NEW YORK — Long alightning rod for conserva-tive criticism, the GirlScouts of the USA are nowfacing their highest-levelchallenge yet: An officialinquiry by the U.S. Confer-ence of Catholic Bishops.

At issue are concernsabout program materialsthat some Catholics find of-fensive, as well as asser-tions that the Scouts asso-ciate with other groups es-pousing stances that con-flict with church teaching.The Scouts, who have nu-merous parish-sponsoredtroops, deny many of theclaims and defend their al-liances.

The inquiry coincideswith the Scouts’ 100th anni-versary celebrations andfollows a chain of othercontroversies.

Earlier this year, legis-lators in Indiana and Alas-ka publicly called theScouts into question, andthe organization was berat-ed in a series aired by aCatholic broadcast net-work. Last year, the Scoutsangered some conserva-tives by accepting into aColorado troop a 7-year-oldtransgender child who wasborn a boy but was beingraised as a girl.

Some of the concernsraised by Catholic criticsare recycled complaintsthat have been denied bythe Girl Scouts’ head officerepeatedly and categori-cally.

It says it has no partner-ship with Planned Parent-hood, and does not take po-sitions on sexuality, birthcontrol and abortion.

“It’s been hard to get themessage out there as towhat is true when distor-tions get repeated over andover,” said Gladys Padro-Soler, the Girl Scouts’ di-rector of inclusive mem-bership strategies.

In other instances, thescouts have modified ma-terials that drew com-plaints — for example,dropping some referencesto playwright Josefina Lo-pez because one of herplays, “Simply Maria,” wasviewed by critics as mock-ing the Catholic faith.

The new inquiry will beconducted by the bishops’Committee on Laity, Mar-riage, Family Life andYouth.

It will look into theScouts’ “possible problem-atic relationships with oth-er organizations” and vari-ous “problematic” pro-gram materials, accordingto a letter sent by the com-mittee chairman, BishopKevin Rhoades of FortWayne, Ind., to his fellowbishops.

The bishops’ confer-ence declined further com-ment.

Girl Scout leaders hopethe bishops’ apprehensionswill be eased once theygather information. Butthere’s frustration withinthe iconic youth organiza-tion — known for its inclu-siveness and cookie sales— that it has become suchan ideological target, withthe girls sometimes caughtin the political crossfire.

“I know we’re a big partof the culture wars,” saidthe Girl Scouts’ spokes-woman, Michelle Tomp-kins. “People use our goodname to advance their ownagenda.”

“For us, there’s an over-arching sadness to it,”Tompkins added. “We’rejust trying to further girls’leadership.”

With the bishops nowgetting involved, thestakes are high. The GirlScouts estimate that one-fourth of their 2.3 millionyouth members are Catho-lic, and any significant exo-dus would be a blow giventhat membership alreadyis down from a peak ofmore than 3 million severaldecades ago.

The inquiry coincideswith a broader effort by thebishops to analyze churchties with outside groups.

Rhoades’ committee plansto consult with Girl Scoutsleaders and with the Na-tional Federation forCatholic Youth Ministry,which has been liaising

with the Scouts for twoyears about various com-plaints.

The federation’s execu-tive director, Bob McCarty,praised the Girl Scouts for

willingness to change someprogram content.

“I don’t think any of thismaterial was intentionallymean-spirited,” McCartysaid. “I think a lot of it was

lack of attention.”However, McCarty ex-

pressed doubt that the GirlScouts’ most vehementcritics would be satisfiedregardless of what steps

are taken.“It’s easier to step back

and throw verbal bombs,”he said. “It takes a lot moreenergy to work forchange.”
