PART ONE - STATEMENT OF INTENT
YsgolGymunedolTrimsaranisacommunityschoolwherebytheemployeristheLocalEducationAuthority(LEA).WhilsttheLEAisresponsibleastheemployertoensurecompliancewithhealthandsafetylegislation,theHeadTeacherandgovernorshavemanagementresponsibilitiestoensurethehealth,safetyandwelfareofemployees,pupils,visitorsandcontractors.TheseniorleadershipteamandtheGoverningBodyasthemanagementbodywillensurethatschoolstaffandpremisescomplywithbothCarmarthenshireCountyCouncilandlocalhealthandsafetypoliciesandpractices. Werecognisethatgoodhealth,safetyandwellbeingforbothourstaffandpupilssupportsthedeliveryofapositivelearningexperienceandpromotestheirphysicalandmentalwell-being.Assuchwewillincludethemanagementofhealthandsafetyasacoremanagementfunctionandregarditasbeingasimportantasanyotheraspectofourschool’sperformance. YsgolGymunedolTrimsaranrecognisesandacceptsitsresponsibilityasanemployerandproviderofservicesandwillprovideasafeandhealthyworkplaceandlearningenvironmentforallstaff,pupilsandsuchotherpersonsasmaybeaffectedbyitsactivities.ThisPolicywillhelpthoseresponsibleformanaginghealthandsafetyinourschooltostriketherightbalance,sothattherealrisksaremanagedandlearningopportunitiesareexperiencedtothefull. Governors,managersandstaffwillpromoteapositivehealthandsafetycultureanddemonstrateavisiblecommitmenttoachievinghighstandardsofhealth,safetyandriskmanagement.Toachievetheseobjectivesourschoolwill:• Implementandmaintainarrangementstoidentifyandmanageriskstothehealth,safetyand
wellbeingofstaff,pupils,andothersmaybeaffectedbytheschool’sactivities.• Maintainthepremisesinasafecondition• Providesafeaccessandegresstotheschool• Maintainallplantandequipmentsothatitissafeforuse• Developandmaintaineffectivearrangementsformanagingaccidentsandemergencies• Ensuretherolesandresponsibilitiesrequiredtodeliverourhealthsafetyandwellbeingobjectivesare

PART TWO – ORGANISATION
InordertomeettheaimsandobjectivesoutlinedinPartOneandachievehighstandardsofhealth,safetyandwellbeinginourschool,itisimportantthateveryoneunderstandstheirroleinmanagingtherisksassociatedwiththeactivitiestheyareresponsiblefor.Thissectionoutlinesthekeythesekeyrolesandresponsibilities.AnexampleorganisationalchartforasecondaryorlargeprimaryschoolcanbefoundatAppendixOne. 1. GoverningBodySchoolGovernorsofCommunity,Special,VoluntaryAidedandVoluntaryControlledschoolsshall:
1.1 EnsurethattheyareawareoftheirdutiesandresponsibilitiesundersafetylegislationandensurethattheHeadTeacherisawareof,andimplements,theschool’sHealthandSafetyPolicyanditsrequirementsarecommunicatedtoallrelevantpersons
1.2 Givedueconsiderationtohealthandsafetywhendeveloping,amendinganddeliveringschoolpoliciesandwhenallocatingassociatedresponsibilitiesandresources,
1.3 Ensurethatschoolspecifichealthandsafetyarrangementsaredevelopedandeffectivelyimplemented,
1.4 Co-operatewithadviceanddirectionsissuedbyCarmarthenshireCountyCouncilrelatingtomattersconcerninghealth,safetyandwellbeingorestablishandadoptotherequallyeffectivemeasures,
1.5 EnsureconsultationwiththePropertyDivisionattheplanningstageofbuildingworkorprojects,whichtheyareconsidering,
1.6 AppropriatelyconsultCCC’sEmployeeWellbeingTeamonissuesaffectingthehealth,safetyandwellbeingofallpersonsattheplanningstageandincludeanynecessarymeasurestocontrolrisks.
1.7 Ensuretemperature,toiletfacilitiesforpupils,ventilationandlightingintheschoolmeetsthestandardscontainedinTheEducation(SchoolPremises)Regulations1999andTheWorkplace,(Health,SafetyandWelfare)Regulations1992.
1.8 Ensurethatwherecontractorsareappointedtoworkonthesite,allappropriatehealthandsafetydocuments(e.g.safetypolicy/riskassessments)havebeenissuedtotheschoolandreviewedappropriately.Thatallriskspresentedbythecontractor’sworkhavebeenassessedandappropriatecontrolsputintoplaceandthecontractorhasbeenmadeawareofanyrisksthattheremaybetotheirhealthandsafetypriortoworkingonthesite

2. HeadTeachers
HeadTeachersshall,inliaisonwiththegoverningbody,ensurethehealth,safetyandwellbeingofstaff,pupilsandotherswhomaybeaffectedbytheschool’sactivities.
TheHeadTeacherisresponsibleforthedaytodaymanagementoftheschoolandshall:
2.1 Ensurethattheauthority’sModelHealth,SafetyandWellbeingPolicy(orequivalent)isdevelopedandeffectivelyimplemented,anditsrequirementsarecommunicatedtoallrelevantpersons,
2.2 Ensurethathazardsassociatedwiththepremises,workplacesandactivitiesforwhichtheyareresponsibleareidentified,andsuitableandsufficientriskassessmentsareinplacetomanagerisk.Allsignificantfindingsarerecorded.
2.3 Ensureeffectiveemergencyresponsearrangementsareintroducedandmaintained.
2.4 Ensurethattheschoolpremisesaremaintainedinasafestateofrepair,inaccordancewiththerequirementsandproceduresofCarmarthenshireCountyCouncil.
2.5 Ensurethatallstaffreceiveadequatetraining,information,instructionandsupervisiontoenablethemtocarryouttheirresponsibilitiesandworksafely
2.6 Providevisiblehealthandsafetymanagementandleadershiptoensureapositivehealthandsafetyculture
2.7 Ensurethatanydefectsinthepremises,itsplant,equipmentorfacilitieswhichrelatetoormayaffectthehealthandsafetyofstaff,pupilsandothersaremadesafeinatimescalecommensuratewiththerisk.
2.8 ActasthePremisesResponsiblePersonfortheschoolsiteincludingtheroleoftheResponsiblePersonasrequiredbytheRegulatoryReform(FireSafety)Order2005
2.9 RecordandreportaccidentsandincidentsusingtheproceduresdevelopedbyCarmarthenshireCountyCouncilandwhenappropriatecarryoutaccident,incidentandnearmissesinvestigationsandimplementanyremedialactiontopreventreoccurrence
2.10 Monitorthestandardsofhealthandsafetythroughouttheschool,includingallonandoffsiteactivities
2.11 Provideappropriatetraining,informationandinstructionisprovidedtoensurestaff,pupilsandothersarecompetenttoundertaketheirrolesandworksafely,includingbeingmadeawareoftheriskmanagementarrangementsassociatedwiththeiractivities.
2.12 Ifappropriate,nominateamemberofthemanagementteamtotaketheleadresponsibilityforoperationalhealthandsafety.Thenominatedmanagementteammemberwillhavethetime,resourceandcompetencetofulfilthisroleandimplementappropriatehealth,safetyandwellbeingarrangements.
2.13 Consultwithstaff,includingifappropriate,TradeUnionSafetyRepresentatives,onhealthandsafetyissues;andencouragestaffandotherstopromotehealthandsafety.Whereappropriate,establishalocalhealth,safetyandwellbeinggroup.

2.14 Ensurethatcontractorsworkingonschoolsitesareselected,managedandmonitoredsoasnottoallowthemintroduceavoidableriskstostaff,pupils,visitorsorthepremises.CarmarthenshireCountyCouncil’sPropertyMaintenanceDivisionshouldbeconsultedbeforeappointingcontractorsorallowingworktostart.
2.15 Ensurethattheschoolhasaccesstocompetenthealthandsafetyadviceandwhereappropriate,co-operateswiththerequirements,guidanceordirectionsissuedbyCCCrelatingtomattersconcerninghealthandsafety.
2.16 Adequateresourcesaremadeavailabletoensurethattheschoolmeetsitsstatutoryobligationsasfarasisreasonablypracticable
2.17 Periodicallyassesstheeffectivenessofthispolicyandensurethatanynecessaryrevisionsaremade.
3. SupervisoryStaff(ThisincludesAssistant/DeputyHeadteachers,CurriculumCo-ordinators,HeadsofYear,HeadsofDepartments,SiteManagers,ClericalManagers/Supervisors)
Inadditiontothegeneraldutiesofallmembersofstaff,supervisorystaffwillbedirectlyresponsibletotheHeadteachertheimplementationandoperationoftheschool’shealthandsafetypolicywithintheirrelevantdepartmentsandareasofresponsibility.
Aspartoftheirday-to-dayresponsibilitiestheywill:
3.1 Applytheschool’shealthandsafetypolicyorrelevanthealthandsafetyguidancee.g.CLEAPSS,DATA,AFPE,totheirowndepartmentorareaofworkandtobedirectlyresponsibletotheHeadteacherfortheapplicationoftherelevanthealthandsafetyproceduresandarrangements.
3.2 Undertakeregularhealthandsafetyriskassessmentsoftheactivitiesforwhichtheyare
responsibleandmonitortheeffectivenessofallriskmanagementarrangements.3.3 Carryoutregularinspectionsoftheirareasofresponsibilitytoensurethatequipment,
premisesandactivitiesaresafeandrecordtheseinspectionswhererequired.3.4 Allstatutoryinspectionsandmaintenanceiscarriedonplant,equipmentandpremises
andanydefectiveordamagedequipmentisputoutofuseorrepairedasappropriate.3.5 Ensurethatallstaffandpupilsundertheircontrolarecompetenttoundertakethe
activitiesforwhichtheyareresponsible.Inparticular,pupilsaregivenappropriateinstructioninsafeworkingpracticesbeforecommencinganactivity.
3.6 Raiseanyidentifiedshortfallsinthemanagementofhealthandsafetyintheirareaof
responsibilitytotheattentionoftheheadteacher/nominatedHealthandSafetylead.3.7 Ensureallaccidents,incidentsandnearmissesintheirareaofresponsibilityarereportedand
recordedinaccordancewiththeschool’smanagementarrangements

3.8 Ensureallhazardousand/orhighlyflammablesubstancesintheirareasofresponsibility
aresafelyused,transported,storedandlabelled,andexposureisminimised.3.9 Appropriatepersonalprotectiveclothingandequipmentisprovidedandeffectivefirstaidandfire
managementarrangementsareprovidedandmaintained.
4. ClassTeachersClassteachersareexpectedto:
Maintaintheirclassroomsorotherareaswheretheyundertaketeachingorsupervisioninasafeenvironmentforthemselves,otherstaff,pupilsandvisitors.4.1 Exerciseeffectivesupervisionoftheirpupilsandtoknowtheproceduresinrespectoffire,firstaid
andotheremergencies,andtocarrythemout.4.2 Applyallhealthandsafetyarrangementsasappropriateintheirownteachingareas
includingriskassessmentsand/or,instructionsfromcompetentbodiese.g.CLEAPSS,DATAorAFPE.
4.3 Providepupilswithclearsafetyinstructionsasrequiredandmonitortoensurethese
instructionsarebeingfollowed4.4 UsePersonalprotectiveequipmentandclothingasappropriateandcheckthatpupilsandothers
arealsowearingappropriateprotectiveclothing4.5 Carryoutappropriatechecksandinspectionstoensureallplant,equipment,furniture,fittingsand
machineryintheirareaofresponsibilityissafeforuseandputoutofusealldefectiveordamagedequipmentuntilitisrepaired.
4.6 Reportallaccidents,incidentsandnearmissesinaccordancewiththeschoolsmanagement
arrangements4.7 Reporttotheirmanageranyhealthandsafetyconcerns,hazardousconditionordefects
inthehealthandsafetyarrangements.
4.8 Supporttheschoolinembeddingapositivesafetyculturethatextendstothepupilsoftheschoolandanyvisitorstothesite.

5. Allemployees(includingLSA,TeachingAssistants,Playsupervisors,temporarystaffandothers)
Allemployees,agencyandperipateticworkersandcontractorsmustcomplywiththeschool'shealthandsafetypolicyandassociatedarrangementsandinparticulararerequiredto:5.1 Takereasonablecarefortheirownhealthandsafetyatworkandofthosewhomaybeaffectedby
theiractionsorbytheiromissions.
5.2 Cooperatewiththeirlinemanagerandseniormanagementtoworksafely,tocomplywithhealthandsafetyinstructionsandinformationandundertakeappropriatehealthandsafetytrainingasrequired.
5.3 Notintentionallyorrecklesslyinterferewithormisuseanythingprovidedintheinterestsofhealth,safetyandwelfare.
5.4 Reporttotheirmanageranyhealthandsafetyconcerns,hazardousconditionsordefectsinthehealthandsafetyarrangements.
6. Pupils
Pupilsarenotsubjecttohealthandsafetylegislationinthesamewayasemployees,however,inaccordancewiththeirageandaptitudetheyareexpectedtobehaveinamannerthatreflectstheschool'sbehaviourpolicyincluding:
6.1 Takereasonablecarefortheirownhealthandsafetyatschoolandoftheirpeers,teachers,supportstaffandanyotherpersonthatmaybeatschool.
6.2 Cooperatewithteachingandsupportstaffandfollowallhealthandsafetyinstructionsasgiven.Inparticularallinstructionsgiveninemergencies.
6.3 Notintentionally/recklesslyinterferewithormisuseanythingprovidedintheinterestsofhealth,safetyandwelfare.
6.4 Reporttoateacherorothermemberofschoolstaffanyhealthandsafetyconcernsthattheymayhave.
7. Visitors,MembersofthePublicandVolunteersVisitorsandmembersofthepublicarerequestedtoco-operatewiththehealthandsafetyarrangementsputinplacebytheschoolwhenonschoolpremisesorparticipatinginschoolrelatedactivities(sportsactivities,schooltripsetc.).
WherevolunteersareundertakingworkonbehalfoftheSchooltheyshouldberegardedasemployees(see5above).Linemanagershaveresponsibilitiesforundertakingriskassessmentsandimplementationofcontrolmeasures,togetherwithensuringthatvolunteershavereceivedadequateinformation,

instruction,trainingandsupervisionforthetaskstheywillbeundertaking.

PARTTHREE-GENERALARRANGEMENTS
Health,SafetyandWelfare
Thefollowingproceduresandarrangementshavebeenestablishedwithinourschooltoreducehealthandsafetyriskstoanacceptablelevel.
1. AccidentReporting,RecordingandInvestigation
Allaccidentsandincidentsonschoolpremisesoroccurringduringschoolrelatedactivities(includingoffsiteactivities),involvingstaff,pupils,contractors,visitors,councillors,agencyworkers,workexperienceperson/s,trainees,andmembersofpublicaretobereportedaccordingtoCarmarthenshireCountyCouncil’sAccidentReportingProcedures.InlinewiththeAccidentReportingprocedure,allstaffwillbeencouragedtoreportaccidents,incidentsandnearmisses.Whereappropriatelinemanagerswillinvestigatesuchincidentstoidentifythecausesandimplementmeasurestopreventarecurrence.Dependentonthenatureoftheincident,aninvestigationmaybeledbyaHealth&SafetyAdvisorfromCarmarthenshireCountyCouncil’sEmployeeWellbeingTeam.GuidanceonAccidentandIncidentReportingcanbefoundontheSchools’HWBsite 2. Asbestos
CarmarthenshireCountyCouncilhasadutytoassessandmanagetherisksfromasbestosinschoolsincompliancewithRegulation4ofTheControlofAsbestosRegulations2012.ThisdutyisdelegatedtotheHeadTeachertomanageonadailybasis.Therisksfromasbestosandasbestoscontainingmaterials(ACMs)arewelldocumentedandwhereasbestosisknowntobepresent,theschoolwillmanageasbestosinaccordancewiththearrangementsdetailedintheirlocalAsbestosManagementFile.ThisdocumentdetailsandrecordstheactionstobeundertakentomanagetherisksfromasbestosandhasarequirementtopassoninformationaboutthelocationandconditionofAsbestosContainingMaterialstoanyonelikelytodisturbthem.Inparticular:
• AllstaffandothersmustcomplyingwithCarmarthenshireCountyCouncil’sPolicyregardingthecontrolofasbestos.
• NoactivitiesorworkshouldtakeplacethatwilldisturbordamageasbestosorACMs.• AllcontractorsmustcompletetheappropriateactionsdetailedintheAsbestosManagementFile
beforecommencingwork.• DamagetoACMsordisturbanceofasbestosoranyconcernsmustbereportedimmediatelytoThe

3. Contractors
TheschoolwillfollowtheadviceandguidanceissuedbyCarmarthenshireCountyCouncil’sPropertyMaintenanceDivisionregardingtheselection,appointmentandmonitoringofanyoneundertakingworksonschoolpremises.Wheretheschoolengagesdirectlywithcontractors,thefollowingarrangementswillbefollowed:
• AdvicewillbesoughtfromCarmarthenshireCountyCouncil’sPropertyMaintenanceDivisionbeforeanyworkcommences.
• TheschoolwillcheckthecompetenceofcontractorsandvisitingworkersviatheProcurementofContractorsProcedures(competencecanbejudgedfrompastexperience,recommendation,pre-selectionevaluationoracombinationtakingintoconsiderationnatureandscaleoftheworksrequired).
• Examinationofappropriateriskassessmentsandsafeworkingmethodsasappropriatetocheckthatallsignificanthazardsandrisksonsiteclearlyidentifiedandcontractorsandothershavecorrectlyinterpretedanysitespecificconditions,etc.
• Whereverpossiblearrangementsmustbeputinplacetosegregatestaff,pupilsandothersfromcontractorsandassociatedworkstraffic
• Theschoolwillnominateapersontoactasapointofcontactforcontractorsandvisitingworkersandmonitortheiractivities.
• AppropriatelevelsandtypesofLiabilityInsurancesareheldbycontractors.Thisshouldbeaminimumof£10,000,000andcontractorsmustprovideacurrentcertificateofinsurancenumber.
• Effectivecommunicationandexchangesofinformationonhazardsandrisksshouldbemaintainedwithcontractorsatalltimestheyareonsite.
• Allworkstobestoppedifitisconsideredcontractorsareworkinginanunsafeway
4. Lettings
Persons/organisationslettingthesitewillbemadeawareof,andagreetothefollowingproceduresforlettings,inparticularfireevacuation,securityarrangements,therequirementsrelatingtoaccidentandnearmissreportingrequirementsandtheprovisionoffirstaid:
• Co-operateandco-ordinatewiththeschoolonhealthandsafetymatters• Agreetothetermsofthelettingspolicyinrelationtohealthandsafetyarrangements
• Provideinformationrelatingtoanyadditionalrisksorprocedureswhichwillbeneworunusualtothoseoftheschoolthatmayarisefromtheiractivities
Theschoolwillensurethat:
• Thepremisesareinasafeconditionforthepurposeofuse• Healthandsafetyarrangementsaredetailedinthelettingspolicyandthatthesearefully
explainedandcommunicated

• Adequatearrangementsforemergencyevacuationareinplaceandcommunicated
5. Communication
Theschoolrecognisesthattheexchangeofhealthandsafetyknowledgeandinformationisakeyelementintheeffectivemanagementofrisk.Wherenecessary,thesecommunicationswillberecordedandinclude:
• Seniorleadershipteammeetingsandstaffmeetings• TheGovernorsPremisesManagementSub-Committee/HealthandSafetySub-Committee• Staffbriefings• Stafftrainingdays• Healthandsafetynoticeboard• SchoolCouncil(ifappropriate)• InductionforNew/Temporary/Agency/SupplyStaff• Informationtovisitorsregardinghazardsontheschoolsitevisitors• Communicationofhealthandsafetybulletins
Thesearrangementswillalsoprovideaprocessforinformationtobepasseduptotheschool’smanagementteamforconsiderationandactionifappropriate.
6. CurriculumSafety(includingextendedschoolsactivity/studysupport)
Theschoolrecognisethatprogrammesofstudyrequirethatchildrenshouldbetaughthowtoidentifyandmanagerisksinthewaythattheywork.Abalancemustbeachievedbetweenindependentlearningandthenecessarysupervisiontoensuresafety.Teachersandothersinasupervisoryrolewillensurethattheyarefamiliarwithallriskswhichmightarisefromthetools,equipment,materialsandprocessestheyplanforchildrentouse.Allguidancematerialwhereavailablewillbereviewedandappliedasappropriate.ThiswillincludeguidancefromCLEAPSS,AfPE(formallyBAALPE)DATA,localriskassessmentsandrelevantCarmarthenshireCountyCouncil’sproceduresandguidance.Allnon-teachingassistantsmustbeappraisedofthesafetyproceduresandpracticesrelatingtoanyoftheactivitiesthattheysupport.Suitableprotectiveclothingandequipmentrequiredbyanactivitywillbeprovidedandworncorrectlybyallparticipants.
7. Drugs&Medication
Theschoolrecognisestheimportanceofensuringthatpupilswithmedicalconditionsshouldbeproperlysupportedsothattheycangainfullaccesstoeducation,includingschooltripsandphysicaleducation.Toachievethis,theschoolwillensurearrangementsareinplacetosupportsuchpupilsandwherenecessary,theschoolwillconsultwithhealthandsocialcareprofessionals,parents,pupilsandrelevantotherstoensuremedicalconditionsareproperlyunderstoodandsupported.Schoolnursesshouldbeconsultedatanearlystageforadviceandsupport.

YsgolGymunedolTrimsaranwillensurethattheguidancesurroundingwatermanagementasdetailedintheApprovedCodeofPracticeL8andguidanceissuedbyPropertyMaintenancearefullycompliedwith.Checksandinspectionswillbeundertakenandrecordedasrequiredbytheaboveguidanceanynon-compliancewillbereportedtoPropertyMaintenance.
