GOVERNMENT SYSTEM AND ITS PERFORMANCE

The Aquino Administration’s improved governance and fiscal consolidation has

contributed to the recent growth. But threats to future growth remain, including legal and

constitutional barriers to future investment, a need for reform of public procurement and

the need for an ambitious energy strategy to address power shortages.

ENVIRONMENT

The government is working to protect our environment by reducing pollution, reducing

the amount of waste sent to landfill, protecting areas of parkland, wildlife reserves and

marine biodiversity, and enforcing regulations that keep our water and air clean. We

also help communities avoid or recover from flooding and other weather-related

hazards. But most of our fellow Filipino didn’t care about our environment; they are just

focused on what they can get from our natural resources without even thinking that it

can affects our environment. Because of the improper usage of our resources it brings

global warming which can harm us someday.

VARIOUS SOCIAL UNREST AND CRIMES

The increasing number of social unrest and crimes are alarming. Despite some

improvement in law and order, these were always remained a major problem in our

country. For the past administrations those were always integrated in the problems that

the presidents want to resolve. The government has attempted to reduce crime by doing

some programs. They were pushing implementations just to see clear outcomes,

because the government is aware that it will leave an immense impact in our nation.

Those are hindrances in our economy, because it threatens the investors to invest

business it our country. Consequently, these will greatly affect people especially those

who are looking for jobs or jobless and at the end, will just increase the poverty rate in

the Philippines.

In our world, it’s obvious that there are things we never really see. Like, we don’t know

how lots of things are made, what people do when they’re behind us. We can compare

this to various social unrest and crimes in our country. Those are forbidden by law and a

serious issue that affects everyone in society. There are lots of social unrest and crime

in our country, but behind those lists, terrorism is still one of the major problems in our

country that needs attention. Likewise, kid napping, car napping, rape, child abuse,

corruption were frequently cited and so on.

President Benigno Aquino III went to New York City to promote the Philippines. Also he

encourages the investors to invest/build their businesses in the Philippines for our

country is an even country in which to do business. Investors should come here with the

determination to build their success in the Philippines; he assured them that if they will

invest they will gain a big income.

In a round table discussion with CEO’s and senior officials from the US Chamber of

Commerce and the US-ASEAN business council he present that Philippines economy

for the past four years keeps getting better as it continues to reap the fruits of reforms

and good governance of his administration. “Our commitment to institute good

governance and fight corruption has not flagged”, he added. He cited the gains his

administration has achieved in the area of competitiveness.

He pointed out that the information technology-business process management industry

remains one of the strongest industries recording $6.6 billion increase in revenues from

$8.9 billion in 2010 to $15.5 billion in 2013 while the manufacturing has rebounded with

growth accelerating from 5.4 percent in 2012 to 10.3 percent in 2013.

“Philippines, the most upgraded sovereign credit in the region in recent years,” Aquino

said. In his policy speech, he said he is determined to make the most until the end of his

term in 2016. He emphasized that leaders must not be afraid to do what is right, even in

the face of widespread criticism or opposition, as giving up would mean allowing the

shameless and the unscrupulous to have control over the fate of everyone.

CRITIQUE OR REACTION IN ARTICLE

As simple Filipino citizen, I also believed that Philippines economy keeps getting

better compared to the past years. Salary of employees in some region increased, we

can see very good infrastructures, we noticed that the peso is increasing versus dollar,

today, there is more job compared before also our country is developing.

But why others can’t feel or can’t see that our country is getting better? Because, only

rich people and businessman benefits on it. On the other side poor people like those

who are informal settlers can’t feel it because they don’t have a very good occupation

and good salary that can provide their financial, material and family’s needs.

There are many poor people or people belong in lower class in our country and until

today they are increasing. It is sad to see those people dying because of poverty.

Three reasons why our country is like that first, the improper allocation of our

resources and wrong distribution of wealth and income. Second, the price of goods

and services are increasing while the salary is remaining the same. Third, yes there

are many investors in our country but most of them are foreigner, in short word we are

just working for them to get richer.

Like what our president is doing, he is encouraging the foreigners to invest in our

country. But I can’t blame him because only few rich Filipinos have the capacity to

invest in our own country and we really need the foreigner investors to gain more

employment and tax that can be use for our government projects. But in conclusion

our situation depends on us, we don’t need to blame others in our fault. Perseverance,

hard work and faith are what we need for us to raise again.

1. Based on your personal observation, make a short discussion of current status of

the Philippines economy.

Based on my personal observation, the Philippines continue to grow quickly especially

in economy. We can see and proved it through the GDP of 5.6% in the first quarter to

6.4% in the second quarter of 2014. Little by little our economy is getting better and this

is good news for everyone. However, rapid population increase and deeply-entrenched

unemployment, combined with long-standing deficits in infrastructure and public sector

capacity threaten longer-term sustainability. Whilst poverty and unemployment are

grave domestic concerns, they do not change the fact that sections of the economy are

growing strongly. That’s why many poor Filipino can’t feel that our economy is getting

better.

2. Analysis of an economic and business article

According to the article of Helen Flores “Fewer Pinoys see better economy” from the

Philippine Star, fewer Filipinos expect the economy to get better in the next 12 months,

a recent survey by the Social Weather Stations (SWS) showed. The Second Quarter

2014 Social Weather Survey showed 26 percent of Filipinos remained optimistic that the

general Philippine economy would get better next year, while 24 percent said it would

deteriorate, for a net optimism score of 2.

SWS said this was seven points below the high 9 (28 percent optimistic, 19 percent

pessimistic) in the previous quarter. This was the lowest net economic optimism score

under the Aquino administration since net zero in December 2009, the SWS noted.

“The seven-point decline in national net optimism about the economy was due to

decreases of seven points in Mindanao and four points in Metro Manila, combined with

an increase of six points in the Visayas and a steady score in balance Luzon,” the

pollster said.

Net optimism about the economy rose by one grade from high to very high in the

Visayas, from 7 in March to 13 in June. However, it fell by one grade from very high to

high in Mindanao, from 14 in March to 7 in June. It fell by one grade from high to fair in

balance Luzon, from 8 in March to -1 in June. It fell by three grades from very high to

mediocre in Metro Manila, down sharply by 24 points from 10 to -14, the lowest since -

18 in February 2009.

Meanwhile, the survey found 39 percent of Filipino adults expecting their personal

quality of life to improve in the next 12 months and eight percent expecting it to get

worse, for a net personal optimism score of 31.

This was up by one grade from the 29 (38 percent optimists, nine percent pessimists) in

March 2014. The survey research institute said very high net personal optimism was

recorded in Metro Manila, balance Luzon and Mindanao.

The two-point rise in national net personal optimism from a high 29 to a very high 31

was due to increases of seven points in Mindanao, four points in Metro Manila and three

points in the Visayas, combined with a steady score in balance Luzon.

It said very high net personal optimism scores were registered in classes ABC and D,

and high in class E.

On the change in personal quality of life compared to 12 months ago, the June 2014

survey found that 22 percent said their lives improved and 37 percent said it worsened,

for a mediocre net gainers score of -14.
