1. CONSENT AGENDA -
Commissioner Kiker motioned to approve the consent agenda. Commissioner Deutsch seconded the motion. Motion approved unanimously.
2. AGENCY COMMENTS/PRESENTATIONS –
a. US Army Corps of Engineers - Mr. McBride noted that we are still working with the Army Corps on the Venice Dredging Project, awaiting the FDEP permit.
b. Department of Environmental Protection – Mr. McBride noted that one application has been submitted for reimbursement for the Big Carlos Dredging Project.
c. US Coast Guard - Mr. McBride note that we are working with them on the Battle of the Bridges.
3. ADMINISTRATIVE AGENDA – Charlotte County’s request to increase Law Enforcement percentage for FY2018-2019
Commissioner Deutsch motioned to approve the Charlotte County WDP request for Law Enforcement percentage increase for FY2018-2019. Commissioner Kiker seconded the motion. Motion approved unanimously.

MINUTES OF THE FIRST PUBLIC HEARING

The meeting was opened at 5:01 p.m. at Venice City Hall.
Chair Charles Hines announced the opening of the public hearing on WCIND’s proposed millage rate and
tentative budget for FY2018-2019. Chair Charles Hines announced the current year rolled back rate is
0.0377 mill, and the proposed millage rate of 0.0394 mill. He announced that the percentage increase in
millage over the rolled back rate necessary to fund the proposed final budget is 4.51%. Therefore, the
percentage increase in property taxes based on the proposed final millage rate is 4.51%.
Mr. McBride noted that maintaining the current millage rate will allow funding of the proposed budget as
submitted. Mr. McBride noted that the increase will be needed for the following;
The continuing increase in project costs
Allow member counties to maximize their CNIF for future projects
Allows the District to appropriately fund Storm Recovery Reserves
Buffers the District from potential future decreases in available funding.
Chair Hines opened the hearing for public comment.
Chair Hines closed the public comment portion of the hearing.
Chair Hines requested a motion to approve resolution 2018-05 adopting the tentative proposed millage
rate for FY2018-2019 of 0.0394 mill. Motion by Commissioner Deutsch and seconded by Commissioner
Kiker. Motion passed unanimously.
Chair Hines requested a motion to approve resolution 2018-06 adopting the tentative budget for FY2018-
2019. Commissioner Kiker moved to approve resolution 2018-06 adopting the tentative budget for
FY2018-2019 with projected funds available of $15,116,652 total expenditures of $5,831,858 and
reserves of $9,284,794. Commissioner Deutsch seconded. Motion passed unanimously.
Final Budget hearing is scheduled for September 13, 2018 at 5:01 P.M. Venice City Hall, Council

Vice Chair Larry Kiker announced the opening of the public hearing on WCIND’s final millage rate and final budget for FY2018-2019. Vice Chair Larry Kiker announced the current year rolled back rate is 0.0377 mill, and the proposed final millage rate of 0.0394 mill. Vice Chair Larry Kiker announced that the percentage increase in millage over the rolled back rate necessary to fund the proposed final budget is 4.51%. Mr. McBride reported that the specific purpose for which ad valorem tax increase is driven by the fact that project costs continue to increase across WCIND; the desire of member counties to maximize CNIF for future projects; storm recovery reserves, and also buffer for anticipated future decreases in available funding that we expect in homestead exemptions. Vice Chair Larry Kiker opened the hearing for public comment. Mr. Leo Amos noted that Mr. McBride did a great job on the budget, but disagrees with CNIF. Mr. Amos also commented on the advertisement of the public meetings. Vice Chair Larry Kiker closed public comment. Counsel Schneck noted that today’s public hearing was properly advertised in compliance with the Truth and Millage Act confided in Chapter 200 Florida Statutes. Vice Chair Larry Kiker requested a motion to adopt resolution 2018-07 adopting the final millage rate for FY2018-2019 of 0.0394 mill. Motion by Commissioner Whitmore and seconded by Commissioner Deutsch . Before taking a vote on the motion, the Vice Chair publicly announced the following: the taxing authority named in the millage levy resolution is West Coast Inland Navigation District, the rolled back rate for FY2018-2019 is 0.0377 mill, the final millage rate is 0.0394 mill, and the percentage increase of the final millage rate over the rolled back rate is 4.51%. Motion passed unanimously. Vice Chair Larry Kiker requested a motion to adopt resolution 2018-08 adopting the final budget for FY2018-2019. Commissioner Deutsch moved to adopt the final budget for FY2018-2019 with projected funds available of $15,116,652 total expenditures of $5,831,858 and reserves of $9,284,794. Action Requested: Approve granting an easement to Florida Power & Light Company (“FPL”)
over the WCIND property located at 910 Gulf Coast Blvd., Venice, FL, for purposes of
providing electric and communication utility connections to the Challenger Fields Project, and
authorize the Executive Director to execute the appropriate instrument for the same.
Staff Recommendation: Approve.
Background: For nearly 20 years, WCIND, Sarasota County and the U.S. Army Corps of
Engineers (“USACE”) have partnered to allow non-profit entities to provide athletic and
recreational facilities for persons with special needs and differing abilities on a 15-acre tract of
WCIND’s 41-acre parcel abutting By-Pass Park in Venice, FL. This area, known as the
Foxworthy Campus, currently contains athletic and recreational facilities on roughly 8 acres
provided by the Gene Whipp Sports Center for Special Athletes and the Boys & Girls Clubs of
Sarasota County. In 2015 and 2016, the WCIND Board and the USACE approved the use of an
additional 4.54 acres by Venice Challenger Baseball, Inc. (“Challenger”) for the construction of
the Challenger Fields Project. The Challenger Fields Project will provide a rubberized baseball
field to accommodate special mobility needs, a traditional baseball field, an accessible
playground and related supporting facilities.
Challenger has requested that WCIND grant an easement to FPL for purposes of providing
electric and communication utility connections to the Challenger Fields Project. The proposed
easement will extend from an existing FPL utility easement granted by the WCIND Board, to the
Project site. The proposed easement was submitted to FPL for review on December 21, 2018,
and we are awaiting a response. The Executive Director is requesting authority to execute the
proposed easement or other appropriate instrument upon agreement with FPL to ensure that the
utility connections are available to Challenger prior to the WCIND Board meeting on April 5,
2019.
