County of Cork: Guidelines and Criteria ___________________________________________________________
1. Background:
"The Creative Ireland Programme is an invitation to the entire country to get involved in something
truly inspirational. At its heart is collaboration - between central and local government, between
culture and industry, between artists and policy makers - to facilitate an ecosystem of creativity.
Promoting creativity provides us with a strategy for individual wellbeing, social cohesion and
economic success."
Creative Ireland Programme
The Creative Ireland Programme, which is the national strategy for culture and creativity, recognises
the important role that culture has in all our lives, both for visitors to the County and for residents
new and old. By supporting and promoting culture in its widest sense, including arts, heritage, literary
traditions and traditional music, customs, and language, there is a commitment to something greater
than the sum of its parts; a commitment to wellbeing and fulfilment both individually and at
community level; a commitment to deepening our sense of place and strengthening our connection
with one another through culture.
The Creative Ireland Programme is based on the following five key themes:
1: Enabling the Creative Potential of Every Child
2: Enabling Creativity in Every Community
3: Investing in our Creative and Cultural Infrastructure
4: The Creative Industries including Media Production
5: Unifying our Global Reputation
Strand 2 (Community) is being led by local authorities across the country, each having published 5-
year Culture and Creativity Strategies in 2018. The County Cork Strategy is available to download
online (https://www.corkcoco.ie/sites/default/files/2018-11/CreativeCounty_Cork_final.pdf) and
focuses on the following 6 priorities:
Priority One: Enhancing and Investing in our Local Cultural and Creative Infrastructure
Priority Two: Liberating Creativity – encouraging the exploration of creative ability through culture,
both at the individual and community level
Priority Three: Knowing Ourselves – fostering a sense of belonging to place through our culture and
heritage and expressing this creatively
Priority Four: Supporting and promoting full community engagement with culture
Priority Five: Showcasing County Cork – supporting and promoting Cork’s cultural wonders and talent
at home and abroad
Priority Six: Our Native Voice – Our Irish Language
In order to work towards the key themes and priorities of the National Creative Ireland Programme
and the County Cork 5-year Culture and Creativity Strategy, the 2020 Creative Ireland County Cork
Grant Scheme has been put in place. This Scheme is being financed through monies from the
Department of Culture, Heritage and the Gaeltacht.
The Scheme recognises the importance of the community sector to the county’s very culture and
well-being and aims to support people and communities in undertaking projects and events that are
in keeping with any one or many of the Creative Ireland Programme Strands as well as any or many of
the 6 priorities set out in the County Cork Culture and Creativity Strategy, in addition to initiatives
that will generate awareness of the Creative Ireland Programme as a whole. The Scheme also sets
out to support events that are being undertaken for the national day of culture and youth – Cruinniú
na nÓg – taking place on Saturday June 13th 2020.
2. Criteria for Funding
Minimum Eligibility Requirements:
Under this Grant Scheme each application must meet certain criterion, prior to proceeding to the
final assessment process. The Scheme is geared primarily towards not-for-profit groups/organisations
to undertake innovative programmes, events and initiatives that use culture and creativity as the
means to create positive long-lasting community impacts. Multi-disciplinary, collaborative projects of
a community origin/focus, will be given priority, particularly projects of scale and ambition that will
have a lasting legacy.
To be eligible for funding the following must be demonstrated:
That the proposal is to take place within or relate to the functional area of Cork County Council or
promotes important aspects of County Cork’s culture further afield.
That the Event/Initiative is of scale and ambition, ideally spanning two or more disciplines, e.g.
heritage and creative industries, or arts, libraries, archives, the Irish Language, community
development, etc.
That the Event/Initiative is innovative and uses culture and creativity as a means to create positive
social and economic impacts
That the proposal has been organised at individual/community level (cross-sectoral if possible) and will
either encourage or benefit participation in the Creative Ireland Programme.
That the Event/Initiative is designed to ensure a quality experience and grow the capacity of the citizen
and child to think and participate creatively in society
That the proposal is in keeping with at least one (preferably many) of the five themes of the Creative
Ireland Programme and any of the six priorities set out in the County Cork 5-year Culture and Creativity
Strategy.
That the project will be accessible to diverse audiences and participants and will be appropriate and
inclusive in theme and approach.
That the proposal will enhance the awareness of culture in a local area / community.
That the proposal will be designed on a realistic financial basis providing good value for money with all
funding used effectively and only in accordance with the objectives of the event/project.
That the proposal will be of long-term benefit to the County’s Culture and Creativity.
That each applicant has in place (or will have in place subject to a successful application) adequate
Insurance cover for all activities, as appropriate;
That the proposed project/event will be completed and the request for drawdown of grant submitted
to Cork County Council’s Creative Ireland Office, by Friday 09th October, 2020, unless otherwise
agreed.
In addition the following details must also be conveyed:
The anticipated target audience, where relevant
A breakdown of costs for undertaking the proposed project
Any additional supports and funding that may be required and have been secured from
relevant stakeholders
All grant recipients will be required to submit a summary report of the project/event/initiative funded and will
furthermore be required to clearly show that they have acknowledged the support of Cork County Council
through the use of social media, logos, branding, etc. Full details of all requirements will be set out in the letter
of offer for successful applicants and will also include details of attendance and participation; a break-down of
expenditure, and the provision of three high quality photographs and or film footage that can be used by Cork
County Council and/or the Department of Culture, Heritage and the Gaeltacht. Positive consideration, in
principle, will be given to proposals that include the capturing of the event/project in question by video.
3. Particulars of Funding:
It is the purpose of this scheme that each community will have the opportunity to tell their story and
look at elements of their community culture that deserve special mention. Projects that connect with
each of the five Strands of the Creative Ireland Programme will be encouraged, i.e. those that, for
example, involve, local children (preschool, primary school and secondary school); will include wide
community participation (e.g. collection of local tales by local historical society and presented by an
artist/maker); will provide a digital database of an agreed element of culture relating to the area; will
involve local creative industries as an element; and, will share this story with the community diaspora
abroad (i.e. support County Cork’s Culture abroad or indeed look at the County’s historic cultural
impact(s) abroad).
It is intended that the scheme will also cover a myriad of events, including those in Irish, and those
that reach out to/involve new audiences (Irish and New-Irish), as well as cultural archival/digitisation
projects including photographic collections, and projects that link the older generation with younger
generations. Cultural Workshops for people of all ages will also be encouraged as too will projects
that draw on the County’s vast culture and heritage for their output, as well as projects relating to
the County’s Literacy Culture and Irish Language and many further projects of a contemporary nature
(culture/heritage-related craft, dance, music, multimedia, etc.). Inclusivity is a key aim of the Creative
Ireland Programme and projects and events that are collaborative; multidisciplinary and reach out to
full communities and people of all abilities are encouraged. Cork County Council through the scheme
is particularly keen to support longer-term significant legacy projects/initiatives.
The following headings now highlight the main particulars of this funding scheme:
How much funding will be awarded per successful application?
Fund amounts granted will not exceed €5,000 for any individual project and it is envisaged that the
majority of applications will be for events and projects that range in cost from a few hundred euro to
a few thousand.
How will the Decision on funding be made?
Cork County Council will evaluate each application and determine which projects are to be funded.
Decisions will be taken on a number of grounds, including the following selection criteria:
The extent to which the proposed event/project is aligned to the Creative Ireland Programme and the
priorities of the Cork County 5-year Culture and Creativity Strategy. Applicants are advised to be
strongly familiar with these two documents as evidence in this regard will be looked for in all
applications made under this scheme.
The scope of the project/event and the extent to which it maximises community/citizen engagement
(including inclusivity and diversity in approach);
The legacy potential of the proposed event/project in terms of ambition, innovation and the fostering
of creativity
The cost of the proposed event/project and its feasibility, where any additional supports and funding requirements are identified and confirmed
Please note that there is no guarantee of funding for projects/events that nonetheless may have
achieved the minimum eligibility criteria. The fund is limited and eligible applications will be
evaluated on a competitive basis, including amongst other factors, the selection criteria outlined
above. Also of note is that there are eight Municipal Districts in County Cork and geographical
representation and distribution of funds will play a part in the overall awarding of grants.
What items and expenses are excluded from the Creative Ireland County Cork Grant Scheme 2020?
Spend on alcoholic beverages, fines, penalty payments, legal cost, audit fees, financial consultancy fees
and wages and salaries of consultants
Any proposal where it is determined that the main beneficiary would be a private entity
Accommodation costs
In general, the cost of items for resale are ineligible
Projects that do not relate to the County’s Culture and/or the Creative Ireland Programme
What typical projects/events are included in the fund?
Projects and events that relate to Creative Ireland
Arts or heritage projects that can demonstrate positive impact in or the capacity to animate
communities
Cultural Archive Projects; for example photographic collections and/or oral histories of people and
place, digitising of records, etc.
Arts or heritage based workshops/projects that encourage creativity for people of all ages
Creative projects that are inclusive of all abilities
Arts or heritage projects that aim to develop or promote any aspect of the indigenous artistic culture
of the County
Projects that support and promote the Irish language
Projects that showcase the stories of communities and their culture
Audio/Visual culture-based projects, particularly those that link older generations with those younger
Creative Ireland related lectures, summer schools, and cultural performances/re-enactments
Projects that have been organised for, or coincide with, Cruinniú na nÓg, taking place around the
County of Cork on Saturday June 13th 2020
Other – if a case can be made that it will form an appropriate component of Creative Ireland in the
County of Cork and that it is in keeping with at least one of the key themes of the National Creative
Ireland Plan and priorities of the County Cork 5-year Culture and Creativity Strategy.
If successful how is the Fund to be drawn down?
Payment will only be made after the event or project is completed, save the following exception:
{given the nature of some events/projects advance funding may be necessary and Cork County Council
will decide on this matter on a case by case basis}. In order to receive full payment, the successful
applicant must provide the following:
Evidence that the event or project has taken place. This must include a signed disclaimer and
the provision of at least three high quality photographs that can be used by Cork County Council
and/or the Department of Culture, Heritage and the Gaeltacht.
Receipts/Invoices for all items that exceed 10% of overall cost and a full breakdown of all
costs incurred.
A summary report (the letter of offer will set out the specific requirements, which will include
details of attendance and participation; expenditure breakdown, promotion of the project/initiative,
etc.).
Cork County Council reserves the right to audit the records pertaining to any event or project in order
to ensure compliance with the Cork County Council guidelines.
Unless otherwise agreed, funding not claimed by the agreed deadline will be cancelled.
The deadline date is October 9th 2020.
Terms of Funding:
Outcome on evaluation of applications:
Successful applicants will receive an emailed Letter of offer in April/early May 2020. This letter will
form the contract between Cork County Council and the organiser and will detail all conditions and
requirements. A list of successful applicants will be published on Cork County Council’s website
stating the title/ details of the event/project taking place. Upon request, unsuccessful applicants will
also be informed as to why their application was unsuccessful.
Promotion:
Successful applicants must acknowledge Cork county Council in all promotional activite4s and digital
communications. The Cork County Council logo must be used in a prominent place on all materials
produced in relation to the project. Where Social Media platforms are engaged prior, during or after
the event, Cork County Council should be tagged and referenced as the event sponsor.
For all applicants notified that their application has been successful in receiving funding, it must be
ensured that the project/event is promoted as part of the Creative Ireland Programme and
appropriate guidelines to support this will be included with the letter of offer. Please note that Cork
County Council & Creative Ireland logos must be acknowledged on all publicity, press and marketing
material produced in connection with the project / event. With any events being undertaken,
consideration should also be made by each organiser with regard to inviting local representatives and
the Mayor of the County of Cork and where an event is proposed details of same shall be uploaded
onto www.purecork.ie.
Submission of Proposed Projects:
Details of all proposed projects/events must be submitted to Cork County Council for the same to be
considered for inclusion in the Creative Ireland Programme for County Cork 2020. Applications can be
sent by post to Creative Ireland County Cork, C/O Conor Nelligan, Cork County Council, Floor 3,
County Hall, Carrigrohane Road, Cork and/or by email to [email protected], to be received
prior to 12 noon on Thursday, 26th March, 2020.
You may also submit accompanying additional documentation with your completed application form
as appropriate and please note that information supplied is subject to the Freedom of Information
Act.

Coordination of Events:
In support of Creative Ireland, Cork County Council will act as a vector in promoting a myriad of local
cultural events throughout the County. These will include events that were successful in the Creative
Ireland County Cork Grant Scheme 2020 as well as related and relevant projects where funding was
not sought/received. This Programme will be made available online at https://www.corkcoco.ie/arts-
heritage/creative-ireland and successful applicants must submit all details of events taking place for
inclusion and promotion online (same to be done by emailing [email protected]).
A Note on Cruinniú na nÓg:
It is anticipated that a number of applications for Cruinniú na nÓg events will be submitted under the
Scheme. Cruinniú na nÓg takes place on June 13th 2020 Cork County Council encourages potential
applicants to consider organising participative and diverse events for young people on the day. The
guiding principles of Cruinniú na nÓg 2020 are:
To empower children and young people to develop their creative expression by providing
opportunities for them to participate in creative activities in their local area.
To increase awareness of the benefits of participation in creative activities.
All events should be focussed on children and young people (up to 18) and focused on what children
want and need; in particular, those children and young people that are harder to reach. Applicants
should try to ensure that young people are involved in the creation of the project/initiative/event.
The majority of events should be activity based with children and young people ‘doing’, ‘making’,
‘creating’. Suitable commissioned events will also be considered under this scheme with priority
given to ground-up, community-led approaches.
Child Protection
It is Cork County Council policy that applicants proposing activities involving children must supply an
up to date Child Protection Policy. Failure to submit a valid document or submission of a partial
document will render the application invalid.
A note on Data Protection:
Please note that Personal information is collected by Cork County Council in the carrying out of its
functions with regard to Creative Ireland. Legally the Local Authority can process this information as it
has been obtained with your consent and it is necessary in order to comply with requirements. The
