Circular No. 46/2015/TT-BGTVT defining load and limit size
of roads; circulation of overloaded, oversized, and tracked
vehicles on road; transportation of extra-load and super-
length cargoes; and cargo loading limits of road vehicles upon
participation in road transport.
This Circular comes into effect from December 01, 2015
and replaces Circular No. 07/2010/TT-BGTVT dated February
11, 2010 by the Minister of Transport

1. Current Legal Arrangements for International Road Transport
a) Bilateral Agreements with neighboring Countries on Road Transport:
− The Agreement on Facilitation of Cross-border Transport between Viet
Nam and Laos
− The Agreement on Road Transport between Viet Nam and Cambodia
− The Agreement on Road Transport between Viet Nam and China
b) Memorandum of Understanding between and among Cambodia, Lao
PDR and Viet Nam on Road Transport
c) Multilateral Transport Agreements:
− Greater Mekong Sub-region (GMS) Cross Border Transport
Agreement (GMS CBTA)
− ASEAN Framework Agreement on the Facilitation of Goods in Transit

2. Standards of weights, dimensions for road freight vehicles
a) Bilateral Agreements with neighboring Countries on Road Transport:
− With respect to weights, axle loads and dimensions, Vehicles traveling
to the territory of other Contracting Party must comply with the
technical standards of the Host Country.
− Overloaded Vehicles, Oversized Vehicles or Vehicles transporting
dangerous goods when traveling to the territory of other Contracting Party
must ask for permission of Competent Agencies of the Host Country.
b) Memorandum of Understanding between and among Cambodia, Lao
PDR and Viet Nam on Road Transport:
− Protocol 4 “Technical requirements of vehicles” of the ASEAN
Framework Agreement on the Facilitation of Goods in Transit (AFAGIT)
shall be applied to cross border transport by road of goods and people for
the cross border transport operations between and among the
Contracting Parties.

c) Multilateral Transport Agreements:
- Greater Mekong Sub-region (GMS) Cross Border Transport Agreement
(GMS CBTA):
With respect to weights, axle loads and dimensions, Vehicles traveling to
the territory of other Contracting Parties must comply with the technical
standards of the Host Country.
- ASEAN Framework Agreement on the Facilitation of Goods in Transit
(AFAGIT):
Protocol 4 “Technical requirements of vehicles”: The Contracting Parties
shall ensure that each road transit transport vehicle complies with the
technical requirements regarding vehicle dimensions, maximum
weights and loads, emission standards and related matters as
detailed in this Protocol.

Effective application of comprehensive measures.
Close and cordial coordination between Ministry of Transport and
Ministry of Public Security (Traffic Police).
Apart from systematic road checks, particular attention to be paid for
other freight facilities including ports, railway stations, construction sites
and distribution centers …
