I am pleased to suJ:mit the Annual Report of the activities of the Milwaukee Police Deparbnent for the year 1986. This report describes the efforts expended t:rj all police . personnel to provide maximum service to the citizens of our ccmmmity.
We would ~ remiss in our duty if we did not acknowledge the help and cooperation received fl:Cill the citizens of the City of Milwaukee. Many private citizens assisted us in numerous ways, and 108 of our citizens received Awards of Merit in 1986 in sincere and genuine appreciation of their efforts in keeping Milwaukee a safe and orderly camnmity.

A Telephone Report Unit was established in May 1986
and is filing over 1,200 minor offense reports per month
thereby relieving squads for more important functions .

'Twenty-three (23) Whelen strobe light bars were purchased
and 55 more will be acquired in 1987.
Additionally, 150 Whelen re.movable lights (Kojak type)
were purchased for unmarked squads.
This equipment clearly increases the visibility of Deparbnent vehicles.

In May 1986, a 24-hour Property Control Section was established
primarily to preserve the chain of evidence.

broken for the construction of
a new sixth District Station
at 3006 s. 27th Street. The
building is expected to be
ready for occupancy in July of
1987.

In May 1986, a Neighborhood Foot Patrol Program whereby officers are assigned to particular beats with a view of becoming familiar with the people and problems in given areas was established.
In 1986, the Tactical Enforcement Section received special weapons and tactics training via a 40-hour Basic Unit Deployment Plan. Advanced tactical comprehensive training, new weapons training, and live fire and explosive entry exercises under contolled simulated conditions were also conducted. Two Sergeants from the Tactical Enforcement Section were also sent to the National Tactical Officer's Association training cite at Alburquerque, New Mexico to upgrade tactical training addressing hostage rescue and other critically essential methods and techniques.

In April 1986, new uniform garments were adopted.
The uniform garments won an outstanding Achievement Award
in the 1986 BEST DRESSED POLICE DEPARTMENT competition.

In November of 1986, a Police Officer Support Team was formally established. Nearly 300 Department members and family members have availed themselves of the services of the Police Officer Support Team.
In May 1986, a mandatory arrest policy was implemented in cases of domestic violence modeled after the Minneapolis, Minnesota Experiment.
In 1986, the positions of Safety Director and Personnel/Labor Relations Officer were created.
The Safety Director is responsible for the development, implementation, and administration of a comprehensive Department-wide Safety and Accident Prevention program.
The Personnel/Labor Relations Officer serves as a member of the City's collective bargaining team and is responsible for the processing and formalization of responses to grievances filed by labor organizations. He also processes allegations of discrimination and supervises the Department's limited duty program.
In 1986, an internship program was established with 1 graduate and 3 undergraduate students from Marquette University assisting the Research and Development Bureau. Future plans include add:ing :interns from the University of Wisconsin - Milwaukee.
In September of 1986, following extensive research, comprehensive standard operating procedures were published for the Criminal Intelligence Division.
In October 1986, records relating to personnel and disciplinary matters were standardized Department-wide.
In August 1986, a "Use of Specialized Equipment File" was established.
In August 1986, a "Motor Vehicle Entry Indemnification Agreement" was devised to absolve the City of liability in those cases where Department members assist citizens who are locked out of vehicles.
During 1986, additional officers were tra:ined in crime prevention which resulted in the formation of additional Block Watch Groups.

43,696 in 1986. Arrests for aggra
vated assault increased by 70 percent
from 505 to 861, arrests for drug
sales increased from 352 to 426, and
arrests for drunk driving increased
by 14 percent from 3819 to 4363.
Total juvenile arrests decreased by
1.6 percent, -from 18,085 in 1985 to
17,799 in 1986. Arrests for Index
offenses decreased from 5072 to 5008,
arrests for disorderly conduct in
creased from 2181 to 3102, arrests
for drug-related offenses decreased
from 385 to 190, and arrests for
liquor law violations decreased from
939 to 654.
