GUIDELINESSmall Grants Scheme

November 2007

2. These guidelines have been developed to support Provincial Facilitators in prioritizing and managing the Small Grants Scheme to support Civil Society Organizations in selected communes. The guidelines are based on the Output section of Donors’ Project Document, “Civil Society & Pro-Poor Markets Component,” from 7 April 2006 [DFID: Ref. No. 144 508 006; DANIDA: Ref. No. 104.Cambodia.1.MFS.20] and Rushdy, Sherif. “Civil Society and Pro-Poor Markets Component: Implementation Strategy and Monitoring and Evaluation System,” August 14, 2007.

3. The small grants scheme is intended to serve primarily as an operational fund for Business Associations and Civil Society Organizations, including CBOs, village organizations and national and local level based NGOs. This grants scheme is distinct from the sub-contracting of NGOs directly engaged as service providers to support the development of CSOs/CBOs around NR governance, management, processing and marketing.

4. CSOs and private business initiatives that are eligible for the small grants scheme are primarily NRM based organizations of the poor, most likely initially mobilized around livelihood issues. The focus the small grants scheme will target new or existing NRM CSOs and business initiatives mobilized around NRM- based livelihood options. The characteristics and types of CSOs eligible for a grant are described in Appendix A.

5. The list of initiatives that small grants aim to support is provided as a starting point, but is not comprehensive. It will be necessary for each Provincial Facilitator to identify, prioritize and select the initiatives of business groups, CSOs or CBOs based on community demand, available resources, and existing capacity. It is important that in areas where NRM funds are provided to the Commune Council by the D&D component of the NRMLP that the nature of the grants is to provide supports and resources to develop small associations, business groups and community organizations and not to fund programs of public benefit which is the focus of the CIF, DIF and PIF. In areas where NRM funds are yet to be disbursed to communes, this condition can be released where appropriate. In all cases, it is important that there is coordination between the Provincial Facilitation team and the D&D NRM facilitators (called PTA) in what is being funded to ensure the maximum amount of complementary.

6. Type of initiatives that the small grants scheme aims to support:

a) Sustainable livelihoods from forests (Non timber forest products, medicinal herbs, agro-forestry, ecotourism etc.), fisheries (Aquatic products, aquaculture, post harvest fisheries, etc.), livestock rearing, community agriculture, and handicraft.

b) Support networks formation and/or strengthening among fishery/forest dependent communities and small business groups/associations with interests in agriculture/livestock.

c) Dialogues with the Government to secure policy support (especially land and/or resource tenure) and support services (e.g. community fishery plots demarcated, community forestry demarcate, access to business service information, etc.)

d) Formation of NRM and agriculture-based livelihood or small business groups/associations and small credit based organizations (livestock banks, etc).

e) Capacity building of groups e.g. organizational development, planning and management of project, financial management, accounting, etc.

f) Improvement of production process, product development, packaging development, marketing of product, etc.

7. Small Grants cannot fund the following:

j) Public goods which is being funded by public funds in the CIF, DIF and PIF.k) Research programs, formal academic training programs.l) Individuals applying on their own behalf or as non-legal entities. Exceptions

may apply for CSOs categorized as informal/unregistered, in which case PFs must provide evidence of the group’s actual existence and relevance of the group’s activities to CSPPM program goals.

m) Missionary projects, political activities or activities related to elections, and/or projects supporting specific doctrines/ideologies, or military projects.

n) Payment for VAT, customs and duties, etc.o) Gatherings for a purely social purpose or mobilization expensesp) Scholarships, fellowships, study programs for individualsq) Purchase of landr) Exploratory studies for the purpose of project conceptualization

8. Application for small grant

Eligible CSOs and small business groups/associations can apply for small grants; applications must include, but are not limited to, the following:

plansi) The duration of time that the grant will cover (up to 12 months)j) Expected outputs and/or results

PFs can design a new grant application form or submit small grant applications in a format already utilized by their respective organizations. Regardless of the format chosen, all the above information should be included.

9. The size of small grants will vary depending on the proposed function of the grant. In the application, the PF should take into consideration the following:Screening questions:

RELEVANT TO CSPPM: Is the initiative/activity relevant to the CSPPM program goals?BUDGET: Is the proposed budget realistic given the requested period of support and the initiatives proposed?

SIGNIFICANCE/OUTCOMES: To what degree these initiatives or activities address an important problem defined by the applicant?

IMPACT ON ECONOMIC GROWTH: To what extent these initiatives or activities contribute to an improved business environment or economic growth?

APPROACH: To what degree the design and methods are adequately developed, well-integrated, and appropriate to the aims of the CSPPM program?

RISK MITIGATION: Does applicant acknowledge potential problem areas?

RISK MANAGEMENT: Does applicant present satisfactory alternative tactics in relation to potential problem mitigated?

INNOVATION: To what degree the initiative/activities develop new methodologies or technologies?

ENVIRONMENT: Are the proposed initiatives/activities potentially harmful to the environment?

INCLUSION OF WOMEN, MINORITIES, AND THE POOR AND EXCLUDED POPULATION IN THE ACTIVITIES: To what extend that the proposed activities/initiatives include women, racial and ethnic groups/subgroups, and the poor/excluded populations targeted by CSPPM component?

PF or LNGO partner evaluate the above factors on each project applying for small grant using the Score Card Form in appendix C. PF or LNGO partner analyzes project proposal to screen if the project is eligible for consideration for small grant. Project analysis resulted negative in one or two of the screening questions will not be considered for small grant.

The project eligible for consideration for small grant will be evaluated against factors listed above. Project that gains highest score should be eligible to receive small grant. This score card is designed to help PF and/or LNGO in a fair and transparent determining in giving small grant to CSOs and/or business groups/associations.

10. Roles and Functions of the PF:

9.1 The PF is responsible for ensuring that CSOs/business initiatives are informed of the availability of small grants as well as given appropriate directions on submitting proposals. Proposals can either be submitted directly to the PF or through sub-contracted LNGOs.

9.2 PF or sub-contracted LNGOs prepare ‘Project Cover Sheet’, one sheet for each small grant application to keep track record for monitoring and evaluation of small grant management. The ‘Project Cover Sheet’ will be updated throughout the small grant cycle.

9.3 PFs can work together with sub-contracted LNGOs and/or a set up independent sub-committee to award small-grants.

9.4 Once grants are awarded, PF must also track the progress of small grant implementation by collecting reports and summarizing outputs and/or impact, update the progress in the ‘Project Cover Sheet’ form and report progress to RF and NF respectively during and after the small grants cycle has been completed.

9.5 At the end of small grant cycle, the PF is responsible for evaluating the project output and effect. (the Project Evaluation Scoring Form is under developing)

11. Mandatory documents/forms for managing the small grants scheme: The PF can use existing forms from their respective organizations or use The Asia Foundation forms for this particular program. Mandatory forms include but are not limited to the following:

(i) Application Form: Eligible CSOs/CBOs and small business group/association must prepare an Application Form upon submission of a small grant proposal. The minimum information required in the Application Form is described in point #7 above.

(ii) Contract Form: Must be prepared by the PF or sub-contracted LNGO partner and signed by the small grant recipient to detail the responsibilities of both parties. The Contract Form must identify the PF if the grant was obtained through sub-contracted LNGO partner.

(iii) Narrative and Financial Report Form: This form will be used by the recipient CSOs/small business group/association for reporting purposes.

Appendix A

Characteristic and Type of CSOs

A CSO is NOT a Micro-Group of 5-15 Households or members. It has a larger membership (>35 members) and an elected Executive body. It can be an association of such micro-groups. It operates at the village, commune (multiple villages), district or province level. Where there is no CSO and the situation warrants it, micro-groups may be formed or supported with micro-grants until they can form a CSO.

CSOs may be identified:

(i) By issue: land, protection, production, marketing, conflict resolution, and/or combinations.

(ii) By structure:

Description of structure Characteristica. Informal Unregistered No written charter, at least one leader

and/or minimum governing structure; not officially registered, but well-known at the group’s location. At the very least, the Village Chief should be able to attest to the group’s existence.

b. Informal registered Same characteristics as Category a., but at least recognized and/or listed in the Commune Council records.

c. Formal unregistered Has formal governing structure and written regulations and/or charter of the group. Not officially registered but well-known at group location and by local authorities.

d. Formal registered Has governing structure, as well as written regulations and/or charter. Is registered with authorities.

e. Informal network Heads of recognized CSOs or representatives of recognized CSOs meet to coordinate work and share lessons learned.

f. Formal Network Network has regular activities together, has formal coordination structure and is recognized by authorities.

(iii) By Level: CSOs at village level, commune, district, province and/or national level.

(iv) By Size: Minimum size of membership is 35 persons per CSO.
