were looking for a guy you hadn’t seen in a few months, you usually thought of two places—prison or St. Paul. If he wasn’t locked up in one, he was probably hanging out in the other.”
At this year’s Tuesday evening banquet, we’re celebrating St. Paul’s colorful and unsavory past as a safe haven for criminals and fugitives in the 1920’s and 30’s. It was an exciting and dangerous time when out-of-town gangsters were welcome to hide out without fear of being arrested, as long as they followed the rules—identify yourself to the police upon arrival, pay off the officials, and commit no crimes within the city limits.
This nostalgic evening will take you back to the speakeasy days in St. Paul where good food, bootleg whiskey, jazz music, and fast action made for great times. We’ll enjoy a fine meal followed by a gangster cabaret show performed by club regulars Al Capone, Rocco Fishetti and Roxie Hart. Plus Paul Maccabee, author of the book John Dillinger Slept Here: A Crooks’ Tour of Crime and Corruption in St. Paul, 1920-1936, will entertain us with his fascinating gangster history presentation “John Dillinger, Ma Barker and Me.”
The Gangster Buffet & Cabaret event will be held Tuesday evening, April 24 in the Great River Ballroom at the Crowne Plaza Riverfront Hotel. Cost is included in full attendee and guest/spouse registrations. Additional tickets are $50 each and can be purchased with your Snow Conference registration. Casual attire is fine.

Education Sessions
Kick off the Snow Conference by attending
one of these three power-packed sessions that
will energize you for the rest of the week!
Experts will discuss best practices for snow
and ice control, creative staffing solutions for
operator shortage, and anti-icing strategies.
These sessions will engage a high level of
audience interaction, so come prepared with
your questions and experiences to share.
Key Elements of Snow and Ice Control: Roads, Money and the EnvironmentSpeakers: Andrew Kubista and Kathleen Schaefer, Minnesota Department of Transportation, St. Paul, MN
This highly interactive session will focus on the recently produced Snow and Ice Control Field Handbook for Snowplow Operators. The handbook was developed to promote understanding of tools, best practices, and limitations for snow and ice control. The presentation will be broken into three segments. The first segment will address Roads, and audience members will have a chance to share best practices and circumstances unique to their particular region. The same sequencing will be repeated for the topics of Money and the Environment. Come prepared to share!
Who’s Minding the Plow?Staffing SolutionsSpeakers: Norm Ashfield, Minnesota Department of Transportation, Roseville, MN; Mike Kennedy, City od Minneapolis, MN
Due to shrinking budgets and workforce, many agencies are experimenting with creative ways to supplement their plow operator line-ups. Solutions range from looking around the maintenance shop for additional drivers, to going as far as using such non-traditional staff as engineering technicians. Have
these ideas worked? Find out in this interactive session, where “thinking outside the box” is a must. So come prepared to share your questions, ideas and experiences on how to best utilize the workforce.
Anti-Icing StrategiesSpeakers: TBA
Whether you are just starting an anti-icing program, or you are looking to improve your existing one, join this session to hear the success stories and challenges from the experts. This session will cover three main areas of anti-icing: starting an anti-icing program; choosing a deicer liquid; and pushing anti-icing to the limits. So, start your day off right by sharing, listening, and learning about anti-icing!

Measure Twice, Plow Once (One Pass Clearing)Speaker: Robert Lannert, Missouri Department of Transportation, Jefferson City, MO
One pass clearing is a plowing practice that uses wider snowplows to clear the entire lane at once. It avoids the need to return for a second pass, which can eliminate a second chemical application. Learn how wider plows can help your agency save time, fuel and materials, while improving services to your areas.
10:00 – 11:30 a.m.
Education Sessions
Beginning Anti-Icing –Where Do I Start?Speaker: Wilfrid Nixon, University of Iowa, Iowa City, IA
Changing to anti-icing as your winter maintenance strategy can be a bit overwhelming. You have to use liquids, and rely much more on forecasts. If you get it wrong, your neck is in the noose, but everyone is saying you should do it. Come to this session to learn how to minimize the risks in anti-icing, and how to get your anti-icing program started and running effectively.
You Have the Power! Combine Public and Private Forces to Protect Our Rivers and LakesSpeaker: Connie Fortin, Fortin Consulting, Inc., Hamel, MN
Winter maintenance is harmful to rivers and lakes. This session will help you realize the full effect that salt and sand has on our waters, and discover tools and practices we can use to minimize the damage. In 2005-2006, Fortin Consulting, with a team of advisors, developed a class and manual on winter parking lot and sidewalk maintenance for reduced environmental impact. Through follow-up interviews, it was found that after training, salt application rates dropped as much as 65%. This presentation is both motivational and educational, with lots of photos to keep your intersest.
Snowfighter Instruction that Hits the S.P.O.T.Speakers: TBA
Snow Plow Operator Training (S.P.O.T.) is a comprehensive, two-week training program that focuses on developing skills for new operators. Areas covered include dump truck components, driver responsibilities, preventive maintenance, snow and ice equipment, and truck operation safety. It serves as a cost-effective training option for agencies that have limited resources. S.P.O.T. was implemented as a pilot program in 2004 and since that time, three statewide training programs have been put into operation. Come learn about this innovative snowfighter instruction that hits the S.P.O.T!

It’s Time to Think Outside the (Truck) Box!Speaker: Neal Jaspers, City of Fort Collins, CO
When the City of Fort Collins, Colorado updated its fleet, it moved from traditional dump trucks to custom-specified vehicles that could be used throughout the year. The new lighter-weight trucks have as much payload as private, dedicated dump trucks and also provide years of heavy duty service with snow duties. You’ll learn the calculated weight savings, cost of the lightweight components, payback period for the extra expense, and how to convince city leaders to make such a bold move.
The Shingle Creek Chloride TMDL: A Case StudySpeaker: Joe Bischoff, Wenck Associates, Inc., Maple Plain, MN
The Shingle Creek watershed covers 44.5 square miles in the east-central Minneapolis metropolitan area. It includes 14 lakes and is encompassed by 1,375 lane miles of roads. As a result, significant amounts of road salt are applied to the watershed annually for deicing and snow control. A total maximum daily load (TMDL) study was developed to diagnose the cause and solution to the watershed’s high chloride concentrations. Details of this study are being used to develop appropriate BMPs and target areas to reduce the potential impact of chloride in the watershed, while maintaining public safety for winter road conditions. Come hear the latest update on the project.

Program PreviewMonday, April , -:0 p.m.Education Sessions Continued…
“Technology Calming”: A Novel Approach to ImplementationSpeaker: Tom Struve, City of Eagan, MN
The traditional approach to introducing new technology is to accelerate the learning curve. The result: frequently frustrated and resistant end-users. The City of Eagan, Minnesota took the opposite approach by purposely choosing to stay behind the “bleeding cutting edge.” Implementation of best practices related to technology and new methodologies in snow and ice control service delivery were introduced gradually. At the same time, operators received the education and training needed to change psychology and behavior. You will leave this session inspired to take the plunge into the 21st century!
Winter Maintenance: The UK WaySpeaker: Mark Dutton, Safecote Limited, Northwich, YT, UK
How does ice and snow control in the United Kingdom compare to what we do over here? This presentation will be a comprehensive overview of winter maintenance topics, including technology, road weather data, chemicals, and more–with plenty of time for audience interaction. Come see what we can learn from our overseas colleagues.
The Five Steps of Customer-Driven BenchmarkingSpeaker: Gary Niemi, Minnesota Department of Transportation, Baxter, MN
The premise is simple—increase customer satisfaction while driving down operating costs. How is this accomplished? Through customer-driven benchmarking—a process used to identify, assess, and implement best practices that have been shown to provide the highest levels of customer-oriented outcomes relative to the services used. Sound complicated? In this session, you will learn the five steps
to successfully implement this system in your agency. The end result will motivate you to continually improve performance, learn from the successes of others and avoid repeating mistakes of the past.

Harnessing Innovation: Creative Solutions to Age-Old ProblemsSpeaker: Diana Clonch, Ohio Department of Transportation, Columbus, OH
Dwindling resources are only one obstacle to addressing the same issues and problems that continue to plague agencies. How do you encourage innovation? It is important for management to allow employees to “step outside of the box” and display a willingness to adopt new approaches. You’ll hear some inspiring examples of how creative thinking has spurred one agency to maximize assets by becoming a liquid brine producer for the state and its plans to move to the next level.
A Tale of Two Cities: Strategies from Minneapolis and St. PaulSpeakers: Bruce Beese, City of St. Paul, MN; Mike Kennedy, City of Minneapolis, MN
While Minneapolis and St. Paul are known as the “Twin Cities,” they take a somewhat “fraternal” approach to devising snow removal strategies. This presentation will compare and contrast the somewhat different approaches each municipality takes regarding the technical, legal, political, and public relations elements of emergency snow plowing. You will also learn about emerging technologies that can be used to enhance public outreach and citizen compliance.
A Written Snow and Ice Control Plan that Works for YOU! Speaker: Duane Amsler, AFM Engineering Services, Slingerlands, NY
There are thousands of written snow and ice control plans that could be used as a model, but do any of them really work for your agency? Like it or not, the best policies and procedures are homegrown. Draw on the presenter’s extensive experience in crafting snow and ice control plans and defending them in court. Learn how to write an effective written plan and policy, what should be included, and how to make it part of your agency’s continuous improvement process.
Defeat the Cost of Frost: A Field Test UpdateSpeakers: Farideh Amiri, Minnesota Department of Transportation, St. Paul, MN; John Evans, Patrick Huston and Tim Sheehy, Minnesota Department of Transportation, Duluth, MN
Mn/DOT is always on the lookout for cost-effective and efficient means of dealing with dangerous frost and icy road and bridge conditions. Over the next three years, Mn/DOT will field test the SafeLane™ overlay system on a problematic stretch of roadway near Duluth that includes bridges and numerous curves. A summary of the first winter performance will be presented, as well as projections regarding anticipated cost-benefits in terms of accident reduction and application frequency of anti-icing chemicals.

Voice Messaging and GIS: Powerful Outreach!Speaker: Mike Kennedy, City of Minneapolis, MN
Recognize the potential that modern automated voice messaging and GIS systems can provide in notifying your community about snow emergencies, and more! Once thought of only as an emergency tool, outbound dialing combined with GIS can alert citizens about street sweeping, road closures, storm clean up responses, you name it. See how one public works department has used the power of these technologies to reach out to their community.
Know Snow in ArizonaSpeaker: Joel Miller, Arizona Department of Transportation, Globe, AZ
Arizona’s climatology ranges from dry and arid to conifer forests and wetlands. Elevations extend from less than 1500 feet to more than 9000 feet within a span of 75 miles. These extremes pose major challenges in planning a snow and ice program, particularly when the same equipment is used on all roadway conditions. Learn tips and techniques for combining chemical formulations and simulator training and how to work best with nature’s best snow fighting defense—the sun.
Snow Removal vs. Snow Melting Speaker: Fred Haughton, City of Barrie, ON
When snow bank heights in downtown Barrie, Ontario, exceed 18” (400 mm), the city initiates a removal process. In an effort to reduce snow storage disposal site volumes and meet service levels, the city turned to a melting device. Hear how melting snow resulted in reduced staff resources and expenses, while improving downtown parking and cleanliness.
Advanced Anti-Icing – Taking it to the Next Level!Speaker: TBA
You’ve been doing anti-icing for a few winters now, but it seems like you are not seeing all the benefits you had hoped for. There are a few issues you would like to resolve and enhance. Come to this session and hear about agencies that have been constantly building and improving their anti-icing efforts. You will be sure to leave with ideas to try in your own agency.
By the Book: Developing a Winter Weather Operations ManualSpeaker: Dave Bergner, City of Overland Park, KS
How well organized are your agency’s winter weather operations policies and procedures? If you need a little help getting everything under control, then this session is for you. An agency
will share its first-hand experience of going from cluttered to coordinated by developing an outline for a comprehensive operations manual—then filling in the gaps in the content. You’ll learn useful techniques for writing detailed plans, policies, procedures, and practices for winter weather operations and how to disseminate and communicate the information.

Salt storage facilities are an imperative component of every agency’s ice control program. Increasing amounts of traffic and skyrocketing public expectations for service delivery have resulted in salt sheds growing to the size of airplane hangars. Join us for a photo tour of Minnesota’s salt storage structures that feature a variety of designs at different locations, and take home some salt supply management ideas.
So, I Can’t Just Blame the Weatherman? (Forecasting Solutions)Speaker: Jon Tarleton, Quixote Transportation Technologies, St. Louis, MO
With so many outlets available for forecasting information, why do you still need to do your own forecasting? This session will outline the specific benefit a private weather service can provide over generic forecasts that you can get from television and the Internet. Learn how to identify the most reliable sources of weather information, determine what forecast information is the most important to the particular situation, and formulate the right questions to ask weather service providers.
