INVITATION FOR PUBLIC COMMENT

Dear Community Members,

The County of Solano (County) and the Cities of Vacaville, Fairfield, Suisun City and Vallejo (Cities) have been allotted $194,243 by the Federal Bureau of Justice Assistance under the 2011 Edward Byrne Memorial Justice Assistance Grant (JAG) Formula Program.

In accordance with the requirement of the grant, the County and Cities designated the City of Suisun City as the fiscal agent to apply for the funding on behalf of all the eligible agencies in the County and to administer the grant.

The rest of this document is a copy of our application for funding and details the planned expenditures of the funding. The goals of the project funded under the grant are to fund a multi-agency team to supervise parolees and probationers and to acquire supplies and equipment to update and enhance the capabilities of local law enforcement.

PROGRAM NARRATIVE

INTRODUCTION

The JAG grant will provide funding to support law enforcement programs in Solano County. In order to maximize the benefit to each agency and the community they serve, the agencies collectively decided it was to combine forces and jointly apply for a single grant.

The County of Solano and the Cities of Vacaville, Fairfield, Suisun City and Vallejo are jointly eligible for an award of $194,243 from the JAG grant. Due to the disparate funding situation, the agencies have agreed to reallocate the funding as indicated below.

The agencies named the City of Suisun City as the fiscal agent and grant administrator. The City of Suisun City is submitting a joint application on behalf of all the agencies. The following sections describe the proposed programs, activity timelines and performance measures for each agency allotted funding from the JAG grant.

SOLANO COUNTY SHERIFF’S OFFICE FAIRFIELD POLICE DEPARTMENT SUISUN CITY POLICE DEPARTMENT VALLEJO POLICE DEPARTMENT

Objectives

The Solano County Sheriff’s Office and the Fairfield, Suisun City and Vallejo Police Departments will utilize JAG funding for overtime costs associated with participating in a probation and parole supervision and enforcement team.

The goal of the probation and parole team is to provide additional supervision and enforcement resources for persons on parole and probation. In addition to existing persons on parole and probation within the local communities, there are more parolees expected to be released due to re-alignment efforts at the state level.

The funding of this team will provide some level of relief to already strained local law enforcement budgets that cannot independently fund the efforts proposed under this grant. Additionally, this joint-effort will attempt to reduce the rate of recidivism amongst parolees and probationers.

Timeline

The probation and parole team begin operation in the third quarter of 2011 and case operations funded by this grant by June 30, 2012.

VACAVILLE POLICE DEPARTMENT

Objectives

The Vacaville Police Department will utilize their allotment of JAG funding to acquire equipment for law enforcement purposes. They will be acquiring body armor for sworn officers and the CINT Commander, a hostage and critical incident recording and control system.

The CINT Commander is a negotiations and recording device which can be used with land line phones, cellular phones and certain throw phones. The device enables recording of all activity, including authentication stamping for unrivaled evidentiary authentication.

Timeline

The equipment will be acquired prior to June 30, 2012.

Performance Measures

The Vacaville Police Department will use the BJA provided JAG performance measures.

VALLEJO POLICE DEPARTMENT

Objectives

The Vallejo Police Department will utilize a portion of their allotment of JAG funding to acquire needed radio equipment and computerized staffing software.

The portable radios will replace existing units that are approximately 15 years old. The radios will offer enhanced programming capabilities and improve interoperability with surrounding first responder agencies. Additionally, the radios will offer increased capabilities for future infrastructure upgrades, including being APCO Project 25 upgradeable.

The staffing software will replace existing scheduling software. This will enable the department to better handle day to day scheduling as well as have greater management capabilities with regards to overtime, sick leave use and vacation scheduling. The system will also provide better reporting capabilities for auditing purposes.

Timeline

The radios and software will be acquired prior to June 30, 2012.

ORGANIZATIONAL CAPABILITIES

An interest-bearing trust fund account will be established by the City of Suisun City for the total JAG award for all participating agencies in Solano County. All funds from the grant will be tracked, accounted for and reported on separately from all other funds. No funds from this solicitation will be commingled with funds from any other source.

In order to meet the reporting requirements for the grant, the City of Suisun City will develop a reporting form to collect data required by the grant and any other BJA required data. The reporting schedules for sub-grantees will be 15 days from the end of the quarter to ensure data is submitted in a timely manner to BJA.

All sub grantee agencies will maintain sufficient records to demonstrate compliance with the requirements of the JAG program. Additionally, the City of Suisun City will conduct audits to ensure grant compliance.

BUDGET AND BUDGET NARRATIVE

INTRODUCTION

The County of Solano and the Cities of Vacaville, Fairfield and Vallejo are jointly eligible for an award of $182,386 due to a disparate funding situation. The City of Suisun City is eligible for a direct award of $11,857. The agencies have jointly agreed, with the approval of DOJ, to apply for a single award of $194,243, naming the City of Suisun City as the fiscal agent and grant administrator. The City of Suisun City is submitting a joint application on behalf of all the agencies. The following table shows the agreed upon reallocation of funding.

BUDGET NARRATIVE – ADMINISTRATIVE COSTS

The City of Suisun City will set aside $9,119 of the total JAG award of $194,243 for grant administration. The City of Suisun City certifies that these funds will not be utilized to supplant funds. The City of Suisun City will utilize the administrative funds to support the following costs:

Personnel

Administrative funds will be used to support a Police Sergeant/Grant Administrator who will be responsible for monitoring programs, gathering performance measure data, preparing returns, monitoring sub-grantee use of funds, providing technical assistance and other grant related functions. Additionally, this position will review financial transactions, progress reports and ensure fiscal and program compliance.

The administrative duties related to this grant will be performed on an overtime basis by existing personnel, consistent with the non-supplanting requirements of the grant. The administrative funds will support the overtime costs incurred when performing duties directly related to the administration of this grant, including salary and fringe benefits.

Supplies

Administrative funds will be used for office supplies, postage, expendable office supplies, toner, computer equipment, software all other eligible administrative expenses.

REVIEW NARRATIVE

GOVERNING BODY REVIEW

A copy of this application was made available to each Suisun City Councilmember for individual review June 17, 2011. Official legislative body review of the application is scheduled for the City of Suisun City Council Meeting on June 21, 2011 at 7:00 pm.

PUBLIC COMMENT

The governing body review was conducted at a regular City Council Meeting, which was open to the public, on June 21, 2011. Additionally, a copy of this application was posted to the Suisun City Police Department’s official website on July 18, 2011, with an invitation to comment. The website address is http://police.suisun.com.

DISPARATE JURISDICTIONS

The County of Solano and the Cities of Vacaville, Fairfield, Suisun City, and Vallejo are jointly eligible for an award of $194,243 from the JAG grant. Due to the disparate funding situation and the desire to merge the grant Suisun City is independently eligible for, the agencies will, through a Memorandum of Understanding (MOU), reallocate the funding and name the City of Suisun City as the fiscal agent and grant administrator. The City of Suisun City is submitting a joint application on behalf of all the agencies. The MOU is will be attached to the final application.

ABSTRACT

The City of Suisun City (Police Department) is applying for funding from the 2011 Local Edward Byrne Memorial Justice Assistance Grant (JAG) Formula Program on behalf of the County of Solano and the Cities of Vacaville, Fairfield, Suisun City and Vallejo for a project titled “Solano County Probation/Parole Team and Equipment Enhancement Project”. The goals of the project are to fund a multi-agency team to supervise parolees and probationers released into the local communities and to acquire supplies and equipment to update and enhance the capabilities of local law enforcement. The major deliverables are personnel and the acquisition, installation and use of equipment for law enforcement programs. All efforts will be coordinated within implementing agencies and with any other effected agencies.
